(I&APs) to view project related information

• Register as I&APs which will allow for updated information

throughout the construction period

LEGISLATIVE REQUIREMENTS

There is no requirement:

• For an Environmental Impact Assessment in terms of the

National Environmental Management Act (NEMA) Act no. 107

of 1998;

• For a Heritage Impact Assessment in terms of the Heritage Resources Act No. 25 of 1999; and

• For Planning Approvals.

The Public Information Process is being undertaken with a view to

facilitating greater efficiencies through co-operation between the

Project Team and the affected public.

DESCRIPTION OF THE PROJECT ROADWORKS, NMT & PT LANES

• Kommetjie Road upgraded to four lane dual carriageway facility

between Capri Drive and Corsair Way including the rehabilitation of

existing roadway.

• Ou Kaapse Weg upgraded to four lane dual carriageway between

Noordhoek Road and Kommetjie Road including the rehabilitation of

existing roadway.

• Shoulders, cycle lanes and sidewalks will be provided along each

roadway.

• Public transport Queue Jump lanes will be provided on Kommetjie

Road at the intersection with Ou Kaapse Weg as well as Public

transport embayments. (see Detail on Coming Plans)

DESCRIPTION OF THE PROJECT NON-MOTORISED TRANSPORT

(See Road Layout Plans)

• Sidewalks for shared pedestrian and bicycle use will be constructed along both sides of

Ou Kaapse Weg, and along the north side of Kommetjie Road. The width of these sidewalks will vary between 3 and 4 metres.

• Along the south side of Kommetjie Road, a 2.0m wide sidewalk will be provided.

• 2.4m shoulders will be provided on each side of both routes, which can also be used by cyclists.

• Painted green bike lanes will be provided where necessary to prioritise cyclist traffic at

intersections and where cyclists conflict with left turning traffic.

• Bicycle and pedestrian aspects and push buttons will be provided at all signalised intersections .

• Existing pedestrian movements will be accommodated throughout the construction phase.

DESCRIPTION OF THE PROJECT SERVICES - WATER

The project includes the upgrade of several potable water mains:

• The existing 400mm diameter Asbestos Cement (AC) main along Kommetjie Road will be replaced by a 500mm diameter Ductile Iron (DI) main. This main is about 1 km long, and requires air valves, scour valves and several cross connections.

• The existing 300mm diameter AC main along Ou Kaapse Weg will be replaced by a 300mm diameter DI main. This main is about 1 km long, and requires air valves and cross connections.

• The existing150mm diameter AC main along Kommetjie Road will be replaced by a 160

mm diameter uPVC main. This main is about 300m long.

• The existing 225mm diameter AC connection pipe at Capri Drive will be replaced with 250mm diameter uPVC pipe.

DESCRIPTION OF THE PROJECT SERVICES - STORMWATER

The project has afforded the opportunity for the upgrading of existing and the construction of new stormwater infrastructure as follows:

• Some stormwater flow will be diverted from Sunnydale towards the existing detention pond at Longboat Road along an open channel, which will be rehabilitated.

• New stormwater catchpits will be provided along Kommetjie Road and Ou Kaapse Weg with collector pipes ranging typically between 375mm and 450mm diameter.

• A short section of existing 750mm diameter pipe along Ou Kaapse Weg will be upgraded to 900mm diameter.

• Some existing open channels will be rehabilitated and new cut off drains created.

DESCRIPTION OF THE PROJECT SERVICES - STREET LIGHTING, ELECTRICITY &

TELECOMMUNICATIONS

• Upgrading of the existing street lighting will be done along Kommetjie Road. These will be side mounted with single outreach arms and will extend a certain distance up Glencairn Expressway and up to Corsair Way.

• New street lighting will be installed along Ou Kaapse Weg. These will be side mounted

with single outreach arms.

• Existing street lighting will be maintained throughout the duration of the contract, where possible.

• The contract includes the relocation of existing underground electrical cables.

• Supply and installation of new cabling will be required for street lights, traffic signals and irrigation systems.

• Ducting for the future use by telecommunication companies will be installed so as to reduce the requirement in future for trenching and to limit inconvenience to the public.

