Solicitation Overview
PURPOSE:
The City of Houston/Houston Airport System is seeking proposals from firms
who specialize in development and operation of gasoline stations with
convenience stores.
Goals of the concession are to:
1. Provide fueling and convenience store services to users of the cell
phone lot
2. Grow concessions sales and airport revenues

One (1) original, marked “original”, signed in BLUE ink, ten (10) hard copies,
and ten (10) electronic copies (on USB drives) all the submittals must be
received at the address below no later than Thursday, July 14, 2016, 2:00 PM

Proposal Submittal Requirements
• Each proposal must be organized and follow the required format, as stated
in the RFP.
• Each section must be appropriately tabbed and inclusive of all required
submittals.
Note: Respondent must submit their company’s audited annual financial
statements, in accordance with and as defined in the Financial Accounting
Standards Board (FASB) regulation(s) for the past two years. In addition,
include your Dunn & Bradstreet Report or Federal Tax Forms filed with the
Internal Revenue Service (IRS) for the past two years, as indicated in Financial
Capability of Proposer, Section 4.10.1

Evaluation & Selection Criteria
The award of a contract(s) will be made to the Respondent(s) offering the
response which best meets the needs of HAS. HAS reserves the right to reject
any offer if the Proposal submitted failed to satisfy HAS that the Proposer is
properly qualified to provide the services contemplated as specified.
The selection of the firm(s) for this project will be based on evaluating the
following:
• Customer service/management and operations plan proposition
• Design, materials, development, and sustainability
• Background and experience
• Compensation to City
• Financial capabilities
• ACDBE compliance

Respondents meeting the minimum qualifications of this RFP shall be evaluated
as follows:

Diversity Requirements
• The goal on IAH Gas Station/Convenience Store at George Bush
International Airport is 10%.
• The ACDBE goal will be based on expenses, minus the cost of goods sold
and cost of employees.
• The IAHGSCS contract will require you to make a good faith effort to achieve
these goals with the firms listed in your ACDBE utilization schedule.

Certification
• Participating firms must be certified ACDBE.
• Firms must be certified ACDBE at time of proposal submission. If not
certified ACDBE, they will not be counted towards contract participation.

Project Scope and Overview
• Located at corner of John F. Kennedy Blvd. and Rankin Rd.
• 25-year term from date of initial certificate of occupancy
• Gas Station and Convenience Store to be developed by Successful Proposer
on an approximate 1.5 acre tract (tract size somewhat flexible to properly
accommodate development)
• Concession Fee payable to City is the greater of the sum of the Fuel Per
Gallon Fee and the Convenience Store Percentage Fee applied to sales for
each component or the Minimum Annual Guarantee (MAG)
• MAG is the appraised ground rent of $0.80 per square foot per year,
escalated 3% annually
• Gas Station must be capable of servicing/fueling at least 12 cars
simultaneously, but Respondents may propose a greater number
• High focus on customer service, and provisions of amenities, i.e. restrooms
• HAS will stub utilities at the leased premises boundary line
