Welcome to the June edition of the Leadership Outlook.As summer arrives with us, we have a lot happening at the South West Leadership Academy. We will see a number of our regional programmes get off the ground during June. We continue to work closely with our partners in the six STP footprints within the region to shape and tailor our offering to support their organisational development agenda.

We will shortly launch applications for our Postgraduate Certificate in Healthcare Management, Leadership & Innovation. This will be the third cohort of a programme which has been specially designed for new, aspiring and experienced leaders in the South West - offering a complete overview of how it feels to lead in a complex, ever-changing public sector. Participants have an introduction to organisational structures, cultures and the importance of individual and collective values in the minds of developing leaders. The feedback from the programme has been extremely positive and we include an insightful case study for you in this month’s newsletter.

This month also brings a departure from the team. Having enjoyed a ten year career in the NHS and the last four years with us in the team, Victoria Suter will leave us at the end of June. Victoria has contributed a huge amount of passion, energy and skill to leadership development across the region. More recently she has made a significant contribution to the Graduate Management Training Scheme in the South West and she will be sorely missed as the region’s expert!

I am sure you will join me in thanking Victoria for her dedication and wishing her the very best of luck as she moves on to pastures new.

The prospect of leaving the NHS after more than ten years is filling me with all sorts of emotions, primarily one of sadness at leaving not just my lovely Leadership team colleagues, but all of you

as well, with whom I’ve worked in the south west over the years, making many friends.

Looking back I recognise how much I’ve enjoyed putting together and participating in so many leadership development activities: master classes, workshops, Leadership Foundations Programme, Systems Leadership Development, patient leadership, facilitation training, action learning, HLM 360, GMTS, Type Coach, emotional intelligence, conflict transformation, mindfulness, coaching – and much more! I’ve learnt such a lot beside you, both from the presenters and from the staff who have attended our programmes and events. I love learning, and I’ve been delighted to have had the opportunity to put this passion to work in a role that I hope has reached leaders at every level, providing support and development for clinical and non-clinical

staff, for the ultimate benefit of the patient.

My own motto has long been ‘I help the people who help the patient’, and I plan to continue to offer coaching, consultancy and

facilitation support as I leave the NHS to go freelance. I will keep in touch with our Leadership Team, and will be glad to hear of your

leadership news in the future.

Nyle Bevan Case Study

I applied for the programme to continue my professional development; in particular I wanted to build upon prior management and leadership training to deliver more complex change projects within the NHS, and to widen my opportunities for progression. I also felt that, having completed vocational courses rather than a formal degree, I had missed out on university study and I wanted to challenge myself academically.

Torbay and South Devon NHS Foundation Trust, my employer at the time, offered a range of management and leadership development opportunities through their Organisational Development (OD) team. I was fortunate enough to be supported by my team, Healthy Lifestyles, to attend two separate programmes over the course of two years.

At the end of the second programme I discussed potential next steps with the OD team and was pointed towards the NHS South West Leadership Academy. Following an impromptu request for guidance, Christina Quinn, the Leadership Academy’s Director, was kind enough to meet with me to discuss my personal and professional aspirations.

After our conversation I was energised to apply for the PG Cert in Healthcare Management, Leadership & Innovation sponsored by the Leadership Academy.

I was fortunate enough to be approved for entry and funding, and the programme began in September 2016.

The course aims to support the development of the skills required to lead change and improvement across the healthcare system. It covers salient subjects including systems leadership, ethical decision-making, healthcare improvement, open systems innovation, change management and a range of other topics. The programme content is contemporary and relevant in light of the diverse and severe pressures facing the healthcare system.

The students on the course come from a variety of healthcare backgrounds; medical students, nurses, managers, consultants and commissioners all study together. The peer learning is invaluable, and I now have a much greater insight into the different challenges faced by colleagues working across the system.

I’ve been challenged academically whilst studying a range of topics, and I’ve developed a better understanding of how to critique evidence and structure arguments. As well as gaining new knowledge, the lecturers and guest speakers have reinvigorated my desire to deliver sustainable change and improvement within the NHS.

