POSITION OBJECTIVE(S):

To assist in the development and reporting of the Council Plan in line with the vision and aspirations outlined in the Community Plan (Hume Horizons 2040) and adhering to all legislative requirements relating to the Council Plan.

To assist the Senior Service Planning and Performance Advisor in the development of service plans including providing advice and support regarding identifying, collating, analysing and interpreting strategic and operational data.

To undertake training and skills development of staff to build the ongoing capacity within the organisation in relation to service planning.

KEY RESPONSIBILITIES AND DUTIES:

1. Council Planning: Assist with the development of the 4-yearly Council Plan and annual updates in line

with the vision and aspirations outlined in the community plan and in accordance with legislative requirements.

Administer the quarterly Council Plan reporting process to ensure quarterly reports are provided to the Executive Management Team (EMT) and Council within agreed timeframes.

Provide assistance to Department Managers and Directors regarding Council Plan indicators, actions and quarterly reports to ensure accuracy and consistency.

Provide ongoing support to the Manager Organisational Performance and Engagement in responding to State and/or Federal Government reviews and initiatives that involve the areas of responsibility for the Organisational Performance and Engagement Department.

2. Service Planning: Provide advice and guidance to Managers and staff across the organisation on the

development, measurement and reporting of service plans in line with community and Council aspirations and priorities.

Undertake training and skills development of staff throughout the organisation which facilitates cross-organisational collaboration, ownership and commitment to the development and ongoing implementation of service plans and reporting.

Provide support to Managers and staff in the development of service plans to ensure they are undertaken with a strong evidence base and informed by environmental scans and community expectations and engagement.

3. Continuous Improvement and Service Reviews: Assist in undertaking reviews of Council’s services, activities and programs in line with

Best Value legislation and corporate frameworks. Identify, collate, analyse and interpret strategic and operational data and provide

reports as required. Provide support including benchmarking advice and design, to managers and staff in

developing appropriate KPI’s to enable improved monitoring of service performance.

4. Assist the Senior Service Planning and Performance Advisor and Manager Organisational Performance and Engagement with other duties as directed consistent with the general requirements of the position.

ACCOUNTABILITY AND EXTENT OF AUTHORITY:The incumbent is responsible and accountable for: Displaying and promoting Our Hume Values and Guiding Behaviours Maintaining knowledge of and working within Organisation Policies and Procedures

including WHS, EEO and Code of Conduct. Undertaking investigations associated with the collection and analysis of information and

data for service planning. The accuracy and timeliness of the collection and analysis of data, statistics and

information, and the provision of information in analytical reports as part of broader Council continuous improvement processes and service planning requirements.

In conjunction with the Research and Community Engagement Team (within the Organisational Performance and Engagement Department) liaise with other Council’s and Council divisions in the collation and analysis of information and data.

Preparation of the Council Plan and Council reports. Providing input into the development and review of policies, operational manuals,

strategies and procedures.

JUDGEMENT AND DECISION MAKING:The incumbent is accountable for: Exercising initiative and fairness in the investigation of internal and external information and

data sources. Providing accurate and timely advice and support to Management and staff relating to

Council and organisational policies, strategies and procedures. Using initiative, problem solving and making decisions in line with the responsibility of this

position. Making appropriate decisions based on good judgement and knowledge of contemporary

business principles and practices and within the framework of specific legislation, organisation strategies, policies and guidelines.

Adopting an objective balanced approach in dealing with conflicting perspectives and exercising judgment in achieving resolutions and achieving Council corporate goals and department plan objectives.

There will be a high degree of complexity in the work undertaken, guidance and advice is usually available.
