A.Peak was formed in December 1987when Kodiak Oilfield Haulers, an organiza-tion that had specialized in rig moves, rigsupport, road and runway maintenance andgeneral oilfield trucking serviceson the North Slope from 1963onward, sold their parts andequipment to Peak AlaskaVentures Inc.,which was thenmerged with Peak Maintenanceand Equipment.

Q.Where is your companylocated? Does it have more thanone location?

A.The Anchorage office islocated at 2525 C Street in theCIRI building.Field operations are centeredin Prudhoe Bay,Kenai and Valdez,wherePeak maintains and dispatches its person-nel and equipment for construction andmaintenance contracts.

A.Mike O’Connor is president;RenateHill is vice president, finance/administra-tion; Steve Roberts,Patrick Walsh and BenCleveland are also vice presidents.

A. In December 1987 an agreement wassigned between Peak Maintenance andEquipment Co. and Anglo Alaska ServicesCo.creating Peak Oilfield Service Co.Peakis a 50 percent general partnershipbetween Cook Inlet Region Inc. andNabors Industries Inc.

A.Peak has four lines of business:

• An operation on the North Slopewhich provides oilfield trucking, rig mov-ing,heavy crane support, ice road construc-tion and other support services;

• An operation based in Kenai for plantand drilling support operations and CookInlet platform maintenance that also offersstructural and mechanical fabrication and

module construction,heavy haul-ing and lifting services;

• An operation in Valdez thatprovides tank cleaning and otherservices at the Trans-Alaska OilPipeline terminal; and

A.Precision Power is a wholly ownedsubsidiary of Peak Oilfield Service Co.Precision Power designs and constructsremote power generation systems and pro-vides energy solutions ranging from remoteArctic oilfields to isolated rural villages.

Q.Describe your essential equipmentin general terms.Purchases planned?

A.Prudhoe Bay and Kenai operations’essential equipment includes vacuumtrucks, supersuckers, cranes,manlifts, load-ers, specialty trailers, tractor units and tun-dra travel vehicles.We anticipate addingmore of these units as well as replacingolder units with new.

Q. Is your company expanding any ofits operations and/or locations?

A.Yes, in the Cook Inlet area,we areexpanding our operations to accommodateincreased customer demand for oilfield andconstruction services.

Q. Is the company changing any of itsservices?

A. In Cook Inlet we are offering supportservices specific to corrosiondetection and repairs.Also,wehave formed a civil technolo-gies division that is address-ing complex foundationrepair and soil stabilizationrequirements of our

statewide customer base.

Q.What is your company’s mainstrength, i.e. its edge over the competition?

A.Our main strengths are the depth ofworkforce experience and quality of ourequipment fleet.

Q.What new markets, clients and/orprojects did your company attract in thelast year?

A. In the Cook Inlet area we entered theheavy equipment removal and replacementmarket, the turnkey power plant market,and the foundation repair market.

Q.Has the company invested in anynew technology in the last two years?

A.We have upgraded our crane fleet inthe Cook Inlet area with the latest cranesafety features and entered the heavy haultundra transportation service.

A.These fall into two categories —remote mine construction and long dis-tance ocean ice roads.

A.The biggest obstacles usually consistof the weather and overcoming logisticschallenges while performing work inremote areas of Alaska.

A.Maintaining the quality of our work-force.

A.Our firm must adapt to politicalevents that affect the amount of investmentby oil producing companies in Alaska, theimpact of global climate change, and the

increased demand for renewable energygeneration.

A.Years ago a board member asked,“did-n’t we build that ice road last year?”He wasadvised that the roads melt annually.

A.Yes,Peak will be celebrating its 20thanniversary Dec.1,2007.

Q.What is the average length of timeemployees work for the company? Hiringfor any positions?

A.Peak does not have a high turnoverrate.The only exception to that is our staffthat works in Prudhoe Bay on the ice roads— those jobs are seasonal.Peak tries tokeep its seasonal employees working onother jobs throughout the year.

