1. The Committee was constituted on 17th July, 08

2. The first meeting took place on 05.08.08 & the second on 18.08.08. Minutes was circulated wide office letter dated 02.09.08

3. Main points on which action has to be taken are as under:

Minutes of the 2nd Meeting of the “Committee for suggestions/

recommendations on MPD‐2021 AD” held on 18.8.2008 with 1) Ms. Arti Mehra, mayor; 2) Mr. Subhash Arya, Chairman, of the Committee 3) Mr. K.S. Mr. R.G. Gupta, gave presentation in 68 Power Points Slides specially on the following main topics along with others:

1. Powers from MCD Act and Master Plan of Delhi, ‐2021 AD 2. Preparation of Plans with the help of Councilors based on actual surveys,

discussions and transparency on websites. 3. Plans of: (i) 272 Wards/Sub Zonal Plan; (ii) Many Special area plans (iii)

More than 1600 Plans of Unauthorised Residential Colonies; (iv) 18 Unauthorised Industrial Colonies; (v) Hundreds of Villages, (vi) All Census Towns, (vii) Many Informal Markets; (viii) Few Service Centres, (ix) Adequate No. of Parking lots, (x) Hundreds of Banquet Halls etc.

4. Many Projects of Trans Yamuna area including Sanction of Layout and building Plans “online” with the help of a Software to be acquired.

5. Housing Projects especially in Resettlement Colonies where more than 2,00,000 plots with low density and mostly poor houses are there.

6. Projects of Slum & JJ Department where there can be more than 30 commercial projects, along with other projects.

7. Important policies from NCR & MPD‐2021 AD; (i) Land Policy, (ii) Development of Sub‐Standard areas, (iii) Implementation of 7 Planning Instruments, (iv) Planning and Construction of housing for the poor; (v) Special Provision for services and repair centres.

In NCR documents there are many other policies namely (i) Foreign Direct Investment Guidelines (ii) Special Economic Zone (iii) National Housing and Habitat Policy 1998 (iv) Others.

8. Most important presentation was “Dimensions and Names of Projects to be planned, developed and executed up to 2021 A.D. by all the authorities including MCD. These are (i) New Housing (ii) Physical Infrastructure (a) Water (b) Sewerage (c) Drainage (d) Power (e) Tele‐communication (iii) Social Infrastructure (a) Health (b) Education (c) Communication (d) Security‐Police (e) Safety‐Fire (f) Socio‐cultural facilities (g) Other Community facilities (iv) Trade & Commerce (v) Transport and other policies. Now, MCD should prepare 3 plans; the first up to 2012; the second up to 2017 and the last up to 2021 AD.

MEMBERS APPRECIATED THE PRESENTATION, AND DESIRED TO FOLLOW THESE. FOLLOWING DECISIONS WERE TAKEN.

Mr. V.K. Bugga, Chief Town Planner, MCD stressed and explained by giving outlines of many planning projects dealt with the help of staff of the MCD and outsource appointee. He also stressed that speed of planning is satisfactory and dealing with many projects. Based on this following decisions were taken.

1. One set of plans along with reports of 3 complexes namely – (i) Karol Bagh, (ii) Yusuf Sarai and (iii) Vasant Vihar; which are being dealt since more than 2 years be put up to the committee; for consideration & further guidelines to the Department only based on MPD‐2021 AD.

2. A list of approved plans of the last 3 years with detailed write up be put up to the committee for further necessary action; based on MPD‐2021 AD.

3. One good and modern office with facilities of (i) One full time Town Planner, (ii) One Secretary‐cum‐Steno; (iii) One Peon; (iv) One advanced Laptop with facilities of Internet and Audio Video conferencing; (v) One Projector; (vi) Essential furniture; (vii) AC; (viii) Crockery etc. be given to the Committee.

The office may be located preferably at (i) Ambedkar Stadium and (ii) Vikas Kuteer ( iii) Kashmere gate.

The meeting was ended with a vote of thanks to the Chairs.

The Presentation was appreciated and was recommended as a Guidelines for future. It was also desired to detail out the points further. Points which were raised by Mr. Ravi Prakash Sharma and Sh.. Praveen Khandelwal may also be added in the next time presentation.

The committee considered the proposal and approved the same.
