CHAPTER I
Purpose of the Report
As per the “Sub Para (ii)” of “Para 10” of EIA Notification 2006, it is stated that “It shall be
mandatory for the project management to submit half-yearly compliance reports in respect of the
stipulated prior environmental clearance conditions/safeguards in hard and soft copies to the
regulatory authority concerned, on 1st June and 1st December of each calendar year” and as per
compliance of condition mentioned in Environment Clearance Letter (i.e. Part B General Condition,
point number II), Six monthly compliance reports should be submitted to the Punjab State Pollution
Control Board and Regional Office, MOEF, GOI, Northern Region, Chandigarh and a copy to the
Regulatory Authority of Punjab.
It is mandatory to submit a Six Monthly Compliance Report to show the status & compliance of all
the Conditions mentioned in Environment clearance Letter, along with monitoring of various
Environmental Parameters (as per CPCB Norms).
The regulatory authorities in this case are Punjab State Pollution Control Board, Regional Office-
MoEF (Chandigarh) and Punjab SEIAA.
Based on the Specific and General Conditions mentioned in the EC Letter, a Compliance Report
was prepared by the Team on behalf of Project Proponent; details of which are present in Chapter
– “Compliance Report”.
Methodology for Preparation of Report is as follows:
1. Study of EC Letter & Related Documents,
2. Site Visits by a Team of Experts,
3. Monitoring of Environment Parameters, viz. Ambient Air, Water, Noise, Soil & DG Sets,
4. Analysis of Samples collected during Monitoring,
5. Interpretation of Monitoring Results,
6. Compliance Report, explaining the entire General & specific conditions in the EC Letter and
providing details w.r.t. each condition/ guideline.
CHAPTER II
1. Introduction
The proposed project is “New Passenger Terminal Building” at Chandigarh Airport (Mohali Side)
being developed by Airports Authority of India.

“New Passenger Terminal Building” at Chandigarh Airport, (Mohali Side). The Project has
built up area of 39,600 m2 .The project have the following salient features:-

CHAPTER III
1. Current Status of the Construction/Establishment Work –
We have complied with all the Environmental/Safeguard condition of Construction Phase
during construction of the project. Now the construction work is overall completed and the
Project is in Operation Phase. We have obtained Consent to Operate from Punjab Pollution
Control Board for the same.

Point – Wise Final compliance of the stipulated environmental Conditions:

(ii) Project proponent shall provide the rain
water harvesting to recharge the ground
water.

(iii) Treated sewage shall be recycled for
flushing/ gardening proper duel plumping

flushing/ gardening purpose.
(iv) All the recommendation of the EMP shall
be complied with letter and spirit. All the
mitigation measures submitted in the EIA
report shall be prepared in a matrix format
and the compliance for each mitigation
plan shall be submitted to RO, MOEF
along with half yearly compliance report.
Environmental safeguards and monitoring are
being scheduled and EMP has been implemented.

(v) At least 2 to 5% of the total cost of the
project shall be earmarked towards the
corporate social responsibility (CSR) and

(vi) Sewage and other liquid effluent generated
from the airport including from the existing
terminal should be treated as per the norms
laid down by state/ UT Pollution Control
Board. The treated sewage shall be
recycled for flushing/ gardening, proper

permissible limits which is being used for flushing,
gardening etc.
(vii) Solid waste generated shall be properly
collected, segregated and disposed as per
the provision of solid waste (Management
& Handling) Rules, 2000.
Solid waste generated is being collected in
different color bins. Recyclable material shall be
sold and the wet garbage will be sent to Municipal
Landfill site.
(viii) Noise should be controlled to ensure that it
does not exceed the prescribed standard.
During night time the noise level should be
measured at the boundary of building shall
be restricted to permissible level to comply
with the prevalent regulations.
All suitable noise abatement measures has been
adopted. The DG sets used during construction
phase are acoustically enclosed according to
Central Pollution Control Board norms. All D.G
sets has been kept acoustically enclosed.
(ix) Installation and operation of DG sets if any
shall comply with the guidelines of CPCB.
Installation and operation of DG sets are
complying with the guidelines of CPCB in order to
minimize noise level.
(x) Energy conservation measures shall be
taken up as ECBC 2009.
Energy conservation measures has been taken
during construction phase. Energy efficient
equipments are being used.
(xi) Parking provision shall be provided as per
the National Building Code of India, 2005.

features of local architecture in and around
the area as well as take special measures to
highlight the Indian antiquity through a

Indian architecture in and around the terminal
building.
(xiv) Necessary permission shall be obtained for
drawing ground water from competent
Authority prior to construction/operation of
the project.
Water tanker supply is being used and ground
water shall not be extracted as treated water is
being used during construction/operation phase.
(xv) Under the provision of Environmental
(Protection) Act, 1986. Legal action shall
be initiated against the project proponent if
it was found that construction of the project
has been started without obtaining
environmental clearance.
Construction has been started after obtaining
Environmental Clearance vide letter no. 10-
11/2011-IA.III from Ministry of Environment &
Forests dated 11 June, 2012.

