Achievements to Date Rehabilitation and extension of Beirut Port: This project com- prised the dredging and rehabilita- tion of Basins No. 1, 2 and 3, and the completion of Basin No. 4 to be used as a container terminal, in addition to completion of the relat- ed breakwater. The contract was awarded to the Entrecanales/Cubiertas joint ven- ture and work started in early 1997. Beirut Port Authority received technical assistance cov- ering overall supervision of the design from Marseille Port Authority, while supervision of the works was provided by Dar al Handassah (Shair & Partners). The cost of the project was US$ 91.1 million, partially funded by a loan from the European Investment Bank (45 million euro), while the balance was covered by the Beirut Port Authority out of its own rev- enues. The600m long x 15m deep quay willbe used as a container terminal.The total cost is estimated atapproximately US$ 50 million,financed by the Beirut PortAuthority.Beirut Port Authority (provisionaladministration for operating andexploiting Beirut Port) haslaunched a tender in mid-2004 fora contract to manage and operatethe port container station. This fol-lowed the procurement and instal-lation of basic equipment for thisstation and subsequently prepara-tion of terms and conditionsrequired for start-up.In August 2004, the contract wassigned with the winning bidder (ajoint venture of the British Mercy-MDHC and the US IMA compa-nies). The employed companystarted its actual activities atBeirut Port on 14/12/2004 underthe name of Beirut PortInternational Management and thevolume of work is expected to

reach 500,000 TEU units during2005.Rehabilitation and Developmentof Tripoli Port: In order to ensurenavigational safety, dredgingworks and removal of sedimentand accumulated debris in thecommercial basin and entrancechannel commenced, in theautumn of 1997. Also, the wrecksof five sunken vessels were liftedand the basin was dredged to adepth of 10 m at a cost of US$ 2million.

The government commissionedSogreah, the French consultingfirm, to prepare a master plan fordevelopment of Tripoli Portfinanced under the French proto-col. The completed master plan iscomprised of the following:- Increasing the entrance channel

depth from 10 to 13 meters;- Construction of a 600 m long

quay extending from the existingport towards Abu Ali River;

- Construction of an offshore

break water (1000 m), and com-pletion the northern breakwaternear Abu Ali River.

As a first step, work started in2001 on deepening the basin andthe entrance channel at a cost ofabout US$ 20 million.Development and expansion ofTripoli Port: The Marseille Portadministration completed a feasi-bility study for the expansion ofTripoli Port. The EuropeanInvestment Bank approved a loanof 45 million euro to finance theexpansion works. These works aredivided into 2 lots:

Lot 1: Comprises expansion worksof the temporary road for theexisting main breakwater andextending both the existing mainand secondary breakwaters. Theworks on this lot were awarded inApril 2004 (over US$ 23 million)to Jan de Nul/ Hydromar jointventure. The contract for supervi-sion works was funded out of theport revenues.

Lot 2: Comprises the constructionworks of a new 600 m long quay,excavation and deepening of theport basin to accommodate shipswith 15m draw. The works(around US$ 24 million) wereawarded to China HarbourEngineering Company. The con-tract for supervision was fundedout of the port revenues.

Projects in Preparation

Development of Saida and TyrePorts: Studies have been carriedout for the development of SaidaPort. Other studies to develop thetourstic facilities of Tyre Port areunderway.

Fishing Ports: Among the propos-als submitted by the Ministry ofPublic Works and Transport areplans to develop several fishingports along the Lebanese coast.

Beirut International Airport The total value of contracts award-ed for the development of Beirut

International Airport amounted toabout US$ 775 million. Themaster plan of Beirut InternationalAirport provided for increasingthe annual passenger capacity to 6million in the first phase. It isexpected that the capacity will begradually increased to 16 millionpassengers by 2035.

Achievements to Date

The first phase of the projectincluded construction of a newpassenger terminal and two newrunways: one to the east of theexisting runway, and the other onland reclaimed from the sea todivert flights from the skies of thecapital. As a result, the airport isnow able to receive about thirtyplanes simultaneously, stationedeither at the embarcation gates orin the aircraft parking yards.

Works, started in 1994, are com-plete; some ancillary works arecurrently underway. Work on thefirst phase of the passenger termi-

nal are complete and the new ter-minal building was put in servicein 1998. The second phase of thepassenger terminal increased thepassenger capacity to six million ayear. Various facilities, includingtwo additional luggage conveyors,were contracted at the end ofJanuary 2000, were completed on30 June 2000. The west runwaywas put in service during 2001.The works carried out on othercomponents of the airport are:- Radar building: Completed in

September 1996;- Civil aviation security center:

Completed in October 1996;- Civil aviation maintenance

building: Completed in June1997;

- Fire and rescue training building:Completed in July 1997;

- Fire station for land services:Completed in July 1997;

- Automatic postal sorting office:Completed in November 1997;

- Power station: Completed inDecember 1997;

- Infrastructure for passenger ter-

minal and utilities building (elec-tricity, water, main and internalroads) have been in service sincethe beginning of 1998. The west-ern loop leading to the passengerterminal was completed inFebruary 2000;

- Two main water reservoirs andtowers are now in actual service;

- Other ancillary buildings and air-port guard and security buildingshave been handed over to theAirport Authority;

- Two Ouzai tunnels under thewest runway opened to traffic inDecember 1997;

- Ouzai-Khaldeh interchange atCosta Brava opened to traffic inDecember 1997. Khaldeh inter-change was opened to traffic inSeptember 1999 and the link tothe old Saida road was complet-

ed in December 1999;- The embankment protectionworks for the Ouzai road werecompleted during 2000;- The car park and the aircraft

refueling facilities were complet-ed on the basis of a concession(BOT). In addition, various con-tracts for consultancy services orsupply of aeronautical equip-ment have been awarded (fund-ing under the French Protocol);

- Consultancy services for mod-ernizing the civil aviation admin-istration;

- Training equipment for the civilaviation security center (fourcontracts).

- Meteorological equipment (con-tracts for phase 1 and phase 2).

- A VIP pavilion was completed inMarch 2002.

- Another VIP pavilion (aircraftpassengers) is still under con-struction.

- Landscaping works of the VIPpavillion.

- Routine periodic tests of air nav-igational equipment simulators(maintenance and operation).

- Consultancy services in the arbi-tration case related to the rehabil-itation and development ofBeirut International Airport.

Projects in Preparation

Two contracts are currently underpreparation:- Execution of civil works for

rehabilitation of runways andincoming aircraft lanes.

- Construction of hangars for com-mercial airline companies
