The form also requests that certaindocuments be emailed to you. I will address each of the requests below:
1) The Committee operates as an advisory committee to the Board of the Public Employees’ Retirement System (PERS’Board). As such, the Committee does not have an operating budget separate from PERS as the Committee is staffedby PERS’ employees and administered through PERS as it performs a function completely within the duties of PERS. Therefore, I have not attached an operating budget.

ADVISORY COMMITTEE MEETING MINUTES
October 26, 2011

The agenda for this meeting was posted at PERS, 693 West Nye Lane, Carson City;
5820 South Eastern Avenue, Suite 220, Las Vegas; 7455 West Washington Avenue,
Suite 150, Las Vegas; Reno Tahoe Airport Authority Fire Department, 1910 National
Guard Way, Reno; and Clark County Fire Department, 575 East Flamingo Road, Las
Vegas.
The meeting was called to order at 10:48 a.m. at the Public Employees’ Retirement
System Office, 5820 South Eastern Avenue, Suite 220, Las Vegas, Nevada.
Members present: Rich Tiran, Bill Ames, Brian Allen, Brett Fields, and Brian
Wolfgram. Members absent: None.
I. PUBLIC COMMENT
None
II. COMMITTEE
A. On a motion by Brian Wolfgram, seconded by Brian Allen, the
Committee voted unanimously to elect Rich Tiran as Chairman of the
Committee. On a motion by Rich Tiran, seconded by Brett Fields, the
Committee voted unanimously to elect Brian Wolfgram as Vice
Chairman of the Committee.
B. On a motion by Rich Tiran, seconded by Bill Ames, the Committee
voted unanimously to approve the Minutes of the PFRFAC meeting
held July 28, 2011.
C. No changes were made to the PFRFAC 2012 meeting dates.
D. PFRFAC conference dates were discussed.
E. Staff provided the Committee with 2011/2012 Retirement Board
Meeting dates.

III. NEW BUSINESS
A. City of Fallon
1. Police Captain
On a motion by Bill Ames, seconded by Brian Allen, the Committee
voted unanimously of those present to recommend promotional
coverage for the Police Captain position with the City of Fallon.
B. Storey County
1. Chief of Alternative Sentencing Officer
On a motion by Brian Wolfgram, seconded by Brett Fields, the
Committee voted unanimously to recommend approved coverage for
the Chief of Alternative Sentencing Officer position with Storey
County.
C. City of Boulder City
1. Division Chief of Operations
On a motion by Rich Tiran, seconded by Brian Wolfgram, the
Committee voted unanimously to recommend promotional coverage
for the Division Chief of Operations position with the City of Boulder
City.
IV. GENERAL
A. Education – Police/Fire Committee and Process
Tina Leiss, Operations Officer, presented an overview of the above
topic.
B. Staff Reports
Tina Leiss, Operations Officer, advised the Committee that Rusty
McAllister was appointed to the Retirement Board after the July 2011
Committee meeting. Katherine Ong was appointed as the retiree
member prior to that meeting. Ms. Leiss mentioned that the actuarial
valuation will be presented to the Board at its November meeting. She
told the Committee that there was a bill during the 2011 legislative
session requesting that a study be conducted of the System through the
legislature. Ms. Leiss advised the Committee of lawsuits currently
pending against the System. Ms. Leiss stated that PERS complies with
GASB requirements and that changes are being considered by GASB
on how employers will report pensions on their financial statements.

System Office, 693 W. Nye Lane, Carson City, Nevada. Members present: Bill
Loncar, Rusty McAllister, John Chase, and Bill Ames. Members absent: Rich Tiran.
Bill Loncar called the meeting to order and welcomed Bill Ames as the newest
member of the Committee.
I. PUBLIC COMMENT
None
II. COMMITTEE
A. On a motion by John Chase, seconded by Rusty McAllister, the
Committee voted unanimously of those present to postpone the
election of PFRFAC Chairman and Vice Chairman until the October
2011 meeting.
B. On a motion by Rusty McAllister, seconded by John Chase, the
Committee voted unanimously of those present to approve the Minutes
of the PFRFAC meeting held May 12, 2011.
C. No changes were made to the PFRFAC 2011/2012 meeting dates.
D. PFRFAC conference dates were discussed. Rusty McAllister, Rich
Tiran, and Bill Loncar are the next Committee members eligible for
conference attendance.
E. Staff provided the Committee with 2011 Retirement Board Meeting
dates.

