FOREWORD
Environmental Management and Monitoring Measures (UKL-UPL) of Environmental
Management and Monitoring Measures (UKL and UPL) of PLTP Lahendong Extention
(1x20 MW) is carried out referring the Decree of Environmental Minister No. 17,
2001. The decree states that construction of PLTD having capacity of not more than
100 MW is obligated to carried out only UKL-UPL studies, not the Environmental
Impact Assessment (AMDAL).
Detailed and technical aspects of UKL-UPL performed for this activities referred to
the decree of Power and Energy Development General Director No. 78.-
12/008/600.2/1995, 6 October 1995 regarding Technical Guidance on UKL-UPL for
PLTU, PLRG, PLTD, PLTGU, and PLTP.
We would like to express our thanks to all parties that took part to the arrangement,
since initiation to completion, of this document. Special thank to the officials of
Kabupaten, Minahasa, Kecamatan Tomohon governments and tlocal people of Desa
Tondangow, Desa Kasuratan and Desa Pangolombian who have contributed their

The activity to be conducted is Construction of ( I x 20 MW ) Lahendong Geothermal
Power Plant Extention (PLTP Lahendong Extention 1x20 MW)
I 2.2. Location
The project will be situated inside the PLTP Lahendong Extention (1x20 MW) that
has been operating since beginning of 2002.
The power plant generator will be located in Tondangow Village, Sub- Distric
Tomohon Selatan, Tomohon City, Province Sulawesi Utara, about 25 km South from
Manado

from LHD13 (ppm) within whell pressure of 7,s kg/cm2: Na (300), K (90), Ca
(IS), Mg (0,1), Fe (0,2), CI (5401, Si02 (850), As (2), NH, (11, HCO, (SO),
SO, (25), F (I), HBOZ (130). The form of HBO, content in condensat is H2
B03 , not as HBOZ. Hz 003 is an unstable acid. Gases content in steam of
LHD4 are C02 40 - 270 m mo1/100ml and H2 S 8.5 - 26.5 m mol/lOOml.
Within the main pipe track, demister will be installed so as to clean the steam
before it enters the turbin.
Delivery system: Pertamina will be responsible for steam handling activities,
include separation of water from the steam. PT. PLN (Persero) will receive
the steam from Pertamina at a border fence of power plant station. The
steam that will be supplied by Pertamina shall have separator efficiency of 99
%, in order to avoid humidity and salt excesses.
f. Storage system: none (the steam will be delivered via pipe and will be
directly utilized to generate the turbin). I
2.3.2. The Availabele Facilitied
4. Cooling Water: Cooling system employs air circulation from cooling tower to
the condensor and vice versa, by pumping the ait to the tower. I n order to
begin the cooling system operation, 1000 m h a t e r is required. Initial tank
filing will be conducted step by step during rainy season using the available
raw water basin. Therefore, the filing of cooling tower will not disturb water
discharge of Pangolombian Lake. During the operation phase, additional
cooling water will only be supplied if there is water deduction during

.:. Standard water basin : water from Pangolombian lake will be supplied to the
Raw Water Basin having dimension of : 15,70 m x 27,50 m x 3 m = 1.295 m3,
to be used in servingy the cooling tower. After prodessing, water from raw
water basin will be stored in the main water tank having capacity of 450 m3.
Additional supporting water supply will be supplied from the processed water

from Raw Water Basin and stored in the drinking water tank having capacity
of 10m3.
Solid waste management system: relatively none (only very small amount of
papers).
f. Liquid waste management system: wastes from the toilete will be directed to
septic tank and then to the absorbing well. Condensat and excess of cooling
water along with the water from separator will be collected in the Condensate
Settling Basin to be injected in LHD7. Such an injection process will be
conducted by Pertamina. The dimension of Condensate Settling Basin is : 6,O
m x 40,O m x 2,50 m = 600 M ~ .
-3 Gas waste management system: the non condensed gases in the condenser
will be excluded using gas ejector. This device is relative adequate to absorb
the gases because the relative small amount of gas in the steam. A couple of
will be serially installed and equipped with intercooler and after cooler. rile
sucked gas and steam from condenser will be condeysed in intercooler and
after cooler so that the gases excluded from ejector will be free from steam.
Afterwards, the gas will be directed to the cooling tower to be disperded. The
device to be employed in handling the non condensed gases is the Non
Condensable Gas (NGC).
+:+ Following is the gas handling:: gas emmision COz 752 kg per hour, gas
emmision H2S 84 kg per hour, air 130 kg per hour, steam 430 kg per hour,
suction pressure 0.100 bar abs, temterature 29,550 OC, req~lired steam (8
bar abs) 4-6 ton per hour, cooling water flow rate 160 m3 per hour.
.f Oil grease waste management system: the only small amount of such waste
will be collected in a drum.
1 : 2.3.3: - Type, Capacity and Operation Pattern
PLTP Lahendong ExZention (1 x 20 MW) posseses one unit steam turbin having
capacity of 20 MW. The type of steam turbin to be employed is tipe single flow
exhaust. Turbin and generator will be erected on the ground surface. Therefore, the
elevation of generating house could be maintained in lower position. The power
produced by PLTP Lahendong Extention will be joined with the Minahasa - Kotamobagu system so as to improbe the existing system liability. At present time,
the power capacity of Minahasa - Kotarnobagu system is:

