Preamble
We, the members of the Prime Movers Society, adhering to Christian Principles,
imploring the aid of the Almighty God, exercising the right to self-organization amongBachelor of Science in Social Work Students, bind ourselves to establish a Society, inorder to embody the ideals, aspirations, values, and principles of Social Work; todevelop, cultivate, and employ our mental, physical, moral, and spiritual faculties to thebest of our abilities; to establish and strengthen the bond of brotherhood and friendship;to provide aid in the field of education and also to implore Social and Religious Work; toassist and cooperate with the development of the University Administration and otherOrganizations alike in line with the goals of the University, do hereby ordain andpromulgate this Constitution.
Article IOfficial Name and Location
Section 1
The name of this Organization/Society shall be officially known as Prime Movers Societyor otherwise known as PMS.
Section 2
It shall have its Office at the designated Office provided for the School-based
Organizations in the School of Humanities, of Saint Louis University, Andres BonifacioStreet, Baguio City.
Article II
Objectives and Vision-Mission of the Prime Movers Society
Section 1
The Objectives of the Society shall be:
A) To initiate and foster brotherhood and solidarity among Bachelor of Science inSocial Work Students and Faculty, thus enhancing free interaction and openrelationship.
B) To promote educational, religious, cultural, and social activities by undertakingand sponsoring seminars, recollections, and group dynamics related to the SocialWork Course in coordination with the University Administration Authorities.
C) To serve as representative in coordination with various organizations within theschool in cases where Bachelor of Science in Social Work Students participation
is needed.
D) To promote civic and charitable consciousness among members and also amongothers with the help of the Department of Social Work and the UniversityAdministration.

E) To assist and cooperate with the Department of Social Work in line with the goalof the University where Bachelor of Science in Social Work Studentsparticipation is needed.
Section 2
The Vision-Mission of PMS shall be the following:
We envision the Prime Movers Society as a governing body for BS Social Work Students that will uphold commitment towards harnessing the ideals, aspirations,beliefs, values, and principles of the Social Work Profession and for theempowerment of each and every BS Social Work Student, and to be the means of communicating the sentiments of each and every student promoting Social Justice,Social Equity, and Unity by fostering a culture of selfless service, professionalism,
accountability, responsibility, and democratic principles.
Article III
MembershipSection 1
All bona fide Students enrolled in Saint Louis University, pursuing a degree in Bachelorof Science in Social Work shall be qualified to be regular members of PMS.
Section 2
Any bona fide Student enrolled in Saint Louis University shall be qualified to be anAffiliate member of PMS.
Section 3
The Prime Movers Society shall also accept Honorary Alumni Membership.
Section 4
Official recognition of membership shall be determined upon completion of a registrationform duly provided by the Organization and upon payment of the registration fee.
Section 5
There shall be an official registration on the first semester, however, if there is a need foranother registration for new members during the respective term, it shall be decided uponby the Executive Committee of PMS.
Section 6
The amount of the registration fee shall be determined by the Executive Committee of PMS.

Section 7
Membership shall be renewed every school year and failure to do so shall automaticallyterminate such membership.
Section 8
Membership may be terminated on the following grounds:a) Culpable violation of the Constitution and By-Laws of the Prime Movers Societyb) Graft and corruption practices involving PMS affairsc) Five (5) consecutive absences on meetings and/or activities of PMS without prior
official notice to the Executive Committee of PMS
Article IV
Rights of Members
Section 1
Each member shall be given the right to give suggestions, grievances, and sentiments forall the affairs in the Prime Movers Society.
Section 2
Each member shall be given the right to participate in all official activities, programs, andprojects of the Prime Movers Society, provided that it is accordance to the rules of properconduct in policies, rules, and regulations of the University and of the Organization.
Section 3
Each member has the right to information for all the proceedings of the Prime MoversSociety.
Section 4
Each member has the right to suffrage for the election of the Executive Committee andfor plebiscite for revision/amendment(s) to the Constitution of the Prime Movers Society.
Section 5
Each member has the right to file his/her candidacy in accordance with the pertinentprovisions in the Constitution and By-Laws of the Prime Movers Society.
Section 6
Each member is given the right to information and to practice his/her rights, duties, andobligations provided in the Constitution and By-Laws of the Prime Movers Society.

