Changes to alcohol laws means councils now have to provide evidence to show that alcohol bans are justified.

Parks and beaches throughout the old Manukau City Council area have alcohol bans in place from the old Ma-nukau council days. But many of these could potentially now be removed if there is no evidence of any alcohol related problems.

Of course, it’s bit of a paradox. A lack of evidence of any problem in areas that currently have alcohol bans may be seen as a reason to have the ban removed. But it can also be argued that the reason there is no evidence of problems is because the alcohol ban has done its job and should, therefore, remain in place.

Some places are fairly clear cut. For example, those of us in the Sunkist Bay Reserve area at Beachlands could probably put together a reasonably compelling case to keep the ban in place.

Before the ban there was a huge problem with disor-derly behaviour and hooning in cars at the reserve. This

resulted in many complaints to police and even a road-side meeting between residents and senior police officers.

Since the alcohol ban has been in place there have still been incidents, but nothing like as bad as it used to be. It’s the same at Maraetai Beach which is now a lot calm-er than it was before police patrolled the beach confiscat-ing any alcohol they found.

But with many less well known and less popular beaches, along with some of the smaller neighbourhood reserves,it may be less clear cut.

It’s early days in the process and there’s no need to get overly excited just yet. But at some stage the Franklin Local Board will be asking local communities for their input on whether bans should remain at their local re-serves.

So start collecting evidence. If there are incidents note the date, time and place. Better still, call the police. Start putting together a dossier and have it handy when the Local Board comes calling.

Otherwise it might be a return to the good old days of drunken louts, late night parties and squealing tyres.

Franklin Local Board’s budget may be so small it’s probably kept in a biscuit tin under the chairman’s desk, but its meeting agendas keep on getting bigger and bigger.

Last month’s is a whopping 229 pages (mostly reports and appendices) and full of mind numbing statements such as the following, which is part of a funding request from Te Whangai Trust to the Franklin Local Economic Development Board: “Assist in establishing a pathway for council environmental procurement to allow the inclusion of community social and cultural good achieved to be a consideration alongside price in contracted environmental council services.

Anyone got any idea at all what that actually means?

And I love the council’s optimism. The same agenda has a progress report on council capital expenditure projects in Franklin. It’s helpfully colour coded. Green is “No Significant Issues.” Orange is “Has Issues But Are Be-ing Managed.” Red is “Unresolved Issues Needs Escala-tion.”

And guess what? All 69 projects have a green sticker! Most of these projects are only at the “detailed design” state. Some are only at the “concept” stage.

So, yes, I DO have a significant issue with all of these: Will they ever receive funding and will any of them ever get past the design stage any time in our lifetimes?

It’s easy to come up with a concept plan. But show me the money.

Alcohol bans under threat from new laws

I am disappointed in the vote and views of our local councillor, Bill Cashmore, on the planned Ports of Auckland reclamation and the council’s 10 year plan.

With the Ports of Auckland reclamation plan, I very much side with the views expressed by Sir Stephen Tindall. The way Bill Cashmore and other councillors voted is very shortsighted and not what I suspect the vast majority of Aucklanders wanted from their elected members.

On the second issue, Bill wrote an article in the PC Times strongly supporting the Plan to increase rates by an average 3.5% over the next 10 years and to reduce the amount businesses pay.

While I note there is a plan to reduce the rate of lifestyle block rates nevertheless over the last four to five 5 years Whitford rate increases have been capped at the 10% amount (so much for Mayor Len Brown 2.5% promise!)

We now pay $4,174 pa in rates basically for a weekly rubbish collection and roading.

Other services are provided but if these were on a user pays basis then we would pay nothing.

There are no footpaths, water, sewage, street lighting etc out here in Whitford. (I’m not suggesting that we want these!)

To think over the next 10 years our rates on a compound basis will go up around 40% is a frightening prospect – given a current annual inflation rate of 0.8%.

From Bill’s reported comments, he seems to have been captured by the views and ideas from the Auckland City Council bureaucrats who appear to have little regard to living within the financial constraints required in today’s environment.

I must also comment on the financial folly of the City Rail Link. Who knows what the final cost will be – $3-4 billion, and for what ? Only 1.6% of Aucklanders presently use rail and it’s hard to imagine the figure increasing that much, certainly not enough to justify the huge cost.

As an elected councillor surely Bill Cashmore needs to reflect the views of the ratepayers in his area and not just his personal views. At the very least he should seek the support of the Franklin Local Board members. Ideally on such important issues as raised above he needs to poll ratepayers in his constituency.

Disappointed with councillor’s vote, views

Last Friday started as a routine day for the crew of Coastguard Maraetai Res-cue One but soon got a lot busier.

