GeneralInformation1.1 General.1.1.1 Byco Terminals Pakistan Limited (BTPL) a subsidiary of Byco Petroleum Pakistan Limited(BPPL)andCoastalRefineryLimited(CRL)hasinstalledaCatenaryAnchorLegMooring(CALM)typeSinglePointMooring(SPM)facility,offKhalifaPoint,Hub,Balochistan.Thebuoyhasbeenanchoredtotheseabedusingtheanchoringsystemandancillariesinameanwaterdepthof25Meters.TheSPMfacilityhasbeennamedCoastalRefineryLimitedOffshorePetroleumJetty.

    1.1.2 Theprinciplefunctionofthefacility istoenablethesafeandefficienttransferofcrudeoilfromtankersviathisSPMsystemcomprisingofSPMbuoy,1X20 inchfloatinghose,PipelineEndManifold(PLEM),1X20inchsubseahoseandpipeline.TheCrudeistransferredtotheBTPLstoragetanksatMouzaKundthrougha28diameterpipeline.1.1.3 TheSPMisdesignedtoberthshipsupto100,000DWTinseaconditionswithwaveheightofupto2.5metersandwindvelocityofupto30knots.TheSPMisequippedwithtwobraidednylonmooringropesof54meterslength.ThelengthoftheFloatingHoseis241meters.1.2 Location1.2.1 TheSPMisinstalledinposition245654.3N663453.5Eabout8.8NMnorthwestofRasMuari(CapeMonze),about5.8NMwestofKhalifaPointand3.6NMnorthwestofChurna Islandpeak.TheSPMbuoyis7.7NMfromBycoRefineryComplexandabout33NMfromKarachiPort.1.3 ApproachestoSPM1.3.1 TheSPMbuoyisinstalledintheopenseaandcanbeapproachedfromnorthwest,westandfromsouthwest.ThenearestlandChurnaIslandinthesoutheastofSPMatadistanceof3.3NMisuninhabitedandunlit.Inthesoutherlydirectiontherearefewpatchesofcharteddepthoflessthan20meters.RefertoChartPAK22.1.4 NavigationalAids1.4.1 RasMuari (CapeMonze) light (Fl (2)10s49m25Miles is installed in the southeastof theSPM buoy at a distance of 8.8 NM. The SPM is installedwith a Radar Reflector, awhite lightexhibitingMorseU()withvisibilityof5NM.AfoghornisalsofittedwhichwhenswitchedonwillsoundaMorseU()signalwithanaudiorangeofahalfNM.TheSPMbuoy isequippedwithAISTelemetryandLoadMonitoringSystem.1.5 NightNavigation1.5.1 There are no restrictions for night navigation and berthing at Coastal Refinery LimitedOffshorePetroleumJetty.

    1.6 Anchorage1.6.1 AnchorageareaforvesselscallingatCoastalRefineryLimitedOffshorePetroleumJettyhasbeenearmarkedboundedbylatitudeandlongitudeasunder:2449N6625E2449N6630E2453N6625E2453N6630E1.7 Weather1.7.1 InAprilandMay, the landbreezebecomes less frequentwhilst the seabreeze increasesduring themonsoon periodwith strongwinds in June. The SWmonsoon generallyweakens inSeptemberandisreplacedbyNEmonsoon.DuringtheSWMonsoon,generallythewindsarefromW to SW direction andmay reach up to force 5 to 7.Occasionalwinds of 40 Knotshavebeenrecorded.(RefertoAdmiraltySailingDirectionNP38).1.8 CurrentsandTides1.8.1 Thecurrents in theSPMareaarevariableand follow theclockwisegyre.ThecurrentareweakduetotheSeasonalmonsoonsandtheTidalstreamssetEastintheingoingstreamandWestintheoutgoing,andusuallyfollowthecurveoftheland.However,thecombinedeffectofboththeseasonalandtidalcurrentmayattimesreachupto3knots.1.9 SpecificationsofSPMBuoy1.9.1 ThespecificationsoftheCALMtypeSPMbuoyareasunder:

    Section2. ConditionsforUseoftheCoastalRefineryLimitedOffshore PetroleumJetty2.1 ConditionsforUseofFacilities2.1.1 These conditions shall apply to all persons and vesselswithin Coastal Refinery LimitedsOffshorePetroleumJettyfacility,designatedanchorageareaandapproachestotheSPMbuoy(thePremises) and the Master shall ensure compliance of these for safe navigation and efficienttankeroperation:

