    Key concepts:

    1. Social Contract -The idea of the social contract is one of thefoundations of the American political system. This is the beliefthat the state only exists to serve the will of the people, andthey are the source of all political power enjoyed by the state.They can choose to give or withhold this power.

    2. Pnoys Social Contract with the Filipino People is a sixteen-point agenda that lays down the vision of government in thedifferent priority areas of development.

    3. The Philippine Development Plan (PDP) 2011-2016' is thegovernment's blueprint that defines the strategies andprograms that will translate the Social Contract into efficient,