Article V
Duties and Obligations of Members
Section 1
Each member must abide, uphold, and defend the Constitution and By-Laws of the PrimeMovers Society.
Section 2
Each member shall participate in all meetings, programs, projects, and activities that thePrime Movers Society initiates and/ or is involved in.
Section 3
Each member shall respect and abide in the decisions made by the Prime Movers Society,which are not contrary to the policies, rules, and regulations of the University and of theConstitution and By-Laws of the Prime Movers Society.
Section 4
Each member shall make himself/herself available and to be willing to respond to the
needs of the Prime Movers Society.
Section 5
Each member shall exert his/her utmost to develop his/her potentials to serve for thegeneral welfare and development of everyone.
Section 6
Each member shall serve as a role model, as a representative, and an asset of the PrimeMovers Society in all places at all times.
Article VI
Qualification of Candidates
Section 1
All aspiring candidates must be pursuing a degree of Bachelor of Science in Social Work.

Section 2
All aspiring candidates must not have incurred a failed or dropped subject on thesemester prior to the PMS Elections.
Article VII
Organizational Structure
Section 1
There shall be established an Executive Committee to serve as the Executive Branch of the Organization
Section 2
Legislative Powers shall be vested in the Assembly of Members in the Prime MoversSociety
Section 3
Judicial powers shall be vested on the Vice President, and the Year level Representativeswhich will serve as a Judiciary Council, in cases that one of the Officers within theJudiciary Council as involved such case shall be forwarded to the Student Court of theSSC/KASAMA.
Section 4
The Judiciary Council shall have the jurisdiction to the following:A) Cases involving the interpretation of the PMS Constitution and By-Laws;B) Cases involving the interpretation of legislations passed by the Assembly of Members
and/or the PMS President;C) Cases involving the interpretation of the scope of powers, rights, and duties of an
Officer of the Prime Movers Society; andD) Cases involving the rights, duties, and obligations of members provided in the
Constitution and By-Laws.

Article VIII
Executive Committee
Section 1
The Officers of the Prime Movers Society within the Executive Committee shall consistof the following:
A. PresidentB. Vice PresidentC. Executive SecretaryD. Associate Secretary
E. Finance OfficerF. Audit OfficerG. Public Relations OfficerH. Business Managers (4 Persons)I. Year level Representatives (1 st yr., 2 nd yr., 3 rd yr., and 4 th yr.)
Section 2
The Executive Powers shall be vested to the Executive Committee and the President shall
serve as its Head.Section 3
The President shall have the power:
1. To serve as the Official Head, Official Chairperson, Official Spokesperson,General Coordinating Officer, General Administrator, and the HeadRepresentative of the Prime Movers Society.
2. To emanate authority over the Prime Movers Society.3. To supervise the Officers in the discharge of their respective functions and duties.
4. To call and preside over all regular and special meetings of the Prime MoversSociety.
5. To call General Assemblies to the PMS members.6. To implement laws, policies, regulations, and programs with the help of the
Executive Committee and the Assembly of Members.7. To establish Committees for the delegation of certain tasks in the Prime Movers
Society.8. To delegate authority to officers and members when such appointment does not
contravene duties, policies, rules, and regulations of the University and of theConstitution and By-Laws of the Prime Movers Society.
9. To be the Officer-in Charge of liaison correspondence with such institutions andassociations which the Prime Movers Society is affiliated with.
10. To veto any pertinent legislation passed by the Assembly of Members.

