DEMOCRACY IN INDIA - HOW FAR ? » and « PAKISTAN AT THE CROSSROADS - ONCE AGAIN »,

dispensé par la Professeur Christophe JAFFRELOT, dont voici les descriptifs :

PAKISTAN AT THE CROSSROADS - ONCE AGAIN

Pakistan is at the crossraods of many regions — South Asia, Central Asia, the Middle East. This

geographical position is partly responsible for the nation's lack of unity because of irredentist movements

among some of the country's ethnic groups since islam has not been able to transcend ethno-linguistic

identities (as evident from the Movement for Bangladesh). This failure reflects the fact that Islam was mainly

used as an instrument to mobilise masses in favour of Pakistan by sections of the Muslim elites during the

British Raj. Pakistan is at the crossroads for other reasons too. The form of its political regime oscillates

between democratisation and dictatorship. Its trajectory has been marked by three Constitutions and three

military coups. But some army men have not been more disrespectful of democracy as some civilians, which

means that democratic ressources have to be looked for mainly in civil society and the judiciary — an institution

which has not always been true to its mission. Beyond the regime question, the role of islam and islamism in

the social and political fabrics of Pakistan needs to be scrutinised. While Jinnah's legacy and the Ayub Khan

era combined Muslim identity politics with recognition of the minorities, Z.A. Bhutto's populism and Zia's regime

promoted the islamic repertoire. More generally speaking, the army got connected with islamic parties and

jihadist movements, not only because of elective affinities, but also in order to fight the Soviets in Afghanistan

and India in Kashmir. However, parallel to islamism, sectarianism developed in the 1980s after Shias received

support from Khomeini's Iran and the Sunnis help from Saudi Arabia — and Zia. Last but not least, Pakistan

is at the crossraods on the international scene. Few countries are so largely depending upon foreign support:

not only Pakistan's politics is overdetermined by the Indian factor, but Islamabad is traditionally an American

ally, with Washington exerting some influence over the country through its aid policy. However, the Pakistan-

US relations are less stable than thosee between Pakistan and China and Pakistan and Saudi Arabia, a country

whose strategy in the region is a cause for concern on the India in India and the US.

DEMOCRACY IN INDIA - HOW FAR ?

India will be used as a test case for the theories of democracy - which do not seem apt to account for the birth

and development of « the world's largest democracy ». Indeed, India's records are unique : no other country

with such a low per capita GDP has succeeded in maintaining such a resilient democratic regime for so long.

This achievement is largely due to the British influence during the colonial era, but it also stems from specific

societal and political characters which have to be examined in a perspective of long durée. The quality of the

Indian democracy needs to be scrutinized though. It has been very conservative for decades and even

authoritarian under Indira Gandhi. Things changed in the 1990s which were a milestone because of the rise

of the lower castes, a form of silent revolution. Since the 1990s, the political system is also much more

decentralized and bi-polarized around two coalitions which make alternation in power a routinized exercise.

Today, India's democracy is affected by several developments: the rise of Hindu nationalism results in ethno-

religious conflicts and in the marginalisation of Christians and Muslims ; Islamism is .growth is significantly

unbalanced : the urban middle class is getting richer and richer (but lose interest and confidence in democracy)

while the peasants are losing ground and tend to turn to the maoist revolutionaries in the poorest parts of the

country ; last but not least, the rule of law has been put on trial, not only because of corruption, but also

because of the criminialisation of politics. In comparison to Pakistan, the Indian regime remains much more

democratic though, and these diverging trajectories of two countries stemming from the same colonial matrix

needs to be explained.

Monsieur / Madame assurera cet enseignement magistral dans le cadre des cours du Master Human

Rights and Humanitarian Action, au printemps 2019, deux fois deux heures par semaine. La période des

cours s’étend du 26 janvier au 29 avril 2019.

Elle sera suivie de la période des examens en mai. Les copies devront être corrigées au mois de mai 2019.

Missions

La mission de l’assistant pédagogique est la suivante :

Il/elle aide l’enseignant dans la communication avec les élèves.

Il/elle est le premier interlocuteur(rice) des étudiants et répond à leurs questions (par email

notamment, et exclusivement en anglais et en français); il aide les étudiants dans la préparation de

leurs travaux de réflexion et lectures et assure, au besoin, un tutorat d’approfondissement et de

soutien méthodologique ;

Il/elle coordonne avec l'enseignant la préparation, l’encadrement, le suivi et la correction des

différents travaux et examens.

Il/elle doit posséder une excellente maîtrise de l’anglais et du français et présenter les aptitudes

personnelles nécessaires à l’exercice de ces fonctions (clarté d’analyse, vivacité d’esprit, curiosité

intellectuelle, capacité d’écoute, enthousiasme, disponibilité, ponctualité, sérieux, sens de la

responsabilité).

Il/elle doit être inscrit(e) de préférence en Doctorat.

Volume horaire et rémunération

Le volume contractuel du teaching assistant est de 16h par matière, et le tarif actuel de l’heure des travaux

dirigés (TD) est de : 65,10 € bruts / heure.

Dans un service d’enseignement contractuel, une heure de travail de Teaching Assistant est référencée en

heure « équivalent heure TD », correspondant à 4,2 h de travail effectif par matière.

Correction de copies

Toutes les copies corrigées sont rémunérées en plus. La rémunération des copies varie en fonction de la

durée de l’épreuve.

Dans le cadre d’un service d’enseignement contractuel, la correction est comptabilisée en « équivalent heure

TD », correspondant à 4,2 h de travail effectif.

Ce poste est à pourvoir pour le lundi 14 janvier 2019 au plus tard.
