Box it up!Post Office Boxes

have been around for along time, but latelythey’re enjoying a resur-gence in popularity.

And they should be.Post Office Boxes offerour customers manybenefits. Typically, mail for PO Boxes is posted in themorning, meaning customers get their mail earlier in theday. Extended lobby hours in many Post Offices are mak-ing PO Boxes more accessible to customers who can’t visitus during regular business hours. And “Post Office BoxAvailability” tags are letting customers in our lobbies knowthat boxes are available for rent immediately.

Customers who can’t make it to our lobbies can goonline to check for available PO Boxes at www.usps.com/poboxes. Search by either ZIP Code or address for a list ofthe closest Post Offices with available box sizes and asso-ciated six-month box fees.

Increasing our Express Mail reachAs part of the Postal Service’s ongoing efforts to pro-

mote Express Mail, two postal areas announced significantimprovements to their overnight reach — a crucial part ofmaking the Postal Service’s premier product more attrac-tive to customers.

The Northeast and New York Metro Areas have bothannounced changes that put them on track to meet theorganization’s national target of 85 percent overnight deliv-ery by April.

In the Northeast Area, 271 more ZIP Code pairs havebeen upgraded from two-day to next-day. Other improve-ments include checking office times at retail acceptanceunits to ensure that overnight reach for both air and surfacedestinations have been addressed independently of eachother in the directories. Retail acceptance unit closingtimes also were extended to match the time retail countersclose, to ensure that customers in retail lobbies around

closing time still get a next-day commitment on theirExpress Mail.

The New York Metro Area upgraded 57 five-digit ZIPCodes from 3 P.M. to noon next-day service, and proposedlater standard times for retail acceptance units for 418 ZIPCodes.

New York Metro has only two districts with five-digitoffices — Caribbean and Westchester — that aren’t able toprovide 100-percent next-day delivery due to transporta-tion issues and their location. Still, fifteen ZIP Codes in theCaribbean and ten in Westchester will be upgraded fromtwo-day to next-day service.

Taking a bite out of ID theftThe Postal Service

has delivered an impor-tant letter from PMGJack Potter to the coun-try’s 121 million house-holds urging Americansto guard against identitytheft.

Potter said he waspleased a recent Fed-eral Trade Commission (FTC) survey on identity theft con-cluded that only 2 percent of all victims reported the theftwas connected to the mail. “But that’s still too many,”Potter wrote.

Now, USPS is teaming with the FTC to fight ID theft.“We will keep working to make the mail even more secureand strive to reduce that percentage to zero,” Potter wrote.“Your identity is valuable. If someone steals it to commitfraudulent acts, it can affect every aspect of your life —your credit standing, your ability to buy a car or house, evenget a job or medical care.”

The Postal Service has distributed an FTC brochureproviding tips and tools to help Americans protect theiridentities. Mailed with Potter’s letter, the brochure alsoincludes information to help people who become victims ofidentity theft.

USPS joins HBO to promote John Adams miniseries

USPS and HomeBox Office (HBO) arejointly promoting theupcoming cable net-work’s miniseries, JohnAdams, and NationalCard and Letter WritingMonth.

The HBO productionis based on the bookJohn Adams, by PulitzerPrize winner DavidMcCullough. The best-selling biography of thefounding father centerson the letters Adamsand his wife, Abigail,wrote each other duringtheir courtship and54-year marriage.

USPS has launched a multifaceted 60-day campaignhighlighting the HBO series’ focus on the Adams’ family let-ters and encouraging Americans to rediscover letterwriting — especially in March during National Card andLetter Writing Month.

The USPS campaign includes a national cancellationfeaturing an Adams quote, “Let us dare to read, think,speak and write,” and a new Web site —www.poweroftheletter.com. Postal receipts from point-of-service terminals and Automated Postal Centers willinclude the Adams quote and the Web site. Standees andwindow clings will appear in nearly 12,000 Post Officesaround the country promoting the Web site and theminiseries.

HBO will premiere its seven-part miniseries with twoepisodes on Sunday evening, March 16. Episodes 3–7 willair the subsequent five Sundays, with the series endingApril 20.

Business development teams go from pilot to permanent

The results are in, and the business development teams(BDTs) tested in 34 districts last year have been an over-whelming success. Now, every district will have a perma-nent BDT in place.

BDT members helped generate new revenue and retaincurrent customers. They also improved customer satisfac-tion and strengthened Business Connect and CustomerConnect participation, according to Deputy PMG PatDonahoe.

