Framework for the development of
Water and Sanitation Master Plan
By NDHS and DWA
31 October 2012
Scope of Project Scope of Project
• Development of a Sanitation Master Plan• Water Supply, Sanitation and Hygiene (WASH) • Conduct Institutional analysis of Sanitation strategy• Development of technical variants for a sustainable
operation of sanitation systems (on-site sanitation and water-borne sewer systems)
• Determination and presentation of future sanitation conditions using (ArcView) GIS
• Socio-economic survey (household interviews, survey of focus groups and key informants)

Ultimate aim of the Master PlanUltimate aim of the Master Plan
The ultimate aim of the Master Plan is to strengthen institutional capacity in order to:
– attain Open Defecation Free (ODF) status, – Promote sustainable hygiene behavior for people’s
health improvement,– Promote central, regional, district, municipality and– Institutionalise Village Development Committees
(VDC) levels to back up sanitation movement at strategic and operational levels

Guiding Principles of a Sanitation Master PlanGuiding Principles of a Sanitation Master Plan
• ODF as the bottom line of all sanitation interventions.• Universal access to sanitation in water supply and sanitation project
areas.• Informed technological choices for household toilets.• Leadership of the local bodies in sanitation sector activities.• VDC and municipality as the minimum basic unit of sanitation
program intervention.• Locally managed financial support mechanism• Mandatory provisions of sanitation facilities in all institutions.• Mandatory provision of toilet in new built up buildings.• Focuses on hand washing with soap and other basic behavior build
up process.

Four Pillars Four Pillars
Four action steps for hygiene and sanitation promotion: • Institutional building (formation and reformation of
steering committee and coordination committees at the centre, region, district, municipality and VDC levels),
• planning and programming (formulation of unified plan/plan of action and capacity development activities),
• ODF campaigning (triggering and mass sensitization activities),
• post-ODF campaigning (total sanitation and behavioral build up process)
Top Secret 5
Access to SanitationAccess to Sanitation
• Access to effective sanitation in RSA, like in many African cities, is limited and is not keeping pace with the rapid rate of urbanisation and industrial growth in cities
• Less than 20% of citizens are currently served by a public sewer with the vast majority reliant on various forms of on-site sanitation of variable quality and effectiveness.
Top Secret 6
What Master Plan will entailsWhat Master Plan will entails
• The Masterplan will include key principal objectives. – Firstly, define realistic design criteria for an integrated
sanitation system with special regard to institutional strengths and weaknesses, community preferences as well as environmental considerations
– Secondly, identify areas where on-site sanitation proves the most economic and appropriate solution and,
– thirdly, develop alternate solutions for on-site sanitation systems or a centralised water-borne sewer system.

Project componentsProject components
• Population served: 50 million• Project area: RSA size km² • Sewer system connection rate at the time of the
study: 20% • Capacity of existing sewage treatment plant:m³/d • Survey of some 10,000 households • Group consultations/ sector/ constituency, etc
Top Secret 8
Water and Sanitation value chainWater and Sanitation value chain
• Potable water supply
• Drinking water treatment
• Waste Water Disposal
• Waste Water Treatment
• Waste Water reuse
Top Secret 9
Portable and Drinking Water TreatmentPortable and Drinking Water Treatment
OBJECTIVE: extension of the existing water supply systems as well as complex rehabilitation and modernisation of the filter halls and filtration plants of all major waterworks (eg 27 wastewater treatment works and 4 potable water treatment works in the eThekwini Municipal Area)
PROJECT SCOPE• Audit of all Water Resources, dams and rivers• Improved harvesting of rainwater• Enhancement of all Water Works at various provinces • Topographic surveys • Subsoil investigations • Hydrogeological studies • Geophysical studies • Hydraulic investigations • Sites selection
Top Secret 10
Waste Water disposalWaste Water disposal
OBJECTIVE: Review of designs of all waste- and stormwater disposal facilities in most major cities and towns of RSA
PROJECT SCOPE
• Conceptual design for determining the appropriate drainage systems
• Hydrodynamic calculations for the existing and newly planned sewer networks country-wide
• Design of the combined sewer system (all planning stages)
• Treatment of the surface water runoff eg from all national highways
• Simulation of surface water inflows from external areas
• Study of retention measures
• Co-ordinated planning of utility lines for all water preservation projects
Top Secret 11
Waste Water TreatmentWaste Water Treatment
OBJECTIVE: Rehabilitation and extension of Waste Water disposal facilities in major town and cities
PROJECT SCOPE• appraisal of all WWDFs• Detailed engineering designs conducted by municipalities • Construction supervisions planned and costed for new plants• Project management & cost controlling measures initiated• Technical assistance availed for all municipalities• Awareness building for all stakeholders• Public / Community relations to ensure citizen activism
Top Secret 12
Waste Water reuseWaste Water reuseOBJECTIVE: Master Plan for en effective and sustainable use of treated
effluent and other sources of reclaimed water
PROJECT SCOPE
• Inventory of all WWTPs, Water Boards, PPPs, sec 78 assessments
• Economic / financial studies – financing modeling
• Socio-economic studies – grey and clean water/ blue drop
• Subsoil investigations
• Hydrogeological studies
• Hydraulic investigations
• Geographic Information Systems (GIS)
• Pre-feasibility studies and Preliminary designs
Top Secret 13
Funding and estimated costsFunding and estimated costs
• Sanitation requirement based on 30-year timeline• Demography and population spread and growth trends • Urbanization and fast growing cities key to future city
infrastructure planning• The fiscus will fund most infrastructure programme
estimated at trillion plus• For every R1 spent on water, R2 is required for
sanitation

Project timelineProject timeline
• The process commenced in October 2012
• Time lines will be negotiated