    2.1.2 TheuseofPremises, facilitiesandequipment issubject to theexpressunderstandingandconditionthatCRLanditspersonnelshallbeheldharmlessfromallliability,lossorclaimarisingoutofsuchuse.2.1.3 TheMaster,Owner, ShipOperators and Charterer of vessel locatedwithin the Premisesshallbe liableand shall fully reimburseCRL forthwithondemandallexpenditures, costs, losses,delays,orthirdpartyliabilitieswhichCRLmayincurasaconsequenceoffailureofvesselorMaster,Owner, Ship Operators or Charterer to comply with any of these conditions set out herein,including,butnotlimitedto,thecostsoflabour,material,equipmentusage,repairwork,invoicedcosts, loss of earnings, business interruption, towage and other exceptional marine assistance,unproductiveberthoccupancyandallapplicableCRLscorporateoverheads.2.1.4 The Master, Owner, Ship Operators and / or Charterer of a vessel from which oil, oilyresidue,oilyballastwateroranyotherpollutantescapesor isdischarged forany reasonatanylocationwithinthePremises,shallbeliabletoandshallreimburseCRLpromptlyandinfullforthecost of all cleanup, containment and removal measures taken in response to such escape ordischargebyoronbehalfofCRLwhichinthesoleopinionofCRL,areprudentornecessaryinordertoprotecthumanlife,vessels,installationsandtheenvironment.SuchcostshallconstituteajointandseveraldebtsduefromtheMaster,Owners,Operatorsand/orChartererstoCRL.Further,thevesselandherMaster,Owners,OperatorsandCharterersshallbejointlyandseverallyliableforanyandallotherlosses,damageandexpenseincurredorsustainedbyCRLorbythirdpartiesbyreasonof such escape or discharge and shall indemnify and hold CRL harmless from any such losses,damage,expenseorthirdpartyclaimrelatedtoorarisingoutofsuchescapeordischarge.2.1.5 Tugs,towingservicesandothernormalandexceptionalmarineassistanceareprovidedtovessels at the Premises upon the express understanding and condition that such services areprovidedatthesoleriskofthevesselreceivingsuchservices,includingtheriskofnegligenceoftheMasters,Pilots,OfficersandstaffoftheCRL,tugs,ortheOperatorsprovidingmarineassistancetothe vessel, and the agents, contractors, employees and representatives of each of them, all ofwhomshall, in theperformanceofsuchservices rendered to thevessel,become theagentsandservantsoftheOwners,Operatorsand/orCharterersoftheassistedvessel.2.1.6 CRLanditsagents,servants,contractors,employeesandrepresentativesshallnotbeliableor responsible for any loss of or damage to or expense incurred in connectionwith the vesseland/oritscargocausedby,arisingoutof,orresultingfromtheprovisionoftugortowageservices,orothermarineassistance to thevessel.     assistance services fromCRL and theOwners,Operators andCharterersof such vessel agree toindemnifyandholdharmlessCRLandallvesselsandequipmentutilized in theprovisionof suchservicesandtheirOwners,CharterersorOperators,againstallclaimsforanylossordamagetothevesselorcargo,orotherexpenseincurredinconnectionwithprovisionofsuchservices,andagainstall claims for loss, damage, injury or expenses incurred by third parties as a result of or inconnectionwiththeprovisionofsuchservices2.1.7 Anydamageto,orimpairmentofuseofanyfacility,vessel,orequipmentowned,charteredorleasedbyCRL,whichiscausedinwholeorinpartbyanyvesselwithinthePremises,shallbetheresponsibility and liability of theMaster,Owners,Operators and Charterers of such vessel. Thevessel,anditsOwners,OperatorsandCharterersagreetopayCRLpromptlyondemandanyandallexpenditures,costs,or losses incurreddirectlyor indirectlyasaconsequenceofsuchdamageorimpairment,including,butnotlimitedto,thecostsoflabour,materialandequipmentusage,costsof reasonable and necessary repairs, both temporary and permanent, invoiced costs, loss ofearnings, business interruption, loss of use, delays at berth, other third party claims and allapplicableCRLcorporateoverheads.2.1.8 CRLanditsagents,servants,contractors,employeesandrepresentativesshallnotbeliableorresponsibleforanyloss,damage,orinjurytothevesseloritscargo,ortoitsofficers,crewandpassengers,ortothirdparties,causedbyorarisingoutoftheperformanceofpilotageservicesbythePilots.TheMaster,Owners,OperatorsandCharterersofanyvesselreceivingpilotageservicesatthePremisesagreeto indemnifyandholdharmlessCRLand itsagents,contractors,employeesandrepresentativesfromanyandallsuchlosses,damageorinjury,howevercaused,arisingoutoforresultingfromtheperformanceofpilotageservicesbythePilots.2.1.9 CRL representative reserves the right to waive any of conditions contained herein, orimposesuchreasonableadditionalrequirementsonvesselsatPremisesashe,inhissolediscretion,deems prudent and necessary under the circumstances in order to protect human life and thesafety of property and the environment. Any additional costs, losses, damages, or expensesincurredorclaimedtobeincurredbythevesseloritsagents,Owners,OperatorsandCharterersasaresultofsuchactionbytheCRLRepresentative,unlessotherwiseprovidedforbycontract,shallbethesoleresponsibilityofthevessel.2.1.10 WithoutlimitationtotheliabilityofanyoftheMaster,Owner,orShipOperator,theMastershall immediately report to the CRL Management any accident, claim, damage, loss or unsafeconditionorcircumstance.AnysuchreportshallbemadeinwritingandsignedbytheMaster.TheCRLManagementshallbeentitledtoinspectandinvestigateanysuchreportbutwithoutprejudicetotheforegoing.2.1.11 CRLmayprohibittheexitoftheVesselfromthePremises,andrestrainsame intheeventthatanyoftheConditionsofUsearebreached,whichbreach, ifcapableofremedy,hasnotbeenremediedonthereasonablesatisfactionoftheCRL.2.1.12 CRLwillnotberesponsibleforanyloss,damage,injuryordelaydirectlyorindirectlycausedby arising from strikes, lock outs or labour disputes or disturbances howsoever caused andwhetherornottheCRLortheagentsorservantsorpartiesdisputes.

    2.1.13 TheseConditionsofUseshallapply inadditiontothePortregulationsandanyother laws,rules, regulationsorproceduresenacted,promulgated,declaredor issuedby theGovernmentoftheIslamicRepublicofPakistan.2.1.14.TheseConditionsofUseshallbeconstrued,uninterruptedandapplied inaccordancewiththe lawsoftheGovernmentof IslamicRepublicofPakistanandthepartiesnamedhereinsubmitexclusivelytothejurisdictionofthecourtsoftheIslamicRepublicofPakistan.

