1.0 INTRODUCTION 1.1 Background

GMR Chhattisgarh Energy Limited (GCEL) proposed to setup 2x685 MW Sub-Critical Thermal Power Plant at Raikheda village, Tilda block, Raipur district, Chhattisgarh. Environmental Clearance (EC) for the said project was granted by MoEF vide letter no. J-13012/62/2008-IA. II(T) dated 09th May 2011 and its amendment dated 13th June 2013. Copy of EC letter and amendment is enclosed as Annexure-I. Further, the committee recommended for amendment of EC for road transportation of coal for a limited period of three years during the 18th Meeting held on 31st July and 1st August, 2014. Coal from Vizag port (NOC available) will be transported by rail (Railway Transport Clearance was obtained on 04.07.2011 from Ministry of Railways) upto siliyari railway station which is about 30 kms to plant by road. On 04.02.2015, the committee granted EC amendment for use of 50% blend coal sourced through E-auction.

1.2 Purpose of the Report The preliminary objective of the report is: Use of 100% Domestic Coal sourced from Talabira-I and Ganeshpur Coal block

and Change of fuel source from 50% blend with e-auction coal to 50% Blend for coal

sourced through Talabira-I and Ganeshpur Coal Block in the worst case scenario

Hence, GCEL is submitting this addendum report detailing the justification and the impacts due to the proposed change of fuel source from to 50% domestic coal (50% Domestic & 50% Imported) sourced through Talabira-I and Ganeshpur Coal block.

1.3 Justification for the Proposed Changes

As per Coal mines (special provisions) Rules 2014, Talabira-1 and Ganeshpur coal Block mines has been vested over to GMR Chhattisgarh Energy Limited in the recently concluded coal block E-auction. Hence, the request is proposed for change of fuel source from to 50% domestic coal (50% Domestic & 50% Imported) sourced through Talabira-I and Ganeshpur Coal block.

Coal Block Allotment and Status Based on coal mines (special provisions) second Ordinance, 2014 and the Coal mines (special provisions) Rules 2014, Talabira-1 and Ganeshpur coal Block mines has been vested over to GMR Chhattisgarh Energy Limited in the recently concluded coal block E-auction. GMR Chhattisgarh Energy Ltd was a successful bidder in the coal block auction and has won Talabira –I coal block located in Odisha in auction of Schedule-II coal mines and has already signed Coal development and production agreement for Talabira-I coal block with MoC. MoC has also issued Vesting Order for the coal block on 23.03.2015.Talabira-I Coal Block is an operational coal block with a total reserve of 10 MTPA leftover for extraction. GMR Chhattisgarh Energy Ltd was also a successful bidder for Schedule –III coal mines and has won Ganeshpur coal block located in Jharkhand and has already signed Coal development and production agreement for Ganeshpur coal block with MoC. MoC has also issued Vesting Order for the coal block on 22.04.2015. Further, the company also has FSA for Indonesian and South African Coal and intends to source Indonesian coal/ South African coal during the short fall of domestic coal. The Fuel Supply Agreement is enclosed as Annexure-II.

1.4 Location of the Project and Environmental Settings

The power plant is proposed to be located at Tilda Block comprising of Raikheda, Gaitara and Chicholi villages at Raipur District in Chhattisgarh. The project location falls in Survey of India topo sheet no. 64 G/15. The index map of the project site is shown in Figure-1 and study area map of 10 km radius around the project boundary is shown in Figure-2. The details of environmental setting are given in Table-1.

2.0 PROJECT DETAILS FOR 2X685 MW POWER PLANT 2.1 Plant Layout

The total land requirement of the project is about 850 acres spread in the villages of Raikheda, Gaitara and Chicholi in Raipur district. Necessary plant drainage system is being provided at the proposed power plant site. The plant layout is given in Figure-3. The land use break up is given in Table-2.

There will be no change in Plant Layout for the proposed change of fuel.