“More than ever, we need to focus our efforts on build-ing customer loyalty and profitability,” said Donahoe. “Iwould like to thank the 34 managers who took the lead toprove the BDTs a success. Your efforts have set the stagefor our organization as we move forward to meet customerneeds in a competitive environment.”

New BDT managers will be appointed in most districts.The Postal Service will also hire additional small businessspecialists in all districts. Each team will report to its districtmarketing manager. The full-scale program should be inplace by April.

Be sure you arrange for computers well in advance ofyour event and that you have the appropriate hook-ups,with access to the Internet. An authorized permit holder may use merchandise returnservice to have mail (previously sent at First-Class Mail andPackage Services prices) reshipped by Priority Mail to thepost office where the permit is held. The permit holder mustmake a written request for reshipment and send therequest to the postmaster where the Merchandise ReturnService permit is authorized, specifying how often thereshipments are to be made from each affected postalfacility. The USPS gathers mail addressed to post office boxes orbusiness street addresses and dispatches it as a PriorityMail Merchandise Return Service shipment based on thewritten request and agreement between the USPS and themailer, subject to these standards:

a. Service frequency is scheduled.

b. Priority Mail postage and fees are paid against theMerchandise Return Service permit. The sack orcontainer and its contents are considered a singlepiece for calculation of the Priority Mail rate ofpostage and must not exceed 70 lbs.

c. The mailer must keep a postage-due, MerchandiseReturn Service account, or business reply mailaccount at the postal facility where the post officebox or business street address is located for anyshortpaid, Merchandise Return Service, or businessreply mail. The letter of request must state that suchan account exists.

d. Priority Mail reshipment service is not available forRegistered Mail, Certified Mail, COD, Insured Mail, orExpress Mail items. The mailer must give instructionsfor redirecting such items on a PS Form 1093,Application for Post Office Box or Caller Service, formail originally addressed to post office boxes or inthe letter of request for mail originally addressed tobusiness street addresses.

e. The written request by the customer must list thepostmaster at the originating office as the “FirmRepresentative” and show the pickup time is whenthe USPS employee gathers the mail and prepares itfor dispatch as Priority Mail Merchandise ReturnService.

DMM Revision: Premium Forwarding ServiceEffective March 2, 2008, Premium Forwarding Service

(PFS) is a permanent mail classification in section 507.3.0of Mailing Standards of the United States Postal Service,Domestic Mail Manual (DMM®). We end the experiment atmidnight on March 1, 2008, and implement the permanentclassification and fees.

PFS is a personalized service for reshipping mail from acustomer’s primary address to a temporary address on aweekly basis using Priority Mail® service. With PFS, thePostal Service™ reships mail to customers who are awayfor at least 2 weeks and up to 1 year.

There are no major changes in the permanent PFSclassification compared with the experimental serviceoffering.

There were two minor changes made to the DMMlanguage. The name of the fee charged to customers whenthey apply to use PFS is now referred to as an “applicationfee” for consistency. Also, the references to oversizedparcels in renumbered sections 3.3.7 (formerly 709.4.3.7)and 3.4.1 (formerly 709.4.4.1) were removed due toredundancy. Although the references to oversized parcelshave been removed from the aforementioned sections, anyoversized parcel not requiring a scan or signature orarriving postage due at the primary address is still chargedthe appropriate oversized Parcel Post® rate.

3.0 Premium Forwarding Service

3.1 Rates and Fees

3.1.1 Application Fee

Customers must pay a $10.00 nonrefundable applicationfee.

3.1.2 Weekly Reshipment Charge

The reshipment charge for each Priority Mail shipment toone temporary address is $11.95 for each week of servicerequested. The amount due for the total weeks requestedmust be paid in full at the time the application is received.

3.1.3 Extension of Service

A Premium Forwarding Service (PFS) customer maycontact the post office responsible for delivery to theprimary address prior to the last shipment date and extendPFS service (up to 1 year maximum service from the initialstart date) as needed. An extension is processed only afterthe post office receives payment of the reshipment chargesdue for the total weeks of extension requested.

3.1.4 Early Termination of Service

A customer who terminates PFS early (e.g., a customerprepays for 10 weeks but returns to a primary address after8 weeks, either temporarily or permanently) may request arefund for any unused weekly shipment charges from thepost office serving the primary address. The application feeis nonrefundable.