    Section3 GovernmentRegulations(ExtractsandProcedures)3.1 General3.1.1 ThegovernmentregulationsarestrictlyenforcedandMastersofvesselscallingatCoastalRefineryLimitedOffshorePetroleumJettyhavinganydoubtsconcerningtheinterpretationoftheseregulationsareurgedtoconsulttheirAgent.AtalltimeswhileatthePremisesorwhetheratanchoror in transitbetweenanchorageandSPM,orduring transit inPakistaniwaters thevesseland itspersonnelareunderthejurisdictionofPakistanilaws.3.2 ShippingAgentRequirement.3.2.1 Every vessel must have a Pakistani shipping Agent before entering Pakistani territorialwaters. Vessels calling at Coastal Refinery Limited Offshore Petroleum Jetty should address allmessagesconcerningshipsbusinesstotheirAgents.Theship'sAgenthandlesmattersconcerningprovisionssupply,minorrepairs,localmedical,orhospitalservices,mail,crewchanges,etc.3.3 CustomsandImmigrationRulesandRegulations3.3.1 TheregulationsissuedbytheGovernmentoftheIslamicRepublicofPakistan,videCustomsAct1969andCustomRules2001andImmigrationOrdinance1979arerelevant.3.3.2 Master of all vessels must acquaint themselves with these regulations prior arrival inPakistan.The ignoranceoftheseregulationswillnotbeconsideredanexcuse forviolationoftheregulationsnorwillitexcusetheviolatorfromtheimpositionofpenalties.3.3.3 Mastersshouldconsulttheseregardingtheproceduresandconductofthevesselandcrew.Thevesselsagentwill,uponrequest,providedetailsofanychangestotheRulesandRegulations.3.4 ProhibitedArticles.3.4.1 All materials exported from or imported into Pakistan are subject to examination byCustomsauthorities. The importofcertainarticles isstrictlyprohibited.Sucharticles include,butarenotlimitedto,thefollowing:

    Explosivesandfirearmsincludingairrifles.Implementsofwarofanykindincludingantiqueweapons.Narcoticsandallothernonprescriptiondrugs.Alcoholicbeveragesofanydescription.Printedmaterials,photographicmatterorvideo tapesdepictinganything,whichcouldbeconsideredpornographic.

    3.4.2 SealedStoreRooms/BondedLockers3.4.2.1Any prohibited article, which is onboard any vessel calling at Coastal Refinery LimitedOffshorePetroleumJettyshallbesecuredinanappropriatelockedstoreroom,whichwillbesealedbytheauthorities.3.4.2.2Thesealsmust remain intact throughout theentireperiodof thevessels stayat theCRLOffshorePetroleum Jettyandmustnotbebrokenuntilafterthevesselhas finallydeparted forafacilityinanothercountry.3.4.2.3Theauthoritiesmaycarryoutoccasionalinspectionstoensurethatthesealsareintactandthatnoprohibitedarticleisinuse.3.4.2.4Smugglingor traffickinganyprohibitedarticlebetweenvesselsorbetweenvesselscrewsandshorepersonnelisstrictlyprohibited.3.4.2.5Thebaggageofcrewmembersjoiningandleavingvesselswillbeinspectedtoensurethatitcontainsnoprohibitedarticles.3.5 PakistaniFlag.3.5.1 The flagof the IslamicRepublicofPakistanmustbehoistedbyeveryvesselentering thecoastalwatersofPakistanandshallbeflownfromthehighestandstarboardmostpositionofthevesselsChristmastreewhileatCoastalRefineryLimitedOffshorePetroleumJettyfromsunrisetosunset.Thisflagshallbecleanandingoodcondition.3.5.2 Mastersshouldobtainthisflagbeforearrival,butifcircumstancesrenderthisimpossible,aflagshallbeobtainedfromtheshipsAgent.3.5.3 Vessels flying the flagofThe IslamicRepublicofPakistan incorrectlyor flyingan incorrectreplicaofthePakistaniflagwillnotbeberthed.3.6PenaltiesforViolations.3.6.1 Penalties forviolationof theLawsandRegulationsof the IslamicRepublicofPakistanaresevere. Persons violating Pakistani laws, even unknowingly, may be arrested, or imprisoned.Penaltiesforpossession,use,ortraffickingillegaldrugsinPakistanaresevere.

