a. INTRODUCTION:

This position is located in an Air National Guard (ANG) Aviation Wing, Maintenance Group, Maintenance Squadron, Propulsion Element, (Jet Engine Intermediate Maintenance (JEIM) Propeller Shop and the Hush House). The primary purpose of this position is to lead three or more subordinates in the performance of aircraft engine mechanic work. In addition, duties include journey level work, which involve the inspection, repair, modification, and servicing of jet aircraft engine systems and components, turboprops, small gas turbines, propellers, and propulsion assemblies both on and off aircraft.

b. DUTIES:

(1) Provides direction to resolve problems on aircraft engines and propellers in a field level environment. Leads three or more engine mechanic subordinates in diagnosing malfunctions, troubleshooting, and evaluating propulsion performance tests to determine the disassembly necessary for repair or replacement of parts.

(2) Monitors work of assigned personnel, set the work pace, convey work assignments, and ensure that materials, tools, equipment, and stock are available. Coordinates and works with aircraft mechanics and specialist personnel performing journey level work.

(3) Ensures that assigned personnel are fully utilized and work is accomplished in accordance with established time frames and priorities. Checks work in progress and/or upon completion for compliance with the supervisor’s instructions, appropriate technical orders, etc. Serves as a technical advisor by answering questions regarding appropriate procedures, policies, written instructions, and other directives. Ensures that all safety, housekeeping, security, and other environmental rules and procedures are followed in shop and the flight line.

(4) Advises the supervisor of overall work operations, status and progress of work, causes for delays, problems encountered, and individual performance (e.g., additional on-the-job training requirements for individual employees). As requested by the supervisor, provides functional planning for the inspection docks. On a daily basis, recommends adjustments in work schedules to provide optimum utilization of personnel in support of functional requirements.

(5) Routinely works with and alongside journey-level counterparts.

This position requires knowledge and skill in the following areas to carry out work assignments:

Knowledge in installing, removing, operating, and repairing a variety of conventional and modified aircraft engines and engine accessories systems on and off the aircraft.

Knowledge and understanding of jet engine theory and the integration of the jet engine with all aircraft systems to troubleshoot malfunctions and accomplish repairs.

Knowledge of the makeup, operation, and installation of a variety of aircraft engine systems and assemblies.

Knowledge in determining when new assemblies and/or systems should be installed, or repairs made through replacement with new parts or components.

Knowledge of the types and extent of mechanical adjustments and alignments required.

Skill in removing, replacing, and adjusting various systems and assemblies, as well as associated components and parts on aircraft engines.

Knowledge and skill in using precision test equipment, technical data, schematics, wiring diagrams, mathematical formulas, common hand tools, jigs, templates, and gauges.

d. RESPONSIBILITY:

Incumbent works under the general supervision of the Aircraft Engine Mechanic Supervisor who provides assignments in the form of work orders, inspection reports, and/or verbal instructions. The incumbent ensures that proper tools and repair parts are selected and that all work assignments are carried through to completion, referring only unusual and difficult problems to the supervisor. Work is subject to spot check upon completion for acceptability and adherence to instructions and established standards. Guidelines available include technical orders and manuals, manufacturers’ specifications, factory engineering bulletins, and standard operating procedures.

e. PHYSICAL EFFORTS:

The incumbent is required to stand, stoop, bend, and reach. The incumbent frequently lifts equipment and components weighing up to 10 pounds, and often lifts and carries assemblies weighing up to 50 pounds. Hoists, hand trucks, lifts, and other employees are available to assist when handling heavy or awkward items. Work assignments require the employee to climb steps and ladders and stand on slippery or inclined surfaces.

Work assignments are performed indoors and outdoors in inclement weather; on icy, wet, and slippery ramps, aircraft surfaces, or work stands; and in extreme temperature and humidity. The incumbent is subject to dangers from toxic fumes, dust, dirt, grease, lubricants, paints, and solvents. Dangers also involve high-pressure air and fluids, and fast actuating metal aircraft surfaces such as landing gear, speed brakes, and flaps. Work assignments are subject to engine noise, heat blast, intake suction, rotating propellers, explosive munitions, electrical voltage, cartridge actuating devices, liquid oxygen, and fire or explosive aircraft fuels, etc. There is frequent exposure to the possibility of cuts, burns, electrical shock, strains, and bone fractures.

C. Background: This new position reflects responsibilities and duties for Aircraft Engine Mechanic Leaders within the maintenance organization as well as the implementation of a new classification standard for the Aircraft Engine Mechanic, WG-8602.

