The Social Question
The question on how to deal with the very bad social situation described in the text above which followed the Industrial Revolution. (19th century)
The “carrot-andstick”- method
Carrot on the one hand representing the laws Bismarck installed which were in favour of the Social Democrats (state-supported insurance for sickness, accidents, and old age)
Stick on the other hand representing the pressure, oppression and the hostility towards the Social Democrats (=> Anti-Socialist Laws!).