The day began with the rescue boat being sent to to tow a 28 foot yacht from Islington Bay, Rangitoto Island, which had had a major engine fault and a blown out mainsail. On the way back to Maraetai after completing the job, the crew received a Mayday call from people in the water 500m from Kawakawa Bay. The rescue boat was half way there at full throttle when the order came in to stand down.

Maraetai Rescue One was then sent to Motuihe to tow a couple of 20 year olds who had got themselves over to Motuihe on their jet-ski, gone for a swim and then couldn’t get their engine started.

Luckily they were able to tie themselves to a ski lane marker and avoid being blown across Tamaki Strait.

The Maraetai rescue boat towed them to Bucklands Beach and then headed for home.

On arriving back at Maraetai, the crew saw a 30 foot yacht being washed up on the beach east of the wharf. It had broken its mooring line and was aground, side on to the sea and being pounded.

It was in less than a metre of water. Maraetai Rescue One Crew Member Frank Schomaker braved the conditions

and boarded the yacht. It was not known if someone was already onboard and injured. With some effort Maraetai Rescue One towed the yacht into deeper water and tied it up to another existing mooring.

When Beachlands’ Sheryl Witehera has her pretty long hair Shaved for a Cure by Cooper Hairdressing on March 29, she will be thinking only of her son Jackson.

The 35-year-old solo dad was diagnosed with leukaemia a year ago and is now awaiting a bone marrow transplant.

Jackson lived in Beach-lands from the age of 12, attending Beachlands School and then Howick College. In his last year of school he cycled to and from Whitford to his part time job at the Gen-eral Store Restaurant.

He also began work-ing for Seaside Meats in Beachlands where he was given a butchery apprenticeship. He later worked at Meat Cuisine in Panmure and went on to be butchery manager at Pak ‘n’ Save in Man-gere.

Early last year Jackson was about to start a new manager’s position in New Plymouth, when he sought medical advice for back pain.

“He rang me from hos-pital the day he was diagnosed - I couldn’t fathom it - I thought they must have got the results wrong,” says Sheryl.

“But no, they tested him twice just to make sure.”

“They told him that he had the worst type of leukaemia - AML which is the most aggressive and if the treatment didn’t work he might have only five weeks to live.”

Jackson has s ince spent much of the past 12 months in and out of Waikato hospital under-going radiotherapy and chemotherapy.

Sheryl says he respond-ed well to his treatment and in September was declared in remission.

But just two months later he began to feel unwell again. Sheryl describes the past year as an “emotional roller coaster” for the family.

A solo father of four young daughters, Jack-son’s children are cur-rently being cared for by aunts living in Tau-marunui.

“The whanau has re-ally rallied around. His aunts are looking after

his daughters, my lovely grandchildren, while I’m focusing on supporting Jackson through all of this,” says Sheryl.

She has now set up a link on the website www.givealittle.co.nz to raise funds for a special IV Vitamin C treatment the family hopes will as-sist Jackson in helping to fight the cancer, along-side his conventional treatment.

“The Vitamin C treat-ment is not subsidised by the Government and is expensive - nearly $200 per treatment but there have been reports of good results,” says Sheryl.

“Jackson has such a positive attitude and everything to live for with his beautiful young girls.”

“We want him to enjoy being the best dad he can be and for his girls to enjoy quality time with

him.”Jackson is currently

receiving more che-motherapy at Waikato Hospital before he can undergo a bone marrow transplant which will be carried out at Auckland Hospital in two months’ time.

Meanwhile Sheryl will lose her locks at Beach-lands Baptist Church, courtesy of Cooper Hairdressing on Sunday March 29 at 12 noon to raise money for the Leukaemia and Blood Cancer Foundation New

Zealand. All are wel-come and donations will be collected on the day or go to the Shave for a Cure website and find Sheryl Witehera under shaves.

“Shave for a Cure not only raises funds for the foundation for research and specific needs, it also raises awareness of how unrelentless this disease is,” says Sheryl.

If you would like to help Jackson directly p l e a s e v i s i t w w w.givealittle.co.nz/Jack-son’s Treatment.

Maggie Duggan outside an ebola treatment centre in Sierra Leone.

Maraetai nurse in front line of fi ght against ebolaMaraetai nurse Maggie Duggan is back in Sierra

Leone, rejoining the fight against the ebola virus. It is her second trip. She had recently returned to

New Zealand (having completed quarantine proce-dures in England) after a five week stint with the International Red Cross.

She and her family moved to Beachlands two years ago from Britain. They moved to Maraetai in April last year.

