Nine Road and Weather Information Systems have been installed in northwest Minnesota. The new systems provide near real-time sur- face and atmospheric infor- mation, which can be accessed by logging onto www.511mn.org or by down- loading the 511mn app. Specifically, visitors to the site or app can now see road conditions for themselves via new cameras at the loca- tions. Although the system is designed primarily for inter- nal use, access to weather and road condition informa- tion is available to the pub- lic. Data consists of information from three core areas: • Near real-time surface and atmospheric informa- tion • Detailed weather and surface forecast information Welcome to Ice Fest Welcome to Thief River Falls for its Ice Fest. “Ice Fest was developed out of a discussion with com- munity leaders in early 2019 regarding the potential of hosting Hockey Day Min- nesota one day,” said Laura Stengrim, executive director of Visit Thief River Falls. Stengrim added that “after an in-depth discussion about the event and the financial aspect that a community must contribute, the consen- sus was to plan our own event that celebrates not only hockey, but winter recreation in Thief River Falls.” There’s plenty of winter, and plenty of winter activi- ties in Thief River Falls this weekend. The list of activities in- clude a candlelight snow- shoeing event at Greenwood Trails on Friday night, fol- lowed by live music at River Walk Public House. Some of the “other” activities include a 5K/10K walk/run, fat bike tire ride, a Kubb tourna- ment, cross-country skiing and snowshoeing, and a win- ter wonderland party at the Eagles Club Saturday night that features the music of 100 Proof, and lots and lots of hockey games. For specific information about the events taking place this weekend, visit the Visit Thief River Falls web- site at www.visittrf.com Interest in CBD grows Part 1 (This is part 1 of a feature looking into CBD in our communities.) by David Hill Editor For the past several years, cannabinol or CBD has been garnering a great deal of attention, but not the kind of attention it used to get. It isn’t being seen as a scourge in law enforcement news, but for its benefits. The difference between medical marijuana and CBD Medical marijuana has been legal in Minnesota since 2014. Only those regis- tered in the program, how- ever, are allowed to legally possess and use marijuana and its derivative. Another product - CBD hemp oil - became legal under the 2014 Farm Bill. In 2018, President Donald Trump signed the Farm Bill, which designated hemp as an agriculture crop and makes hemp farming legal nationwide. This means that “CBD hemp oil” can be bought and used by anybody in the state since industrial hemp is legal under federal law. So what’s the difference? Cannabis oil, which re- quires a medical marijuana card in Minnesota to use, has significant amounts of THC in it. CBD hemp is a natural compound found in both marijuana and hemp plants, and is legal without restric- tions because it has little to no amounts of THC in it. THC is what causes a person to feel “high,” like marijuana does. Christina Pribyl of the Zen Den and Wild Side, which is the former Thief River Falls Family Time Racquetball and Fitness Club, said there’s still a fair amount of confusion. She said there’s so much confu- sion that sometimes it’s dif- ficult to get credit card companies and banks to ac- cept payments for CBD hemp oil because they don’t understand the difference and are worried about its le- gality. Availability of CBD Pribyl sells a full line of CBD. In Thief River Falls, it can also be found at King To- bacco, Turning Point, and Sydney’s Natural Health and Wellness, as well as con- venience stores and other lo- cations in the community. Right now, it’s not like you’ll see shelves and shelves of CBD in any of these stores. In fact, in some instances, it might be hard to find if one isn’t looking for it. Pribyl has one shelf of products from Charlotte’s Web, a leading manufac- turer located in Colorado, and the products range in cost from $15 to as much as $300. Most of the products are oil, but CBD can be found in cigars, flavored oils, creams or balms, capsules, gum- mies, and other products. Why purchase the product? Pribyl said customers claim it helps them with a number of medical issues, Fiber optic cable fails Disaster assistance authorized by April Scheinoha Reporter About 700 Sjoberg’s Cable customers in Thief River Falls were without internet and cable TV after a defect was found in a fiber-optic cable early Tuesday morn- ing. The majority of the cus- tomers had their service restored by Wednesday morning. A Sjoberg’s Cable crew and contractors were in the process of installing fiber- optic cable underground to replace the firm’s overhead lines near Digi-Key and Arc- tic Cat. The improvement project coincided with a City of Thief River Falls utilities improvement project, and the crew was expected to work from 12 to 4 a.m. Tues- day to cause minimal dis- ruption to Sjoberg’s Cable customers. “It’s time consuming, and in a perfect world, it would have been nice to do this in July,” said Sjoberg, who noted the group is complet- ing some of its work in heated huts. While in the process of conducting its work, the group found some of the 96 pieces of glass inside a large fiber-optic cable had been broken. Sjoberg attributed the defect to manufacturing or shipping problems. As a result, service was disrupted in an area east of the rail- road tracks in Thief River Falls, including Tindolph and Crocker avenues, and Gulf Street. Some other areas were also affected. As of Wednesday morn- ing, about 90% of the cus- tomers had their service restored. The remainder were expected to have their service restored later Wednesday. It will be the project that the crew will remember and discuss while sitting in their rocking chairs at a nursing Gov. Tim Walz announced the authorization of state disaster assistance for the Grand Portage Band of Lake Superior Chippewa for dam- age sustained from severe thunderstorms with hurri- cane force winds on Oct. 12, 2019, and for Carlton, Kitt- son, Lake of the Woods, Mar- shall, and Roseau counties for damage sustained from heavy rains and flooding from Sept. 20 to Oct. 17, 2019. “It’s our responsibility to help our local governments and tribal nations recover from the unprecedented weather events that oc- curred this fall,” said Walz. “The damage caused by these heavy rains, flooding, and hurricane force winds presents significant chal- lenges to these communities. That’s why we’re authoriz- ing state disaster assistance to aid in recovery efforts.” On Oct. 12, 2019, a severe thunderstorm with heavy rains and hurricane force winds exacerbated the his- torically high water levels of Lake Superior, causing tremendous damage to local roads and public facilities on the Grand Portage Band of Lake Superior Chippewa tribal lands. 68 years of huntingmemories Middle River - HarryHaiduk, or “Doc” as he isaffectionately known, hasbeen coming up to northernMinnesota for deer huntingfor 68 years. He receivedhis nickname because therewas already a Harry (Beito)in the group that huntedtogether. So Doc it was andDoc it is today. Harry is 92, soon to be93, and has been coming up

