PORTLAND — Area school districts hada decrease in enrollment based on the re-sults of their February student count.

School districts conduct a count of stu-dents in its classrooms twice each schoolyear, one near the end of September and theother near the end of February. The countis used to determine the amount of StateAid funding that the district will receive. Thefunding is weighted in that 75 percent of thefunding is based on the September countwhile the February count determines 25 per-cent of the funding.

In the Portland School District, the Feb-ruary count was seven students less than thetotal from September.

“That decrease was better than the lastcouple of years,” said Charles Dumas, super-intendent of the Portland School District. “We were down 22 students last year and 24students the year before that.”

Dumas said the bigger problem for theschool district is the enrollment for this com-ing fall.

“We have a large senior class of 169 stu-dents that is graduating this year,” said Du-mas. “If we bring in the same number ofkindergarten students as we did this year,there will be a decrease of 42 students.

“Plus, our alternative education has 58students in that class,” added Dumas. “Thenormal level is 50 to 51 students. So if wedrop back to normal there for next year, we

IONIA — The Ionia County Board ofCommissioners handled a variety of issuesat its Feb. 22 meeting, including the addi-tion of a new member to a local rail-trail au-thority.

The commissioners approved an amend-ment to the bylaws of the interlocalagreement for the Fred Meijer Clinton-Io-

nia-Shiawassee Rail-trail. The amendmentallows representatives of the City of St.Johns to be added to the trail board as rep-resentatives of Clinton County.

“We don’t want to open membership toevery city, village or township along thetrail because we want to keep the boardat a manageable number,” said Mark Howe,Ionia County administrator. “However, we

When people in the com-munity think about thePortland Main Street pro-gram, they automaticallythink of one of the manydifferent retail and promo-tional programs that wehold every year - Holi-dayfest, Portland Pay Day,and Oktoberfest are theones that I hear about frompeople the most. But Port-land Main Street does muchmore for the communitythan just events and pro-motions! Portland MainStreet offers yearly sign-im-provement and façade-en-hancement grants, we offerbusiness training throughthe Michigan Small Busi-ness and Technology De-velopment Center, and wecan also help a small busi-ness get started in down-town Portland.

The Small Business Ad-ministration (SBA) definesa “small business” as onethe employs “less than 500people.” In 2009, it was es-

timated that 552,600 “smallbusinesses” opened theirdoors for the first time,according to the SBA. Ofthese startups, 50 percentwill fail in the first fiveyears. A major reason smallbusinesses fail is becausepeople aren’t prepared wellenough for the many pit-falls and headaches thatcan impact a first-time busi-ness owner.

With the above in mind,the Economic Revitaliza-tion Committee of the Port-land Main Street programhas partnered with theMichigan Small Businessand Technology Develop-ment Center at LansingCommunity College. OurEconomic Revitalizationcommittee has brought in

trainings such as “Writinga Business Plan,” “FindingBusiness Financing,” and“Marketing Your Business”to Portland at various timesover the last two years.These trainings give new(or an existing) businessowners some tools that canhelp them navigate the roadahead and can help themsucceed.

Another way that Port-land Main Street can assistnew downtown businessowners is by helping themto navigate the various zon-ing laws and to understandthe effects on their plannedbusiness. For example, un-der the City’s Code ofOrdinances, certain busi-ness types are allowed inthe downtown business dis-tricts, while others are not.For example, while res-taurants are certainly al-lowed in the downtown(or “C-1”) business district,those with a drive throughwindow are not allowed

in the Main Street district.Another example of a busi-ness that is not alloweddowntown but is permittedin other City districts is dogkennels. Knowing thesetypes of issues before mov-ing forward can help en-trepreneurs use their timeand resources more effi-ciently and effectively.

Finally, the PortlandMain Street program canhelp Main Street business-es with their marketing ef-forts. Our Promotions andMarketing committee regu-larly coordinates “cooper-ative advertising”campaigns with local me-dia outlets. These cam-paigns have resulted inreduced advertising ratesthat help our Main Streetbusinesses market theirgoods and services. OurOrganization and FinanceCommittee also sells verylow priced advertisingspaces in our monthlynewsletter, “On the Street,’

which reaches 2,300 homesand businesses within thecommunity.