By the end of 2002, if there would be no disturbance to all existing power plants,
there would be actually spare power of 4.13 MW. Nevertheless, a disturbance to
one power unit (say the biggest plant), then there would be iower deficit of 15.87
MW during the peak load. This has happened a t the end of 2002, because PLTP
Lahendong I ( l x20 MW) have experience trouble and as a consequence, Minahasa -
Kotaniobagu system experienced black out..

speed of 3000 rpm, and directly coupled from the generator. Spesification of the

2.3.4. General Design of the Project Plan
Construction of the PLTP Lahendong Extention (1 x 20 MW) is planned to conclude
by the end of 2007. Description of source and water use, steam source, labour,
waste management installation is following.
a. Water Source and Consumption
Sooling system during the operation of PLTP Lahendong Extention (1 x 20 MW) is
conducted by means of cooling tower that requires about 2.900 m3 water.!%e] .. . .. . ,
water will be taken from Pangolombian like and circulating within the system during' ?;

i I Taking into account that water from the lake is also utilised by the local people, the
water filing process will be conducted so gradually that it will not annoy water
balance in the lake.
The amount of cooling water will be abducted periodically and therefore a periodic
addition of water is required. The amount of make up water ia about 5%-10% from
total amount. The make-up will be also taken from the lake.
b. Source of Steam
During operation of PLTP Lahendong Extention (I x 20 MW), steam from well LHD-
13 and other wells, that within one cluster with LI-ID-13, will be utilised and steam
source.
c. Labour recruitment
The project is estimated to hire 125 alabours that consist of: e x p k : 10, skilled
labour: 15, and non-skilled labour : 100.
Labour recruitment prosess for the non-skilled workers will prioritise the local
j workers. While the skilled worker will be recruited after consulting the Minahasa
Man Power Office. By employing the the worker market issued by the Man Power
I Office, it is expected that soeme of the skilled workers will be recruited from the
1 local people.
1 I n term of hiring foreign experts, PT PLN (Persero) will seriourly act selectively and
in accordance to the regulation. Each of the foreign expert working in the project
shall fulfil all the corresponding requirements.
In order to.avoid and minirnise accident during working hour, each worker will be
equipped with the standars savety equipment, depenting on the working risks. The
equipments include: safety shoes, helmet, safely belt, ear plug, and safety glass.
d. Waste Management System
Liquid wastes such as oil, turbin grease will be filtered in the grease trap before
directed to the collecting ponds situated outside turbin areal. The waste is then
processed in a liquid waste management installation before it directed to the water
body.

Solid waste produced by office and domestic activities will be colie
container before directed to the land filled site. The contaioner is located wlrnln irle
project site.
Waste water from the bottom of cooling tower will be pumped into the ponds and
through the drying process the suspension will change to mud. The mud
containment will be situated surround the power plant. The land fill site will be
const ructed in such a way that there will be no contamination to the drinking water

Construction of the project will take abcut 24 months. While operation of the PLTP
Lahendong Extention (1 x 20 MW) project is approximated to last up to 30 years.

1 2.4. Headlines of Project Plan Components
2.4.1. Pre Construction Phase
PLTP Lahendong Extention (1 x 20 MW) project is an extention of the PLTP
Lahendong (I x 20 MW) that is in operation stage. PLTP Extention is located within
the PLTP area. The are

Therefore there are no physical activities during the pre-construction phase.

Activities to be conducted during construction phase include: labour recruitment,
material and equipment mobilization and de-mobilization, land preparation and land
clearing, facilities and infrastructure constructions, main building construction, and

Extention will be supplied from outside of North Sulawesi Province. Material and
equipment components will be transported employing sea transport facilities via
Bitung Sea Harbour. From the harbour, the equipment and material will be
transported via surface transport facilities along Bitung highway, Airmadidi, Tondano,

d. Construction of t he Main Building
Construction of main building includes constructions of foundation, housing,
generator house, cooling tower, installation of machinery and electrical components.
Insertion of concrete column by mean of pitting hammer will be conducted prior to
the foundation construction. The foundation will then constructed employing the
earthquake resistance foundation coefficient.
Generator house consists of iron framed structured, while the structure of cooling
tower is made of acid resisted concrete.
Instalation of machinery components includes: turbine and its supporting
componeiits, cooling tower, steam and water pipes, fire extinguish unit, and
overhead crane, metal joining, testing, and painting.
Installation of electrical components include setting the generator, control and relay,
transformer, gas insulated switchgear, and lighting facilities.

