Origins

Founded by Sir Robert Peel in 1829, the Metropolitan Police Service (MPS) is one of the oldest police services in the world. The original Metropolitan Police District (MPD) covered a seven mile radius from Charing Cross containing a population of less than two million. This was policed by 1,000 officers.

Today, the MPS is made up of 50,000 officers and staff, which includes over 5,000 volunteer police officers from the Metropolitan Special Constabulary (MSC) and its Employer Supported Policing (ESP) programme.

The current MPD includes the whole of the Greater London Area, covering 620 square miles and over 8.3 million people. Since April 2000, the boundaries of the MPD have mirrored the 32 London boroughs as shown below.

Organisation

From the beginning, the purpose of the MPS has been to serve and protect the people of London by providing a professional police service; this remains our purpose. The Commissioner of Police for the Metropolis is appointed by the Queen, in consultation with the Home Secretary. The Mayor’s Office for Policing and Crime (MOPAC) supervises the police service and publishes an annual policing plan, including performance targets. It reports back to the Mayor, the London Assembly and the community.

We have an annual net budget of £3.6 billion – more than 25% of the total police budget for England and Wales. We are one of the largest employers in London and the South East of England.

The previous Commissioner has outlined his vision of Total Policing with a total war on crime, total care for victims and total professionalism from our staff at its core. We are committed to delivering excellent policing from tackling anti-social behaviour and other crime in neighbourhoods, through to dealing with terrorists and the most serious criminals often ‘behind the scenes’. We rely on the work of warranted officers, police community support officers (PCSOs), special constables and police staff to tackle the range of policing challenges facing London.

MPS Values, Mission and Priorities

Our success depends on us all working towards the same goals. Our strategy, led by the previous Police Commissioner, Sir Bernard Hogan-Howe, is called Total Policing. It consists of a set of priorities, set out below, supported by key values. Total Policing ensures that we are on the front foot in tackling criminality in all its forms. Where new techniques or new technology can help in that war, we will maximise use of it. Total Policing also means Total Care for victims – preventing people from becoming victims in the first place where possible but, where we have victims, ensuring that the MPS gives the best possible support. And we will do that with Total Professionalism, so that the MPS continues to foster the support and trust of law-abiding Londoners, while ensuring that it is an organisation that all criminals fear. All of this will be underpinned by our values of Courage, Compassion, Integrity and Professionalism.

Total War on Crime

We are crime fighters. This is a vital part of policing. Tackling crime, arresting criminals and bringing them before a court is the core of what we do, doing whatever we can to arrest criminals and stop crime as long as it is legal and ethical.

Total Professionalism

It is important that when a victim reports a crime that we tell them how that crime is being progressed and that they have confidence in those dealing with their case. We also need to ensure we are sensitive to the victim’s needs, understanding what is unique about them and how we tailor our service to meet their needs. We must always remember that we have a duty of care to our victims.

Our commitment to transform – ‘Met Change’

We’re determined to offer the best police service possible for Londoners. But we must change with it:

• We want all communities in London to have high levels of confidence and satisfaction

• We need to keep cutting crime as a more connected world creates new security risks and criminal threats

• We must invest in our people and modernise our technology so we can offer the public a better service. Our officers and staff deserve great tools to fight crime and support victims

• We need to be better at recognising great performance and challenging poor behaviour

• We want to be a Met that looks and feels like London by having officers and staff who can relate to the diverse communities of London.

As a result our goals are ambitious; to cut Neighbourhood crime by 20%, cutting costs by 20% and increase public confidence by 20% by 2016. To achieve this we will need a step change in the way we operate and how we are structured.

To achieve a step change in performance, cost and satisfaction the Met is undertaking a portfolio of change. Met Change is establishing the One Met Model. Four further programmes – the Commercial Strategy, Total Technology, Corporate Real Estate, and Total Professionalism – will build on the One Met Model, embedding the principles first established through Met Change.

Total Technology is a transformational programme of work that will provide modern IT for our workforce. Changes will enable us to use more technology out of the office, reduce re-keying of information and improve the IT systems and hardware all at a lower cost.

Corporate Real Estate (CRE) is reducing our estate by a third and cutting operating costs. By rationalising our estate we will be able to deliver savings but also, as importantly, free up capital to invest in new buildings and technology that are fit for purpose for the future of the Met.

Commercial Strategy manages both the renewal and market testing of some services. The programme will ensure the Met has effectively identified service requirements and is well positioned with the market to be an effective and intelligent client.

Total Professionalism focuses on our people, values and behaviours. These are central for ensuring all the changes are successful. We are adapting our systems of reward and recognition to ensure we support the right behaviours to make change successful.

BACKGROUND TO OCCUPATIONAL HEALTH

Optima Health is a specialist occupational health and wellbeing service provider with over 25 years’ experience. Optima works in partnership with over 300 private and public sector clients including Police Scotland, HM Prison Service, National Crime Agency, Scottish Ambulance Service and the NHS. Optima Health has delivered the Met’s OH service since 1 May 2017.

