Sharing Shared Services — part of thePostalPEOPLE strategy

Employee Resource Management Vice PresidentDebbie Jackson recently talked to Human Resource man-agers from around the country in Greensboro, NC, abouthow the move to Shared Services will impact their districts.

The new Shared Services Center in Greensboro is partof the overall PostalPEOPLE strategy — the ultimate in em-ployee self-service — making it quick, easy and convenientto access personal information 24/7. Employees in 28 dis-tricts use the center to get help with retirement and separa-tion, compensation and benefit changes as well asexecutive and administrative schedule selection.

By Sept. 1, all 80 districts will be on the new system.

BSN reorganizes to better servecustomers

The Postal Service’sBusiness Service Net-work (BSN) — the teamthat supports our largestmailers — is reorganiz-ing to better serve ourcustomers.

National accounts,previously supported bydistrict BSN staff, willnow be served by areaBSN representatives.

District staff will continue to serve Premier accounts. Cus-tomer Service Vice President Susan Plonkey says the re-alignment positions the BSN as a true service partner tocustomers with renewed focus on problem identificationand resolution.

A new BSN National Service Improvement Team is alsobeing created, with both area and HQ staff to be in place inearly April. The team will concentrate on industry trendsand issues resolution.

Customers have been told of the change through theMailers Technical Advisory Committee, individual lettersand the USPS Memo to Mailers magazine.

A new do for Wanda

When Owenton, KY, Rural Car-rier Wanda New decided to gether first real haircut in more than40 years and donate her ponytailto Locks of Love — an organiza-tion that provides wigs to childrensuffering from diseases such asalopecia — she had no idea itwould get her on national TV infront of millions of viewers.

New was just one of thousandswho participated in numerousLocks of Love events around thecountry that day, but because herhair was so long — 55 inches —and it hadn’t been cut in morethan 40 years, The Today Showfeatured her.

“It was an awesome experi-ence to see how they produce liveTV shows,” she says. But the

pace of the big city was much different than in Owenton. “Itwas a culture shock.”

The Today Show pro-vided a team of stylistswho had New looking“New York fabulous” bythe end of show.

Stamps honorthe men whosaved the worldfrom polio

Through the early1950s, polio outbreakscaused such panic andwidespread concern thatparents kept their chil-dren away from schooland other public facili-ties. Finding a polio vac-cine became the work ofDr. Jonas Salk at theUniversity of Pittsburgh’s

Medical School. When the announcement was made onApril 12, 1955, that Salk had developed a vaccine, he washailed as a national hero.

Later, at the Cincinnati Children’s Hospital Medical Cen-ter, Dr. Albert Sabin created another polio vaccine that useda live, but weakened, virus. Because it was easier to ad-minister and reduced the spread of polio, Sabin’s vaccinebecame the standard treatment for years.

Stamps honoring both men were issued recently and thePostal Service held ceremonies in the cities where the twoconducted research — Pittsburgh and Cincinnati.

Both stamps are on sale nationwide.

New Safety and EnvironmentalPerformance Management office

A new Safety and Environmental Performance Manage-ment function has been created at Headquarters to man-age all aspects of safety, health and environmentalprograms.

Chief Human Resources Officer Tony Vegliante said thenew entity will oversee employee and customer safety andhealth issues, and ensure regulatory compliance, opera-tional efficiency and cost effectiveness.

Vegliante said he expects the change to provide clearer,standardized and consistent direction and information tomanagers, employees and external stakeholders.

The new office combines the existing Safety Perfor-mance Management, Environmental Management Policy,the Ergonomic Risk Reduction Program and OccupationalSafety and Health Administration Coordination Programinto a single entity.

“Combining all of our safety, health and environmentalprograms under one function will further strengthen oursafety and environmental efforts and help us make thePostal Service an even better place to work.”