An Occupational Health Nurse, Maggie has con-siderable experience working in challenging envi-ronments such as Iraq, Central and South America

“When the ebola crisis happened my skill set was perfect for what was needed,” she says.

Ebola has dropped out of the news recently, and

although the outbreak is trending downwards there are still 70 new cases a week in Sierra Leone.

“It keeps spiking, which you would expect. One case can produce an outbreak if not managed cor-rectly. They are still finding pockets and in those pockets it escalates,” says Maggie.

“If one member of a family gets it, all members of the family get it.”

“It’s quite heartbreaking when kids come in with their parents. They may have to be separated from parents who have the disease and then watch as their parents get really sick.”

She says there is no clear indication as to when the outbreak will end.

“It will last as long as it lasts. We are fighting it in so many different areas. The chain needs to be broken.”

Survival rates are improving due to early interven-tion and the early use of IV fluids, but Maggie says there is still a lot of fear about the disease.

“A lot of people deny they are affected because the thought of having it is so horrible.

“One lady buried four children and her husband before finally looking in the mirror and admitting she was ill.

Malaria levels are also high and the symptoms are similar, so many ebola victims prefer to think they just have malaria.

Maggie’s role as an occupational health nurse is different from other ebola nurses.

Her job is to look after the health workers and en-sure they are safe from the ebola disease and other tropical infections such as malaria.

Her role is to identify hazards and conduct risk assessments for those working directly with ebola victims.

She looks at how this is being done and ensures they are following correct procedures and protocols to protect themselves.

“We look at whether there are other interventions we can put in place to add an extra safety layer.

“If there is an incident then we have to investigate. Protective clothing sometimes shifts. Goggles go up, skin is exposed and you have to assess their risk.

“How long have they been in there, who have they been caring for, have they touched their face, are there any cuts on their face and if they have what were they doing in there in the first place?”

“It’s occupational health and safety. You walk through every single step, look at the risk, how high

that risk is and then make a decision,” says Maggie.

If the exposure risk was negligible/very low, it may be a case of monitor-ing the persons temperature for 21 days. If exposure risk was high, they may be put on a plane back home for quarantine and close monitoring.

Maggie’s next trip to Sierra Leone is due to start this week, although the situation changes rapidly in the ebola areas and deployments can change at the last minute.

This time she is going with a charita-ble organisation, the New York-based International Rescue Committee

“It’s a good charity and I’m happy to be going with them. I saw their advert in the US and was a perfect match.”

She is heading to Freetown where she will be staff health manager, travelling around the country looking after staff health and well-being, and ensuring they are following the correct

procedures.Maggie says ebola countries are

now getting the resources they need now but the big question is whether this will be sustainable and whether there will be investment into the health infrastructures.

Sierra Leone nurses have to work as volunteers for a year before they can be paid. Even then, they are not paid much and recognition of their skills is not high.

Prior to, and at the beginning of the outbreak,m they ahd to work without basic protctivr equipment such as gloves with some hospitals having no access to running water or soap.

“No health worker should be made to work without gloves or soap and water. It puts both the nurse and patient at risk.

“That needs to change and their places of work need to be safe places of work,” says Maggie.

Now is the ideal time of year to control moth plant before it spreads

its seeds around the re-gion.

Moth plant is an inva-sive vine that is a seri-ous pest in Auckland. It smothers existing na-tive vegetation and pos-es a significant threat to our native forests, urban reserves and gardens as it grows quickly and dominates other plants, making it difficult for them to grow.

The plant produces creamy, waxy, tubular flowers over summer, and in autumn, starts to produce large, choko-like seed pods, with each pod producing be-tween 250-1000 seeds.

When the pods dry and split, these seeds are easily spread by wind and can travel up to 30 kilometres and remain viable for many years. Removing these pods before they split is vital to limiting the spread of moth plant.

Moth plant can be eas-ily controlled by pulling out seedlings or digging out larger vines, includ-ing the root system. If your plant has pods, re-

move these and dispose of at landfill (or in your general rubbish collec-tion bag).

For vines you cannot dig out, cut the vine around 20cm above ground and apply a pi-cloram based herbicide (Vigilant or Triumph gel) along the 20cm of stem to the ground.

It is important to revis-it the area and remove any seedling re-growth and aim to re-vegetate the area with grass or plants to prevent further seedling germination.

Moth plant’s milky white sap can irritate skin, so people should wear gloves and long sleeves when doing control work and wash hands well after han-dling moth plant. The seed pods are also harmful if consumed by humans or animals.

Moth plant is required to be controlled on properties within the Hunua weed control zone.

I am not a real estate sales person so as a rule I try to avoid real estate cliches such as “rustic charm.” But it’s a cliché I can’t escape with this Carlton Cres gem.

