BACKGROUND: The current MILO Range System that the Police Training Division utilizes was

approved for purchase by the City Council on March 13, 2006. The current software systems are

extremely outdated, and the equipment no longer calibrates properly. The MILO Range System is

utilized for interactive use-of-force and tactical judgement training. FAAC, Inc. is the sole

manufacturer for the MILO Range firearms training simulator. FAAC, Inc. has spent over twenty

years developing state of the art simulator training for Law Enforcement and Military personnel. In

upgrading this equipment, it offers the most current technology in training the City's Police

personnel.

ISSUES/ANALYSIS: Staff reviewed the proposal from FAAC, Inc. (MILO Range) and finds it reasonableand acceptable. This is a sole source purchase and will provide the City with the updated technologyneeded for the Police Department's training.

FINANCIAL INFORMATION: Funds are appropriated in the FY 2019 Budget GeneralFunds/Professional Standards /Other Machinery and Equipment (001-2111-564400-00000).

SPECIAL CONSIDERATION: N/A.

FAAC Incorporated is the sole manufacturer and only authorized Support Company for the MILO RangeClassroom, MILO Range Pro, MILO Range Advanced, MILO Range Classic, IVIILO Range Theater, MILORange Shoothouse and Firearms Diagnostic Training Unit (FDU) product line. FAAC has spent over twentyyears in the development of this well-known and proven training simulator platform, and has included severalexclusive features and options that are only found on the MILO Range product line. The following equipmentitems are manufactured by FAAC and are only intended for use with the MILO product line:

• Custom scenario package for MILO systems• Classroom training system add-on for MILO systems• Kinect for Windows training option for MILO Range Pro and Theater systems• Driving Force integrated system (LE-1000 with MILO Range Pro or Theater Systems)

FAAC has not authorized any other company or distributor to sell these items, or offer these items for sale toany FAAC customers using the MILO product line.

As FAAC is the sole manufacturer of all of these products, FAAC is the only authorized company to provideaftermarket warranty and service. Components not authorized, manufactured or distributed from FAAC are notguaranteed to work on the MILO Range product line, and may result in voiding of any remaining productwarranties or customer support.

Background:FAAC' Incorporated is the sole manufacturer and only authorized Support Company for the MILO Range Theater 180/300, MILO RangeShoothouse, MILO Range Pro, MILO Range Advanced, MILO Range Classic and Firearms Diagnostic Training Unit (FDU) product line.The MIL() Range "Training Systems team has invested over twenty years in the development of this well-known and proven trainingsimulator platform, and has included several exclusive features that are only found on the MILO product line.