USPS stamp program earns awards

U.S. Olympic athletesweren’t the only oneswinning gold medals thiswinter! Three stampsfrom the Postal Service’sstamp program receivedsome gold-medal recog-nition for artistic designand excellence. TheCloudscapes, Lewis andClark Bicentennial and

Pacific Coral Reef designs received top honors atCreativity 35 — an annual competition honoring brightideas in graphic design.

In all, USPS earned 20 prizes from a variety of topgraphic design publications and organizations. Otherstamp designs earning Merit Awards and Awards of Dis-tinction were Love Bouquet, Isamu Noguchi, Snowy Egret,Reptiles and Amphibians, Love: Candy Hearts, Art of theAmerican Indian, Modern American Architecture, MarianAnderson and Advances in American Aviation. Theseawards were given by publications and organizations suchas Communications Arts magazine, PRINT magazine,American Institute of Graphic Arts, as well as Creativity 35.

USA Philatelic Fall 2004 and Spring 2005 catalogs alsoearned American Graphic Design Merit Awards.

New Safety Depends on Me campaign

“I Pledge Safety” is thenewest Safety Dependson Me campaign, with kitsalready being distributed.

The kit — to be fol-lowed by six more — fea-tures posters and tools foremployees to make per-sonal commitments towork safely.

Safety PerformanceManagement is providingthe materials, which in-clude a cover letter, DVD,

“I Pledge Safety” posters, and markers for employees tosign their personal safety pledge on the posters. The kitalso has ideas for managers and supervisors to work withlocal safety and health committees and to lead pledge-sign-ing events at their facilities.

DMM REVISION

New Marking Requirement for Bound Printed Matter Machinable ParcelsEffective July 6, 2006, mailers must place a new mark-

ing on Bound Printed Matter (BPM) machinable parcelsconsisting of multiple pieces secured with transparentshrinkwrap. The new marking will enable our automatedequipment to recognize that these BPM machinable par-cels are intended for a single address. The marking doesnot apply to BPM flats or irregular parcels.

Under the new standards in 402.2.0 and 708.7.0 of theMailing Standards of the United States Postal Service,Domestic Mail Manual (DMM�), when a BPM machinableparcel consists of multiple pieces for a single addresssecured with transparent shrinkwrap, mailers must labelthe parcel using one of the following options:

� A firm optional endorsement line (OEL), followed bythe 5-digit destination ZIP Code� of the parcel.

� A blue, pressure-sensitive, barcoded Label F on theaddress side of the parcel.

The new firm OEL or pressure-sensitive Label F require-ment applies only to BPM machinable parcels consisting ofmultiple pieces secured with transparent shrinkwrap. ABPM parcel prepared with a cardboard box, for example,does not require a firm OEL or Label F.

The effective date of these changes is July 6, 2006, butmailers are encouraged to use the new marking as soon aspossible.

DMM CORRECTION

Sack Preparation Changes for Periodicals MailEffective May 11, 2006, we are adopting new mailing

standards for Periodicals mail prepared in sacks. The stan-dards include two new types of sacks — a 3-digit carrierroutes sack and a merged 3-digit sack — and a new mini-mum of 24 pieces for most other sacks. We published thisrevision in the January 19, 2006, Postal Bulletin 22172, butgave the wrong sack labeling information in 705.10.1.4h ofthe Mailing Standards of the United States Postal Service,Domestic Mail Manual (DMM�). Update to Periodicals Zone Analysis ProgramThe Postal Service� has updated the reporting require-

ments for the Zone Analysis Program (ZAP) by clarifyingthat Periodicals mailers may show the ZAP software certifi-cation information in the heading of the USPS QualificationReport or standardized documentation rather than on PSForm 3541, Postage Statement — Periodicals − One Issueor One Edition. The ZAP software certification informationincludes the ZAP option and the effective date of the USPSZone Chart Matrix used by the Periodicals mailer. The pre-vious format for listing the applicable ZAP information onPS Form 3541 is also acceptable.

We have incorporated this update on page 16 of theZAP Technical Guide, which is available on the RIBBS Website at http://ribbs.usps.gov/index.html; under “RIBBSLinks,” click on ZAP, then ZAP Publications, then ZAPTechnical Guide 2006–2007.PDF.

