A Summary of SES 2019 __________________

Introduction

Strategic Electronics is a fast-growing area in the electronics space and is a key focus of the Government of India through its Make in India program. ELCINA the largest and oldest Association serving the Electronic hardware Industry since 1967, has been in the forefront of bringing together the various stakeholders in the space of strategic electronics through its flagship event called the Strategic Electronics Summit (SES). The 10th edition of the Strategic Electronics Summit was organized at Bangalore International Exhibition Centre (BIEC), Bengaluru on the 30th & 31st July 2019. The agenda of Strategic electronics summit was to discuss the key developments in the strategic electronics industry, highlight emerging technology perspectives and discuss the capability roadmap for 2019 and beyond. This is with the objective of helping the industry and its stakeholders make informed choices while planning their investments in this sector. Delivering value, SES has grown with time and the 10th edition highlighted key developments in the strategic electronics industry, emerging technology perspectives and the capability roadmap. There was special focus in the 10th edition on Policy developments, Ease of doing business, Defence Corridors & infrastructure, export opportunities which have grown rapidly and importance of Start Ups in Innovation and IP Creation. With more than USD 100 billion investment expected in the defence sector in India over the next 5-6 years, the overall strategic electronics space needs a higher private partnership. The Defence PSUs (DPSUs) will continue to be the pillars of the industry and need to engage with private players, specially MSME’s to strengthen their supply chains. Participation from private companies which goes beyond the multinational companies and involves the Indian MSMEs and Startups will usher in a new era of cooperation in the strategic electronics space. The summit highlighted the capabilities of these MSMEs and Startups as well as the willingness of the Defence PSUs to experiment with them to build their future strategies. All these are positive signs for Indian industries and present a way forward for industry, academia and manufacturers in the strategic electronics sector to work collaboratively in the interest of the nation. The speakers highlighted the issue of lack of eco-system for manufacturing Electronics

components in the country and that it should be a focus area for the industry

Aerospace and Defence electronics manufacturing was still not an easy segment to enter

for industry as it requires an industrial license for production and approvals from various agencies certifying quality and security issues.

The eminent and highly experienced speakers in the Inaugural Session advised that the Indian Strategic Electronics Industry should focus on following strategies and focus

areas for success:

Expansion of tie-ups with DRDO and DPSUs

Larger number of tie-ups with international companies to better understand and source global best practices

Understand procurement policies and procurement cycle Utilise strategy of aggressive pricing and marketing for ensuring competitiveness

amongst global companies Utilise start-up ecosystem and technology emerging from start-ups.

Integration of Tier I, II, III suppliers through a ‘cluster’ approach

Col Shankar shared his concept of “Chakravyuh” which in his opinion required planning over a period of ten years for projects to fructify and give the required value and

revenues. The manufacturer had to go through the cycle of R&D, Expression of Interest, RFP, User Trails, Evaluations, Field Trials, Production, Installation and upto AMC stage.

Thus long term planning was required and projects had to be in progress at various stages.

Some of the opportunities highlighted included managing replacement recycling and repair of electronics for India’s armed forces and managing technology obsolescence and

supporting the Buyer through upgrades and acquisitions. There was immense scope for growing the opportunity in strategic electronics sector through indigenization, to help

foster an ecosystem and increase India’s self-reliance within the area. Speakers also recommended that stakeholders should apply their resources towards dual-use

technology that has applications across sectors.

There was an avid discussion on Intellectual Property Rights and the experts advised

that focus should be on patenting products as opposed to solely patenting technology,

which was the usual trend.

The Spares and Replacement market is a sector that is identified as having strong

potential within the strategic electronics industry. This arises due to long life of defence equipment which was very expensive and platforms once put in use were required to be

maintained for decades. Another important suggestion for domestic players was to look for offset opportunities and find suitable matches with global players to support

discharge of their offset obligations.