her since he was 23 yearsold in 1951. The only sea-son he missed during thoseyears was in 1971, whenthe season was closed dueto dangerously dry condi-tions. But he made up for itin 1977, when he came upfor both deer and moosehunting seasons. No need forair conditioners

When I visit with my brothers andparents, who live in, and believe,Florida, Texas and Arizona are the an-swer to winter, they almost always ask“What’s there to do in Minnesota inthe winter?” You’ve got to love winter if you livein northwest Minnesota. You can’t letthe cold get to you. It didn’t bother memuch when the daytime high onWednesday didn’t climb above zero de-grees Fahrenheit. Contact me again inlate February, however, and I’ll proba-bly tell you a different story; but hon-estly, if you do live here you’ve got toenjoy winter … or find ways to get en-joyment out of living here. For many years, the sturdy resi-dents of northwestern Minnesota havekept their knowledge of how to dealwith the cold, snow and ice a secret.Perhaps we have kept that secret fortoo long. Who knows, maybe it’s thesecret to world peace. A few communities have attemptedto share the knowledge. Bemidji, forexample, has advertised and cele-brated “Winterfest,” an event that in-cludes a curling bonspiel, a plunge intofreezing Lake Bemidji, ice fishing,hockey and other activities. There’salso been “Icebox Days” in Interna-tional Falls, during which they cele-

brate being the “Icebox of the Nation”with activities like the “Freeze YerGizzard Blizzard Run,” and a snow-shoe hike. This year, Thief River Fallsis turning on its icy charm with “IceFest, ” Jan. 10-12, and will celebratethe season with something like a mil-lion hockey games, a snowshoe hike, adance, which I hope is inside, a Kubbtournament, cross-country skiing andsnowblower races. Thief River Falls and these othercommunities are making a pretty goodeffort at letting the world know justhow many fun winter activities can befound in Minnesota. I am curious tosee how the snowblower races go. Ithink it would be fun to watch those. What’s there to do in winter? Itturns out, there are a lot of things todo. Personally, I enjoy cross-countryskiing, snowshoeing, and skating(though only in the dark when no onecan see how poorly I skate). Of course,there’s also ice fishing, snowmobiling,hockey, making snowmen, sleddingand slipping on sidewalks - though thelatter really isn’t a fun activity. It justmakes us humble. However, as I haveaged, I find that my absolute favoritewinter activity is making a big batchof cookies. You can do that in Florida,Arizona and Texas, too, but you haveto turn on the air conditioner. There’sno need for an air conditioner here.