The Postal Service� developed ZAP to assist publish-ers who use PS Form 3541 to allocate Periodicals copies tothe correct zone based upon the most up-to-date USPS�zone information. ZAP is also intended to simplify postageverification procedures by Postal Service employees. ZAPhelps allow the Postal Service to ensure that the zonesclaimed and the postage paid by Periodicals publishers

using PS Form 3541 are accurate and reflect the most cur-rent zone information available from the Postal Service.

ZAP-approved software accurately assigns zones usingthe USPS Zone Chart Matrix (national electronic zonecharts) and is updated at least once each calendar year.Several different ZAP options are available dependingupon the size of mailings and the mailing practices of thepublisher. Periodicals publishers can request ZAP approvalfor their software by following the instructions in the ZAPTechnical Guide.

We have created a new brochure, Publication 158, YouCould Have What It Takes to Be a Postal Service� SkilledMaintenance Worker, that invites Postal Service em-ployees to apply for the new Maintenance Skills Develop-ment Program. Publication 158 describes the program,which prepares employees for two positions: maintenancemechanic or maintenance mechanic, mail processingequipment. Those selected enter an intensive, on-the-clocktraining program. Upon successful completion, they willqualify to apply for the Maintenance Mechanic Exam 931and Mail Processing Equipment Exam 933 under the cur-rent Maintenance Selection System process.

This section establishes policy and requirements for acquir-ing and supporting print devices in the Postal Service.

862.221 Policy

The Postal Service is committed to reducing printing costsby acquiring, deploying, and managing its print devices inaccordance with the following objectives:

a. Reducing the number of available print device ven-dors and models.

b. Limiting support of print devices to those listed on thefollowing Web pages (hereafter called supporteddevices).

PRIME is the nationwide Postal Service program that stan-dardizes printing capabilities and resources so both are morepractical and economically efficient. a. Printing devices (hardware) for 4 years.

b. Consumables, including toner, staples, and imagingdrums.

862.223 Roles and Responsibilities

a. Information Technology

The Information Technology organization is responsi-ble for the following:

(1) Establishing and enforcing standards for theacquisition and use of print devices.

(2) Providing program management for PRIME.

(3) Providing IT Help Desk (IT/CHD) support forsupported devices as stated in section 862.224.

(4) Serving as the approval authority for:

� Adding or deleting print devices to theADEPT II or MFP contract.

� Acquiring “Off Catalog” print devices.


b. Engineering

The Engineering organization is responsible for thefollowing:

(1) Defining requirements for all print devices pur-chased and deployed for use in Engineering-managed programs.

(2) Considering economies available through thePRIME program via ADEPT II and using theseprint devices whenever possible.

(3) Following Engineering’s approval process for ac-quiring print devices used in Engineering-managed programs.

(4) Providing support for print devices deployed aspart of Engineering-managed programs.

(5) Following Engineering Configuration Manage-ment and Engineering Change Board (ECB)processes for print devices deployed as part ofEngineering-managed systems.

c. All Functional Organizations

Application program sponsors are responsible for thefollowing:

(1) Complying with print device purchasing policies.

The acquisition of additional or expansion devicesmust be:

862.226 Personal Desktop Print Devices

Personal desktop print devices will be:

a. Supported by IT/CHD, local IT, or both, as long asthey are supported devices.

b. Normally used at non-LAN sites and LAN sites with-out a file and print server.

c. Connected to the network where possible.

d. Permitted for:

(1) Postal Career Executive Service (PCES)-levelmanagement.

(2) Users who routinely work with sensitive and se-cure data only with the written approval of the lo-cal PCES manager.

e. On the list of ACE-supported printers and purchasedlocally through the eBuy process (http://ebuy) andfrom the ADEPT II or MFP contracts. Go tohttp://wadchq2ksts01.usps.gov and click on Adept II.