A.M-I SWACO was conceived in 1939when Harry Brown and Williard Johnsonsought new barite reserves in MagnetCover,Ark., for use as a drilling fluid weight-ing agent. In 1940, they formed the MagnetCove Barium Corp.,which was shortenedto Magcobar when Dresser Industries pur-chased the company in1949.Meanwhile, in1962 InternationalMinerals and ChemicalsCo.was formed and thenext year became IMCDrilling Mud.

Dresser acquiredSWACO in 1967,whileHalliburton acquiredIMC in 1969 and short-ened the name toIMCO.In 1986,Halliburton and Dressermerged the two companies under the nameM-I Drilling Fluids. In 1990,SWACO becamea division of M-I Drilling Fluids,which SmithInternational acquired in 1994. In 1999,Smith and Schlumberger formed the jointventure that today operates what is now M-ISWACO.

A.As a leader in the deepwater,HTHPand other harsh environments,M-I SWACOhas successfully undertaken a number ofchallenging,high-profile projects through-out the world. In Alaska,where M-I SWACOis the undisputed go-to source for both flu-ids and environmental solutions, the compa-ny has applied its technological excellenceto a major ongoing project on the NorthSlope.Since its inception, the ALPINE grindand injection project has processed more

than one million bbl of drilled cuttings andhas operated more than five years without arecordable accident.What’s more,during itsoperation M-I SWACO also has mixed nearly800,000 bbl of drilling fluid and handlednearly 16 million lbs.of bulk product.

A. Our office and shop are located inFairbanks,Alaska, at 2081 Van Horn Road.From there we oversee projects through-out Alaska, the Lower 48 and several inter-national locations.

A.We offer the design, sale and con-struction of fabric coveredsteel buildings or tensionmembrane structures. A.We erected two fabric coveredindustrial buildings on Oooguruk Islandfor Pioneer Resources. FEX at PointSimpson is another new customer, wherewe erected two buildings. One was a heli-copter hangar, which we moved aroundduring the winter as the project locationschanged.

Q.What is the most challenging jobthe company has undertaken?

A. Recently Alaska Dreams erected afabric covered structure at King Cove for

the Aleutians East Borough hovercraft pro-ject. It was challenging due to its locationand world-class windstorms.The chal-lenge was to keep on schedule despitebad weather and the logistics of gettingjob materials and manpower fromFairbanks to King Cove.The crew hadsome new experiences and handled themwith great persistence and determination!

Q.What are the biggest obstacles tocompleting work the company under-takes?

A. Finding skilled laborers willing towork responsibly. Since we work manyremote site jobs and are away from homefor extended periods, it’s tough to keepcrew members motivated after the initialtaste of adventure fades.The challenge isthat we work with materials unfamiliar tomost workers, so we’re constantly train-ing our people.

Q.What do you see as your compa-ny’s biggest challenge in the next fiveyears?

A.The main challenge will be absorb-ing the greatly increasing costs of doingbusiness — also the weak dollar andgrowing economic pressures will makeour customers think twice where tospend their dollars.

Q.What do you see as future trendsor opportunities for your companyfrom, say, political events or long-termweather fluctuations?

A. Due to the nature of our productsand innovative thinking of Meini Huser,Alaska Dreams will remain competitive inthe industrial building market. For us thepressures facing the construction indus-try are challenges and great opportuni-ties.We already have a green buildingproduct 100 percent recyclable andreusable many times over. Our materialsare environmentally safe and approved.

So far it’s about two to three years.Many of our employees like to work onan as-needed basis and some work astechnical consultants all over the world.We are always accepting applications sowe have a pool to select from as projectsdemand. A.That would have to be the GalenaEmergency Stream Bank ProtectionProject.We put in three-quarters of a mileof rip-rap along the Yukon River inGalena during the dead of winter.Wefaced minus 60-degree weather and ashort construction season.The projectinvolved drilling and shooting, ice roads,barging, Herc loads,ATV travel,Arcticconditions, trucking, material processingand many other challenging tasks.We had955 contract days to finish the project,but we finished it in 256 and won theAGC Contractor of the Year Award.