D. Pay Plan, Occupational Code, Title, and Grade Determination:

1. Pay Plan: This position (Aircraft Engine Mechanic Leader) is determined to be Wage Leader (WL) as its primary duties involves the technical leading of Aircraft Engine Mechanics, WG-8602-10.

2. Occupational Code: This position functions as a fully qualified Aircraft Engine Mechanic and is required to lead three or more subordinates in the performance of aircraft engine mechanic duties. This position also involves performing duties that consist of installing, maintaining, troubleshooting, certifying, repairing, overhauling, modifying, and testing assigned jet or turbo-prop engines, propellers, and gas turbine engines and accessories such as starters, generators, fuel control devices, etc. Duties of this position are consistent with those included in the WG-8602 occupational code, as is stated above, and this position is allocated to the Aircraft Engine Mechanic, WG-8602 series.

3. Title: This position requires that the incumbent lead, on a regular basis, three or more subordinates in performing trades and labor work, and does so on a substantially full time basis, the word “Leader” is added to the job title in accordance with the job grading standard for leader positions. Therefore, as this position requires both leading three or more subordinates and performing aircraft engine maintenance and repair work, it is appropriate to title and code this position as Aircraft Engine Mechanic Leader, WL-8602 in accordance with the titling and coding instructions contained in References B.1 and B.2 above.

4. Grade: The work of this position involves leading three or more positions performing duties classified at the WG-10 level and performs these leader duties on a substantially full time basis as the Aircraft Engine Mechanic Lead. Work duties being performed by

this position are very much characteristic of the WG-10 grade level found in the WG-8602 series. The position troubleshoots one or more types or models of malfunctioning aircraft engines while in the aircraft, the shop, or engine test cell. Characteristic of work at this level is the need to consider the total engine system when troubleshooting or evaluating operational engine performance, since defects in one area often appears as problems in other areas. Subordinates troubleshoot, test, repair, and certify the aircraft secondary power systems to include the auxiliary power unit and the accessory drive gearbox. The position is responsible for repairing and adjusting the complete engine, including minor repair or replacement of associated electrical, pneumatic, fuel subsystems, engine controls, and instrumentation. Occasionally, the position may be required to perform, “engine run-ups” on single or multi-engine aircraft. The WG-10 level mechanic, in comparison with WG-09 aircraft engine repairers, assembles engines, achieving the correct settings, fits and tolerances, following prescribed methods. As this position requires the leading of three or more subordinates in the performance of aircraft engine duties and the journey level of the work led is WG-10, this position is properly graded at the WL-10 level.

(a) Skill and Knowledge: The standard at the WG-10 level describes knowledge of gas turbine or reciprocating aircraft engines and accessory systems in order to troubleshoot, overhaul, maintain, repair, modify, service, and test different types of engines and related equipment in the aircraft, test cells, or maintenance shops. The position, determines methods of repair to use, degree of disassembly necessary, and serviceability of parts or rework required before reassembly. The position requires a through knowledge of engine repair practices in order to identify and correctly choose between alternative methods and trades techniques, to adapt accepted repair procedures to new or unfamiliar engines or accessory systems, to anticipate tools and parts to be required, and to set up the work area. The position requires skill in the use of measuring instruments, such as vibration analyzers to detect and locate the source of vibration in engines, propellers, reduction gears, or engine rotors. It utilizes pyrometers to check engine combustion, and test benches, which read multiple parameters in oil, air vacuum, and torque. The position applies skill in the interpretation and use of technical orders, manufactures catalogs, maintenance bulletins, etc. to obtain the technical information needed for troubleshooting, assembling and trimming engines. Required ability includes interpreting trouble reports or observing instrument readings, etc. The position makes a tentative diagnoses, selects needed tools, and test equipment. It disassembles the engine or accessory systems to locate the defect, determine the cause and determine the repairs needed. This position is best represented by the skill and knowledge described at the Grade 10 level of the WG-8602 standard.

(b) Responsibility: This position receives assignments orally or through work orders. It independently determines the type and extent of repairs needed and completes repairs with occasional spot checks during progress. Work involves referring to operation logs, trouble reports, and technical manuals when locating and correcting defects and following clearance and adjustment specifications found in technical manuals. The supervisor ensures that overall work meets acceptable trade standards and provides

assistance on unusual problems when requested. This level of responsibility of this position fully meets the WG-10 identified by the grading standard. 5. Physical Effort: Physical effort is similar to that described at grade 8, and does not impact the grade.

E. Conclusion: Based on the above evaluation, this position is classified as Aircraft Engine Mechanic Leader, WL-8602-10.