Brief of Deliberations

The Speakers apprised the delegates about the Policies, procurement procedures as well as infrastructure issues. Lt Gen Verma spoke about the acquisition procedures and

norms and advised industry about the process to follow for successfully servicing these requirements. He stressed on the policy of indigenization which was opening up new

opportunities for domestic industry. Gen Verma highlighted the new approach under which domestic suppliers who had quality certification and good manufacturing facilities

were being welcomed by the armed forces as suppliers for their equipment.

Major General Channan of Army Design Bureau spoke about the role being played by

ADB as a facilitator for Research & Development efforts and initiation of procurements required by the Indian Army. ADB was networking and connecting with all stakeholders

including DPSU’s, DRDO, Private Industry, Start Ups, Academia, OFB’s etc and was supporting niche technologies to address the future requirements of the Armed forces.

The Level of outreach had been boosted with MoD’s involvement and had resulted in

increasing focus on outcomes and a slew of new initiatives. These included the Industrial Corridors, supporting Certification by DGQA, simplified Make 2 procedures, incentives to

Start ups / MSMEs and Industrial & Academia displays /Melas.

Shri Anoop Singh shared his views about the development of technology in India specially in the Software and Electronics industries. He informed the participants about

the unique facilities and strong policy support which were being provided in the newly formed State of Andhra Pradesh. Being a State with natural advantages such as a long

coastline, ports and airports, it was one of the fastest growing States in the country and

had the advantage of newly build infrastructure.

participated in this important session on Start Ups and Eco-System for promoting New Ventures.

The officials apprised the participants about various initiatives and Schemes being implemented by their respective ministries to support Start Ups and encourage

Innovation to drive development of new technologies and Intellectual Property. Mr. Gopalakrishnan spoke about how funding of education institutions was being done to

set up incubation centers and encourage students to participate. He also informed about

the successful emerging trend of virtual incubation centers and focus on setting up incubators within greenfield areas.

Mr. Sanjay Jaju spoke in detail about the initiatives taken by Defence Ministry to promote Start Ups as a strategy to promote development of indigenous technologies

and reduce dependence on imported technology and equipment in a phased manner. DIP had witnessed this trend in Israel and the US of start-up technology used within the

defence industry with great success. Accordingly iDEX was set up with the aim to create a bridge between start-ups and the Ministry of Defence.

Six partner incubators including Forge, IIT Bombay, Delhi, Madras, T-Hub, among others had been identified and registered as official partners of iDEX. Under iDEX, two rounds

of Defence India start-up challenge have been organized. The 1st round witnessed 14 challenges with 550 competitors and 2nd round had 4 challenges and 150 competitors

with 44 winners emerging from these 2 competitions.

The challenges included criteria technology for systems such as an ‘Individual Protection

System’ which utilises technology applied in the healthcare industry for application in

the defence sector. iDEX is also utilizing this opportunity to source ideas, technologies, products from other industries and examine their viability for defence applications. It is

expected that this Start Up initiative will result in spawning new companies which will be capable of enhancing self-reliance and technological leadership for India in the defence

electronics domain where we are currently highly dependent on imports.

Forge Accelerator, one of the most successful and active incubators for iDEX, facilitated

meetings and discussions between Start Ups and potential investors and partners as well as interaction between the Government officials and the Start Ups.

“Cyber Security & Next Gen Communications”

Brief of Deliberations

This session witnessed participation by the top technocrats and scientists of the country.

Mr Vipin Tyagi presented facts about the state of telem infrastructure and infrastructure in the country. He highlighted the huge growth in wireless connectivity in mobile phones

as well as internet broadband connections. These had resulted in cyber security threats which required huge investments in security infrastructure.

Cyber attackers as individuals or part of a larger and well-resourced syndicate are

growing every day. They either have access to sophisticated toolkits or can make use of publicly available tools or procure through Darknet market place at a very low cost. The

organized criminal groups of nation-state or state-affiliated actors are behind the cases of espionage or sabotage of critical infrastructure and can target their victims using

multitude of attack vectors.