Q.What are the biggest obstacles tocompleting work the company under-takes?

A.The weather is the biggest obstacle.You try to plan based on historical data,but in Alaska you can never be assuredyou know what tomorrow will bring.

Q.What do you see as your compa-ny’s biggest challenge in the next fiveyears?

A. For us it would be addressing thechallenge of an aging work force.There isa big age and experience gap betweenthe people approaching retirement andthose replacing them.

A. Oil and gas exploration, miningexploration, and construction of a gasline will continue to provide plenty ofopportunity for our company and thestate. Of course none of this will happenwithout a stable state tax policy and rea-sonable regulatory environment.

A.We see the Legislature’s insatiabletax demands imposed on the producercompanies as the biggest obstacle. It isdifficult to plan and forecast our equip-ment and workforce needs when the pro-ducers get slammed with more and more

taxes affecting their Alaska developmentstrategies and budgets.

Q.What do you see as your compa-ny’s biggest challenge in the next fiveyears?

A. Getting through to the Legislatureand the governor.They appear to want asocialist form of government, with out-of-(our) control taxation. It is unrealistic toattack the biggest provider of state rev-

enues with huge tax increases and expectthe industry to continue to pour billionsof investments into our state.

Q.What do you see as future trendsor opportunities for your companyfrom, say, political events or long-termweather fluctuations?

A.We operate in the Arctic, so we areaccustomed to weather and the adverseeffects it can bring to a project.As men-tioned, we are also very concerned aboutthe current political situation and how itaffects the gas pipeline project.Alaskaneeds the gas line; it is as simple as that,but we don’t seem to be able to bridgethe political chasm that exists betweenreality and the government.The U.S. mustbecome more energy independent, andcontinuing to lock up ANWR and failingto build the gas pipeline are counterpro-ductive to achieving that independence.

Q. Is there a humorous story you canshare from your company’s years inbusiness in Alaska?

A. I wish there was, but frankly, theactions of our Legislature and the gover-nor in the last year and a half have takenthe humor out of our work.

Q. Does your company have ananniversary or other landmark eventcoming up?

A. In 2010 we will have been in busi-ness 40 years.

A. Overall the average is 3.3 years, butmanagement has a 12-year average.Yes,we are always hiring.

FCC Sunset Rule on AMPSaffects rural areas

The FCC has set February 18, 2008, asthe last day cellular licensees arerequired to offer analog cellular service.Most cellular licensees are abandoningAMPS due to its much higher operatingcosts relative to third generation tech-nologies like GSM or CDMA.

In metropolitan markets, abandon-ment is a non-issue, since populationdensities make a reasonable businesscase for deploying more cell sites to pro-vide both coverage and system capacity.Such is not the case in geographicallydispersed, high cost markets likePrudhoe Bay.

Most cellular companies offeringTDMA/AMPS home service or roamingthrough ASTAC in Prudhoe Bay are noti-fying their customers that they will notbe utilizing that technology after the sun-set date.

Concurrently, CDMA licensees areending roaming agreements with ASTACto provide extended AMPS coverageonce out of range of CDMA in PrudhoeBay. This takes coverage that was beingprovided by AMPS off the table.

While ASTAC has also taken thismigration path and has offered GSMroaming service for over a year now, we

intend to continue to supportTDMA/AMPS home service well past thesunset date. The decision to take a con-trarian position on this issue is driven bythe number of member companies thatdepend on TDMA/AMPS for communica-tions and safety out on the edge.

In Prudhoe Bay, the extended rangeper site provided by our TDMA/AMPS is

undisputed. ASTAC’s TDMA/AMPS ser-vice gathers a significant amount ofroaming traffic when a CDMA carrier’scustomer phone travels out of range ofCDMA service. Our home customers andother carrier’s TDMA/AMPS customersalso benefit when roaming in PrudhoeBay.

You do have choices.