Note: As multifunction peripherals (MFPs) and otherprint devices with private print features are deployed,the need for personal desktop print devices for non-PCES level management will be reduced and even-tually eliminated.

862.227 Multifunction Peripherals

b. Engineering-Managed Print Devices

The following exceptions apply to Engineering-managed print devices:

(1) Engineering determines the requirements forprint devices used in mail processing, materialhandling, retail and delivery systems, and otherEngineering-managed programs.

(2) The manager in the Engineering organizationsponsoring the system in which a print devicewill be used is responsible for the approval, pur-chase, use, support, and maintenance of thedevice.

(3) The Depot Repair Operations (DRO) at Mainte-nance Technical Support Center (MTSC)

� Known mailers are exempt from providing customs documentationon non-dutiable letters, and printed matter weighing 16 ounces ormore. (A known mailer is anyone who legally applies a permit imprintto a mailpiece. Mail with meter postage is not considered to be froma known mailer.)

� All federal, state, and local government agencies are exempt fromproviding customs documentation on mail addressed to an APO orFPO, except for those APOs/FPOs to which restriction B2 applies.

� Prepaid mail from military contractors is exempt, providing themailpiece is endorsed “Contents for Official Use — Exempt fromCustoms Requirements.”

B1. PS Form 2976 or 2976-A is required. Articles are liable for customsduty and/or purchase tax unless they are bona fide gifts intended for use bymilitary personnel or their dependents. When the contents of a parcel meetthese requirements, the mailer must endorse the customs form, “Certified tobe a bona fide gift, personal effects, or items for personal use of militarypersonnel and dependents,” under the heading, Description of Contents.Exceptions: All other exceptions listed in restriction B above are applicableto this restriction.

B2. All federal, state, and local government agencies must completecustoms documentation when sending mail addressed to or from this APOor FPO weighing 16 ounces or more.

FIELD INFORMATION KIT

International Mail — Scanning Inbound Parcels at DeliveryThis field information kit is designed to help reinforce

how important it is for Postal Service� employees to prop-erly scan all inbound international parcels at delivery. As ofJanuary 1, 2006, the Postal Service began assuming liabil-ity for the loss, damage, or rifling of all parcel items sent tothe United States from a foreign destination. Properly scan-ning all inbound international parcels at delivery helps pro-vide customers with the service they expect and at thesame time minimize the liability of the Postal Service. ThePostal Service implemented this change to comply with anew requirement established by the Universal Postal Union(UPU).

The information in this kit helps to reinforce the proce-dures for properly scanning all inbound international par-cels at delivery. This kit contains the following materials:

Briefing Article

Scanning Inbound International Parcels

On January 1, 2006, the Postal Service assumed liabilityfor the loss, damage, or rifling of all parcel items sent to theUnited States from a foreign destination. The Postal Ser-vice implemented this change to comply with a new re-quirement established by the UPU. According to the UPUdecision, liability applies to all items defined as a parcel,whether or not the item includes a special service. Cover-age is limited to the actual value of the contents or the max-imum indemnity based on the weight of the article,whichever is less.

In an effort to provide our customers with the servicethey expect and at the same time minimize the liability ofthe Postal Service, postmasters and managers shouldinstruct delivery and other field employees of the impor-tance of scanning all inbound international parcels. To as-sist postmasters and managers in talking with their deliveryand field personnel, the following information details theprocess for properly identifying and scanning inbound inter-national parcels at delivery.

Scanning and Signature-Capture Process

When an employee scans or enters an inbound interna-tional parcel at the point of delivery, the Mobile Data

Collection Device (MDCD) scanner either recognizes thebarcode or label ID that was entered or provides a promptto the employee asking if the mailpiece is one of thefollowing:

1. International.

2. COD.

3. Neither.

If the employee enters “3” for “Neither” — which is an in-correct procedure — the scan will not be accepted. Whenthe employee enters “1” for “International” — which is thecorrect procedure — the scan will be accepted. If the em-ployee then chooses “Delivered” as the ConfirmationEvent, the scanner activates additional prompts that guidethe employee in completing the necessary signature-cap-ture process. Employees must follow the signature-capturerequirements for inbound express, registered, recorded de-livery, and insured mail items received from foreigncountries.

