Shanghai Tower, 2007 // 195m// Liverpool Waters Outline Consent

There is a precedent for tall buildings situated on Plot A06. The Liverpool Waters Outline Consent previously allocated the plot to a 195m mixed use skyscraper called Shanghai Tower. Following this, Your Housing Group and Peel L&P obtained consent for Hive City Docks in 2018, a 97.5m development which was designed to sensitively work with the historic townscape of the City’s waterfront which received no objection from heritage bodies such as Historic England.

The proposed scheme seeks to work within the parameters of the 2018 consent, keeping to a similar height and quantum of development. However, it looks to revisit the plot layout to make the development floor plate more efficient and deliverable in current market conditions.

The proposed scheme conforms with the Liverpool Waters Outline Consent and the Princes Dock Masterplan where it establishes the existing cluster of tall buildings further. The team have designed the building so it fits in well with the existing Princes Dock developments and those which are currently being constructed.

Plot A-06 will help establish Princes Dock to be a mixed use neighbourhood of high quality residential, office, leisure and tourism facilities right next to the River Mersey and the City’s historic docks.

PLOT A 06 : BUILDING DESIGNThe development looks to retain the quantum of development previously consented for the 2018 Hive City Docks scheme but with a revised floor plan suited more to family living. The scheme will benefit from approximately 278 apartments with an 11th floor amenity floor and roof terrace, in addition to ground floor commercial uses.

The scheme will reach a total of 31 storeys (94.7 metres) which will align itself with the existing tall building cluster. This includes the 35 storey Lexington development, currently being constructed to the south of Plot A-06. A pedestrian route is proposed between Plaza 1821 (currently being constructed) and Plot A-06 to improve pedestrian connectivity to and from Princes Dock with the City Centre, encouraging more interaction with the City’s waterfront.

PLOT A 06 : CONNECTIVITY, MICROCLIMATE & MATERIALITY

The design team consider the interaction with the ground floor to be as important as the design of the building. The proposed scheme has therefore relied upon the approved Princes Dock Masterplan to align itself with the approved building and landscape material palette already considered acceptable for this plot.

The local microclimate has also been sensitively considered as part of the building design. Wind and daylight/sunlight analysis have already been undertaken to ensure that no significant harm is brought upon existing developments. The daylight study concludes that there is a negligible change compared to the Hive City Docks scheme and all habitable rooms align with the relevant guideline requirements. Detailed wind mitigation considered prior to the planning submission will ensure that the proposals are properly considered against the harsh waterfront environment.

PLOT A 06 : VISUALISATIONSDue to the prominent location of the proposal and the scale of development, the design of the building and its setting against existing development and the Liverpool World Heritage Site is of the upmost importance. A thorough Townscape Visual Impact Assessment will be undertaken as part of the final design review to ensure no significant harm is brought upon key heritage assets and City’s Outstanding Universal Value (similar to the Hive City Docks Consent). The development proposal seeks to provide a design which can sit proudly within Princes Dock against the other high quality schemes and help to promote the waterfront regeneration of Liverpool’s historic docklands as part of Liverpool Waters.