TerminalRegulations4.1 ApplicationofRegulations4.1.1 TheMaster of the vessel utilizing the Coastal Refinery LimitedOffshore Petroleum Jettyfacilitiesshallremain inchargeofhisvesselatall timesandensures thatallapplicableLawsandRegulationsareenforced.ThesearetoincludeISGOTT,MARPOL,SOLAS,OCIMFRecommendations,STCW, Classification Society, ISM Code, ISPS and other International Regulations and Flag Staterequirements.4.1.2 Coastal Refinery LimitedOffshore Petroleum Jetty retains the right to cease, suspend orcurtailoperations if the vessel is found tobe innoncompliance to these regulations,anyotherapplicable International Regulations or failure to report any deficiencies. The vessel may berequiredtovacatetheSPMwithallcostsincurredanddelaystotheOwnersorCharterersaccount.OncompletionoftheappropriateremedialactiontheCoastalRefineryLimitedOffshorePetroleumJetty Terminal Representative would confirm compliance to these and other appropriateRegulationsbeforecontinuingoperations.4.2 VesselAcceptanceVetting4.2.1 TheindividualChartererswillberesponsibleforensuringthatthenominatedvesselsareincompliancewiththetermsoftheLiftingContract,the lawsofthe IslamicRepublicofPakistan,allrelevant InternationalRegulationsandtheCoastalRefineryLimitedOffshorePetroleumJettyPortRegulations.4.2.2 Prior to thevesselbeingaccepted formooringatSPMaVettingQuestionnaire (AnnexureA) prepared by Coastal Refinery LimitedOffshore Petroleum Jetty is to be completed by thevessels Master.     4.4 ArrivalEntryRequirements.4.4.1 TheMasterwillbe responsible for complying fullywith all the requirementsofPakistaniGovernmentDepartments,Ministries,AgenciesandOrganizations. Particularattentionshouldbepaid to the requirements of Customs,Maritime SecurityAgency, CoastGuard, Immigration andHealthAuthorities.Neithernonpossessionornorignoranceoftheseregulationswillbeconsideredanexcuseforviolationoftheregulationsnorwillitexcusetheviolatorfromtheimpositionofthepenalties.Mastersrequiringadviceontheseregulationsandtherequirementsshouldcontacttheirlocalagents.4.4.2 It isaprerequisiteforcallingonCoastalRefineryLimitedOffshorePetroleumJettythatallvesselsmustpossessanInternationalSafetyManagement(ISM)Codecertificate.4.4.3PreArrivalInformation. The Rules and Regulations specify that certain informationmust be received by the Coastal Refinery Limited Offshore Petroleum Jetty, either directly orthrough thevesselsagentsbefore thatvesselarrivesat thePremisesandnotificationofETA72hours,48hours,24hoursand12hourspriortoarrivalclearlyindicatingwhetheritislocaltimeorGMT. Vessels, which fail to comply with this requirement, may be delayed and its Owners,Operators and Chartererswill pay CRL promptly on demand any and all expenditures, costs, orlossesincurreddirectlyorindirectlyasaconsequenceofsuchdelays,including,butnotlimitedto,the lossofearnings,business interruption, lossofuse,other thirdpartyclaimsandallapplicableCRLcorporateoverheads.4.5 ArrivalDocumentation4.5.1 The Rules and Regulations specify that the Master shall present or make available forinspectionvariouspapersanddocuments.Thefollowingdocumentsmustbemadeavailabletotheagentandboardinggovernmentofficials:

    CompliancewithISMCodeCertificatestobeproducedforinspection.MaritimeInternationalDeclarationofHealth.ValidDerattingorExemptionCertificate.CrewList(includingsupernumeraries)upto6copies.ValidSmallpoxVaccinationCertificates.ValidInoculationCertificatesagainstcommunicablediseasesprevailingatpreviousfacilitysofcall.Vesselscurrentlogbook.CompetencyCertificatesofOfficersandvalidFlagdocumentsforcrew.

    4.5.2 Theabove list is intendedonlyasaguide.     Section8PortFacilitySecurity8.1 General8.1.1 CoastalRefinerylimitedOffshorePetroleumJettyiscommittedtoprovideasafeandsecureworkingenvironmenttoallportusers,vesselscallingattheirPremisesandtheirpersonnelanditsemployees. To achieve this objective a Port Facility Security Plan in accordance with theInternationalShipandPortFacilitySecurityCode (ISPS)hasbeenpreparedandapprovedby theDesignatedAuthority.8.1.2 CoastalRefinery limitedOffshorePetroleumJettyhasimplementedsecuritymeasuresthatmeet the requirementsofRegulation9ofXI 2ofSOLAS regarding the controland compliancemeasuresthatareapplicabletoshipsinrelationtotheInternationalShipandPortFacilitySecurityCode. The Marine Division Representatives will have the right to exercise various control andcompliancemeasureswith respect to any vessel atCoastalRefinery limitedOffshore PetroleumJettyorintendscallingatCoastalRefinerylimitedOffshorePetroleumJetty.Thevesselmayalsobesubject to additional controlmeasures if there is any reason tobelieve that the securityof thevessel,ortheportfacilitiesithaspreviouslyserved,hasbeencompromised.Allcostsresultingfromthevesselsnoncomplianceshallbetotheownersaccount.8.1.3 Intheeventoftheimpositionofcontrolmeasures,orotheractions,CoastalRefinerylimitedOffshorePetroleumJettywillimmediatelyinformthePakistanAuthoritiesinwriting,specifyingthecontrolmeasureimposedorstepstakenandthereasonsthereof.8.2 SalientFeaturesofthePortFacilitySecurityPlan8.2.1 AlltankerscallingatCoastalRefinerylimitedOffshorePetroleumJettyarerequiredtohaveanISPSCertificateasspecifiedintheISPScode.Tankersnotinpossessionofthiscertificatewillnotbeacceptedatnominationstage.8.2.2 On Nomination, a completed Tanker Vetting List including confirmation of the ISPScertificateandpreviousportsstatusshallbefaxed/emailedtotheCoastalRefinerylimitedOffshorePetroleumJetty.8.2.3 The72HoursETAnoticeshallreflecttheSecurityLeveland/ornoncompliancewith ISPSCodeifany.CompleteandsendtheStandardCable.8.2.4 The24HoursETAnoticeshallprovideupdatedEstimatedTimeofArrival.8.2.5 VesselshallreaffirmanychangestotheSecurityLeveland/oranyISPSCodeissuesinthesixhoursnoticetoCoastalRefineryLimitedOffshorePetroleumJetty.8.2.6 The Pilot boarding the vessel is the duly authorized officer to verify the validity of theInternationalShipSecurityCertificateonboard.AnyadditionalprecautionsenforcedbytheCoastalRefineryLimitedOffshorePetroleumJettyshallbediscussedbythePilotwithMasterofthevessel.

