I know. I know. It is the heart of hunting season. The male deer have separated from their buddies and are looking for girlfriends by themselves. The bear are starting to wan- der around. And the Orange Army is locked and loaded and waiting patiently. But tis the season for fish- ing as well Yes, the water has cooled off a little. The air definitely has cooled down. The leaves are changing and falling. And some of the best fishing is occurring along the coast right now. This cooler air and water along with shorter days has brought the reds and specks out to play. Big red drum are hungry and active. Big speck- led trout will attack virtually anything in their path. The bite has reached a season high as of late. Looking over several reports shows anglers are limiting out well before lunch. Reds are coming in above slot. For those that don’t know, a slot for reds consist of having to release a fish that is either too small or too big. You can keep a fish that is between the weights, thus being the ‘slot.’ Red drum can get really big. Our coastline produces some of the largest in the world as a matter of fact. Both speckled trout and red drum are active this time of year inshore and can be caught from shoreline or boat with relative ease. My step-grandmother was a master at finding the big red bull drums. Back in those days, the slot didn’t exist. As a child I was amazed at the size of her catches. The red drum were taller than I was. She caught a couple that ex- ceeded fifty pounds. One was mounted over the den steps, one was mounted at the fam- ily business. But her expertise didn’t end with red drums. There was one particular blue fish that weighed in excess of 20 pounds. Again, the catch inspired awe in such a young fellow as myself. One thing I noted was the razor teeth lin- ing the mouth. Many years later, I carried my oldest son fishing over- night on one of the piers. We did this each summer. It was one of those special moments that we both looked forward too. He hooked into a small blue using a bottom rig baited with shrimp. It gave him a good fight, much different than the typical croaker or spot we kept pulling up. As he was still learning about fishing, I made sure he baited his own hooks, cast out the lines safely and unhooked his own fish. This particular blue was spunky. Once Turner pulled it over the rail of the pier, the fish unhooked itself and began flopping and flapping across the pier. Turner chased it down and held it by the body, but it kept wiggling and getting free again. Finally I told Turner to grab it by the bottom jaw using his thumb inside the fish’s mouth. Ever trusting, Turner did precisely that. The blue didn’t find it very amusing and chomped down on Turner’s thumb while si- multaneously shaking back and forth. Turner learned a valuable lesson that day. He learned that blue have very sharp teeth. He also learned how to grab a fish under the gill to hold it steady so he wouldn’t shed blood from a fish’s bite. Now if you go out in the next few weeks chasing big red drum or snaggle-toothed trout, remember what you have learned from observa- tion and trial and error. RESOLUTION 2016-33DECLARING THE

TOWN OF BURGAW’S INTENT TO CLOSE THE

PUBLIC ALLEY BETWEEN THE 300 BLOCKS OF

EAST BRIDGERS AND EAST ASHE STREETS

WHEREAS, NCGS 160A-299 au-thorizes the Town of Burgaw Board of Commissioners to close street rights-of-way and public alleys provided cer-tain procedures are followed; and

WHEREAS, pursuant to NCGS 160A-299, the public alley above is not under the authority and control of the North Carolina Department of Transportation; and

WHEREAS, the Town of Burgaw considers it advisable to conduct a public hearing for the purpose of giving consideration to the closing of the public alley between the 300 blocks of East Bridgers and East Ashe Streets;

NOW THEREFORE BE IT RE-SOLVED BY THE TOWN OF BUR-GAW BOARD OF COMMISSIONERS THAT:

SECTION 1. A public hearing will be held on November 8, 2016 during the public hearing portion of the regular Board of Commissioners meeting, which starts at 5:30 PM, in the banquet/meeting room of the Historic Burgaw Depot located at 115 S. Dickerson St. in Burgaw, NC for the purpose of discussing the proposed alley closing.

SECTION 2. Pursuant to NCGS 160A-299(a), the Town shall pub-lish this Resolution of Intent once a week for four consecutive weeks in a newspaper of general circulation in the area.

SECTION 3. Pursuant to NCGS 160A-299(a), the Town shall transmit by certified mail to each owner of property abutting upon that portion of said alley a copy of this Resolution of Intent.

SECTION 4. Pursuant to NCGS 160A-299(a), the Town shall promi-nently post notice of the proposed alley closing in at least two places along the alley included in this Resolu-tion of Intent.