OH has changed to ensure we have the flexibility to respond quickly to the changing demands for the types of OH services required in today’s dynamic operational environment and be able to upscale to provide the additional services demanded during a major incident. Working with our service delivery partner, Optima, will enable the step change required to provide the resilience and scalability needed to support the Met in delivering the challenges set out in the One Met Model 2020 and People Strategy.

The Head of Occupational Health is responsible and accountable for the strategic delivery of occupational health and wellbeing across the MPS. The Head of Occupational Health is also responsible for the delivery of improved health mediums that are aligned to the Health and Wellbeing Strategy.

Job title: Occupational Health Business Manager (12 Month Fixed Term Contract)

Salary: £32,627 to £41,072 plus £2,930 location allowance. You will receive £32,627 the band minimum. Progress to the band maximum of £41,072 will be via incremental progression

Location: Met Wide (mainly NSY, ESB & Lambeth)

Responsible to: Head of Occupational Health

Job Purpose

The Occupational Health Business Manager (OH BM) will play an integral role in supporting the Head of Occupational Health in the strategic design and delivery of occupational health (OH) services within the MPS. The OH BM will be expected to lead on managing the commercial relationship with our outsourced OH provider and other third party agencies in order to deliver value for money health and wellbeing services to the MPS.

The post holder will be expected to exercise initiative, prioritise conflicting work demands and communicate effectively, verbally and in writing, with the multi-disciplinary team, internal departments and external stakeholders to ensure continuity in achieving excellence in client care.

Main duties

Main duties include:

• Leading on the business relationship between Optima and the MPS in line with the contractual agreement between both parties.

• Undertake reviews of service changes; negotiate with supplier(s) to ensure operational needs are met and value for money delivered.

• Lead on improving data quality within the business on OH services and ensure that information is provided to enable the organisation to meet its objectives in relation to improving the health of its people.

• To lead in the development of support services or systems required to assist in the delivery of occupational health and wellbeing services.

• Work in partnership with the outsourced provider in regard to future system developments (Cohort) and ensure integration with the other MPS intelligent systems.

• To develop and lead on effective project plans as well as co-ordinate project work strands.

• Produce project reports, briefing notes and other OH related reports, e.g. benefits realisation reports as required.

• Delivery of the People Strategy - Supporting the HR Leadership Team in driving improvements to the Met’s culture, values and behaviours.

• Work with the Commercial Contract Manager in commercial discussions with the supplier ensuring overall contractual compliance and management of supplier obligations.

• Attend contract governance meetings and ensure delivery of reporting outcomes making sure there is compliance with contract and contractual risks are managed in accordance with contract and any MPS corporate standards/templates

• The OH BM will manage contractual change requests, once agreed between both parties, in line with the MPS Change Control Mechanism.

• The OH BM will be responsible for the analysis of service provider’s KPIs against the commercial pricing model and will be expected to identify breaches of contract and challenge these seeking remedial action as required.

• The OH BM will be expected to manage business and commercial risk and escalate where necessary.

• The OH BM will be responsible for MPS retained document management and governance on behalf of the Head of OH, of clinical records owned by the MPS. They will be required to ensure records are stored in line with the MPS document retention periods.

• Work closely with finance on behalf of the Head of OH (the budget holder) to monitor and review spend, undertake budgetary forecasting and ensure ‘bronze, silver and gold services’ expenditure is within budget.

• Deputise for the Head of OH in their absence in regards to non-clinical matters.

Skills and Knowledge

Skills

• Excellent communication skills to enable high quality written skills and the ability to work with a number of senior stakeholders at a senior level.

• The ability to produce high quality reports, papers and service reports for the OH business to members of the Met Executive, senior HR team and staff at all levels of the organisation.

• Highly developed project management skills with an ability to deliver at pace and to deadlines.

• Strong IT skills and proficient at Excel and Word.

• Strong and independent relationship management, forming effective working relationships across a wide range of people and groups, engaging confidently with the business at the required level, managing the HR and OH brand.

• Ability to work flexibly in managing a range of activities and able to work independently and as part of a team.

• Ability to lead on a number of complex commercial and business work streams independently.

• Strong leadership skills.

Knowledge

• A strong knowledge of health and wellbeing agendas within the police service or large public sector organisation.

• Broad knowledge across a variety of areas in finance and HR.

• Deep understanding of how things work in a large public sector organisation and the barriers to change.

• Harnessing IT; a very good practical knowledge of Excel.

• A good understanding as to the role and purpose of occupational health within an organisation.

• Project management qualification or a willingness to undertake (e.g. PRINCE).

Experience

• Experience of working alongside outsourced providers within the public sector arena.

• Experience of working within an occupational health setting or a strong understanding of occupational health in the police service or wider public sector.

• A proven track record of handling and resolving complex problems with high profile customers and delivering interventions to enhance customer service.

• Experience of writing reports and briefing papers for high level stakeholders.

• Experience of managing financial and procurement matters.

• Experience of delivering projects at a strategic level.

Please note that individuals with previous MPS service who left the MPS as a result of a corporate Early Departure Scheme [where compensation was awarded e.g. redundancy] are not eligible to submit an application to re-join the MPS in any police staff role for a period of 5 years from their date of leaving the organisation.