    8.2.7 Failure to comply with the requirements of ISPS could result in the vessel not beingpermittedtoberth. Ifcleargroundsareestablished,thatthevessel isnot incompliancewiththeISPScode,theStateofPakistanorauthorizedrepresentativehavetherightto implementcertainmeasurestominimizethesecurityriskatSPM(SOLASXI2/9)8.2.8 ThevesselwillcompleteaDeclarationofSecurity(DOS)asrequired.8.2.9 Nocraftsarepermittedtocomewithin1000metersofthetanker,attheSPM,withouttheonboard Pilots permission.All crafts approaching the vessel berthedmust have spark arrestorsfittedontheirfunnelexhausts.8.2.10 Stipulated actions shall be implemented in accordance with the plan for the differentSecurityLevels.TheseshallbediscussedandagreeduponintheDeclarationofSecurityform.

    Section10 SafetyandEnvironment

    10.1 GeneralSafety

    10.1.1 TheMasterof thevesselcallingatCoastalRefineryLimitedOffshorePetroleum Jettyshall always be responsible for the safe conduct of operations on board the vessel under hiscommand.However,whileatCoastalRefineryLimitedOffshorePetroleumJettytheSPM,shorepersonnel,property,theenvironmentandothershippingmayalsosufferseriousdamage intheeventofanaccidentonboard.Hence theTerminal requires theMaster's fullcooperationandunderstanding of the safety requirements in force at the Coastal Refinery Limited OffshorePetroleumJetty.PriorcommencementofoperationstheShipShoreSafetyChecklist(AnnexureB)istobecompleted.

    10.1.2 Allfirefightingand lifesavingappliancesmustbeproperlyplacedandmaintained inastateofreadinessforimmediateuse.IftheMasterfeelsthatanyimmediatethreattothesafetyoftheshiparisesfromanyactiononthepartoftheCoastalRefineryLimitedOffshorePetroleumJettypersonnelorfromanyequipmentunderitscontrol,theMastershallbeentitledtodemandanimmediatecessationofoperationsgivingfulljustifications.

    10.2 NotificationofDeficiencies

    10.2.1 FailuretonotifytheTerminalofanydeficiencieswillresult inthevesselbeingdeniedberthingorbeingremovedfromtheberthandtheMaster,OwnerandCharterersshallbeliableforallcostsincurredincludingdelaysandotherrelatedcostsasaresultofthis.

    10.3 SafetyInspections

    10.3.1 Inordertoensurecompliancewiththeaboverequirements,thePilotshall,beforethestartofoperationsand thereafter from time to timeduring cargooperation, carryout routinesafetyinspectionsofthevesselduringherstayattheberth.

    10.4 SafetyChecklist

    10.4.1 AnapprovedSafetyChecklististobecompletedpriortocommencementoftheCargoOperations.RefertoAnnexureB.Thesafetyrequirementssetoutinthechecklistarebasedonthesafepracticeswidelyacceptedbytheoiltanker industryandby ISGOTT. It isexpectedfromtheMaster andhis crew to adhere strictly to suchpractices throughout the ship's stay at theCoastalRefineryOffshorePetroleum Jetty. Itwillbe ensuredby theCoastalRefineryOffshorePetroleum Jetty that its personnel do likewise and cooperatewith theMaster in themutualinterestofsafetyandanefficientoperation.

    10.5 PortStateControlInspections

    10.5.1 PakistanbeingasignatorytotheParisMOUmaywishtocarryoutaPortStateControlInspection whilst the vessel is at Coastal Refinery Offshore Petroleum Jetty. Masters arerequested to give the authorised Representatives, from the State of Pakistan, their full cooperationduringthisinspection.Allpossibleprecautionswillbetakentominimizeanydelaystothevesselorcargooperations.

    10.6 EmergencyIncidents

    10.6.1 TheMasterandshipownermaintainstherightandresponsibilitytoundertaketimelyandeffective response in theeventof fire,anyemergency,accidentor incident. Incaseof theMastersfailuretotaketimelyappropriateaction,CRLpetroleumundertheConditionsofUseofTerminalmayinterveneandtakechargetotheextentoftakingreasonableactiontocomplywiththefollowingpriorities.10.6.2 PrioritiesforDealingwithanEmergency

    10.6.2.1 Intheeventofavesselemergencyoranonemergencyvesselcasualty,CoastalRefineryLimitedOffshorePetroleumJettysactionswillbedictatedbythefollowingpriorities:

    10.6.2.2 ProtectionofHuman Life. Theprimary concern,duringallphasesof a ship casualtywithinthePremises,istheprotectionofhumanlife.

    10.6.2.3 ProtectionofVital Facilities. The secondpriority is toprotect vitalGovernment andCoastalRefineryLimitedOffshorePetroleumJettyfacilities.

    10.6.2.4 Minimizing Disruption. The third priority is to minimize the disruption to the safeoperationoftheCoastalRefineryLimitedOffshorePetroleumJetty.

    10.6.2.5 Minimizing EnvironmentalDamage. The fourth priority is tominimize environmentaldamage to the extent permitted by manpower constraints and the operational requirementsimposedbythefirstthreepriorities.

