    A48 PONTARDDULAIS

    A draft Development Assessment is being prepared by the

    City and County of Swansea which considers the potential

    for further development opportunities on land south

    of the A48 and the wider context of the regeneration of

    Pontarddulais.

    The aim of this exhibition is to involve local residents,

    traders, businesses, stakeholders, and statutory

    organisations to assist in clarifying

    Constraints on development

    Public views on the future regeneration and infrastructure

    needs of the area.

    Testing of public opinion is an important first step in the

    evaluation process.The responses will contribute to the

    preparation of a regeneration and infrastructure strategy for

    Pontarddulais.

    The current statutory planning policies for Pontarddulais

    as set out in the Swansea Unitary Development Plan (UDP)which was adopted by the City and County of Swansea in

    2008.

    Beyond the clearly defined built up area of Pontarddulais

    there is

    Open countryside (covered by policies EV20, EV21, EV22),

    Land allocated for recreational use (policy HC23 and

    EV24) at Coebach Park

    Sensitive estuarine environment associated with the River

    Loughor flood plain.

    Current Unitary Development Plan policies seek to protect

    these areas from further development.

    Housing allocations are identified under policy HC1, and

    Policy EC5 identifies the shopping core.

    These policy references are shown on the plan below:

    Key issues affecting

    future regeneration

    and development

    An initial assessment of physical and environmental

    characteristics and the policy framework for the areasuggests that development opportunities south of the A48

    will be very limited.

    The proximity of the River Loughor flood plain and

    associated flood risk issues will prevent development west

    of the dismantled railway line.

    Two high pressure gas mains south of the A48 present

    a significant physical constraint with associated cost

    implications on any future road infrastructure and future

    development.

    Town Centre

    Regeneration - what

    are the issues?

    The town centre is currently affected by a number of issues

    which are key considerations in evaluating the futureregeneration potential of areas in and adjacent to the town

    centre and in terms of highway infrastructure needs.

    Some of the main issues are:

    It is a retail centre which is not delivering its full potential,

    providing primarily a local top up shopping role, with

    substantial leakage of main shopping activity to other

    retail centres.

    The one way system is subject to high traffic volumes

    and the movement of heavy vehicles. It suffers

    consequently from traffic congestion with an associated

    impact on the shopping environment.

    Lack of parking

    Vacant retail units and gaps in the commercial frontage.

    There is considered to be potential for further environmental

    enhancement of the centre, incorporating the work

    previously implemented and also for upgrading the fabric of

    retail frontages.

    Does Pontarddulais

    need a bypass?

    The bypass scheme was originally highlighted in the 1990

    Halcrow Fox report as a potential mechanism for accessingthe development land south of the town centre. However the

    bypass has no formal policy status or protection and many

    changes have taken place since that time which need full

    consideration as part of the Development Assessment.

    Further technical studies would be needed to fully

    understand the impacts and costs of the bypass scheme.

    The plan below shows two potential locations for a bypass

    route.