3.2 Basic Standards

3.2.1 Description

Premium Forwarding Service (PFS) provides residentialdelivery customers and certain post office box customersan option to have all mail addressed to their primaryaddress reshipped or rerouted to a temporary addressmainly by means of a weekly Priority Mail shipment. PFS isavailable for a period of not less than 2 weeks and not morethan 1 year. This optional service is separate from thepiece-by-piece forwarding service offered in 2.0, wherebyonly certain mailpieces are forwarded.

3.2.2 Use

Participation in PFS is subject to the following standards:

a. PFS is available to residential delivery customers andto post office box customers with a size-one or size-two post office box.

b. A customer must submit a completed PFSapplication, Form 8176, Premium ForwardingService (PFS) Application, as specified by the PostalService. The application fee and weekly reshipmentcharges for the full duration of the requested servicemust accompany the application.

c. Except as provided in 3.2.2d, customers mustdesignate on the application whether the order is foran “Individual” or an “Entire Household.”

d. For customers whose primary address is a postoffice box, only the box customer is authorized toinitiate the application and “Entire Household” mustbe designated on the application.

e. PFS is available for a period of not less than 2 weeksand not more than 1 year.

f. PFS is available only from and to domesticaddresses.

g. PFS is available to, but not from, single-point centraldelivery addresses such as RV parks, hospitals,hotels, and U.S. Department of State addresses. See703.3.0 for additional U.S. Department of Staterequirements.

3.2.3 Prohibited Use

PFS cannot be combined with any ancillary or extraservices beyond those purchased by the original sender. Inaddition, PFS is not available for:

a. Customers who have an active temporary orpermanent change of address (COA).

b. Customers who have an active Hold MailAuthorization (PS Form 8076). Mail that haspreviously been held at the primary address postoffice cannot be included in PFS reshipments to acustomer’s temporary address.

c. Customers whose primary address is a size-three,size-four, or size-five post office box. Residentialcustomers who use these post office box sizes dueto the unavailability of smaller boxes may request awaiver of this restriction.

d. Customers whose primary address is a businessdelivery address.

e. Customers whose primary address is a central pointto which the USPS provides delivery in bulk to a thirdparty, such as a commercial mail receiving agency(CMRA), RV park, trailer park, or hotel.

f. Customers whose primary address or temporaryaddress is an APO or FPO.

g. Customers whose temporary address is within the969 3-digit ZIP Code area or is otherwise in a U.S.territory or possession that requires a customsdeclaration.

3.3 Preparation

3.3.1 Weekly Priority Mail Reshipments

Regardless of any mailer’s ancillary service endorsementon a mailpiece, all mail is reshipped in the weekly PriorityMail shipment, except as specified in 3.3.2 through 3.4.1.

3.3.2 Mailpieces Arriving at the Primary Address Endorsed “Surface Mail Only” or With Other Hazardous Materials Markings

Any mailpiece arriving at the primary address that indicatessurface only transportation such as Label 127, Surface MailOnly, or bears other hazardous materials markings such as“Consumer Commodity ORM-D”, cannot be reshipped inthe weekly Priority Mail shipment and must be reroutedseparately via surface transportation.

3.3.3 Mailpieces Requiring a Scan or Signature at Delivery

Mailpieces requiring a scan or signature at delivery, such asExpress Mail, Certified Mail, numbered insured mail, ormailpieces with Delivery Confirmation, are appropriatelyscanned, then rerouted immediately and separately to thetemporary address, subject to the following:

a. Express Mail, Priority Mail, and First-Class Mail arererouted at no additional charge.

b. Standard Mail parcels are separately reroutedpostage due at the appropriate 1-pound Parcel Postsingle-piece rate.

c. Package Services mailpieces (Parcel Post, BoundPrinted Matter, Media Mail, and Library Mail) areseparately rerouted postage due at the appropriatesingle-piece rate in the subclass in which themailpiece was originally shipped. For Parcel Selectitems, the applicable rate is the Parcel Post rate.

3.3.4 Priority Mail Not Requiring a Scan or Signature at Delivery

Priority Mail that does not require a scan or signature atdelivery is immediately and separately rerouted to thetemporary address, unless it will fit into the weekly PriorityMail shipment and such inclusion does not delay itsdelivery to the temporary address.

3.3.5 Large First-Class Mail and Periodicals Parcels Not Requiring a Scan or Signature at Delivery

First-Class Mail and Periodicals parcels (firm bundles) notrequiring a scan or signature at delivery and that do not fitinto the weekly Priority Mail shipment are separatelyrerouted at no additional charge.