While Portland MainStreet is very proud ofthe promotional and retailevents that we hold eachyear, we encourage indi-viduals who are thinkingof starting a business indowntown Portland to giveus a call and see how wecan help them to not onlysucceed, but to flourish!Remember, we are here foryou!

have made every effort toget Clinton County repre-sentatives to join withoutsuccess. The City of St.Johns has shown an interestin the trail so we decidedto add them as the ClintonCounty representatives.”

The trail extends fromIonia to Owosso along theold Central Michigan Rail-way. The trail board is cur-rently working to developthe trail for public use.

Vehicle purchaseThe commissioners also

approved a proposal fromthe Sheriff’s Office to pur-chase new patrol vehicles.

The department hadmade a request to purchasethree patrol cars to replacethree older units. However,the board approved the pur-chase of two new vehiclesfor a purchase price not to

exceed $50,000.The board also approved

a proposal from the ParksDepartment to purchase anew or used dump truckat a cost not to exceed$25,000.

Other action• The board approved an

agreement with Veolia Envi-ronmental Services for dis-posal services related to thecounty’s household hazard-ous waste collections.

Board members also ap-proved a proposal fromCompRenew for disposalservices related to the coun-ty’s electronics recyclingcollections.

• The commissioners ap-proved a new option forliability insurance throughthe Michigan Municipal RiskManagement Authority. Thenew option will save thecounty $10,035 a year..

To make matters worse, Governor Rick Snyder has pro-posed a cut in State Aid of $470 per student for the nextfiscal year. If that cut is approved, the Portland School Dis-trict would see a reduction in State Aid revenue of about$961,150.

“If that amount is cut, it would take us back to the amountof funding that we were receiving eight years ago,” said Du-mas.

P-W declinesThe February count in the Pewamo-Westphalia School

District resulted in a decrease of 12 students from the Sep-tember count. However, interim superintendent Roger Thel-en said the decrease is not a major concern.

“Our fall count was higher than in past years,” said Thelen.“So this recent count is closer to where the district normallyis.”

Thelen said the district is beginning discussions about its2011-2012 budget while also keeping tabs on action in Lan-sing. The governor’s proposed $470 per student cut wouldmean a loss of $329,700 in State Aid to P-W.

Retirement concernsHowever, State Aid revenue is just one area that could

have a negative impact on school district budgets. Anotherarea is an increase in the contribution that school districtspay into the state retirement program.

“Our retirement contribution next year is going from20.66 percent of our payroll to 24.66 percent of the payroll,”said Dumas. “That means we would pay an additional$345,554 more in retirement if our payroll stayed the sameas the current year. However, there may be some payroll in-

In the P-W District, the increased retirement contribu-tion would mean an additional $120,000 at the current pay-roll levels.

“Just two years ago our retirement contribution was 16.5percent of payroll and now it is going to 24.66 percent,” saidDumas. “That is a 49 percent increase in retirement expens-es in just two years.”

Nothing certain

Both superintendents agreed that it was too soonto declare the numbers set in stone for the next fiscalyear.

“A lot can still change,” said Dumas. “We have kinder-garten registration still coming up. Our enrollment canchange by the time that the school year starts. Or thelegislature could take some action that changes the pro-posed state budget.”

The superintendents are hopeful that a change ismade to the proposed $470 per student cut in State Aid.

The March 2011 issueof Today’s Catholic Teach-er arrived in the mail lastweek. This is exciting be-cause St. Patrick School isone of 12 Catholic schoolsin the United States fea-tured in this month’s edi-tion for winning a nationalaward.

Today’s Catholic Teach-er hosts a contest annuallytitled “Innovations in Edu-cation.” This provides themagazine the opportunity toreward schools that lead theway with innovative pro-grams in six categories:

• Restructuring or Merg-ing Schools

• Promoting CatholicIdentity

• Curriculum and In-struction

• Technology Integra-

tion• Total Community In-

volvementOur program for mar-

keting our Catholic school,which has garnered this na-tional attention, is the TryUs, You’ll Like Us programthat is in its second year.The program allows newfamilies to send their chil-dren to St. Patrick Schoolwithout tuition for one quar-ter.

The idea for this programcame from School Commis-sion member Mark Davis.He suggested that we give

parents the opportunity totry our school without tak-ing a financial risk. Histhought was if families areable to see firsthand thatwe are doing a great job ofproviding a quality, Catholiceducation, they will want tostay.