Ace Transport there for Maggie move

Henry Minich,Ace Transport’sowner,was one of nearly eight entitiesincluding the military, the Alaska Zoo,Alaska Crane Service, Steve Fritz,known as the “professional elephantmover”from California, and a veterinar-ian involved in getting Alaska’s only ele-phant,Maggie, to her new home.

On November 1 Minich and “Team Pachyderm”made sure Maggie made it toElmendorf Air Force Base on time to catch her flight to California.

“Since it was an elephant, there was a lot more coordination involved,”saidMinich,“There were several meetings to plan and discuss the move.”

Size,however,was the least of their worries.Maggie weighed 8,000 pounds andthe crate weighed 9,000 pounds, for a total of 17,000 pounds.“To keep that in per-spective, a bulldozer weighs about 86,000 pounds, and ACE Transport moves dozersnearly every day,”explained Minich.

“For being my first, and probably only, elephant move I would say it went offwithout a hitch! The people involved in coordinating the move were caring, thor-ough and very professional.”

The U.S. Department of Labor’sOccupational Safety and HealthAdministration has recognizedConocoPhillips’Tyonek platform inKenai,Alaska, and Peak Oilfield ServiceCo.’s Tyonek Oil Platform Operation inNikiski,Alaska, for excellence in employ-ee safety and health.

OSHA welcomed the facilities into itsVoluntary Protection Programs at the“star,” or highest, level in a ceremony heldon the Tyonek Platform in the Cook Inleton October 17.

“The employees and managers ofthese companies have demonstrated that,through team-work and the commitmentto safety and health excellence that theVPP ‘star’ demands, work can be donesafely even in a difficult environment,”said Richard Terrill, OSHA’s regionaladministrator in Seattle.

ConocoPhillips’Tyonek Platformemployees perform operations and main-tenance functions associated with naturalgas production and processing.

Process steps include removing natur-al gas from subsurface reservoirs, treatingthe gas to remove water and particulates,and compressing and transporting thegas via pipeline to the consumer.

The platform produces approximately80 million cubic feet of natural gas, withmost of it being sent via pipeline to thecompany’s Kenai liquid natural gas plant.The company has four employees onsite.

Peak Oilfield Services providesConocoPhillips’Tyonek Platform withcontract labor and equipment for naturalgas production. Five contract employeeswork on the platform performing sup-port operations such as electrical,mechanical, housekeeping and cookingoperations.

This facility joins an elite corps ofnearly 1,800 worksites nationwide thathave earned VPP status.

OSHA awarded the “star” designationfollowing its onsite review of the facili-ty’s safety and health programs, inter-views with employees and a completetour of the worksite. OSHA has approvedthe facility’s star status for three yearsunder the agency’s VPP Corporate PilotProgram.

Crowley combining WestCoast operations

Crowley Maritime Corporationannounced in October that it’s combin-ing the company’s operations and com-mercial responsibilities for its West Coastmarine services units into one groupunder the leadership of Chris Peterson,who has been promoted to vice presi-dent,West Coast services.Peterson will now oversee all West Coastmarine operations, contract services andship assist and escort services.

Smith has been named senior vicepresident and general manager,Pacific/Alaska, and will be responsible forpetroleum distribution and sales through-out Alaska, tanker assist and escort ser-vices in Valdez and Prince William Sound,energy support services involving marineand all-terrain transportation on theNorth Slope, plus ship assist and escortservices on the West Coast and contracttowing and transportation in the Pacificand Alaska region.

“This reorganization will build on astrong and effective leadership structureand bring our executives closer to ourcustomers and employee teams,” saidCrowley.“We are confident that thesechanges will result in enhanced customerfocus, generate new creative and strate-gic thinking, and help us achieve addi-tional efficiencies across our businesslines.”

Reporting to Smith will be BruceHarland, vice president, operations,Alaska; Craig Tornga, vice president,petroleum distribution,Alaska; and ChrisPeterson, vice president,West Coast ser-vices.

Smith, a 26-year Crowley veteran, mostrecently served as senior vice presidentand general manager, petroleum services,where he was responsible for Crowley’scombined oil and chemical transporta-tion and Alaska fuel distribution business.