All inbound international parcels and express, regis-tered, recorded delivery, and insured mail items that requirescanning and signature capture at delivery contain either ofthe following designations:

� A barcode that starts with a specific alphacharacter — either C, R, A, V, or E.

� A manual endorsement that starts with a specificalpha character — either C, R, A, V, or E.

It is suggested that employees always look for thesedesignations on inbound international parcels to help en-sure they perform the required scanning and signature-capture process.

Label Designations

Listed below are the different types of inbound interna-tional items that require either a scan of the barcode or akeyed entry of the label ID at the time of delivery. Alsonoted are the different types of designations that appear oneach inbound international parcel label.

� Parcels have a “C” prefix, such as “CP123456789BK.”

� Insured parcels may have a barcode or some otherstamped or handwritten number that starts with a “V”prefix, such as “V123456789KY” or “VV123456789KY.”Most insured parcels also have a “C”-prefix barcodedlabel. If a parcel contains two codes, employees are toscan both barcodes at the time of delivery.

� Express mail items have a barcode or some otherstamped or handwritten number that starts with an“E” prefix, such as “EP006533895IT.”

� Registered mail items may have a barcode or someother stamped or handwritten number that starts withan “R” prefix, such as “R123456789IL” or“RR123456789IL.”

� Recorded delivery items may have a barcode orsome other stamped or handwritten number thatstarts with an “A” prefix, such as “A123” or “AA123.”

Parcels With Multiple Barcodes

For any inbound international parcel that bears morethan one barcode, the employee must scan all of the bar-codes at the time of delivery. If a barcode is unreadable, theemployee must enter the label’s letters and numbers. Somepossible multiple barcode combinations are noted below:

� Parcel “C” and insured “V.”

� Express mail “E” and customs form “C.”

Scanner Malfunction or Scanner Unavailable

If a scanner isn’t available at the time of delivery or ifthere is a scanner malfunction, the delivery employee mustrecord each label’s letters and numbers, the mailer’s name,and the date, time, and ZIP Code� of delivery on the frontof PS Form 3849, Delivery Notice/Reminder/Receipt, ob-tain the recipient’s signature, and deliver the item. When aworking scanner becomes available, follow standard proce-dures for Manual Input (Option 5) (i.e., enter the informationfrom the front of PS Form 3849) and then process the PSForm 3849 following the signature-capture process.

Sample Labels

The appearance of the labels on inbound internationalparcels can differ greatly based on the country of origin. 1. The look of the labels on inbound international par-cels can differ greatly based on the country of origin,so how will I know when I need to scan an item?

All inbound international parcels require either a scanor a manual entry at delivery based on which one ofthe following indicators appears on the item:



You should always look for these designations on in-bound international parcels to help ensure you per-form the required scanning and signature-captureprocess.

2. What indicators or markings should I look for on in-bound international parcels?

Inbound international parcels display a unique num-ber that begins with the alpha character of either C,R, A, V, or E. The alpha character represents the fol-lowing types of inbound international mail:

� C — parcel (e.g., “CP123456789BK”).

� R — registered mail (e.g., “R123456789L” or“RR123456789L”).

� A — recorded delivery (e.g., “A123” or “AA123”).

� V — insured parcel (e.g., “V123456789KY” or“VV123456789KY”).

� E — express mail (e.g., “EP006533895IT”).

3. Is it possible for an inbound international parcel tocontain more than one barcode?

Yes, an inbound international parcel could containmore than one barcode. Here are some possible mul-tiple barcode combinations you might see:

� Parcel “C” and insured “V.”

� Express mail “E” and customs form “C.”