    10.6.2.6 MinimizingVesselScheduleDisruption. The fifthpriority is tominimizedisruptiontothevesselsloadingschedulesoastominimizethedelayatberthandpreventanyunreasonabledelayincompletionofloadingoperations.

    Section11 EmergenciesandAccidents11.1 General

    11.1.1 TheseproceduresareoutlinedheretoadviseMastersoftheactionsrequiredbythemandtheactions,whichwillbetakenbythePilotandorMooringMaster intheeventofavesselemergency or nonemergency vessel casualty while a vessel is at Coastal Refinery LimitedOffshorePetroleumJetty.

    11.1.2 ThecourseofactionfollowedbythePilotandorMooringMasterwillbedictatedbytheparticularfactsandcircumstancesofthe incidentandwhethertheship isatberth,atanchororunderway.

    11.2 GeneralPolicy

    11.2.1 MastersRightofSalvage

    11.2.1.1 ThedistressedshipsMasterandtheshipownershavetherightandtheresponsibilitytoundertaketimelyandeffectivesalvageoftheirship.

    11.2.1.2 RightofInterventionbyCoastalRefineryLimitedOffshorePetroleumJetty.

    11.2.1.2.1 If the shipsMaster,Shipownerorhisagent fails to take timelyandeffectiveaction,CoastalRefineryLimitedOffshorePetroleumJettymay,initssolediscretion,interveneandtakechargetotheextentoftakingreasonableactiontocomplywiththeprioritieslistedat10.6.1.In such event, Coastal Refinery Limited Offshore Petroleum Jetty shall be deemed to be acontractortothevesselanditsowners,operatorsandcharterers.Allresultantcostsandcharges,withoutlimitation,shallbefortheaccountofthevessel,itsowners,operatorsandcharterersandCoastalRefineryLimitedOffshorePetroleumJettyshallnottherebybedeemedtohaveassumedanyriskoflossordamagetothevesseloritspersonnelorcargo.

    11.3 EmergencyAssistancefromCoastalRefineryLimitedOffshorePetroleumJetty.

    11.3.1 Coastal Refinery Limited Offshore Petroleum Jetty will render immediate emergencyassistanceasnecessaryorrequestedbythevesselor itsagent inaccordancewiththeprioritieslistedat10.6.1. As theemergency isbroughtundercontrol,CoastalRefineryLimitedOffshorePetroleum JettywillexpecttheShipowneror itsagenttoreassumecompleteresponsibility fortheprotectionofthevessel, itscargoandpersonnelandtheenvironmentandCoastalRefineryLimitedOffshorePetroleum Jettywillwithdrawallpersonnelandequipmentcommitted to theinitialemergencyresponse.

    11.4.2.2 Giveashortmessagestating:

    NameoftheshipTypeofemergencyLocationofshipifnotberthedLocationofemergencyontheshipWhetheranycasualtieshaveoccurredorarelikelytooccur.Thenatureofimmediateassistancerequired,indicatinganylossofshipbornedisasterfightingcapability.

    11.4.3 InCaseofFireorExplosion

    11.4.3.1 In the case of fire or explosion and as soon as possible after raising the alarm, amessageshouldbesentgivingdetailsof:

    11.4.3.1.1 Whatisonfire,theextentandpossibledangers?11.4.3.1.21 Damage,extent,effectonstabilityandseaworthiness.11.4.3.1.3 Injuries,medicalevacuation ifrequired,typeof injuries,menmissingandmen

    overboard.11.4.3.1.4 Cargotype,quantityandstatusofeachcargotankontheship.11.4.3.1.5 Oilspillageorifanydangerofoilspillageexists.

    11.4.3.2 In the case of a fire, explosion or other types of critical situations, theMaster shalldesignateaseniorshipsofficertoremainincommunicationwiththePilot.

    11.4.3.3 TheMastershouldrequest theuseof fire fighting tugsorwhateverotheremergencyassistancehemayrequiretobestcomplementtheeffortsoftheshipspersonnel.11.4.3.4 All reasonable steps will be taken by those on the spot to render whatever aid isimmediatelyavailable. SubsequentactionwillbecoordinatedthroughthePilotandorMooringMaster.

    11.4.4 ProgressReports.

    11.4.4.1 TheMaster should ensure that regular and frequent reports on the progress of theincidentarebeingmade to thePilotandorMooringMaster,CoastalRefineryLimitedOffshorePetroleumJettyControlRoom.

    11.5 EmergencyonboardaShipwhileatBerth

    11.5.1 To carry out an emergency shutdown of cargo, follow the instructions given in thedocumententitledEmergencyShutdownonboardtheTankerandacopyofthesamemustbeprovidedtothePilotonboardingtheTanker.

    11.5.2 VesselonFire

    11.5.2.1 Totheextentpossible,theshipsMastershouldpreparethevesseltobemovedawayfrom the berth. All cargo, deballasting and tank preparation operationswill be immediatelysuspended,floatinghoseswillbedisconnected.

    11.5.2.2 RemovalfromBerth

    11.5.2.2.1 Avesselonfirewillnotnormallybepermittedtoremainattheberth. Wherepossible, the firewillbe foughtwithavailable firefighting facilitiesonboard thevesseland thetugs. After securing tugs to the vessels emergency towing wires then, if the fire is notcontrollableorextinguished,thevesselwillbereleasedorcutfreeandremovedfromtheberthundercontrolledconditions.

