Oxfam is considered as a lead influencing agent among Cambodian CSO’s. Through monitoring the progress of country's policy frameworks and corresponding practice to fulfill its mandate towards its people, Oxfam introduce tools and develop institutional capacities of NGOs and CBOs, alongside learning from them. Through its global presence, it is helping its NGO partners to be more effective in promoting advocacy and policy influence at the national, regional and global levels.

communities, 6-7 December 2016.

This study focusing on “Access to water around the Tonle Sap” was conducted with the Phnom Penh University and looked at current policy and institutional supports to privatized water supply for rural livelihood and economic development at both national and international levels. Ultimately the study provided a critical analysis of market mechanisms in local water management.

A sound National Budget Law is crucial to any Government. Oxfam and partners were actively involved

in the design of Cambodia’s National Budget Law via presenting positional papers at the National Assembly. The reflections were focussed on priority sectors such

as Health, Education and Agriculture. As of today, Oxfam continues to underpin annual monitoring, reporting to

government, donors and media.

Oxfam and partners engaged with Governmentinstitutions in a participative analysis of the Agriculture Land Law that led to the creation of coordinated platform ensuring the implementation of a pro-poor agriculture policy.
