Clean Truck ProgramThe Northwest Seaport Alliance (NWSA) Clean Truck Program requires all drayage trucks entering NWSA terminals in the North (Seattle) and South (Tacoma) Harbors to have model year 1994 or newer engines. By January 1, 2018, engine's model year must be 2007 or newer.

In the North Harbor (Seattle), trucks in compliance must equip a Radio Frequency Identification (RFID) tag and be registered in the Port of Seattle Drayage Truck Registry. Trucks without RFID tags will be denied terminal access. Purchase of the RFID tag automatically registers you with the Truck Registry.

Heavy Haul NetworkThe Heavy Haul Network (HHN) in the North Harbor allows qualified loads in excess of legal weight limits to be transported on city streets between intermodal facilities and marine terminals.

Use of the HHN requires a special permit. Permits can be obtained from the City of Seattle Department of Transportation, Traffic Permits/Commercial Vehicle Enforcement Division.

Clean Truck ProgramThe Northwest Seaport Alliance (NWSA) Clean Truck Program requires all drayage trucks entering NWSA terminals in the North (Seattle) and South (Tacoma) Harbors to have model year 1994 or newer engines. By January 1, 2018, engine's model year must be 2007 or newer.

In the North Harbor (Seattle), trucks in compliance must equip a Radio Frequency Identification (RFID) tag and be registered in the Port of Seattle Drayage Truck Registry. Trucks without RFID tags will be denied terminal access. Purchase of the RFID tag automatically registers you with the Truck Registry.

Port SecurityThe Port of Seattle Police Department provides the primary law enforcement at NWSA properties in Seattle. The port police are the primary first responders for all reported crimes and incidents, and enforce parking and traffic regulations within its jurisdiction. Speed limit is 10 mph on all Seattle harbor facilities unless otherwise posted.

TWIC RequirementsA Transportation Worker Identification Credential (TWIC) is required for all Port employees, terminal operators, longshore workers, truckers and others who require regular, unescorted access to NWSA restricted areas (i.e. marine terminals) and vessels. Non-TWIC holders must be accompanied by a person who has a TWIC and is trained as an escort. Leased NWSA terminals have their own access guidelines. MARSEC Security LevelsMARSEC security levels reflect the prevailing terrorist threat environment to the marine transportation system, including ports, vessels, facilities and other critical marine infrastructure. When entering a Port restricted area, you will see a sign that identifies the current MARSEC level.

MARSEC I - threat of an unlawful act against a terminal or vessel is not likely. Minimum appropriate security measures are maintained.

MARSEC II - threat of an unlawful act against a terminal or vessel is possible, and likely. Appropriate additional security measures are in effect.

MARSEC III – threat of an unlawful act against a terminal or vessel is possible, and imminent. Additional, specific security measures are maintained.

U.S. Customs and Border ProtectionU.S. Customs officials may inspect your container load – either manually or using the most current technology. The vehicle-mounted VACIS is a non-intrusive inspection technology that scans containers to identify items such as explosives, drugs or weapons of mass destruction. The scans help ensure that your load is legal and safe for transport.

Port SecurityThe Port of Seattle Police Department provides the primary law enforcement at NWSA properties in Seattle. The port police are the primary first responders for all reported crimes and incidents, and enforce parking and traffic regulations within its jurisdiction. Speed limit is 10 mph on all Seattle harbor facilities unless otherwise posted.

TWIC RequirementsA Transportation Worker Identification Credential (TWIC) is required for all Port employees, terminal operators, longshore workers, truckers and others who require regular, unescorted access to NWSA restricted areas (i.e. marine terminals) and vessels. Non-TWIC holders must be accompanied by a person who has a TWIC and is trained as an escort. Leased NWSA terminals have their own access guidelines. MARSEC Security LevelsMARSEC security levels reflect the prevailing terrorist threat environment to the marine transportation system, including ports, vessels, facilities and other critical marine infrastructure. When entering a Port restricted area, you will see a sign that identifies the current MARSEC level.

MARSEC I - threat of an unlawful act against a terminal or vessel is not likely. Minimum appropriate security measures are maintained.

MARSEC II - threat of an unlawful act against a terminal or vessel is possible, and likely. Appropriate additional security measures are in effect.

MARSEC III – threat of an unlawful act against a terminal or vessel is possible, and imminent. Additional, specific security measures are maintained.

U.S. Customs and Border ProtectionU.S. Customs officials may inspect your container load – either manually or using the most current technology. The vehicle-mounted VACIS is a non-intrusive inspection technology that scans containers to identify items such as explosives, drugs or weapons of mass destruction. The scans help ensure that your load is legal and safe for transport.

Clean Truck ProgramThe Northwest Seaport Alliance (NWSA) Clean Truck Program requires all drayage trucks entering NWSA terminals in the North (Seattle) and South (Tacoma) Harbors to have model year 1994 or newer engines. By January 1, 2018, engine's model year must be 2007 or newer.

In the North Harbor (Seattle), trucks in compliance must equip a Radio Frequency Identification (RFID) tag and be registered in the Port of Seattle Drayage Truck Registry. Trucks without RFID tags will be denied terminal access. Purchase of the RFID tag automatically registers you with the Truck Registry.

Heavy Haul NetworkThe Heavy Haul Network (HHN) in the North Harbor allows qualified loads in excess of legal weight limits to be transported on city streets between intermodal facilities and marine terminals.

Use of the HHN requires a special permit. Permits can be obtained from the City of Seattle Department of Transportation, Traffic Permits/Commercial Vehicle Enforcement Division.