The Internet Traffic at the Gateways of major Service providers is continuously growing

through multiple 10G/100G uplinks, therefore a Cyber monitoring solution at National scale cannot be met with DPI or other appliance-based monitoring solutions.

There is a need for monitoring of National Critical Infrastructure as one of the Multi-tier

security monitoring architecture and also monitoring of cyber health of the nation as a whole, creating awareness and alerts.

Dr UK Singh gave an in-depth presentation on the technical aspects of connecting and securing the eco-system of national and international communications as well as

internet technology. He spoke about the evolution of cyberspace and how computing, storage and bandwidth were increasing exponentially and driving this technology.

Dr Singh also explained strategies and technologies for building Cyber Security including use of Light weight Cryptography, Physical Cryptography, Based on inherent

complexity of nano-scale electronic and photonic systems, Physically Unclonable Functions (PUFs), Trusted Supply Chain, Secure Data Storage and Management,

Malware Detection and Analysis and more.

Lt Gen Rajesh Pant gave an insightful talk on government’s initiatives on Cyber Security

mentioning that Rs. 82,000 Crores of imports for hardware were happening in the country while a humongous Rs. 200,000 Crore goes towards cyber-crime prevention. He

mentioned that 5G technology will be released in three stages over 2019, 2020, and

2021 and we must explore use cases for 5G technology within the defence sector. For this purpose there is a 5G testbed in IIT Madras which has received Rs. 240 Crore in

funding from the DoT.

The government had come out with a National Cyber Security Strategy 2020 which had

been finalized and completed and a Taskforce had been constituted for its implementation.

Brief of Deliberations

The discussion focused around the requirements of ISRO’s space programs which had

been progressing briskly with significant successes achieved. The speakers lauded the

efforts and successes achieved by ISRO which had firmly placed India on the global map as one of the top five nations in Space programs.

Col HS Shankar focused on use and applications of electronics in Space Technologies

and shared his experience where ADTL had participated in major ISRO missions such as Chandrayaan -2, units for NAVIC and Ground Stations in North East inaugurated

recently by PM.

He said that the key strategic applications included Anti-Satellite Missiles, Imaging,

Imaging Cameras, Synthetic Aperture Radars and Indian GPS System (NAVIC).

ISRO had a significant requirement for electronics equipment, parts and technology

which was divided equally into three categories: avionics, ground systems, infrastructure. According to Mr S Ranganathan of L&T, the Indian Space market was

projected to grow 6x times in next few years which was a huge opportunity for industry.

ISRO has conducted over 103 launches. SSV launch was expected to cost around $2 million which was a fraction of the budgets of developing nations for similar projects. It

goes to the credit of ISRO that it had been approached by foreign countries for utilizing ISRO’s launch vehicle as a platform for their small satellites and several satellites had

been launched by ISRO’s Launch vehicles with great commercial and technical success.

ISRO is looking to expand on its successful public-partnership model, it is actively

looking to outsource certain tasks to the private sector; to further help allocation of resources. Already ISRO is 95-96% self-reliant, although it does import alloys (primarily

aluminium and nickel alloys) which were not available locally. ISRO has made it very lucrative for its domestic suppliers to work with it and this has been one of the reasons

for its success in developing domestic sources and self-reliance. It was informed that ISRO usually pays a premium of 5-6x, to its suppliers for products produced

Mr Sudhir Kumar gave a very informative presentation explaining India’s objectives from its Space program and the strides that we have taken by enhancing our capabilities. He

also shared the critical materials and components that Space applications require and

the variety of electronics applications which offered big opportunities for industry.

ISRO’s Agenda includes the following:

Low cost access to space Space applications; societal services

Self-reliance in Space Transport

ISRO has incubation centers for start-ups, technology transfers available and buyback

schemes in place for certain technologies required by them which offer excellent opportunity for their industry partners.

The session had some of the most learned and technically erudite speakers from a variety of backgrounds from academia, skill development, research organisations and global industry

players.