DESCRIPTION OF THE PROJECT LANDSCAPING

• Hard and soft landscaping will be provided at intersections.

• Over 500 young trees to be planted, mainly at the intersections and open areas.

• Intersection bellmouths to be paved and provided with minor street furniture (benches

etc.)

• Road reserve to be straw stabilised with grass hydro seeding in places.

• Soft landscaping will be provided along medians. However, narrow median areas (<1.5m

wide) will be paved or premixed with asphalt.

• Watering of landscaping will occur under the cost of the project for one year after completion.

TRAFFIC ACCOMMODATION

• The number of existing lanes in each direction, at any location, will to

be maintained at all times during construction.

• Construction will occur in phases depending on repositioning of

underground services .

• Pedestrian movements will be accommodated during the

construction phases.

• Variable message signs will be used on major routes to the site, to

warn the public of possible delays.

• Temporary concrete barriers will be used, including delineator

construction signage to improve safety conditions for pedestrians,

cyclists and motorists .

• Reduced speed limits will be implemented for the duration of the

contract.

• Changes in traffic accommodation plans will be communicated to the

public on an ongoing basis.

PROCESS

It is recognised that there are other studies and development debates

currently under consideration for the area.

This process is to focus on the Kommetjie Road Project.

The ultimate aim is to minimize the disruption caused by construction

activities. Specifically, to ensure:

• I&APs are kept abreast of the project details and updates.

• Issues arising are channelled to the appropriate team members for

resolution.

• Consistent communication channels are available throughout the

construction period.

• Your focussed input is valuable for supporting a smoother construction

process for all parties.

WHAT TO EXPECT?

• Typical disruptions associated with construction (i.e. noise, dust, congestion).

• When will the next phase of the project be done i.e.. to the west of Capri Drive?

The design of the section from Capri Drive to Houmoed Avenue is currently in progress and should be completed within the next 3 months. The start of this phase is dependant on the acquisition of the strip of land ±7m wide on the south side of the existing road

reserve, the process for which is about to commence, and also the necessary funds being made available for the project.

• What will be done to accommodate the large number of pedestrians using the current sidewalk along Kommetjie Road to the west of Capri Drive?

There is the possibility that the current contract could be extended to include the construction of the sidewalk on the north side of Kommetjie Road up to Pokela Road.

• What will be done to accommodate cyclists along Noordhoek Road at the minor access to Sun Valley Mall?

This has been addressed in the current design.

• What will happen when the new public transport interchange (PTI) is built at

Masiphumelele re traffic at the Kommetjie Road/ Pokela Road Intersection?

Ideally the timing of improvements to this intersection should coincide with the dualling of Kommetjie Road at this intersection.

• What is being done to reduce traffic congestion on Ou Kaapse Weg north of Noordhoek

Road?

A study is currently underway looking at improved access to the Far South for all modes of transport.

• Will Silvermine Road be signalised?

The warrants for signals at this intersection are currently being re-assessed.

• Will the road upgrading facilitate new development in the area?

The proposed upgrading is intended to relieve existing congestion in the area for both commuter and recreational traffic, as well as local business and shopping traffic. Any spare capacity would be available for future growth/development in the area over time.

• Which contractor has been appointed to undertaken the work?

The contract has been awarded to Martin & East (M&E), but the contract document which signals the formal start of the contract is still to be signed by the City and the contractor.

• When will the contract be signed?

Construction regulations require that a construction permit be issued by the Department of Labour for this project. The application for the permit has been made and the permit should be issued by the first week of October. Once the permit issued, the contract will be signed.

• When will construction begin?

Once the contract has been signed, the contractor will begin on site with setting up his site camp. This normally takes two to three weeks. At the same time or shortly thereafter, the contractor will start with initial minor excavations to confirm the positions of existing services. The site will therefore be operational towards the end of October.

• Will local labour be employed on the project?

It is a contractual requirement that labour from two identified areas close to the project be utilised during construction. These two areas are Masiphumelele and Ocean View. Local labour will only be sourced from the sub-council database of employment seekers and those seeking employment must therefore be registered on this database.