Section 4
The Vice President shall have the power:
1. To assist the President in any administrative task.
2.
To assume the duties and responsibilities of the President in his/her absence,temporary disability, or incapacity.3. To organize special activities upon the approval of the President.4. To exercise other powers delegated to him/her by the President.
Section 5
The Executive Secretary shall have the power:
1. To be the custodian of the records of meetings and be responsible for thesafekeeping of all the records and documents of PMS.
2. To give proper notice of meetings to all Officers in the Executive Committee.3. To assist the President in any affair of the Executive Committee as pertaining to
his/her office.4. To exercise other powers delegated to him/her by the President.
Section 6
The Associate Secretary shall have the power:
1. To assist the Executive Secretary at all times2. To assume the duties and responsibilities of the Executive Secretary in his/her
absence, temporary disability, or incapacity.3. To exercise other powers delegated to him/her by the President.
Section 7
The Finance Officer shall have the power:
1. To be the monetary custodian of the Prime Movers Society.2. To disburse the funds only after the authorization of the Executive Committee.3. To keep the financial records that shall be made available for inspection by
the Audit Officer.4. To exercise other powers delegated to him/her by the President.
Section 8
The Audit Officer shall have the power:
1. To examine and audit the expenditures of the Prime Movers Society.2. To countersign all financial transactions to be made available by the Finance
Officer.3. To check the validity of all monetary collections being made by the Finance
Officer.4. To prepare expenditure report of the amount recorded from the FinanceOfficer and approved by the President.
5. To exercise other powers delegated to him/her by the President.

Section 9
The Public Relations Officer shall have the power:
1. To assist the Executive Secretary in the dissemination of notice regardingmeetings.
2. To serve as the medium link between the Organization Officers and theMembers of the Organization.
3. To be responsible for any kind of press and to be responsible for informing themembers of the Organization of all the activities and programs.
4. To exercise other powers delegated to him/her by the President.
Section 10
A. There shall be four Business Managers in the Prime Movers SocietyB. The Business Managers shall have the power:
1. To take charge of the business transactions of the Prime Movers Society.2. To be in Charge of coordinating with other monetary concerns, deemed
necessary by the Executive Committee.3. To exercise other powers delegated to him/her by the President.
Section 11
A. There shall be a Year level Representatives from the Freshmen, theSophomores, the Juniors, and the Seniors of the Bachelor of Science in SocialWork Students who are members of the Organization.
B. The Year level Representatives shall have the function:1. To guide the members of their respective year levels.2. To take charge in the dissemination of information for the meetings,
assemblies, activities, programs, and projects to their year levels.3. To present suggestions, grievances, demands, and sentiments of their
respective year levels.4. To appoint a Class Secretary and Treasurer.5. To exercise other powers delegated to him/her by the President.
Article IX
Assembly of Members
Section1
The Assembly of Members shall be enacted only when legislative proceedings arerequired through a General Assembly of Members.
Section 2
In general, the scope of legislative powers of the Assembly of Members shall cover allmatters concerning internal policies, rules, and regulations as well asamendments/revisions to the Constitution and By-Laws of the Prime Movers Societysuch legislature shall be called PMS Acts.

Section 3
The Assembly of Members shall have the power to override the veto power of the PMSPresident by Two-third votes of its members.
Article XMeetings
Section 1
The PMS Executive Committee shall have regular meetings at least twice a month.
Section 2
Special Meetings of Officers and/or Members shall be upon the discretion of thePresident as deemed necessary for the organization.
Section 3
A meeting is known to be official if it has a quorum.
Section 4
The PMS shall adopt the parliamentary rules and procedures in all meetings purposely toexpedite and bring order into all its transactions and affairs within the Organization.
Section 5
A quorum is considered when at least there are nine (9) Officers present for the ExecutiveCommittee, and one-half plus one of the members for the Assembly of Members.
Section 6
Unless it is a special meeting, no meetings shall be conducted without a quorum
Article XI
Accountability of Officers
Section 1
The Officers must at all times be accountable to the members of the Prime MoversSociety and serve them with utmost responsibility, integrity, efficiency, and dedication.
Section 2
Officers may be removed from office by impeachment on any of the following grounds:
1. Culpable Violation of the Constitution and By-Laws of the Prime Movers Society.2. Malversation of funds3. Graft and Corruption practices4. Gross neglect of duty5. Unauthorized representation or misrepresentation resulting to the damage and/or
prejudice of the Prime Movers Society