2.2 Fuel Requirement 2.2.1 Coal Requirement

The total domestic coal requirement would be about 6.3 MTPA which will be sourced from Talabira-I & Ganeshpur Captive Coal Block. The blended coal requirement for the proposed 2 x 685 MW thermal power plant with super critical technology is estimated as 5.2 MTPA (50 domestic:50 imported). The detailed calculations for imported and domestic coal is given in Table-3A and for blended coal are given in Table-3B.

2.2.2 Fuel Oil Requirement

HFO/LDO will be used as auxiliary fuel. The estimated annual requirement of HFO/LDO is about 8000 KL. 2 HFO storage tanks of 2000 KL capacity each and 1 no. of LDO storage tank of 750 KL capacity will be used. No change is envisaged in consumption or storage of HFO/LDO.

2.3 Requirement of Various Other Utilities 2.3.1 Water Requirement

The water requirement was worked out to be 4100 m3/hr (36 MCM) for 2 x 685 MW Power Plant with super critical technology. No change is envisaged in water

requirement even with change of fuel quality. The water balance details including water requirement and wastewater generation are given in Table-5.

The above table depicts that no wastewater will be discharged outside the premises during normal operation except during monsoon season even after the proposed change in configuration of the plant.

3.0 IMPACT ASSESSMENT For assessment of impact prediction, maximum power generation of 1370 MW (2 x 685 MW) is considered. Also solid waste and gaseous emissions are calculated based on worst coal quality.

3.1 Impact on Air Quality

The major source of emission from the proposed power plant is stack attached to boilers. Particulate Matter (PM), Sulphur dioxide (SO2) and Oxides of Nitrogen (NOx) are the major pollutants from the proposed power plant. The expected stack emission details are worked out based on both domestic coal as well as blended coal options. For blended coal, 50:50 has been considered to assess the impact on air quality. The details are given in Table-6A and Table-6B.

Prediction of impacts on air environment has been carried out by employing Industrial Source Complex [ISC3] mathematical model based on a steady state Gaussian plume dispersion model designed for multiple point sources for short term.

Air pollution modeling has been carried out by estimating GLCs at about 1200 receptors to obtain an optimum description of variations in concentrations over the site in 10 km radius covering 16 directions. The incremental ground level concentrations and resultant GLCs for PM10, SO2 and NOx are given in Table-7. Isopleths showing the incremental concentrations are given in Annexure-III.

From the above table it can be observed that even with the usage of blended coal, the incremental concentrations are below the emissions for which EC was obtained. Hence, no significant additional air impacts are envisaged with the use of 100% domestic coal in place of 100% imported coal.

3.3 Impact on Water Resources and Water Quality

The total fresh water consumption for the proposed 2 x 685 MW thermal power plant with super critical technology will be 4100 m3/hour (equivalent to 36 MCM per annum). There will be no change in water consumption or wastewater generation even with domestic/blended coal option. The wastewater generated in the proposed plant will be adequately treated and reused in the project and no wastewater will be discharged outside the premises during normal operation except during monsoon season. Hence, no additional impact on water resources and water quality is envisaged.

3.4 Impact of Solid Waste

The total coal consumption will be increased with the use of domestic coal and so the total ash owing to the high ash content. However, there will be no change in the other solid waste generation. The details of ash generation are given in Table-10.

No increase in air emissions of PM and NOx. Further, SO2 emissions are slightly less in case of domestic coal when compared to 50% South African coal and Indonesian coal However, GLCs are estimated to be within the NAAQ standard limits.

The above table depicts that there is no significant impact on the environment due to change in coal from imported coal to domestic coal/blended coal.

Hence, GCEL is requesting for the Usage of domestic coal/blended coal in place of

100% imported coal (South Africa or Indonesia) and 50% Blend for coal sourced through Talabira-I and Ganeshpur Coal Block in the worst case scenario as there is no significant additional impact on the environment.

4.0 ENVIRONMENT MANAGEMENT PLAN

The following EMP shall be followed to control the impacts on environment.

