POSITION OBJECTIVE(S):

To coordinate and project manage the overall delivery of Council building and selected open space related capital works projects and other special projects from planning and design through to construction completion, commissioning and hand over in accordance with Council policies, strategies and priorities.

Building related capital works projects could range from minor upgrades of facilities to major refurbishment works or construction of new facilities. Other special projects are various and could include specialist services installations and upgrades, external municipal urban infrastructure features, any projects requiring planning and/or building permits.

Coordinate concept plans, detailed designs, specifications, feasibility estimates, tendering, project management and supervision of Councils Capital Works Program.

KEY RESPONSIBILITIES AND DUTIES:

1. Project Management and Project Delivery: Responsibility for delivery of multi-million dollar developments. Effective and efficient management of technical, professional and specialist providers

towards development of facilities projects. Effective development and preparation of project briefs that clearly define the project

requirements and outcomes. Accurate provision of overall project cost estimates and project delivery timelines. Complete preparation and development of concept plans, project designs & tender

documents in accordance with project briefs, within the budget allocations and to Council standards.

Appropriate coordination of contract tendering or quotation processes in accordance with Council tendering guidelines.

Thorough assessment and evaluation of tenders and preparation of tender reports including all correspondence arising from the tender and contract process.

Thorough and detailed contract management and administration of projects to ensure that works are constructed within budget, to agreed timelines and to appropriate Council standards.

Detailed implementation and maintenance of appropriate contract management and administration records to ensure an appropriate audit trail at all times.

Concise and regular reporting on the status of projects detailing budget, expenditure, program and issues of adverse concern.

Effective engagement and management of external professional service providers such as quantity surveyors, architects, engineers and consultants.

Effective monitoring of construction projects to ensure that contractors are managing the works with due regards to their OH&S plans and in accordance.

Accurate and concise specialist technical, contractual and administrative advise in relation to building and construction related issues.

Timely support and assistance in the identification and development of future capital projects for inclusion within the capital works program.

Implementation and development of improved processes and procedures related to project management and project delivery.

2. Monitor the performance and quality of the Department’s service delivery: Develop processes and procedures to ensure continuous improvement and innovation. Monitor and report on the Department’s PARS Performance. Implement ongoing productivity improvements. Assist in the coordination of the Department’s benchmarking programs. Prepare Council reports on performance by service providers. Coordinate customer satisfaction surveys and analyse the results, where required. Coordinate external audits and ensure internal audits on Contractors are completed. Prepare contract management manuals for all major in-house and external contracts under

responsibility. Provide advice to the Manager Capital Works on construction and contract management

issues and individual contracts. Monitor progress of each project and ensure timelines and budgets are met. Provide performance reports on the progress of projects and inform Council. Oversee contractors, infrastructure and/or stakeholders design team and relevant

authorities of any requirements or issues relating to engineering designs. Develop systems that monitor progress of the annual design program. Prepare reports on the status of projects. Assist in the provision of information that may be distributed to Council, staff and the

community relating to the Capital Works Program.

3. Manage the delivery of building related capital works and other related projects: Ensure the development of Project Management Plans in accordance with Policies and

Strategies. Ensure Capital Work Projects are completed on time and according to Budget. Prepare Contract specifications and related documentation and supervise as required to

ensure compliance. Prepare and where appropriate present reports to Council, other Government agencies and

relevant Committees. Negotiate, Prepare & recommend contract variations where required. Monitor financial performance of projects & contracts. Convene, lead and / or attend Project Control Groups as required.

4. Initiate and facilitate the development and enhancement of projects: Investigate and assess potential projects with regard to Council policies and strategies. Develop concepts and Strategies appropriate to particular projects. Seek sources of funding and prepare Grant submissions. Draft policies and strategies relating to Infrastructure Projects functions. To assist in the co-ordination of the planning processes for the preparation of the Capital

Works Program on an ongoing cycle, to support the Corporate Vision as stated in the Council Plan.

Assist with the implementation of the annual Capital Works Program to achieve the project outcomes.

Assess “Project Briefs” against the procedures and guidelines developed for the purpose, to enable the project to be staged as necessary and developed for inclusion in the overall program.

Assist with the assessment of “Business Cases” of projects to enable submission to the Executive Corporate Management Team for review and if approved included on the priority listing of the 10-Year Capital Works Program.

Assist in the preparation of the draft Capital Works Program for Council Consideration. Assist with the implementation of the Council Plan objectives. Assist in the cooordination of works on behalf of Council and assist other staff in the

management of contracts. Conduct research to ensure best practice.

5. Maintain Strategic links with Council Departments, Senior Management and other Stakeholders:

Maintain Strategic and Operational links with Building and Planning, and Community Planning and Development Departments.

Provide leadership and direction to cross functional Project Teams. Convene, lead and/or attend Community meetings as required. Ensure the Department is properly and appropriately promoted and marketed within

Council and the Community.

6. Provide High level technical support and direction to all Units within the Capital Works Department:

Research and investigate features and constraints to service delivery. Assist in the design and preparation of Management and Business Plans and relevant

Policy Manuals. Devise and implement strategies and programs to carry out work. Where necessary, the

development of new techniques and modifications to existing techniques to meet demands of the Council.

Review Capital Work Projects techniques employed with regard to cost effectiveness. Provide detailed reports to the Manager, EMT and Council where required. Manage numerous external providers, consultants and contractors.

7. Control Project Budgets: Prepare draft Budgets and Budget reports for consideration by the Manager. Monitor approved Budget. Ensure Projects are completed within Budget.

ACCOUNTABILITY AND EXTENT OF AUTHORITY:The incumbent is responsible and accountable for: Displaying and promoting Our Hume Values & Guiding Behaviours Maintaining a knowledge of and working within Organisation Policies and Procedures

completion and handover. Completion of projects delivered on time, on budget and to an acceptable standard. Management of external resources and specialist services associated with individual

projects. Providing input and development of policy particularly in relation to the specialist fields of

project management, building related capital works and contract management. The extent of authority allows the position a broad level of direct responsibility for projects

within the defined project parameters in accordance with Council policies, objectives and budgets. Regular reporting to the Manager Capital Works.

Judgement sufficient to assess the suitability of known specialised project management theory and practices for the building environment and where appropriate modify and further develop strategies for ongoing improvement. This position provides specialist advice.

An ability to select appropriate methods, processes and equipment for the completion of tasks as required, including any improvements to methods, procedures and equipment related to the position using experience and knowledge acquired and the advice and guidance available.

Capable of basing decisions on the objectives of the team and organisation. Design standards to meet the expectations of Council and to be within the resources

Demonstrated experience in the delivery of Environmental Sustainable Building Design (Green Buildings) for Australian Government Buildings.

Understanding of the legal and political context of Local Government. High level ability to interpret and apply legislation, particularly the Local Government Act

1993, or the ability to acquire the same. Clear understanding of key responsibilities of self and others in the team. High level of skill in building construction and project supervision. Knowledge of Councils G.I.S, asset management software, AutoCAD, Microsoft Project and

Microsoft Office software (particularly Word and Excel). Ability to manage long and short term construction projects, including supervision of