    11.5.2.2.2 Providedcommunication isestablishedasabove,theMasterwillbeadvisedoftheactionstobetakeninreleasingorcuttingthevesselfreefromtheberth.

    11.5.2.2.3 Notwithstanding that thevesselmayhavenopowerandnotwithstanding thattheremaybeno communication, if, in theopinionof thePilot, the vesselon fire is a greaterhazardattheberththandriftingfree,thevesselwillbereleasedorcutfreefromtheberthpriortothesecuringoftugstothevesselsfirewires.

    11.5.2.2.4 TheMasterandPilotshouldassesstheabilitytosafelymovethevesselfromtheberthtothenearestbeachingareaorisolatedposition.

    11.5.2.3 ResumingOperations.

    11.5.2.3.1 Ifthevesselisstillatberthwhentheemergencyconditionhasbeencontrolledandeliminated,normaloperationswillnotberesumedwithoutthespecificapprovalofthePilotand Coastal Refinery Limited Offshore Petroleum Jetty. Such approval may be subject toconditions.

    11.6 EmergencyonboardaVesselnotatBerth

    11.6.1 In an emergency that renders a vessel out of control or in danger of sinking orfounderingwhichcreatesor is likelytocreateadangertoshipsor installations inthePremises,thealarmshallberaisedbytheMasterassetoutabove.

    11.6.2 TheMasterwillbeexpected toutilize the servicesofhisagent toobtainanyandallnecessary services to the extent these are readily available from commercial or governmentsources.

    11.6.3 TheMastershallbe responsible for thedirectionof tugsandotherservicesavailable,coordinatingthisthroughtheControlRoomCoastalRefineryPetroleumJetty,untilthearrivalofthePilotwithotherrelevantauthorities.

    11.6.4 In the event a vessel is considered likely to founder through fire or collision andpresentsanavigationalhazardorthepotentialforpollution,thePilotmay,inhissolediscretion,elect tobeach thevessel inoneof thedesignatedbeachingareas inorder tominimize risk tootherinstallations.

    11.6.5 DistressedShipApproachingPremises.

    11.6.5.1 In the caseof a shipwishing to enter the Premiseswhich ison fireor in dangeroffounderingorsinkingorwhichhassuffereddamagetoitshullorhasbeeninacollisionoronfireduring thevoyage inquestion, thevesselwillnotbeallowed toenter thePremisesandwillbeaskedtoremainwellclearofthePremises.

    11.6.6 AntiPollutionMeasures.

    11.6.6.1 Where oil or other dangerous cargo is leaking or is likely to leak from the ship, theMasterthroughtheservicesoftheshipsagentshallestablishwhateverantipollutionmeasuresarerequiredbytheCoastalRefinerylimitedOffshorePetroleumJetty.

    11.6.7 CostsandLettersofUndertaking.

    11.6.7.1 Ifdamage iscausedtoanyCoastalRefinery limitedOffshorePetroleumJettypropertybyanyvessel,orCoastalRefinery limitedOffshorePetroleumJettyprovidesexceptionalmarineassistance toanyvesselas the resultofanemergencyaboardanyvessel,oranonemergencycasualtyaboardthevesselwhilesaidvesselislocatedwithinthePremises,thecoststhereofshallbefortheaccountofthevesselanditsowners,operators,charterersandagents.

    11.6.8 DelayatBerthCharges

    11.6.8.1 If, as the result of a vessel emergency, pollution incident, or other casualty causingdamage to Coastal Refinery limited Offshore Petroleum Jetty property, a vessels loading isinterruptedanddelayed foranyperiodof time, thecostofsuchdelayatberthshallbe for the

    accountof the vessel and itsowners,operators, charterers and agents. If adelay at berth iscausedbyavesselcasualtyorotherfactorwhichpreventsthevesselfromcontinuingunloadingoperations,orotherwisedelaysitsdeparture,andsuchcasualtyorotherfactorhasnotresultedinpollutionordamagetoCoastalRefinerylimitedOffshorePetroleumJettyproperty,thevesselwillbegrantedagraceperiodoftwo(2)hoursfromthetimeofthecasualtyoreventgivingrisetothedelay,afterwhichtimethecostsofdelaysshallbechargedtothevessel.

    11.6.9 SecurityforCosts

    11.6.9.1 In the event of a vesselrelated incident causing damage to Coastal Refinery limitedOffshorePetroleumJettyproperty,orrequiringtherenderingofexceptionalmarineassistancebyCoastalRefinerylimitedOffshorePetroleumJetty,and/orwhichresultsindelaysatberthchargesfor the accountof the vessel in accordancewith the foregoing guidelines, theMastermaybeservedwithaLetterofProtestandmayberequestedtoprovideaStatementofFactsconcerningtheincident.Furthermore,writtensecurityintheformofaLetterofUndertakingsatisfactorytoCoastalRefinerylimitedOffshorePetroleumJettywillberequiredinanamountsufficienttocoverallpotential costsand relatedexpenses. Thevesselwillnotbepermitted todepartuntil suchLetterofUndertakingisreceived.

    11.6.10 RatesforDelaysatBerthCharges

    11.6.10.1DelaysatBerthchargeswillbeassessedbasedupontheapplicablehourlyratefortheSPM. Such hourly rates are established annually in January of each year in accordance withCoastalRefinerylimitedOffshorePetroleumJettysinternalaccountingpractices.11.7 EnvironmentalProtection

    11.7.1 All Vessels in Pakistani waters should strictly comply with international regulationsrelatingtothepollutionoftheseabyoile.g.MARPOL.73/78andtoexerciseeveryprecautiontopreventanypollution.