(xvii) Rainwater harvesting shall be provided to
recharge the ground water.

GENERAL CONDITIONS
(i) Provision shall be made for the housing of
construction labour within the site with all
necessary infrastructure and facilities such

Chandigarh regarding the implementation
of stipulated conditions.

xxvii The ministry of Environment & Forests or
any other competent authority may
stipulate any additional conditions or
modify the existing ones, if necessary in
the interest of environment and the same

B. Particulars of Consent to Operate granted to the industry
C. Main Conditions:1. The consent is issued for the discharge of effluents as per details given below from the premises of the New
Passenger Terminal Building through the out-let(s) authorized by the Board:

6. The Airport Authority shall treat wastewater in the STP.
7. The Airport Authority shall provide EMF on source of water supply to measure the quantity of water consumed and
record for the same shall be maintained.
8.The Airport Authority is bound to comply with the conditions of environmental clearance granted to it by the
Competent Authority in an area of the New Passenger Terminal Building i.e. 138562 sqm.
9.The effluent discharged through the authorized outlet shall conform to the standards prescribed by the Board as per
Board's Notifications issued from time to time for such discharges.
10.(i)The Airport Authority shall regularly operate and maintain the sewage treatment facilities to ensure that the
treated effluent conforms to the standards laid down by the Board for such discharges.
(ii)The Airport Authority shall irrigate the green belt within the New Passenger Terminal Building with the treated
wastewater only and no fresh water will be used for this purpose. The Airport Authority shall make adequate
arrangements i.e. lay down separate network of pipelines for this purpose.
(iii)The Airport Authority shall utilize its treated wastewater for irrigation of green lawns / belts/cooling makeup and
for flushing purposes within the complex.
(iv)The Airport Authority shall lay down pucca distribution network/pipe grid from the STP to the various green

lawns / stretches for utilization of treated domestic effluent onto land for plantation / irrigation.
11.The authorized outlet and mode of disposal shall not be changed without the prior written permission of the Board.
12.The Airport Authority shall install separate energy meter for its sewage treatment plant and maintain the record on
daily basis of consumption of energy for the running and maintenance of sewage treatment plant.
13. The adequacy and efficacy of the sewage treatment plant will be the entire responsibility of the Airport Authority.
14.The Airport Authority shall provide a buffer zone of green belt (dense populated trees with pleasant fragrance)
around the sewage treatment plant, so as to reduce the effect of odour problem on the commercial complex.
15.The Airport Authority shall maintain the record of operation of sewage treatment plant, on daily basis and submit
the same to the Board on monthly basis by the fifth of the following month.
16.The Airport Authority shall get the treated wastewater analyzed from Board's Laboratory/ approved laboratory four
times in a year and shall submit the analysis report to the Board.
D. General Conditions:1.The Airport Authority has been approved by the Board from pollution angle and the project proponentshall obtain the statutory clearances / permissions from all other concerned departments.2.The Airport Authority shall not discharge the treated effluent into any drain.3.i)The Airport Authority shall apply for renewal of consent before expiry of the consent. ii)The issuance of this consent does not convey any property right in either real or personal property, orany exclusive privileges, nor it authorize any injury to private property or any invasion of personal rights,nor any infringement of Central, State or Local Laws or Regulations. iii)The consent does not authorize or approve the construction of any physical structures or facilities forundertaking of any work in any natural water course. iv)Nothing in this consent shall be deemed to preclude the Airport Authority of any legal action nor relievethe applicant from any responsibilities, liabilities or penalties to which the applicant is or may be subjectedunder this or any other Act. v)During the period beginning from the date of issuance and the date of expiration of this consent, theapplicant shall not discharge floating solids or visible foam.4.Any amendments / revisions made by the Board in the tolerance limits for discharges shall be applicable tothe New Passenger Terminal Building from the date of such amendments / revisions.5.The Airport Authority shall not use any unauthorized out-let(s) for discharging sewage from its premises.6.Any upset conditions in the premises of the New Passenger Terminal Building, which is likely to result inincreased effluent and / or result in violation of the standards laid down by the Board shall be reported to theEnvironmental Engineer, Punjab Pollution Control Board, Regional Office, S.A.S. Nagar through fax underintimation to the Board failing which any stoppage and upset conditions that come to the notice of theBoard/its officers, will be deemed to be intentional violation of the conditions of consent.7.The diversion or bye pass of any discharge from facilities utilized by the applicant to maintain compliancewith the terms and conditions of this consent is prohibited except.(i)Where unavoidable to prevent loss of life or some property damage or(ii)Where excessive storm drainage or run off would damage facilities necessary for compliance with termsand conditions of this consent. The applicant shall immediately notify the consent issuing authority inwriting of each such diversion or bye-pass in accordance with the procedure specified above.8.The Airport Authority shall ensure that no water pollution problem or public nuisance is created in thearea due to discharge of effluents from its premises.