Maraetai - For Sale: Expressions of Interest

The Zincalume and Shadow Clad exterior, open plan living, secluded garden full of native trees and shrubs, hidden walkways and board walks make it most definitely rustic. And no-one will argue that it has plenty of charm.

While on the subject of cliches there’s one I invented a while back: “Tardis House”. This is another example. It’s bigger on the inside than it looks from the outside (Dr Who fans will know what I’m talking about!).

Down a long driveway and to the front door which gives the impression you are about to enter a quaint little cottage. But step inside and you literally stop mid-stride with surprise. It enters into a room that is true open plan. In that the living area, dining area and kitchen all occupy a single huge open space. Despite being open plan, it still has an intimate feel with plenty of windows for the sun and a Metro fire for the winter nights. The kitchen is big with rangehood, stove, cooktop and plenty of bench space.

Next to the kitchen a long corridor leads to a series of bedrooms. Down the left side are two big bedrooms and a tiled bathroom with both shower and bath. On the end is a small room that could perhaps be a nursery. On the right side of the hallway is a huge master bedroom with

a floor to ceiling window that frames a magnificent view of the Maraetai forest slopes, along with access to the outside deck. There’s an ensuite and walk-in wardrobe.

Back to the main entrance and to the left is a good sized laundry and a big studio-style bedroom.

Outside a wooden deck runs along two sides of the house including the side facing the forest slopes with room for outdoor furniture and a bbq. It’s all hidden by a hedge comprising a variety of natives. On the lower level is a boardwalk that runs the width of the section to a stand alone studio or sleepout.

Carry on round the corner to a series of stepped flower or vege beds that are a work in progress, as is a raised garden area that has recently been cleared. This could be re-seeded as lawn, or landscaped for more gardens. The hidden path continues round the house and back to the top of the driveway.

This is a home in perfect keeping with its surroundings, offering maximum privacy, ideally suited to a young family or perhaps someone with artistic tendencies. I loved it.

The 120th anniversary of the sinking of the SS Wairarapa off the coast of Great Barrier Island passed almost unno-ticed except for one Maraetai local with a particular connection to the indirect outcome of the disaster.

Jim Kilgour, one of New Zealand’s leading philatelists has a pas-sion for Great Barrier Is pigeon post stamps, having been responsi-ble for the largest col-lection of the specialist genre in the world.

The advent of Pigeon Post in New Zealand came about after the SS Wairarapa maritime

tragedy which saw the loss of 130 lives on the vessel bound for Auck-land from Sydney.

The sinking highlight-ed the isolation of the island as it was 75 hours before news of the trag-edy reached Auckland.

Jim says with only a weekly steamer to Great Barrier it could take two weeks to re-ceive an answer to a letter that only had to travel 65 miles.

More than a year after the disaster, the North-ern Steamship Compa-ny organised an excur-sion so relatives of the Wairarapa’s dead could visit the graves on the island.

Jim says the New Zea-land Herald decided to use homing pigeons to fly the news report of the trip to Auckland for coverage in the next day’s edition.

A sturdy little pigeon named Ariel carried the record-weight message of that period on this occasion (five sheets of letter-sized paper) from the island, leaving Try-phena soon after 5pm and arriving in Auck-land at 6.45pm.

That message was the forerunner of the world’s most famous pigeon post.

Jim began collecting stamps 70 years ago towards the end of the second world war after his grandmother gave him a stamp album. Over the years he built up a general collection of New Zealand stamps along with a lot of stamp rarities and col-lections of World War II postal history.

But it was in the 1960s that the Great Barrier Pigeon Post became his passion.

“It was a unique sub-ject that had a complete

story to go with it - something which every philatelist aspires to,” explains Jim.

The 300 pigeon post stamps and message forms have had pride of place at many in-ternational philately exhibitions, earning Jim accolades around the world and winning him four gold medals and the grand award at philatelic exhibition in America during 1979 and various awards in New Zealand and Aus-tralia. .

One particular set of triangular pigeon post stamps in his collection has become one of New Zealand’s most unique sets.

The only one of its kind in the world, Jim’s

SS Wairarapa anniversary remembered by stamp collector

Shortly after Waitangi Day, the House resumed business for the year. I am in Wellington on Tues-days, Wednesdays and Thursdays – during sitting weeks – attending to my Parliamentary duties. On Mondays and Fridays I will continue to meet con-stituents and community groups in the Electorate.

Next month we’ll be moving to new premises lo-cated at 7 Wesley Street, Pukekohe. Located in the Pukekohe Plaza complex, the new offi ce will have ample car parking in the plaza itself and out the front of the offi ce. I warmly invite you to come and visit us when we make the move shortly after Easter.