With that one idea a newprogram was born. We im-plemented the program inthe second semester of the2008 - 2009 school year.Since that time our enroll-ment has grown by 7 per-cent.

Several other Catholic

schools have contacted mewith questions about ourprogram. Last fall, Bay AreaCatholic Schools imple-mented the program withsome touches of their own.They have seen a modestincrease in enrollment thisyear after two years of de-clining enrollment. Otherschools, including one inthe Diocese of Lansing, arelooking at using the pro-gram in the near future aswell.

I am very excited thatSt. Pat’s has received suchprestigious recognition.

The awards will be present-ed at a special celebrationbanquet in New Orleans onApril 27 which will coincidewith the National CatholicEducation Association’s an-nual convention. We arethankful and appreciativefor this great honor andhope it will inspire evenmore Catholic educators toopen their classrooms,schools, and imaginationsto new teaching and learn-ing possibilities.

flyer into each book encouragingparents to read to their children.Literature has consistently stressedthe relationship of a child’s learn-ing ability to being read to as achild – those who were read to on aregular basis have a higher academ-ic achievement than those childrenwho were not read to on a regularbasis. Unfortunately, not all parentscan read.

Residents who know of some-one who cannot read or cannot readwell should encourage him or herto contact the Ionia County LiteracyCouncil. The council provides one-to-one and small-group tutoring toadults in reading, math, and Englishas a second language. All tutoring isfree of charge.

Parents of children who will be 5 years old by Dec.1, 2011 and will be attending kindergarten in Portland inthe next school year are required to register. Registrationsmust be made prior to attending kindergarten round--up.

DEWITT — Portland’sgirls basketball team is usedto playing in big games, butperhaps not back-to-back.

For the second time inthe span of four days, Port-land faced Lansing Catholicin a do-or-die game, and forthe second time, the Raid-ers did, first by winningthe outright CAAC Whitechampionship with a 47-37win over Lansing Catholic(13-8) in the regular-seasonfinale on Feb. 25, and thenby beating the Cougars37-34 in their Class B dis-trict opener on Feb. 28.

Sarah Trierweiler scored11 points and Kelsey Spit-zley added eight for Port-land, who prevailed despitescoring 10 fewer points thanin their previous encoun-ter.

Cougar coach JoeSpringer attributed that dif-ference to throwing a newwrinkle at Portland in therematch.

“We changed up our de-fense altogether,” Springersaid. “We went from manto a matchup zone, and wedid much better with thezone.”

“We didn’t do a great jobagainst it, but they did anice job with their zone,”Raider coach Ray Kimballsaid. “They came to play.They didn’t want to go homeeither.”

It was more of the sameafter the break, when twofree throws by Albright,the last of her team-high11, gave Lansing Catholic a25-24 lead with 3:28 left inthe third.

Now it was Portland whoturned up the defensiveheat, allowing just two fieldgoals the rest of the way.

Trierweiler scored seven ofher points in the fourthquarter, after being largelydenied participation by theCougar zone for the bulk ofthe first three.

“We built our founda-tion on playing defense andguarding people,” Kimballsaid. “We figured out a wayto score enough points. Wefinally got Sarah Trierweilera couple of touches in theright spot.”

Both teams squanderedlate chances from the free-throw line, with each teammissing the front ends oftwo 1-and-1 opportunitiesin the fourth quarter.

Cougar coach JoeSpringer said he waspleased with is team’s ef-fort, if not the result.

“The girls played theirhearts out,” Springer said.“They came back from be-hind, stayed in the gameand did a great job. We just

came up short on a few foulshots, and those foul shotswin the game.”

Portland advanced to thedistrict final with a mucheasier 40-22 win over EatonRapids on March 2.

Easier, but not easy, asthe Raiders had to over-come an early 8-5 deficit.Once again Portland’s de-fense drove them to victo-ry, holding the Greyhounds(7-13) to just eight points inthe entire second half.

Taylor Roe had 16 pointsand nine steals in the win,which improved the Raidersto 17-5 and set up a districtchampionship game againstthe tournament host, De-Witt, on March 4, after thispaper went to press.

The winner of that game,a rematch of the Raiders’first loss of the season, 41-39back on Dec. 3, advancedto regional play at Lindenon Tuesday, March 8.
