Supply, Installation and Maintenance Services of Rural ICT Hardware Solution in approximately 130,000 Extra Departmental Post Offices (EDOs) across all over India on BOOT basis

TCIL is executing Rural ICT Hardware (RH) Project as a part of the larger IT modernization project being undertaken by the Department of Posts in approximately 130,000 Extra Departmental Post Offices (EDOs).

The objective of Rural ICT project is to improve the quality of service, add value to services and achieve "financial inclusion" of un-banked rural population, while taking advantage of this opportunity to increase revenue traffic. The Rural ICT solution has the potential to make a significant contribution to these goals. The project shall increase the rural reach of the Department of Posts and enable Extra Departmental Post Offices (EDOs) to increase traffic of all financial remittances, savings accounts, Rural Postal Life Insurance, and Cash Certificates, improve mail operations processes by allowing for automated booking and delivery of accountable article, increase revenue using retail post business, provide third party applications and make disbursements for social security schemes such as MGNREGS.

TCIL is a turnkey implementing agency for Supply, Installation and 5 Years Maintenance services of Hardware & Peripheral devices for Rural Information & Communication Technology (ICT) Solution including network connectivity from suitable Service Provider(s) at the specified locations.

RURAL ICT HARDWARE (RH) SOLUTION FOR DEPARTMENT OF POSTS• Supply of the Rural ICT devices (excluding Solar Panels) to approximately 440 Divisional

Offices (DOs) of Department of Posts spread all over India for further distribution (by Department of Posts) to approximately 1,30,000 Extra Departmental Post Offices (EDOs).

• Supply and Installation of Solar Panels, Solar UPS and other related accessories at approximately 97,500 EDOs.

• Training Software Developers of Rural Software Integrator (RSI) vendor of Department of posts on the technical aspect of the Rural ICT devices.

• Training Trainers of Rural Software Integrator (RSI) vendor of Department of posts and selected personnel of Department of Posts on operation & maintenance of the Rural ICT device.

• Provide connectivity at approx. 130,000 EDOs from the local Network Service Provider in the form of 3G / Wireless Broadband / Wired Broadband / GPRS in the given order of priority based on availability of services for the period of 5 years from the date of acceptance of the Rural ICT solution and Migration from one connectivity option to another, if required or in case a better option becomes available in future.

• Provide maintenance services for the Rural ICT devices for a period of 5 years from the date of acceptance of the Rural ICT devices.

• Establishment of Level 2 Helpdesk support for Rural ICT solution.

• Establishment of 2 service centers in every postal Region for servicing Rural ICT devices supplied to EDOs.
