io state, the dispatching of the mails from this office to be done by two hands, will be beyond .ours or anybody's else physical ability.

Had I not have called in assistance, for which I have to pay, I could not possibly have -forwarded the accompanying maiL The ",ork is day and night; the registered letters dispatched' from this office 11. O.

l\'lr. Scott, willing aS,he is, is quite inadequate to the duty imposed on him. The office must doubtless be closed, and that not from any unwillingness, but from sheer exhaustion. :My 'present desire is to gctan opportunity of completing my monthly returns for December, 1854. Positioned as I am at present, I cannot accomplish the same.

Post Office, Ballaarat, 8th February, 1855.

'SIR, In reply to your communication, received on the 6th inst., respecting the recent reduction

of the staff, and its effects upon this office, I have the honor, most respectfully to state, in the first instance, relative to the internal economy of this office, that since the reduction the returns and various duties required for the proper conduct of a post office, apart from ,the public, have been, of necessity, quite neglected.

Respecting the labors eutailed upon myself and one assistant, the duties are eo severe as to leave us completely prostrated at the end of the day, and being employed four evenings in each week until a late hour in making up or sorting mails, little or no inclination can possibly be left to get up returns, &c., on the other two evenings.

Respecting the effects upon the public accommodation, I should say, from t,he large popu­lation in this district, and our very confined delivery, that very much valuable time is spent, often in vain, in endeavouring to procure letters, &c.

In conclusion I would beg to state, respecting the staff requisite for efficiently carrying ,out the objects of this department, that the services of one postmaster, three assistants, and one messenger are indispensably necessary. '

In reply to your letter of the 24th instant, requesting an explanation as to the delay of transmitting the unclaimed letters, I have the honor most respectfully to state that, it only affords another. opportunity of shewing the deficiency of strength allowed this office; from the beginning to the end of the week, both early and late, ill or well, I am busily employed, assisted by a party (although perfectly willing) as totally unfit for a bustling department such as this is as it is possible to be; unless allowed im additional hand, and one most active, the business of so extensive a district cannot be performed without some part being neglected.

SIR, • C. 1I. Pain, 8th I have the honor, while returning the letter as per' margin, referred for my report, to

lIUl"ch, 1855. confirm, and,-more than confirm,-to exceed every word of Mr. Pain's statements, as to his excessive labors.

For the last three days I have seen the office perpetually surrounded by crowds of applicants,-all complaining of the delay they sustained, yet all satisfied with the zealous and civil alacrity exhibited by Mr. Pain and MI'. Scott,-the whole establishment.

On Sunday both these gentlemen. were sacrilegiously engaged in sorting for l\ionday's delivery, the newspapers, whieh with an adequate staff, would have been delivered on Saturday.

They are now at ten p.m. still occupied, and have yet long oecupation before them in elosing the mails for dispatch to-morrow morning, as no progress in their preparation could be made during the uninterrupted window attendanee of both persons from nine to five to-day.

As either vital or mental energy must soon be expended by sueh'i3xertions, I have the honor to recommend that, if the establishment eannot be immediately increased to four persons, the hours at which the office shall be open to the public be rcduced to not less than one-half of their present duration on allmaiI days,-in which case I should antieipate either the demolition of the Post Office or serious riot.

If additional officers are sent, I would recommend that they be ascertained to be persons of private income, as, if not, they can only subsist by dishonesty in the Post Offiee, or by husbanding their energies while there, to be employed in private work after office hour3.

In having the honor t,o bring a few remarks before your attention, I would respectfully wish it to be understood that it is not on the ground of complaining, but as an actual point of duty. '

I would first remark that of late, but more especially to-day, the pressure of the crowd outside has been increasing td a very great extent, although I personally applied for the aid of the police, my request could not be complied with, no men being at liberty to be told off for the service required; the front of the building was in considerable danger, and one of tho windows broken. ,

The mail being so heavy, consisting of nearly 2000 letters with 146 registered inclusive, for two persons to n;take up, that I am compelled to defer forwarding my unclaimed letters till next mail, it being an advanc~d hour in the morning.

I have the honor mostirespectfully to submit, for the consideration of His Excellency the Governor, the accompanying letters addressed to me by the Postmaster (Mr. C. H. Pain) and clerk (Mr. Robert Scott) of the Post Office, Ballaarat, on the subject of an increase to t.heir present rates of salary, and inidoing so beg to refer to your communications (two) of the 23rd and 28th June, in which His Excellency has been pleased to grant the increased rates of salary to the Postmaster at Creswick's Creek, at Castlemaine, and Portland, and whieh induces me to hope that the Governor will be pl~ased .to confer a similar favor on the present applicants, the duties of the Ballaarat office far e'xceedmg those of any other Country Post Office on the fixed establishment, and the services rendered by Messrs. Pain and Scott in the performance of their official duties, warrant me in recommending their application to His Excellency'S most favorable consideration.

SIR, I have the honor to beg reference to my communication of the 5th June (unanswered),

No. 97, bringing under the notice of His Excellency the Governor, an appeal from the Postmaster, Ballaarat, relative to the heavy duties imposed. on him and his one assistant, owing to the reduction of his staff at the end of last year, and now beg respectfully to enclose for the consider­ation of His Excellency a. memorial addressed to me by nearly 400 diggers and other residents, praying that such steps may be taken as will speedily alter the present tardy delivery of letters at the Post Office.

1 also forward the .accompanying correspondence and statement of the duties performed and hours actively employed, which are submitted for His Excellency's.information, and 1 would urgently solicit that some further assistance be granted immediately to the Postmaster, Ballaarat, to av()id the ill effects that must ensue from' continued close application to business of such a wearying natur~.

1 have the honor to inform you that ha~ing submitted to the Governor your representa­tions concerning the amount of labor in the llallaarat Post Office, and the insufficiency of the present staff of the Post Office to discharge it, His Excellency is pleased to approve of the vote of Nine hund~ed pounds for clerical assistan0c to the Post Office at Geelong, being charged with the salary of one additional clerk for Ballaarat, but it will of course be understood that the Postmaster at Geelong is now precluded from expecting any further assistance in his office during the remainder of the year.

1 shall postpone conveyin~ the usual notification to the Audit Office until you have .sub­mitted for His Excellency's sanction the name of the person who you propose should proceed to Ballaarat.