Section 3
Any Member may file a formal complaint with supporting evidence(s) to Vice President,and/or Year level Representatives which altogether will act as a Judiciary Council.
Section 4In case the accused is a member of the Judiciary Council the case shall be forwarded tothe Student Court of the SSC/KASAMA
Article XII
Upholding the Constitution and By-Laws
Section 1
All Members of the Prime Movers Society shall take an Oath stating therein that they
shall submit themselves to the Constitution and By-Laws of the Prime Movers Society.
Section 2
All Officers of the Prime Movers Society shall take an Oath of Office upon inductionwhich is stated in the following:
I, (Name of the Elected Officer), having been elected as (position) of the Prime MoversSociety, do solemnly swear that I will faithfully and conscientiously fulfil my duties tothe best of my abilities; To put into practice the values, and principles of the Social Work Profession, without fear or favour, with the aim on view of furthering the purpose andobjectives of this Organization and advancing the interest of the community to which it isdedicated; to abide and uphold to the Constitution and By-Laws of the Prime MoversSociety; and to conduct myself in a manner befitting a good and genuine Social Workeras to bring honour and prestige to the Prime Movers Society and to the Social Work Profession, and that I shall take this Oath without mental reservation or of the purpose of evasion.
So help me God.
Section 3
All members of the Prime Movers Society shall take an Oath of Membership which isstated in the following:
I, (Name of the Member), a member of the Prime Movers Society, do solemnly swear toabide and uphold the Constitution and By-Laws of this Organization; to fulfil my dutiesas an (Official Member or, Affiliate Member, or Honorary Alumni Member) of the PrimeMovers Society; to bear true faith and allegiance to the values, and principles of theSocial Work Profession; and that I shall take this Oath without mental reservation andnegligence.
So help me God.

Article XIII
General Provision
Section 1
There shall be an Emblem that will resemble the Organization in all places at all times.
Section 2
The Emblem shall be composed of the helping hand logo, a dove, a heart, and a torch, asconsecrated and honored by the members and recognized by law.
Section 3
The symbols of the Emblem shall be explained in the following:
A. The Helping Hand logo signifies Social Service;B. The Dove signifies the Christian Spirit;C. The Weighing Scale signifies Social Justice;D. The Heart signifies Social Involvement; andE. The Torch signifies Social Transformation.
Article XIV
Amendments/Revisions
Section 1
Any member may suggest for an amendment/revision provided that he/she must pass aproposition and proposal for the suggested amendment/revision of the Constitution of thePrime Movers Society.
Section 2
Proposed amendments/revisions to the Constitution of the Prime Movers Society shall bereferred first to the PMS President.
Section 3
A meeting may be called to discuss any amendment/revision.
Section 4
There shall be established a Constitutional Amendments Committee that will take chargeof processing legal actions to any amendment/revision which shall be headed by thePresident.
Section 5
Amendments/revision of the Constitution of the Prime Movers Society shall take effectwhen ratified by a majority of the votes cast in a plebiscite.

Article XV
Effectivity
Section 1
This Constitution shall take effect immediately upon ratification by a majority votes castin a plebiscite called for the purpose.
Article XVI
Separability Clause
Section 1
If anything by the provision of the Constitution and By-Laws is declared invalid, theremainder or any provision not affected thereby shall remain valid and effective.
Article XVII
Repealing Clause
Section 1
Any provision that may have been approved previously by the Prime Movers Societywhich is not consistent with the Constitution and By-Laws of the said organization shallbe deemed superseded and/or repealed accordingly.
Article XVIII
Transitory Provisions
Section 1
The First set of Officers under this revised Constitution and By-Laws shall give priorityto the following matters:
A. Completion of the Organizational Structure of the Executive Committee throughthe immediate appointment of the Associate Secretary and the two additionalBusiness Managers.
B. Adoption of other measures that promote Student Welfare and InterestsC. The appointment of the Incumbent Secretary as the Executive Secretary of the
Prime Movers Society.
Section 2
The Incumbent Set of Officers and all the members shall continue to exercise theirpowers provided on the Constitution and By-Laws within their tenure of Office until thenext set of Officers.