4. Which barcode do I scan when an inbound interna-tional parcel contains more than one barcode?

For any inbound international parcel that bears morethan one barcode, you must scan all of the barcodesat the time of delivery. If a barcode is unreadable, youmust enter the barcode’s letters and numbers into thescanner.

5. What should I do when a label won’t scan after I’vetried to scan it several times and I can’t input thenumber?

Write each label’s letters and numbers, the mailer’sname, and the date, time, and ZIP Code of deliveryon the front of PS Form 3849, obtain the recipient’ssignature, and deliver the item. Upon returning to theoffice, try entering the article’s letters and numbersinto a different handheld MDCD scanner in ManualInput (Option 5) mode. Notify your supervisor if youare unable to enter this information into a scanner.

6. What should I do if my scanner fails to work while I’mout on my route?

Record all information on PS Form 3849 for ManualInput as needed for each delivery. Record all informa-tion on the parcel for attempted deliveries. Upon re-turn to your unit, notify your supervisor of the scannermalfunction to have it replaced. When a workingscanner becomes available, follow standard proce-dures for Manual Input (Option 5) (i.e., enter the infor-mation from the front of PS Form 3849) and thenprocess the PS Form 3849 following the signature-capture process.

7. How can I check that a parcel scan was actually en-tered into my handheld scanner?

Go to MAIN OPTIONS and choose number 2,REVIEW ENTRIES, and follow the prompts. You willsee a list of all items scanned. If the item you wereunsure of does not appear on the list, chooseESCAPE. Go back to MAIN OPTIONS and selectnumber 1, SCAN BAR CODES. Rescan the item.

Scanning Inbound International Parcels at Delivery

It is essential that each of us understands the impor-tance of properly scanning inbound international parcels atdelivery. This is critical because as of January 1, 2006, thePostal Service began assuming liability for the loss, dam-age, or rifling of all parcel items sent to the United Statesfrom a foreign destination. This new policy was implement-ed to comply with a requirement established by the UPU.

Another very important reason for proper scanning isour customers. We need to provide them with the servicethey expect and deserve.

The proper scanning of all inbound international parcelstakes commitment from each one of us. So here’s what youneed to know:

� When you scan or enter an inbound international par-cel at the point of delivery, the MDCD scanner eitherrecognizes the barcode or label ID that was enteredor provides a prompt to you asking if the mailpiece isone of the following:

1. International.

2. COD.

3. Neither.

� If you enter “3” for “Neither” — which is an incorrectprocedure — the scan will not be accepted.

� When you enter “1” for “International” — which is thecorrect procedure — the scan will be accepted.

� If you then choose “Delivered” as the ConfirmationEvent, the scanner activates additional prompts thatguide you in completing the necessary signature-capture process.

� You must follow the signature-capture requirementsfor inbound express, registered, recorded delivery,and insured mail items received from foreigncountries.

All inbound international parcels and express, regis-tered, recorded delivery, and insured mail items that requirescanning and signature capture at delivery contain either ofthe following designations:



Always look for the C-R-A-V-E designation on inboundinternational parcels to help ensure you perform the re-quired scanning and signature-capture process.

Pictorial Postmarks AnnouncementAs a community service, the Postal Service� offers

pictorial postmarks to commemorate local events cele-brated in communities throughout the nation. A list ofevents for which pictorial postmarks are authorized ap-pears below. If available, the sponsor of the pictorial post-mark appears in italics under the date. Also provided, asspace permits, are illustrations of those postmarks thatwere reproducible and available at press time.

People attending these local events may obtain thepostmark in person at the temporary Post Office� stationestablished there. Those who cannot attend the event,but who wish to obtain the postmark, may submit amail order request. Pictorial postmarks are available onlyfor the dates indicated, and requests must be postmarkedno later than 30 days following the requested pictorialpostmark date.

All requests must include a stamped envelope orpostcard bearing at least the minimum First-Class Mail�postage. Items submitted for postmark may not include

postage issued after the date of the requested postmark.Such items will be returned unserviced.

