    Erection and construction can be done as two separate sections under two senior

    engineers ( managers

    For each section it6s possible to assign an e7perienced senior( manager" and then

    the work load to the project manager is less. &o that he can manage it easil%

    Responsibility

    Each and ever% personnel in this structure is responsible to the task assign to him. +e

    has to report to his superior. The section manager is sole responsible person to his

    function and the% have to report to the Project 'anager. #ut The Project 'anager is theoverall responsible person for the project.

    Accountability

    Even though in the organization structure a certain person is assigned to a certain task

    under a section manager he has an accountabilit% to work under a superior in another

    section. Especiall% the drivers and operators mainl% report to the workshop head. #ut once

    the% assign to a site or under other section the% have to follow the relevant manager6sinstruction. 0ikewise depending on the situation all personnel 8below the e7ecutive level9

    has this kind of accountabilit% in this structure.

    Autority

    /n this organization authorit% also given to each superior or the section in charge to

    oversee( control the subordinates under his managerial level if the% have assigned under

    him. Though there6s no line relationship between them there can be a functionalrelationship. /n the same e7ample above the &ite Engineer have authorit% to control the

    actions of drivers and operators assigned under him.

    Fredric Ta%lor realized that under the e7isting s%stems of :initiative; and :incentive; that

    the great part of the responsibilit% for getting the work done was left to the workerswhere as he believed that all responsibilit% for planning and arranging work should rest

    with management leaving the doing of it to the worker. This involved a complete change in

    attitude a mental revolution on the part of both managers and workers.

    The best place to assign a junior Engineer in 15! is national highwa% sector projects. !s

    fresh Engineers are much like for sites the% can gain much knowledge while working him

    under a senior project Engineer under such project. !s he is trained he has to show that

    he can do the charted etc. b% joining with head office later on. )nce he is assign the

    following factors are to be considered.

    !ssign him to a recognized post in a project with a scope.

    ,larif% his duties and standards of performance of 15!6s norms.

    Ensure that he has necessar% e$uipments are there to work 8location for him in

    project office" ,omputer" stationar% etc9.

    Provide necessar% transport facilities.

    The )pen 4niversit% can be classified as an open s%stem" which cannot see a clear inputs

    or outputs. Though its main purpose is distance learning" there are man% other outputs can

    be seen" like occupational base for its staff and business location for cafeteria holders

    etc. /t has man% internal sub s%stems like students" staffs and regional centers island

    wide. !t the same time !cademic and non academic staffs can be classified as other sets

    of internal sub s%stem. ,anteen services" cleaning services" maintenance teams are

    e7ternal sub s%stems to the )pen 4niversit%. 4niversit% grants commission" visiting

    lecturers and other universities also can be categorized as e7ternal sub s%stems to the

    #% considering above sub s%stems it6s ver% clear that each and ever% sub s%stem has

    different kinds of functions but the% are interrelated. /f one s%stem collapsed or not

    functioned well the total s%stem will not functioned as well.