III. NEW BUSINESS
A. City of Henderson (For Possible Action)
1. Alternative Sentencing Officer
On a motion by John Chase, seconded by Rusty McAllister, the
Committee voted unanimously of those present to recommend
approved coverage for the Alternative Sentencing Officer position
with the City of Henderson.
B. White Pine County 474 Fire Protection District (For Possible Action)
1. Firefighter I/EMT—Intermediate
On a motion by John Chase, seconded by Rusty McAllister, the
Committee voted unanimously of those present to recommend
approved coverage for the Firefighter I/EMT—Intermediate position
with the White Pine County 474 Fire Protection District.
2. Firefighter II/EMT—Intermediate
On a motion by Rusty McAllister, seconded by John Chase, the
Committee voted unanimously of those present to recommend
approved coverage for the Firefighter II/EMT—Intermediate position
with the White Pine County 474 Fire Protection District.
C. State of Nevada, Department of Public Safety (For Possible Action)
1. Lieutenant Colonel
On a motion by Bill Loncar, seconded by John Chase, the Committee
voted unanimously of those present to recommend promotional
coverage for the Lieutenant Colonel position with the State of Nevada,
Department of Public Safety.
IV. GENERAL
A. Education – Disability Process
Tina Leiss, Operations Officer, presented an overview of the above
topic.
B. Staff Reports
Tina Leiss, Operations Officer, advised the Committee that there is a
new Retirement Board member. Katherine Ong has been appointed as
the retiree member for a four-year term. Charles Silvestri served on

the Retirement Board for 12 years. Ms. Leiss mentioned that a request
for nominations for two Police/Fire Committee positions (Bill Loncar
and John Chase) has been sent out. Staff received one response for
Mr. Loncar’s position and will be working to fill Mr. Chase’s position.
Ms. Leiss gave the Committee information regarding the September
planning seminar. She reported that the System had a 21 percent
return last fiscal year (FY11) and reminded the Committee that PERS
does a five-year smoothing of investment returns. She indicated that
there was only one legislative bill of any substance that affected PERS.
It was a bill requesting that a study be conducted of the System
through the legislature. Ms. Leiss told the Committee that a
contribution rate increase started in July and PERS is receiving
certification forms indicating whether employers are going ―in lieu of‖
or ―reduction.‖ Those certification forms will be posted on the
website.
Brian Snyder, Director of Employer and Production Services, stated
that this was the busiest time of year for his staff. July retirements
have just been processed; there were 560 for the month of July. Staff
is gearing up for a big September retirement rush. They have received
650 retirement applications so far and estimate they will have over
800. He told the Committee that his staff is working on compiling
information for the member annual statements and that they will be
sent out to members. Mr. Snyder indicated that this is the last
Committee meeting for John Chase and Bill Loncar. Mr. Chase has
served on the Committee since 2007 and has been a great Committee
member. He has been very helpful and PERS appreciates his
commitment to and time on the Committee. Mr. Loncar was originally
appointed in 1989 and has served for 22 years. He has reviewed 300
Police/Fire applications, attended 89 Committee meetings, and served
on the Committee through three Executive Officers, four Operations
Officers, and four Division directors. PERS appreciates Mr. Loncar’s
commitment and help and all the years he has been on the Committee.
We wish him well in his retirement.

F. Committee comments or requests
Bill Loncar stated that everyone he talks to, who work with PERS,
indicates that the System is the best agency to work with, PERS always
has answers, and there is no run around. Mr. Loncar said they
appreciate it and PERS does a great job and there are no complaints.
John Chase stated that he has enjoyed the last four years and that he
will walk away with an increased awareness and a greater appreciation
for the PERS system. He has a higher level of confidence in the way
PERS is managed. Mr. Chase thanked the Committee and staff. He
said that staff has always been enjoyable to work with and very
responsive to any questions he has had.

On a motion by Rusty McAllister, seconded by John Chase, the
Committee voted unanimously of those present to recommend
promotional coverage for the Chief Officer—Public Safety (Fire) and
Chief Officer—Public Safety (Police) positions with the City of Las
Vegas.

A. Education – Contribution Plans: A History and
Constitutional, Federal, and State Benefit Limitations & Requirements
Tina Leiss, Operations Officer, presented an overview of the above
topics.
B. Staff Reports
Tina Leiss, Operations Officer, gave the Committee a legislative
update on bills being tracked by the System during the 2011 session.
Ms. Leiss mentioned the current vacancy on the Committee.
Brian Snyder, Director of Employer and Production Services, told the
Committee that staff is working on the Police/Fire reconciliations. Mr.
Snyder stated that group training would be provided to employers for
wage and contribution reports. He advised the Committee that
employers are being asked to report all employees, even ineligible
employees.