4.1 Air Pollution Management

The mitigative measures that will be followed to control the impact on air environment are:

Installation of ESPs of 99.99% efficiency to limit the PM concentrations below 50 mg/Nm3 ;

Provision of 275 m high stack for wider dispersion of gaseous emissions;

Provision of Low NOx Burners for control of NOx emissions;

Provision of water sprinkling system at coal handling;

Transportation of ash by closed bulkers;

Continuous water sprinkling at ash pond to prevent generation of fugitive dust

Cement concrete roads within the plant area;

Space Provision in the Layout for any future installation of Flue Gas Desulphurization Unit (FGD); and

Development of greenbelt around the plant to arrest the fugitive emissions.

4.2 Water Pollution Management

The following measures will be followed to minimise the impacts and conservation of fresh water:

Reuse/recycle of wastewater generated;

Utilizing wastewater for sprinkling over ash disposal area to arrest fugitive dust;

Provision of sewage treatment plant to treat domestic sewage from plant and colony;

Treated domestic wastewater for greenbelt development;

Lining of guard pond suitably to prevent any seepage into ground to avoid possible groundwater contamination;

Lining of ash pond to prevent percolation of water into ground; and

Suitable rainwater harvesting structures will be constructed.

4.2.1 Rain Water Harvesting System

Rainwater harvesting will be done and the run-off water will be collected and allowed to percolate into the ground. The basic purpose is to assist the ground water stability. The run-off water will be collected through open storm water drain networks. The discharge outlet is then connected to a recharging pit, where in the storm water will percolate into the ground. The recharge pits provided for the rain water harvesting scheme shall be provided with adequate hand rails at the top bench with hard foot path for approach/ inspection / maintenance / safety purpose.

4.3 Noise Pollution Management The following measures will be undertaken to mitigate higher noise levels:

Equipment will conform to noise levels prescribed by regulatory authorities;

Provision of acoustic enclosures to noise generating equipment like pumps;

Provision of thick greenbelt to attenuate the noise levels; and

Provision of earplugs to the workers working in high noise level area.

4.4 Solid Waste Management

The measures to mitigate the impacts due to disposal of solid waste are:

Supply of dry fly ash to maximum extent to cement industries in the region;

Disposing the used oil to authorized recyclers;

Bottom ash shall be disposed off in lined ash pond (HCSD Technology);

Sufficient moisture content shall be maintained in the ash pond to prevent fugitive dust;

Organic portion of sludge waste generated in the STP shall be used as manure in greenbelt development; and

Maintaining the data base on solid waste generation. 4.5 Greenbelt Development

Greenbelt with a width of 50 m to 100 m will be developed around the plant site. The total greenbelt around the power plant complex will be about 205 acre. In the

proposed greenbelt about 1, 24,640 trees will be planted with a density of 1500 trees/ha. A capital cost of Rs. 8.27.0 Crores and an annual budget of Rs.1.0 Crore will be earmarked for this purpose. The plantation schedule will be completed within five years from the construction period of the project. The plantation schedule is given in Table-11.

4.6 Cost of Environment Management Plan

The EMP is prepared to mitigate the adverse impact due to the proposed power plant on the surrounding with respect to ambient air quality, water quality, noise generation etc.

It is proposed to invest about Rs. 638.75 Crores on pollution control measures,

treatment and monitoring systems for proposed super critical thermal power plant. The break-up of the investment is given in Table-12.

5.0 Chhattisgarh Thermal Power Project - Social Responsibility

Corporate Social Responsibility (CSR) activities of the project are concentrated in seven villages namely Raikheda, Bhatapura, Chicholi, Gaurkheda, Sontara, Gaitera and Murra in Tilda block of Raipur district. The CSR activities are implemented (Since June, 2009) through GMR Varalakshmi Foundation, the CSR arm of GMR Group. GMR Varalakshmi Foundation (GMRVF). GMRVF works with the under-privileged sections of the community concentrating in 4 thrust areas viz., Education, Health, Empowerment and Community Development.