    11.7.2 TheMaster is requested to emphasize to those under his command the compellingneed to check valve and line systems before commencement of any cargo or ballastingoperations, inorder thatnooilwill escape into the sea. It is important that a highdegreeofvigilancebeexercisedthroughouttheperiodthatthevesselishandlingcargoorballastandthatlinesettingshouldnevergounchecked.

    11.7.3 Vesselsare requested to followanapprovedBallastWaterManagementSystem thatincludeschangingtheirballastatsea,priortoArrivalasapplicable.

    11.7.4 ItisemphasizedthatVesselsarenotpermittedtodischargeanyoilwithin50NMfromthenearestlandaspertheMARPOLRegulation9.

    Section12 MooringRulesandOperationsatSPM

    12.1 General

    12.1.1 AllTankers callingatCoastalRefinery LimitedOffshorePetroleum Jettymust complywith theOCIMFpublications latestedition "Recommendations for equipmentemployed in theMooringofShipsatSinglePointMoorings"and"RecommendationsforOilTankerManifoldandAssociatedEquipment"andISGOTTregulations.12.1.1.1 Alldeckscuppersmustbesealedpriortoapproachingtheberth.12.1.2 During theapproachandmooringoperationsof thevesselandwhile thevessel isatberth anchors MUST be secured by stoppers and lashed to prevent accidental dropping andresultantdamagetothesubseapipelinesandequipment.

    12.1.3 Iftheship'sanchormustbeusedasanextremeemergencymeasure,theyshouldnotbeusedinthedirectionoftheseabedpipelineorwithin600metersoftheSPM.12.1.4 Line handling duringmooring and unmooring shall be performed by the ships staffunderinstructionsofthePilotandMaster.

    12.1.5 Thefollowingvesselsequipmentshouldbereadyontheforecastlehead.

He shall report anyabnormalitytotheDeckOfficeronDuty.12.3.4 DeckOfficeronDuty12.3.4.1 TheDeckOfficershall immediatelyreportanyabnormalevents,deterioratingweatherorothersituationscomingtohisattentiontothePilotandMaster.12.4 CareofEquipment12.4.1 Inbadweather,maintenanceworkisextremelydifficultandinvolvespossibledangertopersonnel.Forthisreason,vesselsarerequestedtogiveasmuchassistanceaspossiblebytakingseamanlikecareofthemooringandhoseequipmentandreturningittothewaterreadyforthenexttankerandinsuchconditionastheywouldliketofindit.12.4.2 Hose/hawser maintenance is expensive and if Coastal Refinery Limited OffshorepetroleumJettyjudgesthatavesselhasmisusedanyhoseorhawserthevesselwillbeliablefortheexpenditureincurredinmakingrepairs.12.5 CargoHoseDisconnection

    12.5.1 Oncompletionofdischargingcargo, themanifoldvalvesmustnotbecloseduntil thePilot confirms the closureof the shore valves.Once themanifold valvesare closed, the line isdrainedbeforedisconnection.

    12.5.2 Thehose isdisconnectedusing thesling to take theweightof thehose; the flange isunbolted from themanifold. The blank flange is then replaced using all the bolts and a newgasket.Theboltsaretightenedinthepropersequencetoavoiduneventensionontheflange.

    12.5.3 To lower thehose to thewater,astrongheaving line issecuredon thequickreleasehookfortrippingpurposes.12.5.4 Secure the liftinghook on the after hose end flange to the crane and liftup till thesnubbing chain is slack.After releasing the snubbing chain, thehose is lowered into thewaterensuringthattheheavinglinesecuredonthehookhastakenweightjustwhenthehosetouchesthewater;tripthehooktoreleasethehose.

    12.6 CoastalRefineryLimitedOffshorepetroleumJettyEquipment12.6.1 All thegear, toolsboxetc.belonging toCoastalRefinery LimitedOffshorepetroleumJettymustbepackedandkeptreadyforloweringintotheutilitycraftasdirectedbythePilot.

    12.7 UnmooringProcedure

    12.7.1 After theMasterhasconfirmed to thePilot that theenginesand thevesselare inallrespects ready forunmooring,will the unmooring commence. Thewinches are to be checkedprior to disconnection of themoorings. The pins to the bow stopper are removed and uponinstructiontheweightistakenuponthemooringwinch.

    12.7.2 Thebowstopperisdisconnectedandsecured,intheopenposition,beforewalkingbackthemoorings.Slowlywalkbackthepickupropeuntilthesupportbuoyisinthewaterandtakingalltheweightoffthechain.

    12.7.3 Payoutthepickuplineanddonotdisconnectthemessengeruntilthepickupropeiscompletely slackand sufficient length is in thewater.Ships staff todisconnect themessengerrope.Itmayattimesbenecessarytoreleasethetwomooringseithertogetherorindividually.

    12.8 TugAssistance12.8.1 During themooringoperations 2 tugswouldbe available for assistance if andwhenrequiredbytheshipsMasterorPilot.Unlessotherwiseinstructed,astrongmessengerlineistobeprovidedtotakethetugslineonboard.Alternatively,ifthetugslineisunavailable,twogoodmooringlinesandamessengerropefromtheshipistobemadereadyonthestarboardshoulderforsecuringthetug.12.8.2 On completion ofmooringoperationone tugwill be secured at aft of the vessel asPullbacktugandthesecondwillremaininvicinityasastandbytug.12.9 UseofEnginesWhileBerthedatSPM
