Policy Delivery Thematic Group (PD-TG) What is it all about?
• New thematic group in 2013-2018 Strategic Plan
• Builds upon IHI Mission and previous strategic plan
• Complements work of other thematic groups
• Provides active conduit for delivering knowledge into actual change
• Completes the value chain of the research lifecycle
Background and Relevance
IHI contribution to health and policy
• In its 57 years of existence, IHI has made significant contribution to scientific knowledge, health system strengthening and health policy
• Impact of IHI research demonstrated at district level, national level in Tanzania and internationally
• Examples of IHI contribution to policy are many, a few examples to highlight

• Tool to identify high risks community with urinary schistosomiasis (World Health Stat. Q. 44 :150-9)
• Malaria drug, cost and molecular studies
• ITN 27% improvement on child survival 60% reduction of malaria and anaemia(Lancet 357)
• IPti 59% reduction of clinica episode, anaemia(Lancet 357, 1471/1477)
• IMCI shows 13% reduction of deaths in under five age children. (Lancet 15;561-6.)
• First biological control of adult Anopheles mosquito (Science 308: 1641-1642)

Basis for IHI involvement in Health Policy
• IHI Mission “To develop and sustain a district-based health research and resource institute capable of generating new knowledge and relevant information for public health policy and action.”
• IHI strategic Plan 2008-2013 Diverse research activities (multi-disciplinary approach) providing an opportunity to follow new knowledge from basic science and discovery to public health impact.

Relevance and Potential benefit
• Policies are continually being proposed, elaborated and established or changed,
• Increasing pressure to governments, regional inter-governmental bodies, faith-based organization and private health providers to deliver results faster and cost effectively
• Research products, tools and methodology exist (or are being produced) that can shape health outcomes
• Assistance may be needed to introduce and apply them in a national scale
GOAL AND EXPECTED OUTPUTS
What is Policy Delivery TG all about?
Goal of the PD-TG
• To catalyse and deliver national scale up of proven public policy interventions and/or solutions
• Work closely with health ministries and all relevant stakeholders in national healthcare systems
Expected Outputs of PD-TG
Major outputs will include:
• Accelerated delivery of public health interventions
• Toolkits/methodologies to shape health outcomes
• Experts in policy analysis and policy delivery
CORE BUSINESS Main Activity areas –Research, Training and Services
Services
• PD-TG focuses on taking proven health interventions to scale in a national context, accommodating policy, regulatory, and implementation issues
• Creation of methodologies, toolkits, and web-enabled project management and modeling tools
• Enable rapid deployment Toolkits/methodologies (from IHI and other research institutions) to shape health outcomes
• Provide support to the MoHSW, Faith based organisations and private corporation in the national roll out of proven interventions and/or solutions.
• Support implementation of Regional Initiatives e.g East African Community (EAC),East Central and Southern Africa (ECSA,)
Research
• While the core business of the PD-TG is service-oriented, nature of projects to be implemented will provide a fertile ground for researchers in interventions, health system science and impact evaluation.
• Development proposals for rolling out proven interventions and research products to national or regional scale. Eg P4P and RBF
• Testing of toolkits for scaling up interventions nationally and in the Sub-saharan Africa (SSA) region
Training
• Contribute to MSc and PhD training in policy analysis and health systems
• Conducting short courses or modules that can be incorporated in existing or newly developed courses in partner academic institutions
• Support MSc Research in Public Health
Core Assets
• IHI has a proven track record of research outputs that have influenced national policies (malaria treatment, scaling up ITN, IMCI) and international health guidelines (e.g. WHO Schistosomiasis manual)
• Strong team of policy analysts, researchers in various disciplines associated with the PD-TG and program management staff
Business Unit
• Plans in place to create a Delivery Unit in line with new Tanzanian government policy and global best practice in policy delivery.
• The Delivery Unit will ensure timely and quality outputs from the PD-TG and support the MOHSW in the process of forming its Delivery Unit

Policy Delivery TG will focus on accelerating delivery of public policy interventions and to form its core business, and on developing toolkits/methodologies to shape health outcomes to create future growth opportunities

PD-TG in 5 years and beyond
• In 5 years (by 2018), the PD-TG should be well established at IHI with clear impact on policy implementation in Tanzania as well as in the East and Southern Africa region
• Instead of responding to requests for contracted work, the PD-TG will aim to develop a stream of work from areas where other IHI thematic groups have created a niche (esp Interventions, Health System Science and Impact Evaluation) .