Customers wishing to obtain a postmark should affixstamps to any envelope or postcard of their choice,address the envelope or postcard to themselves or others,insert a card of postcard thickness in envelopes for sturdi-ness, and tuck in the flap. Place the envelope or postcardin a larger envelope and address it to: PICTORIAL POST-MARKS, followed by the NAME OF THE STATION,ADDRESS, CITY, STATE, ZIP+4� CODE, exactly as listedbelow (using all capitals and no punctuation, except thehyphen in the ZIP+4 code).

Customers can also send stamped envelopes andpostcards without addresses for postmark, as long as theysupply a larger envelope with adequate postage and theirreturn address. After applying the pictorial postmark, thePostal Service returns the items (with or without address-es) under addressed protective cover.

Used Toner Cartridge Return Agreements Using Business Reply Mail Labels BenefitPostal Service

In an effort to generate revenue for the Postal Service�,the Office Products & Utilities Category Management Cen-ter (OPU-CMC) has established agreements with the fol-lowing three suppliers to accept used toner cartridgesreturned for recycling via Postal Service Business ReplyMail (BRM) labels. The OPU-CMC Web site,http://blue.usps.gov/purchase/supplies/sup_opu_home2.htm, has links available to download BRM labels for the re-turn of specific used cartridges. The links also are providedbelow.

Unfortunately, toner manufacturers include return labelsin their packaging that use competitor delivery servicessuch as United Parcel Service (UPS), and neither the

Postal Service nor its suppliers can control this practice.However, Postal Service employees do not have to usethose pre-packaged labels. Whenever possible, employeesshould use the labels from the links provided to return usedtoner cartridges.

BRM labels have been established for the most populartoner cartridges used by the Postal Service. If the toner car-tridge to be returned is not one that has a BRM label, theused cartridges — regardless of brand — can be given tothe Boise Cascade Office Products (BCOP) Federal repre-sentative delivering an office supply order at the facility.Moreover, if there are large quantities of used toner car-tridges that need to be returned, a special pick-up requestmay be made through BCOP Federal Customer Service at800-229-USPS (8777). BCOP Federal is the national sup-plier of office products for the Postal Service.

NOTICE

eSPIN — Enhanced Spare Parts InitiativeeSPIN (Enhanced Spare Parts INitiative) is a

commercial-off-the-shelf (COTS) system that will not onlyplan, forecast, and optimize inventory for item managerscentrally, but also for maintenance field locations throughthe Maintenance Activity Reporting and Scheduling System(eMARS). This system will pull data from eMARS and theMaterial Distribution and Inventory Management System(MDIMS) to make new buy, repair, and transfer recommen-dations utilizing inventory at the Material Distribution Cen-ter (MDC) and field locations. Recommended orders will begenerated in eSPIN and passed into MDIMS and eMARS. eMARS users will continue to approve the order recom-mendations in eMARS as they do today.

The eSPIN system will track new buy, transfer, and re-pair lead time for parts and supplies and recommend themost advantageous sources of supply. Key benefits of thesystem include the following:

� It will automatically recommend redistribution of “on-hand good” inventory versus recommending newpurchases. Inventory transferred between locationswill trigger journal voucher transactions to credit loca-tions that share their excess inventory and chargelocations that receive the inventory.

� eMARS will receive order and stocking recommenda-tions from eSPIN based on forecast planning ratherthan re-order point calculations used today. Fieldlocations will monitor forecast accuracies for theiroffices. They will also be able to request a forecastchange if research shows a need.

� eSPIN will utilize total inventory (MDC plus field)when forecasting new buy recommendations to itemmanagers. With this calculation, it should reduce thenumber of new buys.

� As machines are taken out of service or redistributed,the forecast for parts will adjust automatically as ma-chine population is updated in eMARS at individuallocations.

� Field locations will have total view of inventory at theMDC and field levels.

eSPIN was implemented for the item managers (MDC)in December 2005. eSPIN will begin making recommenda-tions to eMARS on April 3, 2006.