EDUCATION

To ensure quality education to the children of project area, Foundation has been supporting 9 Anganwadis and 10 Primary Schools in the area by providing teaching and learning materials, vidya volunteers, furniture, electrification, sports kits, and small infrastructure to these schools and Anganwadis. Foundation had carried out repairs to school building at Gaurkheda, school playground at Raikheda & Bhatapara

and supported construction of boundary walls at Sontara & Chicholi. Additional class rooms have been constructed at Chicholi & Raikheda schools. The only Higher Secondary school located at Raikheda is supported for 50% salary of 10 teachers for last three years benefitting 300 students. Foundation facilitated TOM’s shoes distribution to more than 1500 students during current year. Transportation facility is provided to girls pursuing college and bicycles are provided to 60 girls going for higher schooling to their neighbouring villages.

Established Pratibha Library to support youth preparing for entrance and entry level jobs. Five scholarships were disbursed to the needy youth pursuing their graduation in engineering and nursing. Kid Smart Early Learning Centres established in two schools which provided computer aided education to 444 children till March, 2014. Navodaya Entrance coaching is run three villages and imparted coaching to 150 students and seven have been selected till last year.

HEALTH & SANITATION

Six community dispensaries are run in six villages in partnership with Mission Hospital, Tilda catering the primary health requirements of around 3000 families of seven villages. Ambulance service is provided for referral of emergencies. Health awareness is an integral component for children and women. Care & support services are provided to 56 sickle cell anaemic children and 21 severely malnourished children from project affected villages.

Two public toilets are constructed and being run benefiting 150 families in two villages. Regular fogging is done against mosquitoes in three panchayats. More than 120 people with disability are supported with equipment like tricycles, hearing machines etc. across Tilda block. Operation theatre at Community Health Center (CHC), Tilda is upgraded and X-Ray unit is established at CHC, Kharora. Blood Bank is established at Mission Hospital, Tilda.

EMPOWERMENT & LIVELIHOODS

Women empowerment is done through Self Help Groups (SHG). Currently 25 groups are monitored by the foundation in PAVs. The groups are clustered into a society named as Chirag. Women skills are enhanced through training on basic tailoring and around 300 women are trained. Regular trainings are organized for farmers through Farmer’s School established at Raikheda. More than 900 farmers have been benefitted through different demonstrations on improved agricultural practices. Youth groups are formed in 3 villages and Karate training is being provided to more than 50 girls.

Community based vocational training is established at Tilda. More than 600 drop out youth have been trained in house wiring, basic computer, two wheeler repairing, TV & mobile repairing with settlement rate of 72%. Family based income generation

activities are supported to 151 families adding average income of Rs.7000 per family per year.

COMMUNITY DEVELOPMENT

Six community libraries are established in six villages having around 900 regular users. Veterinary camps are organized just before onset of monsoon every year. Drinking water storage and distribution facility is provided in four villages. Domestic ponds are renovated at Chicholi & Raikheda and bathing platforms are constructed in 8 ponds. Community Halls are constructed in four villages and open platforms for cultural activities are constructed in 3 villages. Approach road is constructed from Murra to Raikheda (8Km) and a feeding minor (1Km) is constructed at Raikheda village.

6.0 Status of Implementation (Photographs)

Unit-I has been synchronized to grid with oil on 2nd Oct 2014. All the BoP packages are commissioned and operational.

As per the advice of Expert Appraisal Committee, MoEF, super critical technology is envisaged for the project. GCEL has already obtained FSA with Indonesian Coal Mines for supply of Imported Coal to the project. Water requirement and wastewater generation, treatment and disposal for the proposed will remain same. No wastewater will be disposed outside the premises during normal operating working days. No significant additional impact is envisaged in air environment due to use of domestic coal/ blended coal in place of 100% imported coal. The proposed project also has the potential of getting registered as a CDM project as it leads to reduction in GHG emissions. Hence, GCEL requests to grant amendment of Environmental Clearance for the proposed change in coal from 100% Imported Coal to 100% Domestic coal/blended coal and 50% Blend for coal sourced through Talabira-I and Ganeshpur Coal Block in the worst case scenario as there is no additional consumption of resources such as land, water and coal and no significant additional increase in pollution load.

transparent e-auction and bidding process. Talabira I in Sambalpur district in