9.The Airport Authority shall make necessary and adequate arrangements to hold back the effluent in case offailure of sewage treatment plant.10.The Airport Authority shall provide terminal manhole at the end of collecting system and a manholeupstream of final outlet (s) out of the complex for measurement of flow and for taking samples.11.The Airport Authority shall submit the compliance report of consent conditions to the Board to ensurethat adequate arrangements for treatment & disposal of sewage and solid waste have been made.12.The Airport Authority shall also provide proper and adequate arrangements for rainwater harvesting totake care of ground water re-charging in the area.13.The Airport Authority shall develop green belt as per the approved bye laws of PUDA/Deptt. of LocalSelf Govt.14.The Airport Authority shall furnish returns of water consumption as required u/s 5 of Water (Prevention& Control of Pollution) Cess Act, 1977 and comply with the provisions of the Water (Prevention & Controlof Pollution) Cess Act, 1977.15.The Airport Authority shall make adequate & appropriate arrangements for segregation and treatment ofsolid waste, as per the provisions of the Municipal Solid Waste (Management & Handling) Rules, 2000.16.All underground water retaining structures shall be lined with an impervious layer so as to avoid seepageand contamination of sub-soil/water.17.This consent is valid upto 31/03/2016 only and the validity of the same would be extended as perprevailing policy of the Board, as and when the authority complies with the above said consent conditions.18. B. Particulars of Consent to Operate of the industry
A. MAIN CONDITIONS 1.This consent is valid for operation of New Passenger Terminal Building at Chandigarh Airport (Mohali side) at
Village Jheurehri, Distt. SAS Nagar in an area of 138562 sqm.
2.The Airport Authority shall apply for extension in validity of consent atleast two months before expiry of the
consent.
3.The Airport Authority shall not consume any fuel except HSD in its DG sets of capacity 1500 KVA (4 nos.) and
1250 KVA (2 nos.) for burning purposes without the prior written permission of the Board.
4. The Airport Authority shall ensure that no air pollution problem or public nuisance is created in the area due to
discharge of emissions from the New Passenger Terminal Building.
5. The Airport Authority shall ensure that concentration of suspended particulate matter in the flue gas emissions does
not exceed the standards prescribed by the Board.
6.The Airport Authority shall comply with the provisions of Noise Pollution (Regulation & Control) Rules 2000.
7.The Airport Authority is bound to comply with the conditions of environmental clearance granted to it by the
Competent Authority in an area of New Passenger Terminal Building i.e. 138562 sqm.
B. GENERAL CONDITIONS 1.The Airport Authority has been approved by the Board from pollution angle and the Airport Authority shall obtain
the statutory clearances / permissions from all other concerned departments.
2.Nothing in this consent shall be deemed to preclude the Airport Authority of any legal action nor relieve the
applicant from any responsibilities, liabilities or penalties to which the applicant is or may be subjected to under this
or any other Act.
3.Any amendments/revisions made by the Board in the emission/stack height standards shall be applicable to the
Airport Authority from the date of such amendments/ revisions.
4. The Airport Authority shall not discharge any fugitive emissions. All gases shall be emitted through a stack of
suitable height, as per the norms fixed by the Board from time to time.
5.The Airport Authority shall provide sufficient thick green belt within the New Passenger Terminal Building as per
the norms of PUDA.
6.The Airport Authority shall comply with any other conditions laid down or directions issued by the Board under the
provisions of Air (Prevention & Control of Pollution) Act, 1981.
7.The Airport Authority shall put up display board indicating Environment data as per prescribed performa at the main
gate of the New Passenger Terminal Building.

8.The Airport Authority shall obtain authorization under the Hazardous Waste (Management, Handling & Trans
Boundary Movement) Rules, 2008 for the generation of spent oil generated from the DG set.
9. a)The Airport Authority shall discharge all gases through a stack of minimum height as specified in the following
standards laid down by the Board.
(i) Stack height for diesel generating sets:

b) The Airport Authority shall put up enclosure (Canopy) around its DG sets and also provide stacks of adequate
heights as per norms prescribed by the Board and shall ensure the compliance of the instructions issued by the Board
vide office order no. Admn./SA-2/F.No.783/2010/448 dated 8/6/2010 regarding DG sets.
10.This consent is valid upto 31/03/2016 only and the validity of the same would be extended as per prevailing policy
of the Board, as and when the authority complies with the above said consent conditions.
11.The Board reserves the right to revoke this ‘consent to operate’ at any time in case the Promoter is found violating
any of the conditions of this consent and/or the provisions of Air (Prevention & Control of Pollution) Act, 1981 as
amended from time to time.
