"Everyone has the right to a standard of living adequate for the health and
well-being of himself and of his family, including food, clothing, housing and medical care and necessary social services, and theright to security in the event of unemployment, sickness, disability, widowhood, old age or other lack of livelihood in circumstances beyondhis control." (article 25(1))
A lack of affordable housing and the limited scof housing assistance programs have contributedthe current housing crisis and to homelessness. Tlack of affordable housing has lead to high r
burdens (rents which absorb a high proportionincome), overcrowding, and substandard housThese phenomena, in turn, have not only forcmany homeless; they have put a large and grownumber of people at risk of becoming homeless. T
limited level of housing assistance means that mpoor families and individuals seeking housassistance are placed on long waiting lists. Todaverage wait for section 8 vouchers is 35 mon(U.S conference of mayors, 2004). A grow
shortage of affordable rental housing largresponsible for the rise in homelessness over past 20-25 years.

Population growth, migration to urban area, con-
ictiin needsfor existing land and insucient ncial& natural resources have resulted in widespreadhomelessness & habitation in inaequate housing.
I propose to design low income/ aordablehousing that improves the quality of life
for individuals andfamilies at appropiatesites that will best serve this populatinas well as contributing to the qualityanddiversity of life in New York City .

e waterbody bottom of the Flushing Creek is generally characterized as mud/silt/clay with someareas of sand.Dredging the lake bottom is one of the most important steps to improve the water quality.
Daylighting of stotmwater, recreating streams and creeks by removing pipes which now discharge
highway runo into the lake w/o any natural lteration by sun or soil, would help the heavy meat-als and suspended soils that now sccumulate on the lake bottom.
Wetlands are areas such as swamps, bogs, and marshes where water either covers the soil or is present at or near the surface, particularlyin the root zone, at least a good portion of the year, including the growing season. In the past, wetlands were generally considered un-
productive or undesirable lands smelly and unhealthful, a breeding ground for mosquitoes and other pests and many were killed in tocreatefarmland or to develop land for housing & industrial use. More than half of the original wetlands in thecontinental United Stateshave disappeared in the name of reclamation, disease prevention and food control. Scientists now realize that, far from being noxiousbarrens, wetlands play a key role in the ecosystem. ey act as lters, removing pollutants, including metals, from waters. ey serve asreservoirs & they aid food and erosion control by absorbing excess water. Wetlands are home to a great variety of plant & animal species, some endangered, that have evolved to live in the wetland's unique conditions. e preservation and, where possible, restoration of these
vital habitats has become a primary goal of environmentalists around the world.

C4 districts are major commercial centers located outside of the central businessdistricts. ey allow department stores, theaters and other commercial uses thatserve a larger area. ey are not mapped as an overlay. C4 districts are not perm-itted to include home maintenance and repair services which would interrupt thedesired continuous retail frontage. C4 districts are usually found in regional cent-ers like Rego Park or Fordham Road. ere are a number of contextual C4 districtsin which shorter, higher coverage buildings are encouraged.e commercial andresidential bulk and density regulations in these districts dier somewhat fromcorresponding non contextual districts.
