    With regard to the colours in which the new

    stamps are to he printed, I am of opinion that Jhe

    universal colour scheme should he adhered to as far

    It will he observed that I have included a stamp of

    2/6d denomination in place of the 3/- one in use at

    present, in accordance with a decision recorded in

    to supply dealers direct with supplies of new issues.

    If this is the case the C.A’s could no doubt he

    another M.P.

    authorized to order any additional quantities requiredrfor this purpose.

    A further supply of stamps of the present issue

    is expected by the "Bogota” about the 25th instant,%

    and fthen these are received I estimate that there will

    sufficient stamps in hand to last at least twelve

    months provided that no unusual demands are received.

    It should not therefore he necessary to order any

    64 - 6,we heg to report as follows:-

    The paper does not appear to he of such good quality as that used for the previous issue. In comparing the two papers we find that used for the previous issue was a heavier paper.

    I. Quality of paper.

    The gum used appears to be ratherthin andi

    in consequence the stamps do not adhere properly to parcels. The gum used in the previous issue was thicker. The stamps are not affected by Clitoatic conditions in this Colony.

    2. Gumming

    We are of opinion that the stamps would be very much improved if there was no shading in the space v/here the denomination is printed.

    3. Printing

    I have the honour to transmit the accompany copy of a letter addressed by the Colonial to the Crown Agents for the Colonies on the suoj of the prooosed issue in this Colony of a set 01 pictorial stamps and to request that I may be informed by telegram in due course on the receijj by you of the suggested designs if you see any objection to their introduction.

    I would explain that in the case of thei denominations in question it is intended that tl new stamps shall be in replacement and not duplication of the existing stamps.

    proposed new issue of Falkland Islands postage and

    revenue stamps, and to inform you that with the

    approval of the Secretary of State we have placed on order

    with Messrs.Perk ins Bacon & Go.Ltd. for the dies and

    printing plates for the following values of the new

    series of stamps, for printing in sheets of 120,

    i.e. £d, 1d, 2d, 2^d 6d, 1/-, 3/-, 5/- 10/- and £1.It is expected that these dies and plates will be

    Sir,

    With reference to your letter No.56823/28 dated

    25th August, relative to a new issue of postage and revenue

    stamps for the Falkland Islands, I have the honour to

    transmit herewith estimates and designs as detailed on the

    attached list, which we have obtained from our Security

    stamps by the offset litho process offered by Messrs.

    Waterlow & Sons.

    Sir,With reference to the Instructions contained

    in enclosure (22) of C.S.No.457/27, We have the honour to report that the old issue of postage stamps was withdrawn from sale on the 31st August last. The stocks of the old issue withdrawn fromthe Treasury Vault amounted in value to £5582-10--0, and the stocks handed over to us by the Colonial Postmaster to £476-10-10. The necessary adjustments were made in the Treasury Stamp Stock book and inthe Post Office Stamp Sales account.

    The old stocks withdrawn were this day destroyed by fire in the furnace at the Town Hall.

    the 5th of November regarding our new stamps.It Is indeed unfortunate they ore so disappointing as the design is excellent, to a really first-class issue and instead are receiving nothing but complaints regarding the quality of the paper and the gumming, latter is so bad that the stamps stick together in such a way that it is difficult to separate them without tearing them, and in addition they do not adhere to envelopes well.

    It will be a long time before we can replace the present issue as we have a large number of stamps in stock, contractor should be asked to supply further

    last. It seems a curious time of year to us over here to hold

    space in which the denominations of the stamps are printed,

    original die proof which I passed a denomination was not printed,

    and consequently the space was blank giving a very good effect,

    make an alteration in this respect would constitute a new issue, and

    I doubt very much whether the Secretary of State would sanction it

    at present, but if in the near future you could persuade the

    Colonial Office to allow you to make a slight alteration, I think we

    could improve upon the present design very considerably,

    assuming, of course, that the design itself gives satisfaction.

    As regards the design, I hear there has “been a certain amount of

    correspondence about the whale, it being argued that the whale is

    too far out of the water, and if a whale v/ere seen as far out of

    the water as the picture represents it to be, then it would be

    found that the whale was dead. I think, however, that the people

    who argue this way are wrong because the whale pictured in the

    stamps is a fin whale and not a sperm whale, and a fin whale I am

    told comes much higher out of the water than a sperm whale. You

    probably know more about whales then I do, so perhaps you will be

    able to tell me whether I am right.

    present issue of fostag© stamps, owing to the criticisms in the Public Press and elsewhere, I have been giving the matter considerable attention, and

    I have now come to the definite conclusion ;-

    Sir,

    I have the honour to acknowledge the receipt of your

    telegram dated 15th April which has “been decoded as follows

    "Please forward as soon as possible undermentioned denominations postage stamps 1929 Whale and Penguin issues 60,000 halfpenny 60,000 penny 10,000 4d. 10,000 6d. 10,000 shilling".

    and to inform you that the stamps have been ordered from

    Messrs.Perkins Bacon & Company who have promised to deliver

    by the 15th May. They v/ill be despatched by parcel post

    by the first available opportunity after receipt.

    The id. 1d. 6d. and 1/- duties are printed in sheets

    of 120, and in view of the request contained in your letter

    No.65/32 dated 16th May 1932 that each sheet of stamps shall

    have a border of stamp paper on all four sides, we have

    arranged for the stamps of these four duties to be

    despatched as printed, i.e. in sheets of 120 stamps,

    duty will be supplied in sheets of 60, as this duty is

    printed 60 set.

    current postage stamps which will be superseded by the new