Mr. Abhay Paranjape briefed about the strategic partnership of Tata Advanced Systems with Lockheed Martin Aeronautics. He emphasised on F-21 Aircraft For India From India. He

shared the opportunities emerged for local vendors for F-21 fighter Aircraft for Indian Airforce under the “Strategic Partnership” Model.

Dr. Ajay Agarwal talked about Indigenous Sensors for Strategic Sector and the projects

CEERI was doing with Armed forces. CEERI was developing MEMS based Pressure & Temperature Measurement Systems for Indian Navy as well as for IISU-ISRO,

Thiruvananthapuram. Dr Agarwal also informed about other projects such as Design and development of MEMS-based Accelerometer for space applications, Accoustic Sensors,

on the challenges & opportunities for making Strategic Electronics. He also briefed about the role of Government & Academia.

Mr. N.K. Mohapatra talked about the loopholes present in the engineering education system.

He further added that Electronics Sector has a large requirements for skilled manpower and currently facing a shortage of skilled resources in emerging sectors.

ACTIVITIES FOR START UPS @10th SES

Industry participation in the 10th SES was unprecedented with 300+ participating organisations, 67 exhibitors, 1000+ Delegates and Business Visitors as well as four

important Industry Interactive Sessions hosted by Alpha Design, HAL, CQAE(WE) Indian Navy & ISRO. These sessions highlighted major opportunities for industry and

sharing the way forward to engage with these Organisations.

This year ELCINA launched a special initiative for Start Ups, which was very successful

and witnessed robust participation. There were 30 active Start Ups participating as Exhibitors demonstrating the success of the Start Up Pavilion. There were special

interactive sessions of the Start Ups with senior Government officials and with prominent companies which will result in energizing these Start Ups to perform better.

Most of the Start-ups which participated in SES 2019 were associated with Innovations

for Defence Excellence (iDEX) launched by the Dept. of Defence Production in April

2018. Many of the Start-ups showcased a variety of technologies and products such as drones, robotics, solar power back up, and a unique concept of Air Taxi for human

transportation was showcased by Passenger Drone Research Private Ltd (PDRL). IdeaForge, which is recognized as one of the top ten start-ups in defense and

aerospace also participated in the event.

Many special activities were organised for the Start-Ups during SES 2019 which included knowledge sharing and business development activities.

An Industry & Start up Interactive Session was scheduled on 30th July, in which companies like Alpha Design, Smile Electronics, C-DOT, Radel Advanced

Technology and other Organisations had a one to one interaction most of the participating start-ups. A pitching session was also organised in which start-ups

was given a 3 minute time slot to give a presentation about their organisation and project.

A conference session on “Start-ups and Eco-system for Promoting New Ventures” was scheduled on 31st July in which senior government officials,

Mr. Gopalakrishnan S, IAS, Jt. Secretary, MeitY and Mr. Sanjay Jaju, IAS, Jt. Secretary, DIP, Ministry of Defence participated. The session was moderated by

Mr. Vishwanathan Sahasranamam, Co-founder & CEO, FORGE Accelerator who were the Start Up Incubator partners for SES.

ELCINA has also recognised the most Promising Start-Ups in Strategic

Electronics. A Special memento was presented to the 5 selected Start-Ups were given by Guests of Honour, Mr. Gopalakrishnan and Mr. Sanjay Jaju.

Mr. Gopalakrishnan and Mr Jaju also had a special interactive and Q&A Session with the Start Ups in which they clarified several queries and suggested solutions

to the problems they were facing. More than 25+ start-ups participated in this Session which was facilitated by Mr Vish Sahasranamam of FORGE Accelerator.

An MOU for Technical Bilateral Co-operation between the MeitY-Startup Hub (MSH)

under the aegis of Ministry of Electronics of Electronics and Information Technology,

Govt of India and ELCINA was signed during SES 2019. The key objectives of this MOU