3.3.6 Standard Mail Parcels Not Requiring a Scan or Signature at Delivery

Eligible Standard Mail parcels that do not require a scan orsignature at delivery are included in the weekly Priority Mailshipment provided they will fit. Parcels that do not fit or areotherwise ineligible (e.g., mailpieces identified as surfacetransportation only) are separately rerouted postage due atthe appropriate 1-pound Parcel Post single-piece rate.

3.3.7 Package Services Mailpieces Not Requiring a Scan or Signature at Delivery

Package Services mailpieces not requiring a scan orsignature at delivery are separately rerouted postage due atthe appropriate single-piece rate in the subclass in whichthe mailpiece was originally shipped. For Parcel Selectitems, the applicable rate is the Parcel Post rate.

a. Postage due First-Class Mail mailpieces are reroutedas First-Class Mail postage due. Only the originalpostage due amount is collected. There is noadditional charge for rerouting the mailpiece.

DMM Revision: Clarification of Standards Relating to the Deposit of MailThe Postal Service™ is revising Mailing Standards of the

United States Postal Service, Domestic Mail Manual(DMM®) 604.4.5.3 as a reminder to mailers and to clarifythe standards pertaining to the deposit of Priority Mail®

items with postage affixed through a postage evidencingsystem, such as a postage meter or a PC Postage®

product.

Standards in DMM 604.4.3.1 state that mailers usingpostage evidencing systems must affix an indicia on eachmailpiece containing the exact amount due for theapplicable rate category and associated criteria such asweight, shape, and zone or another amount permitted bymailing standards to qualify for worksharing or volumediscounts. DMM 604.4.5.3 also allows all Priority Mail

IMM Revision: Priority Mail Large Flat-Rate Box — InternationalEffective March 3, 2008 we are revising Mailing

Standards of the United States Postal Service, InternationalMail Manual (IMM®), to reflect the addition of the newPriority Mail® Large Flat-Rate Box.

The Priority Mail Large Flat-Rate Box is identified by thewords “Large Flat Rate Box” printed on the packaging. Theoffering of a Priority Mail Large Flat-Rate Box will enhancecustomer choice, convenience, and ease of use. The pricefor shipping the Priority Mail Large Flat-Rate Box is basedon the destination. For international mailing, there is oneprice for service to Canada and Mexico, and one price forservice to all other countries.

Verifying U.S. Postal Service Money Orders

Follow these steps to cash a Postal Service™ moneyorder:

1. Check that the amount does not exceed the legallimit: $1,000 for domestic, and $700 for internationalpostal money orders.

2. Check that the proper security features are present:

When held to the light, a watermark of Benjamin Franklin is repeated from top to bottom on the left side.

When held to the light, a dark line (security thread) runs from top to bottom with the word “USPS” repeated.

There should be no discoloration around the dollar amounts, which might indicate the amounts were changed.

These appear in Postal Service Notice 299, U.S.Postal Money Order Reference Card, or online athttp://www.usps.com/missingmoneyorders/security.htm.

3. If the money order seems suspicious, call the U.S.Postal Service Money Order Verification System at866-459-7822.

Please provide this information to local banks and retail-ers, as they also receive Postal Service money orders forcashing.

The following are excep-tions to the requirement for customs documentation on nondutiable mail thatweighs 16 ounces or more:

Known mailers are exempt from providing customs documentationon non-dutiable letters, and printed matter weighing 16 ounces ormore. (A known mailer is anyone who legally applies a permit imprintto a mailpiece. Mail with meter postage is not considered to be froma known mailer.)All federal, state, and local government agencies are exempt fromproviding customs documentation on mail addressed to an APO orFPO, except for those APOs/FPOs to which restriction B2 applies.Prepaid mail from military contractors is exempt, providing the mail-piece is endorsed “Contents for Official Use — Exempt from Cus-toms Requirements.”

B1. PS Form 2976 or 2976-A is required. Articles are liable for customsduty and/or purchase tax unless they are bona fide gifts intended for use bymilitary personnel or their dependents. When the contents of a parcel meetthese requirements, the mailer must endorse the customs form, “Certified tobe a bona fide gift, personal effects, or items for personal use of military per-sonnel and dependents,” under the heading, Description of Contents.Exceptions: All other exceptions listed in restriction B above are applicableto this restriction.