He joined Crowley in 1981 on theWest Coast and has held positions in oiltransportation, harbor services, tankerservices and operations before beingnamed senior vice president and generalmanager for Crowley’s Marine TransportLines subsidiary in 2002.

Smith graduated from Pomona Collegein 1977 and earned a Master of Business

Administration degree from theUniversity of California at Berkeley in1986. He is a member of the AmericanBureau of Shipping.

Crowley establishesleadership program at Webb

Crowley Maritime Corporation pre-sented a $250,000 check in October to

Crowley signs contract to build new vesselsCrowley Maritime Corporation’s Vessel Management Services subsidiary signed a

contract in September with VT Halter Marine Inc. and Dakota Creek Shipyards tobuild three articulated tug-barge,330,000-barrel tank vessels, the largest in the compa-ny’s history and the fastest in their class.

The new vessels will be delivered in yearly intervals between the second half of2011 and the first half of 2013.

VT Halter Marine will construct the barges,which will have 78 percent morecapacity than Crowley’s 650-class vessels (185,000-barrel capacity) in its shipyard inPascagoula,Miss. Dakota Creek will build the 16,320-horsepower tugs in itsAnacortes,Wash., shipyard.

Once received, the three new Jones Act ATBs (Legacy/750-1, Legend/750-2 andLiberty/750-3) will be operated in the U.S. coastwise trade by Crowley’s petroleumservices segment.These three new vessels will bring Crowley’s total ATB fleet to 17,including four 155,000-barrel and ten 185,000-barrel ATBs.

“These ATBs are being constructed to be some of the largest and certainly thefastest in the trade,”said Steve Collar, senior vice president and general manager,Technical Services.“Not only will they be able to carry 330,000 barrels of productsafely,but we also expect them to do so quickly - to the tune of 15.1 knots.”The new ATBs will feature the latest systems technology and double-hull constructionfor maximum safety and reliability.Not only will the units have the capability of trans-porting refined products,but they will also be able to carry heated cargoes.

The 750-Class barges will be 45,000 deadweight tons,600 feet in length,105-feet,six-inches in breadth and 54-feet, three-inches in depth.The fully loaded draft will be35 feet.

The tug will be one of the first of its kind built to ABS R2 classification which pro-vides a higher level of redundancy than found on a standard product tanker or ATB.There will be a bulkhead dividing the port and starboard engine rooms that allow thevessel to continue to operate on one engine in the event of a catastrophic incidentsuch as a fire in the other engine room.

The tugs meet all SOLAS and ABS criteria, and have a foam-capable fire monitor;twin-screw Wartsila electronically controlled engines generating a total of 16,320horsepower; a noise reduction package and other upgrades to increase crew comfort.The communication and navigation equipment is among the most technologicallyadvanced in the industry today.

FRBA offers3D laser scanning

In October F. Robert Bell & Associatesannounced its continued success in thefirm’s use of the Trimble GS200 3D LaserScanner.The 3D Laser Scanner allows forincreased productivity and efficiency forcivil engineering, construction, and sur-vey projects on Alaska’s North Slope,across the State, and overseas.

The Trimble GS200 is a scanning laserused to measure physical structures orlandscapes and convert them into a digi-tal format.The lasers are used for accu-rately determining level, grade, vertical

alignment, and distance.The scanner uses an oscillating laser

that paints a structure or feature with alight beam and uses the reflected data toproduce a horizontally and verticallyaccurate rendition.This dimensionallyaccurate information can be imported in2-D or 3-D CAD applications.

FRBA has already successfully com-pleted numerous survey and civil engi-neering projects with the use of thescanner.

In 2005, FRBA and Chugach AlaskaCorporation formed a Joint Venture,CMSI-Bell, J.V., to monitor the trans-Alaskaoil pipeline using advanced GPS and 3Dscanning technology.

FRBA also holds a term land surveyingcontract with BPX(A) BP Exploration,Alaska. Currently, the scanners primary

The SEG organized a LivingLegends booth in the SEG Pavilion at theannual convention in San Antonio.More than 90 people visited the boothto reminisce, and pay homage to theseexperts of the industry.