As I’ve developed an understanding of systems leadership and change management I’ve been enabled to deliver a range of innovation projects with the Healthy Lifestyles team; by building partnerships with Exeter University, Torquay United Football Club, and international

app developers, we have recently developed a diabetes education app that supports a greater number of patients to

self-care, and a men’s weight management programme that encourages access for an

underrepresented population group.

Not only has the programme supported my leadership development and the delivery of projects, it has had a fundamental impact on my life; I was recently successful in gaining a position at the Royal Devon and Exeter NHS Foundation Trust as

The Healthy Lifestyles Team and Torbay and South Devon’s OD team offered me

the opportunities and support to develop foundational management and leadership skills.

The South West Leadership Academy have offered further professional development and study, and the

lecturers at Plymouth University have been supportive, academically challenging and truly interested in the development of their students.

I am incredibly grateful for these opportunities and will be pursuing further academic study and professional development. I hope that I can repay this support by delivering improvements and innovation at the Royal Devon and Exeter NHS Foundation Trust and across the wider healthcare system.

I would wholeheartedly encourage those considering the PG Cert in Healthcare Management, Leadership and Innovation to apply. The course content is insightful and valuable for anyone working in, or aspiring to lead across, the healthcare system. The lecturers are experts in their fields and the opportunity to take the time to learn with colleagues is invaluable.

Angela Pedder, lead chief executive of the Devon sustainability and transformation plan (STP), discusses how leaders are being supported to work and learn across the system

The health care system in Devon has faced great challenges over many years. As part of the Success Regime, and more recently the STP, good progress has been made to address them. As part of our approach, we took the opportunity to hold up the mirror to assess the strength of relationships between all organisations in the Devon system. In highlighting the problems, we also wanted to provide solutions. One was to offer support to leaders across the system to work and learn together. Here’s how we did it.

Talent management

We took an inclusive talent management approach in selecting the right people to undertake the development. We wanted to encourage succession planning across the system, always looking at the pipeline of talent at least two steps away from board level, to ensure we are planning a sustainable workforce for the future across organisations in our system.

The Nye Bevan programme

We have had two cohorts of people now commence the NHS Leadership Academy’s Nye Bevan programme. One is almost finished and the other is about half way through. Participants are from across the system – large acute providers, smaller trusts, CCGs and local authorities.

Geography has been (and always will be) an issue for the South West. The programme gives staff the opportunity to reach outside of their area and look at what’s going on nationally in terms of sustainability and transformation planning, which can only be a good thing. The sharing and networking across the NHS and beyond the programme gives the participants a real taste of what’s happening elsewhere. It’s also a great way of sharing different perspectives from areas of the system and workforce that you may not come across ordinarily – clinical/non-clinical; health/social care and third sector and England/international/rest of UK experience.

How the Nye Bevan programme can support STP leaders

In-place/in-role development

Although the participants have been incredibly busy undertaking the learning through Bevan, as well as undertaking their day jobs, we have had commitment from individuals’ chief executives to support the participants during and after the programme. This plays a critical part of translating learning into real practice. I believe that we will see the real benefits once they have completed the learning and start to put it into their work. This takes time.

Our Local Leadership Academy (LLA) will be crucial in facilitating support to participants – through group working, coaching, mentoring and networking across the system to achieve a practical and impactful talent management approach for senior leaders. It’s also crucial that an honest two-way conversation is had with the participants about their future career progression and their commitment to developing their own potential. We’re also working with individuals who didn’t get a place on the Bevan programme, either through their own organisation or through interventions from the LLA.

Importance of leadership development and support for STP leads

If you’re leading a system-wide programme of change, you need leaders who can build resilience into that system, change cultures and behaviours, and hold each other to account. Building in formal leadership development such as The Nye Bevan programme can provide the opportunity to recreate system working in a different forum, developing a network of learning and a community of skilled staff.

SYSTEM LEADERSHIP WORKSHOPCreative Collaboration - Finding ways of ‘delivering’ which may be seen as different or novel. STP forums are expected to operate in a way which release energy, creativity and ambition - via partnership working across organisational boundaries and sectors.