Reflecting on Emmylou Harris

I spent two weeks last fallwatching the Ken Burns’documentary, “CountryMusic.” It was wonderful.One section of the presenta-tion spent a lot of time onone artist, Emmylou Harris.I have always enjoyed hermusic, but the documentaryreally made me think abouther and consider her music. In 1971, Chris Hillmanfrom “the Flying BurritoBrothers” was impressedwith Harris and suggestedher as a possible duet part-ner to Graham Parsons, for-merly of “the Byrds.”Emmylou Harris would con-nect the dots created by peo-ple like Guy Clark, TownesVan Zandt and RodneyCrowell that would shapecountry music, change it, yetkeep it more traditionaleven as another generationof “Nashville Sound” rose upwith the Urban Cowboymovement. She offered up arendition of “Pancho andLefty” several years before

Willie Nelson and MerleHaggard made it so popular. Charlie and Ira Louvinwere brothers from Alabamaand were known for “bloodharmony.” Blood harmony isjust another way of describ-ing their tight harmony-made even closer by theyfact they were brothers. TheLouvins broke up in the mid‘60s because of substanceabuse. They wrote and per-formed a favorite song ofmine before I was even born;the song was “If I CouldOnly Win Your Love.” Emmylou Harris, also anAlabama native, did somecovers in the ‘70s, and one ofthem was the Louvin’s “If ICould Only Win Your Love.”Although my favorite Harrissong is “Born to Run,” Iprobably more closely asso-ciate the Louvin-writtensong with Harris. The har-mony sounds like a bow-string pulled across a violinand just sounds so countryto me. I started hearing Emmy-lou Harris more as I lefthigh school. Harris hadjoined with Linda Ronstadtand Dolly Parton in a group,named “The Trio.” Thesethree made some very niceharmony in the late ‘80s,though they had consideredthis combination years be-

fore it finally happened. Afew of their songs include“Those Memories of You”and “To Know Him Is ToLove Him.” Emmylou Harris had longbeen backed up by hergroup, the Hot Band, buteventually dissolved thisgroup and re-built a new onecalled the Nash Ramblers.In 1992, she and her bandrecorded a Grammy-awardwinning LP at the oldRyman Auditorium, whichwas the original home of theGrand Ole Opry. The audito-rium was in bad shape atthe time, but the recordingrenewed interest in the oldformer church. This interestled to an $8 million renova-tion and even air-condition-ing in the historic building. The story of EmmylouHarris continues today onstage and off. It’s the off-stage stuff that makes mereally like someone. In thecase of Emmylou Harris, shelikes animals. She evenworks at Bonaparte’s Re-treat, which is an animalrescue group in Nashville. Ithink that makes me likeher for her contribution as aperson as much as I like hermusical contributions to thecharacter and strength ofmusic.

Thestate was also concernedthat no one has necessarilybeen checking to make sureconsumers are getting whatthey pay for. As of Jan. 1, 2020 CBDproducts must meet certainlabeling and testing require-ments. The labels must statethe name and contact infor-mation for the manufac-turer, include the name of athird-party lab that hastested the product to makesure it contains the amountof CBD the label says itdoes, that it has no morethan 0.3 percent THC, and ithas no more than traceamounts of heavy metals,pesticides and fertilizers.Products also won’t be ableto make claims to treat dis-

eases, unless those treat-ments have been FDA-ap-proved, and that the producthas not been evaluated bythe FDA. Pribyl said the productsshe sells meet those require-ments. Beware New Tax ScamsThey arrive in your email inbox and via the U.S. mail, by robocallsor texts on your phone, sometimes scammers even show up inperson. These are the routes in which tax scams find their way to you.And while most know better, many don’t. First, know the rules: theIRS doesn’t conduct officialbusiness using email, norwill representatives call you(in most cases). The IRS ini-tiates most contacts throughregular mail delivered bythe United States PostalService. Unless you have an over-due tax bill, have a delin-quent return or employmenttax payment, or tour a busi-ness as part of an audit orinvestigation, the IRS won’tcall or visit. And when theydo, they’ll issue official no-tices through the mail be-forehand. But scammers prey ontaxpayers’ fears and insecu-rities, and some will fall forthe scheme. Scam artistswork year-round, accordingto the IRS, flooding email in-boxes with phishing scamsand robocalls that seem au-thentic enough that somelose money.

NEW SCAMS UNCOVERED

Recently, the IRS warnedtaxpayers involving two newtwists on tax scams involv-ing Social Security numbersand threats from a fictionalgovernment agency.

In the first instance,scammers claim to be able tosuspend or cancel the vic-tim’s Social Security num-ber, a common fear tactic inwhich con artists mentionoverdue taxes and use thesefalse threats to fleece people. The second new scam in-volves the scammer sendinga letter threatening a lien orlevy. The letter is from afake agency called the “Bu-reau of Tax Enforcement,which doesn’t exist accord-ing to the IRS. But it alsoreferences the IRS, whichmay cause the recipient intobelieving the letter is au-thentic.

WHAT THE IRS WON’T DO

• Call to demand immedi-ate payment using a specificpayment method such as aprepaid debit card, gift cardor wire transfer. Generally,the IRS will first mail a billto any taxpayer who owestaxes. • Demand that you paytaxes without the opportu-nity to question or appealthe amount they say youowe. You should also be ad-vised of your rights as a tax-payer.