B2. All federal, state, and local government agencies must complete cus-toms documentation when sending mail addressed to or from this APO orFPO weighing 16 ounces or more.

C. Cigarettes and other tobacco products are prohibited.C1. Obscene articles, prints, paintings, cards, films, videotapes, etc., and

horror comics and matrices are prohibited.D. Coffee is prohibited. E1. Medicines or vaccines not conforming to French laws are prohibited.E2. Any matter depicting nude or seminude persons, pornographic or

sexual items, or nonauthorized political materials is prohibited. Although reli-gious materials contrary to the Islamic faith are prohibited in bulk quantities,items for the personal use of the addressee are permissible.

E3. Radio transceivers, cordless telephones, global positioning systems,scanners, base stations, and handheld transmitters are prohibited.

F. Firearms of any type are prohibited in all classes of mail. See definitionsof firearms in DMM 601.11.1.2c. This restriction does not apply to firearmsmailed to or by official U.S. government agencies. The restriction for mail tothis APO/FPO ZIP Code does not apply to firearms mailed from this APO/FPO ZIP Code, provided ATF and USPS regulations are met. Antique firearmsare a separate category defined in DMM 601.11.2 and ATF regulations; theydo not require an ATF form.

F1. Privately owned weapons addressed to an individual are prohibitedin any class of mail.

F2. Importation of firearms is restricted to one shotgun and one singleshot.22 caliber rifle per individual.

232 Priority Mail International Flat-RateEnvelope

232.1 General

All items that may be sent as First-Class Mail International(see 241) may be sent in the Priority Mail International flat-rate envelope provided that the contents are mailable, thatthey fit securely in the envelope, and that they are entirelyconfined within the envelope with the provided adhesive asthe means of closure. The envelope flap must be able toclose within the prefabricated folds. Tape may be applied tothe flap and seams for closure or to reinforce the envelope,provided the design of the envelope is not enlarged byopening the sides of the envelope and taping or recon-structing the envelope in any way. Registered Mail serviceis available. Insurance is not available.

If the parcel has been delivered to theaddressee, payment for damage and missing contents ismade to the addressee unless the addressee waivespayment, in writing, in favor of the sender.

Note: International insured mail service provides insurancecoverage higher than the indemnity limits for ordinaryPriority Mail International parcels to many countries. See320 and Individual Country Listings for availability andlimitations of coverage. When international insurance ispurchased, it replaces the ordinary indemnity coverage.

Contract Access Retail System (CARS) is a mailingsystem that has been implemented at selectedperformance-based contract postal units (CPUs). Thedeployment of CARS to 888 CPU locations was completedon January 30, 2008. CARS will continue to be deployed innew performance-based CPU locations.

CARS produces a postage label with the barcode on theright side as opposed to the left side. All CARS postagelabels will have the letters “CPU” with the letters “PB” andthe identifying number “1P” directly under the “CPU”letters.

CARS postage labels for all types of mail include thefollowing information:

Destination barcode.

Origin ZIP Code™.

Mail class.

FinanceHousehold Diary Study

The Postal Service’s Household Diary Study (HDS), con-ducted since 1987, provides information about the con-tents of the mail sent and received by U.S. households. ThePostal Service™ uses this information to help understandwhy and how customers use the mail. The results are usedto:

Forecast mail volume.

Plan marketing strategies.

Provide information for rate-setting purposes.

The HDS is administered at Headquarters by the Officeof Demand Forecasting and Economic Analysis, Finance.NuStats, the HDS survey research firm contractor sinceJuly 1999, conducts the interviews and collects and ana-lyzes the HDS data throughout the year.

HDS is a two-stage survey. Stage 1 is the HouseholdInterview. NuStats sends an advance letter, signed by thepostmaster general, to a representative sample of U.S.households. This letter emphasizes the importance of theHDS and asks for participation. These sample householdsare contacted either by telephone or in person and asked

about the mail they send and receive, their adoption anduse of various communications’ technologies, their atti-tudes about mail service in general, and information relat-ing to their household and personal demographics. Thoserespondent households are recruited to participate in HDSStage 2.

Stage 2 is the Mail Diary. NuStats asks households thatagree to participate in Stage 2 to record information aboutthe mail they send and receive for a 7-day period fromMonday to Sunday. Information recorded includes numberof mailpieces received and sent, industry mail source, mailcharacteristics, and attitudes regarding mail received. Asan incentive for HDS Stage 2 participation, households areoffered the options of receiving $30 or a roll of 100First-Class Mail® stamps.