Section 3
The Election of the New Set of Officers shall be made on the 8 th Saturday of the 1 st semester the next school year after the first implementation of this Constitution.
By-Laws of the Prime Movers Society
Article I
Elections
Section 1
The Officers of the Prime Movers Society shall be elected in a popular election.
Section 2
All members are qualified to vote in the PMS Elections which shall be held on the 5 th Saturday in the 1 st semester of the academic year.
Section 3
The Incumbent members of the Organization shall create the PMS Election Committee,which shall be composed of Individuals who are not aspiring for any position in thePrime Movers Society herein referred as Commissioners.
Section 4The Commissioners of the PMS Election Committee shall elect among themselves aChairperson, Deputy Chairperson, Secretary-General, and a Spokesperson.
Section 5
The List of Commissioners shall be determined by the Incumbent PMS ExecutiveCommittee according to the list of applicants submitted to them.
Section 6
Excluding the Chairperson, and the Deputy Chairperson, there shall be 8 Commissioners,2 members per year level, to be determined by the Incumbent PMS ExecutiveCommittee.
Section 7
The PMS Election Committee shall be responsible for the qualification of candidates,election proceedings, proclamation of results, and settling of conflicts in the PMSElections.
Section 8
A. The PMS Election Committee shall provide Certificates of Candidacy, to be filedby the Candidates, one week before the start of the campaign period.
B. The Campaign period shall start 5 days before the date of the elections.

Section 9
The majority of the votes cast by eligible voters shall decide the PMS Elections. In caseof a tie, a recount may be held, if the tie is not broken, a special ballot shall be madeamong the Commissioners.
Section 10
Electoral protests shall be entertained 12 hours after the proclamation of results.
Section 11
Proclamation of results shall be made immediately after the canvassing of votes.
Section 12
Any candidate violating the rules and regulations of the PMS Election Committee and the
provisions of the PMS Constitution and By-Laws shall suffer perpetual disqualification tohold an office.
Article II
Tenure of Office
Section 1
All Elected Officers shall assume their Office upon induction and shall, in anycircumstances, continue their incumbency until the proclamation of the next set of Officers for the incoming School Year.
Section 2
The term of the Year level Representatives shall resume in the next School Yearaccording to their respective Year levels until the proclamation of the next set of Yearlevel Representatives for the next term.
Section 3
In case of vacancy of position or impeachment, resignation, termination, permanentdisability, or death of an Officer during his/her term of Office, the Executive Committeeshall determine the replacement with the concurrence of the Adviser.
Section 4
Any incumbent Officer seeking for re election to the same position must resign beforefiling his/her certificate of candidacy.

Article III
The Adviser and his/her Functions
Section 1
The Department Head of the Department of Social Work shall be the Official Adviser of the Prime Movers Society.
Section 2
The Adviser of the Prime Movers Society shall have functions and responsibilities whichshall be the following:
A. To assist the Organization in its aim as a means of Co-curricular and Extra co-curricular activities, programs, and projects of Bachelor of Science in SocialWork Students.
B. To be aware of University policies and procedures for Student Organizations andhelp the Organization to comply with them.
C. To provide signatures for appropriate event or activity approval and otherpertinent forms.
Article IV
Standing Committees
Section 1
There shall be established a set of Standing Committees in the Prime Movers Societywhich shall be the following:
A. Committee on Suggestions and/or GrievancesB. Committee on Budget and AppropriationsC. Committee on Public RelationsD. Committee on Research and InformationE. Committee on OutreachF. Committee on Welfare and DevelopmentG. Special Committee
Section 2
Functions of the Standing Committees shall be the following:
A. To assist the Officers within their respective functions as designated in the nameof each Committee.
B. To infuse members to be involved and to participate in the implementation of allactivities, projects, and programs of the Prime Movers Society.
Section 3
Each Standing Committee shall be composed of 7-15 members excluding the PMSExecutive Committee Officers.

Section 4
The General Administrator of Committees shall be the President.
Section 5
Each Committee shall be headed by the Officers of the Executive Committee by theappointment of the President. One Chairperson and One Deputy Chairperson shall bedesignated to all Committees.
Article V
Amendments of By-Laws
Section 1
Any member may suggest for an amendment provided that he/she must pass a
proposition and proposal for the suggested amendment of the By-Laws of the PrimeMovers Society.
Section 2
Proposed amendments to the By-Laws of the Prime Movers Society shall be referred firstto the PMS President.
Section 3
A meeting may be called to discuss any amendment.
Section 4
There shall be established a Constitutional Amendments Committee that will take chargeof processing legal actions to any amendment which shall be headed by the President.
Section 5
Amendments to the By-Laws of the Prime Movers Society shall take effect when ratifiedby a majority of the votes cast in a plebiscite.