• Threaten to bring inlocal police, immigration of-ficers or other law enforce-ment to have you arrestedfor not paying. The IRS alsocannot revoke your driver’slicense, business licenses orimmigration status. Threatslike these are common tac-tics scam artists use to trickvictims into buying intotheir schemes. If you receive any of thesethreats, here’s what youshould do: Contact the U.S. Treas-ury Inspector General forTax Administration to reporta phone scam. Use their“IRS Impersonation ScamReporting” web page. Youcan also call (800) 366-4484. Report phone scams tothe Federal Trade Commis-sion. Use the “FTC Com-plaint Assistant” on ftc.gov.Please add “IRS TelephoneScam” in the notes. You also should report anunsolicited email claiming tobe from the IRS, or an IRSrelated component like theElectronic Federal Tax Pay-ment System. Contact theIRS at [email protected].

2019 Rates, Changes, DeductionsEach year, the Internal Revenue Service updates, or indexes, theannual inflation adjustments for a number of provisions for the taxyear, including tax rate schedules, tax tables and cost-of-livingadjustments for certain tax items.

Your return for 2019,which will be due on April15, 2020, will feature thesame lower tax rates for2018 which were created bythe Tax Cuts and Jobs Act of2017. These rates are 10%,12%, 22%, 24%, 32%, 35%and 37%. Another change,noted by the financial ex-perts at Kiplinger, the per-sonal financial advice firm,is the method used to adjusttax brackets for inflation.Tax brackets were previ-ously adjusted based on theConsumer Price Index, thevariation in prices paid bytypical consumers for retailgoods and other items. Butsome economists thoughtthe formula failed to accountfully for changes in spendingas prices rise. Subsequently, the so-called “chained index” hascome into play for 2019 ad-justments. Chained index-ing should result in lowerinflation adjustments andcould result in a higher taxbracket. The bottom line: Ifyour income rises fasterthan inflation, you pay moretaxes. Also, if you were lookingfor the so-called marriagepenalty to disappear, lookagain. This law still existsand taxes couples who filejointly and whose incomesare similar more than if theywere single. This twist usedto affect the four highestbrackets, but since the TCJAwent into effect, only the topbracket is vulnerable to thepenalty. Be warned, advises

Kiplinger, couples who earnmore than $612,350 in tax-able income for 2019. Other changes includethe elimination of the indi-vidual mandate penalty forthe Affordable Care Act, ahigher medical expense de-duction threshold, no al-imony deduction and higherretirement account and HSAcontribution limits.

STANDARD DEDUCTIONS

Below is information onstandard deductions for the2019 tax year, according tothe IRS, which have risenslightly over last year: The standard deductionfor single taxpayers is$12,200. For married couples filingjointly, the standard deduc-tion is $24,400. For married couples filingseparately, the standard de-duction is $12,200. For heads of households,the standard deduction is$18,350. People over age 65 or whoare blind get a bigger stan-dard deduction.

OTHER CREDITS There are a host ofchanges to credits affectedby your life situation. Hereare a few of the most notablefrom the personal financewebsite NerdWallet and theIRS: Earned Income TaxCredit: This credit can getyou between $529 and$6,557 in 2019 depending onhow many kids you have,your marital status and ifyour adjusted gross income

is less than about $56,000. Child and DependentCare Credit: Deduct 20%-35% of up to $3,000 of daycare and similar costs for achild under 13, an incapaci-tated spouse or parent, oranother dependent so youcan work — and up to$6,000 of expenses for two ormore dependents. Adoption Credit: For2019, this credit covers up to$14,080 in adoption costsper child. Student Loan InterestDeduction: Deduct up to$2,500 from your taxable in-come if you paid interest onyour student loans. American OpportunityTax Credit: This lets youclaim all of the first $2,000you spent on tuition, books,equipment and school fees— but not living expenses ortransportation — plus 25%of the next $2,000, for a totalof $2,500.

The first round of localworkshops to set deer popu-lation goals starts thismonth for northwestern andwestern areas of the state.Anyone may attend theseworkshops. Background in-formation will be provided atthe workshops and atten-dees are encouraged toRSVP. Visit the DNR web-site for details about thedeer permit areas addressedin each block, the locationsand times of these work-shops, other ways to partici-pate in the goal-settingprocess, and how to RSVP.About the goal setting

process The DNR sets deer popu-lation goals – how much ofan increase or decrease isdesired in a deer populationin a particular deer permitarea – as part of managingthe state’s wild deer herd. Deer population goals willbe updated in 15 regionalgoal-setting blocks that aremade of multiple deer per-mit areas. The populationgoals established in thisprocess will provide direc-tion for management over 10years, with a midpoint re-view every five years.2020-2023 goal setting This process will takefour years, with a separategroup of blocks addressedannually.