Customers who participate in Stage 2 of the HDS canexpect to receive their incentive about 2 months after theyreturn the diary packet to NuStats.

Data gathered in both HDS stages is available in a finalreport, The Household Diary Study — Mail Use and Atti-tudes. The report is published in hard copy and a free

As a community service, the Postal Service™ offers pic-torial postmarks to commemorate local events celebratedin communities throughout the nation. A list of events forwhich pictorial postmarks are authorized appears below. Ifavailable, the sponsor of the pictorial postmark appears initalics under the date. Also provided are illustrations ofthose postmarks.

People attending these local events may obtain thepostmark in person at the temporary Post Office™ stationestablished there. Those who cannot attend the event butwho wish to obtain the postmark may submit a mail orderrequest. Pictorial postmarks are available only for the datesindicated, and requests must be postmarked no later than30 days following the requested pictorial postmark date.

All requests must include a stamped envelope or post-card bearing at least the minimum First-Class Mail® post-age. Items submitted for postmark may not include

postage issued after the date of the requested postmark.Such items will be returned unserviced.

Customers wishing to obtain a postmark should affixstamps to any envelope or postcard of their choice,address the envelope or postcard to themselves or others,insert a card of postcard thickness in envelopes for sturdi-ness, and tuck in the flap. Place the envelope or postcardin a larger envelope and address it to: PICTORIAL POST-MARKS, followed by the NAME OF THE STATION,ADDRESS, CITY, STATE, ZIP+4® CODE, exactly as listedbelow (using all capitals and no punctuation, except thehyphen in the ZIP+4 code).

Customers can also send stamped envelopes and post-cards without addresses for postmark, as long as they sup-ply a larger envelope with adequate postage and theirreturn address. After applying the pictorial postmark, thePostal Service returns the items (with or without addresses)under addressed protective cover.

How to Order the First Day of Issue Digital Color or Traditional PostmarksCustomers have 60 days to obtain the first day of issue

postmarks by mail. They may purchase new stamps at theirlocal Post Office™, by telephone at 800-STAMP-24, or atThe Postal Store® Web site at www.usps.com/shop.

Traditional PostmarksCustomers should affix the stamps to envelopes of their

choice, address them to themselves or others, or provide aself-addressed return envelope with sufficient postage

large enough to accommodate the canceled item. Mail therequest to the corresponding city of issuance. There is nocharge for the first 50 postmarks. There is a 5-cent chargefor each additional postmark over 50. Customers shouldsubmit a check, money order, or credit card for payment.After applying the first day of issue postmark, the PostalService™ will return the envelopes to the customer by U.S.Mail.

All postmark requests should go to the first day of issuecity. The first day of issue city Post Office will then forwardin bulk all postmark requests to Cancellation Services,Stamp Fulfillment Services, P.O. Box 449992, Kansas City,MO 64144-9992 by respective Post Offices.

Digital Color PostmarksOnly select stamp issues offer a digital color postmark.

Customers may submit #6 or #10 envelopes constructed ofpaper rated as “laser safe.” The Postal Service recom-mends envelopes of 80-pound Accent Opaque, acid-free,9/16" side seams with no glue on the flap. The maximumsize of all digital color postmarks is 2" high x 4" long. Allowsufficient space on the envelope to accommodate thepostmark and do not use self-adhesive labels foraddresses on the envelope. Two test envelopes must beincluded. There is a minimum of 10 envelopes at 50 centsper postmark required at the time of servicing. Customersshould submit a check, money order, or credit card forpayment.

The Postal Service reserves the right to not accepthand-painted and other cachet envelopes that are notcompatible with our digital color postmark equipment. ThePostal Service also reserves the right to substitute tradi-tional black rubber postmarks if use of non-specified enve-lopes results in poor image quality or damage toequipment.

Customers should affix the stamps to the envelopes andaddress them to themselves or others for return throughthe mail. Or, they may include an additional self-addressedreturn envelope, large enough to accommodate their can-celed items, with sufficient postage affixed for return oftheir postmarked items. Mail the request for a first day ofissue digital color postmark to the corresponding city ofissuance. Post Offices will then forward all customerrequests for digital color postmarks to: CancellationServices, Stamp Fulfillment Services, P.O. Box 449992,Kansas City, MO 64144-9992.

After applying the first day of issue postmark, the PostalService will return the envelopes to the customer by U.S.Mail.