I’ve written before about tackling the issue of cockle pillaging at Kawakawa Bay and I’m pleased to report that progress is being made. A meeting with the Min-istry for Primary Industries (MPI) and members of the community was held recently. Six action points were agreed to and a survey of cockle numbers will be car-ried out over the next two months. The Ministry has confi scated three vehicles belonging to people who were caught with numbers far exceeding the legal limit. The message is loud and clear – limits will be enforced and breaking the rules will not be tolerated.

Over the last month I’ve visited some interesting places and met some incredible people throughout the electorate. I presented the Meat & Wool Cup at the Franklin A&P show late last month. This event is well-organised and is always a pleasure to attend. On a similar note, I got the chance to see the Equine Hospital at Karaka on Sims Road. This veterinary practice is an excellent, purpose-built facility capable of performing a range of equine-related procedures. I also got to see the mobile surgical bus at the Pukekohe Hospital and even witnessed a dental procedure in action. This state-of-the-art facility is a great example of a private-public partnership setup and the Government’s focus on providing better public services for New Zealanders.

Last week I got to try out the ‘Jaws of Life’ for myself with the Pukekohe Volunteer Fire Brigade. They at-tend to over 450 incidents annually and are a great bunch of people who give their time to help others in the time of need, and I applaud their stellar work. I also visited Mrs Ruth Simpson, who turned 102 last week. What a wonderful achievement!

If you would like to make an appointment to see me, please call Barbara or Jane at my offi ce on (09) 238 5977. I am typically available on Mondays and Fri-days. I look forward to meeting and talking with you. Funded by the Parliamentary Service and authorised by Andrew Bayly MP, 12-18 Seddon Street, Pukekohe

Police are again urging residents to call 111 im-mediately they spot suspicious activity after a sto-len vehicle was dumped close to Sunkist Bay early on Monday morning and the three offenders took off in another vehicle stolen the same morning from Maraetai.

Locals called Police but the offenders had gone before officers arrived.

The dumped white Subaru Impreza station wagon was registered to a Weymouth address while the Nissan station wagon was stolen from Te Pene Rd in Maraetai earlier that morning.

“A local resident called it in after hearing vehicles and then seeing three people running across the re-serve,” says Beachlands constable Steve Webb.

Another resident later told Police he had been keeping an eye on activity down by the locked beach reserve gates for 10 or 15 minutes before the vehicle was dumped.

In another incident a Whitford resident scared off burglars who had taken cash and jewelry from their home and followed the vehicle.

“Unfortunately the resident didn’t call it in straight away and that vehicle went on to be involved in two other burglaries the same day,” says constable Webb.

“If you see something call it in immediately either to 111 or to the crime reporting line on 261-1300 .”

Love living on the Po-hutukawa Coast? Then help keep our beaches beautiful.

The community is in-vited to a beach clean up this Saturday 14 March.

“We all love summer days spent at the beach, especially the beautiful beaches on the Pohutu-kawa Coast,” says a Te Puru co-ordinator Nikki Ferigo. “Let’s help keep them looking clean and beautiful by giving an hour or two of our time to pick up and sort rub-bish.”

Nikki says Te Puru became involved with running the beach clean-up three years ago in conjunction with Beach-lands School, which had been running a beach cleanup for a number of years.

“We started the com-munity side three years ago, working in partner-ship with the school to cover as many beaches as we could because there was a need.

“We a l l walk the beaches, going fishing, swimming or paddling and see the litter. Many people pick up rubbish when they see it but there is no other com-prehensive clean up of our beaches.

“We not only pick it up,

we also record what the rubbish is and where it is found.”

The results are collated and given to Love Your Coast, an offshoot of Sustainable Coastlines, to help build a picture of what rubbish is occur-ring where in the Hauriki Gulf.

Nikki would like to see an action group formed to run more regular beach cleanups.

This year’s cleanup has received funding from Franklin Commu-nity Board to purchase re-usable gloves and rubbish sacks and Pink Bins is providing a skip.

Volunteers are asked to meet at the Te Puru Sports and Community

Centre any time from 8am to collect equip-ment . Bring s turdy shoes, sunhat and sun-screen and a re-usable water bottle

All rubbish collect can be dropped back at Te Puru by 12 noon.

On their return all vol-unteers are invited to a sausage sizzle sponsored by Meat To Please.

The top entries for the Pohutukawa Coast Chil-dren’s Environmental Art Competition will be on display at Te Puru, along with information and historical displays.

For more information or to book a bech to clean, contact Nikki at Te Puru on 536-5360