Watt was born in North Star,Albertaand grew up in Sylvan Lake. He startedhis career in 1955 with GeophysicalServices Inc. and worked in Canada,South America,Africa,Turkey, and Alaska.

Over the years,Watt has held severalsenior management positions gainingthe majority of his experience in LatinAmerica, the U.S. Rocky Mountains andAlaska. He has managed and super-vised vibrosies and dynamite crewsworking in multitudes of terrain, includ-ing heliportable operations in junglesand on mountain fronts.

His responsibilities have includedscouting, bid preparation and closesupervision of the execution of success-ful tenders. He was a major contribu-tor in the success of contracts with for-eign National Oil Companies, as well asIOC’s.

While working with GSI and living inAlaska,Watt assisted in the negotiationand management of a long-term contractwith the Department of the Navy andlater the Department of the Interior onthe National Petroleum Reserve.During this project over 12,000 miles of2D seismic data was collected usingthree to five crews annually.

He assembled a PGS manage-ment team on the North Slope with aremarkable 300 years experience. Hisforethought in recognizing the impactof rubber track solutions in Arctic ter-rain has given PGS a regulatory and per-mitting advantage due to the environ-mental mitigation offered by this innova-tion.

With almost 30 years experienceworking in Alaska’s extreme and eco-sensitive conditions,Watt’s contributionto PGS has been paramount. His dedi-cation to work, his wife of 45 years, andhis three daughters is only a part ofwhat makes Watt a Living Legend.

In September Schlumberger openedits Breakthrough Performance Center, astate-of-the-art Innovation Lab and exec-utive briefing center in Houston toshowcase, create and test the latest digi-tal technology innovations in the oiland gas industry.

UAF gets $3.2 million for doctoral program

The University of Alaska Fairbankshas received a $3.2 million federal grantfor a doctoral program combining sub-jects such as biology and geology withhistory and sociology.

NAC opening new office in DeadhorseOn January 1, Northern Air Cargo opened a new office in Deadhorse,Alaska.

The company has been operating in Deadhorse for over twenty years, but for thefirst time the office will be staffed by NAC personnel. Deadhorse joinsAnchorage, Fairbanks and Bethel as the newest all-NAC station.

Originally founded in 1956, the airline was established as a charter air freightservice, utilizing two C-82 Flying Boxcars.The airline pioneered delivery of out-sized cargo, such as generators and vehicles, to remote DEW Line sites, minersand settlements, delivery of freight to rural communities on a charter basis andassistance with many special and emergency situations, including the GoodFriday Earthquake in 1964.

Throughout the early years, the company developed a reputation for deliver-ing what the customer needed, regardless of the shipment’s size.

Todd Brinkman, a student with thedepartment of biology and wildlife, isstudying the relationship between deerpopulations, hunters and loggers.Nathan Coutsoubos, also a biologist, isstudying how the relationship betweenhumans and arctic shorebirds is chang-ing in response to a new landfill inBarrow. Students in the program arealso looking at the social, economic andlegal aspects of moving a communityfacing coastal storms and erosion.

The Resilience and AdaptationProgram received the grant from theNational Science Foundation.There are44 students enrolled currently and thegrant will fund about 25 more over thenext five years.

The grant is also intended to bringmore Alaska Native students into theprogram.

“We believe that sustainability is areally natural topic for Alaska Natives tobe addressing as Ph.D. students,’’Kofinas said.

“The important questions for societyare not found deep within conventionalscientific disciplines, but at the inter-section of those disciplines,’’ he said.``We’re training a new generation ofscholars in how to work holistically, toinform better decisions about Alaska’sfuture.’’

Hawk backs scholarships for Alaska NativesIn October Hawk Consultants announced a long-term underwriting commit-

ment for scholarships for Alaska Native students in the UAA Master of Science inProject Management graduate program.

The scholarships will focus on helping graduates of the UAA Alaska NativeScience and Engineering Program continue their postgraduate education.
