Lightning
SOURCE: National Weather Service
• Employ the “30-30 Rules” to know when to seek a safer location. The “30-30 Rules” states that when you see lightning, count the time until you hear the thunder. If this time is 30 seconds or less, go immediately to a safer place. If you can’t see the lightning, just hearing the thunder, this means lightning is likely within striking range. After the storm has apparently dissipated or moved on, wait 30 minutes or more after hearing the last thunder before leaving the safer location. Additional information is available at www.lightningsafety.noaa.gov

Lesson to be learned – if
you are caught out on
the course… distance
yourself from anything
metal OR graphite.

Seasonal Reminders
1. Athletes must have a physical. All foreign students must have
a physical conducted in the United States prior to
participating in practice of competition.
2. Pay attention to Heat, Humidity and Hydration. • Criminal charges have been brought against Kentucky High School
coach for heat related death of an athlete.
3. Sickle Cell Trait has not been talked about much in recent
years. It has recently been identified as contributing to the
death of a student-athlete. Coaches who work with African
American students should be aware, observant and informed.
Sportsmanship Emphasis
Thanks for your cooperation. With your
help, we can maintain interscholastic
athletics as an extension of the classroom
where lifelong lessons and benefits are
taught and learned.
Golf has long been a leader in
Sportsmanship issues. As players make
their own calls and maintain the integrity of
the sport golf, please work with your
players and encourage etiquette that
maintains a high level of dignity for your
high school and community.

COACHING RULE REVIEW

Advice Between Rounds in 36-Hole Match
Q. May a player seek advice, other than
from his partner, after 18 holes in a 36-
hole match?
A. Yes. Rule 8-1 applies only during a
stipulated round. A 36-hole match consists
of two 18-hole stipulated rounds – see
Definition of “Stipulated Round.”
Advice Regulations – USGA Decision 8 -1/19
RULE CHANGE
Asking Advice When Play Suspended
Q. A is about to play the 6th hole, a par-3, when play
is suspended by the Committee. Prior to the
resumption of play, A asks X, who had already
played the 6th, what club he used for his tee shot.
Is A penalized under Rule 8-1?
A. No. The prohibition against giving or asking for
advice applies only during a stipulated round. In
this case, the stipulated round had been
suspended.
Advice Regulations – USGA Decision 8 -1/20
RULE CHANGE
Advice Given by Team Mate in Another Group in
Stroke Play
Q. Individual and team competitions are being
played concurrently in stroke play. Competitor is
given advice by a team mate who is playing in
another group. What is the ruling?
A. The team mate would be penalized two
strokes.
Advice Regulations – USGA Decision 8 -1/21
RULE CHANGE
Team Mates Playing as Fellow-Competitors Exchange Advice
Q. The format for a competition between two teams is as follows:
Individual stroke play, with the winner being the team with the
lowest aggregate score. Play is in groups of four, with two
players from each team in each group. In such event may two
team members playing the the same group give each other
advice?
A. No. The team mates are fellow-competitors and not partners
in this type of event, which is not the same as four-ball stroke
play (Rule 31-1), and they would be penalized for each breach of
Rule 8-1. Penalty: Match play – loss of hole; Stroke Play – two-
strokes.
Advice Regulations – USGA Decision 8 -1/22
RULE CHANGE
Q. A parent, not designated to be a coach, is
over heard telling their child to “slow down
your swing” during a high school meet.
A. Violation – instruction from someone
other that one of the two allowed
coaches. Penalty:

2nd offense on same player – Disqualification.
Advice Regulations – WIAA Season Regulations, f.

15 Meets Allowed During Regular Season
33-7/9 Competitor Who Knows Player Has Breached Rules
Does Not Inform Player of Committee in Timely Manner
• The responsibility for knowing the Rules lies with all players. In stroke
play, the player and his marker have an explicit responsibility for the
correctness of the player’s scorecard.
• There may, however, be exceptional individual cases where, in order
to protect the interest of every other player in the competition, it would
be reasonable to expect a fellow-competitor or another competitor to
bring to light player’s breach of the Rules by notifying the player, his
marker or the Committee.
• In such exceptional circumstances, it would be appropriate for the
Committee to impose a penalty of disqualification under Rule 33-7 on
a fellow-competitor or another competitor if it becomes apparent that
he has failed to advise the player, his marker of the Committee of a
Rules breach with the clear intention of allowing that player to return
an incorrect score.
Approaching a Fellow Competitor – Penalty Situation
• Never feel you can’t address a player
• After tee shot/long walk
• As soon as possible after penalty is identified
• Remain calm – explain violation to player
• When coach of official available, inform them and review
• Before card is returned make sure it is accurate
“Integrity” Scoring
• All in group maintain score of all the
others
• Scorecards are exchanged
– WIAA scorecards sent to each school
hosting a WIAA tournament series meet
• USGA/WIAA scoring used
Starter Announcement
“Integrity” Scoring – key concept
Everybody announces their
score and everybody agrees
with these scores after each
hole
Hole Scoring
• Each player identifies and marks the score of ALL the other players in the group for each hole.
• Clearly announce your score after completing each hole.
• Record score for each player on scorecard at the tee area of the next hole.
• Players can tee off on the next hole, before completing the scorecard, however, make sure any and all scoring issues for the previous hole have been resolved.
• Markers sign the scorecard of the player they were marking.
WIAA RULE: 40-Second Shot Limit
Needed to address slow play by an individual player.
• Tee shots
• Fairway Shots
• Lost Balls
• Green Situations
• Check the WIAA Local Rules & Conditions for Pace of Play
Regulations
Keys to Good Pace
1. Stay focused on and keep up with group ahead.
2. Proceed directly to your ball.
3. Anticipate and think ahead – use travel/walking time.
4. When greenside, place bag/cart in a location where you
can move quickly/efficiently to the next hole.
5. Move quickly from shot to shot.
6. Don’t stand around.
7. Limit socializing – do not let a conversation hold up play.
8. Be prepared – Be Ready to play your shot.
Home Course Clarifications
• Need to be within 25 miles of high school
• A school can host a conference meet at a
course not designated as their home
course.
• A school can host a special event (i.e. a
cancer fundraiser) at a course not
designated as a home course.