e . Power Plant Test
Power plant test or the commisioning test is the last step among construction
activities before the PLTP Lahendong Extention (1 x 20 MW) is operated. The
commisioning test will be last in three months.
2.4.3. Operation Phase
The operation phase will be started following the end of construction phase.
Following are the operational and maintenance activities of the PLTP.
a. Operation of PLTP
The steam will be supplied into the generating system at wells LHD-4 and LHD-5
through steam pipes. Prior to flowing into the turbine, the steam shall flow through
demisher that function as separator between steam and water mo~ecu~ks. The steam
will then flow into the condensator and condenses as hot water condensat. Mixture
of condensat and cooling water will be accommodated in a hot well to be further
pumped to the cooling tower. The condensat, as liquid waste, will then injected into
LHD-7 well.
Within the cooling water circulation, there will be release of water molecule and
evaporation due to blowing air in the cooling tower. Along with the process the air
will contain non condensed gas such as H2S (hidrogen sulfida) as well.
Eventhough H2S (hidrogen sulfida) will be released by means of ejector, small
amount of i t will dissolve in hot water and direct to the cooling tower. Presence of
H2S in cooling water will increase water acid::y. This will lead to the corrosive impact
to all metal components of condensor and the wall of cooling tower.
Presence of H2S (hidrogen sulfida) in cooling tower pond will decrease the acidily of
cooling water and create a yellow layer of sul?hur sediment due to reaction between
H2S and oksigen.

The non-condensed gasses flowing into the condensator will be eliminated by means
of gas ejector. Steam flowing along with gas that absorbed from condensor will
. . condensed in inter and after cooler device. So that, there will be no steam-gas
mixture after gasejection procedure.
. , b. Maintenance of PLTP
Maintenance of PLTP includes: replace of spare-parts, maintenance of m a c l ~ i n e ~ and
electrical components, maintenance of infrastructure and facilities, and maintenance
of the main building.
Replacement of main component of the PLTP spareparts will be conducted in
accordance to its lifetime. Greasing proccss will be proceed to maintain' the
machinery. NaOH powder will be injected into the cooling water so as to avoid
malfunction of condensor and cooling tower wall due to corrosion. I
2.4.3. Post Operation Phase
Post operation phase is a phase where the PLTP Lahendong Extention (1 x 20 MW)
is not function anymorebecause its lifetime has ended and it could not be
rehabilitate. I n this phase, reclamation and land rehabilitation may be performed
according to the company policy. The next usage and management will be arranged
according to the future requirement.

III. IMPACTED ENVIRONMENTAL COMPONENTS
3.1. Geophysical and Chemical Component
3.1.1. Climate, Air Quality, and Noise
a. Climate
Climatic data that representing climatic condition of the project area was taken from
Geophysical station at Tondano. The collected data is ranged from 1992 t01999.
According to Schmidth and Ferguson classification system, the project area is
categorised in climatic tipe B.
c. Rainfall and Rainday
Rainfall data 1992-1999 shows that maximum rainfall was 453 mm in Juni 1998,
while the maximum rain day was 29 days in Oktober 1999. Both rainfall and rain day I
data are presented in Table 3-1 and 3-2.

d. Wind speed and direction
Maximum windspeed was recordes as 20,4 km per hour in August 1999, while the
. . dominant wind direction was to the South. Data on wind speed and direction are
presented Table 3-3 and Table 3-4.

Wind data is very usefull in predicting the spreading of air pollution that might be
originated from PLTP Lahendong Extention (1 x 20 MW) to the surrounding villages.
Dominant wind..direction to the South indicates that the possibility of air pollution
would impact the plantation and forest areas.
Air quality component to be impacted by the PLTP Lahendong Extention would be
gas and dust. Gas parameter to be analysed are Nitrogen oksida (NO*), Sulfur di
oksida (SO,), Hidrogen sulfida (H2S) and kcrbon rnonoksida (CO). Initial features of
the gas properties are presented in Table 3.5

I t is shown in Table 3.5 that concentration of NOx , SO2 ,CO and dust was smaller
than that listed in decree No : 41 1999, while H2S concentration has exeeded the
standard quality listed in decree no . 50 / MENLH/11/1996. This is probably die to (1)
non condensed gas H2S released from the cooling tower, (2) part o f the earth steam
has not been utilised and released to the free air via scrubber and (3) sampling
moment was not long enough from the moment of Soputan volcapo eruption.
Previous measurement was performed in Agustus 2001, and the 1-1,s concentration
ranged from 0,000 ppm to 0,004 ppm. Therefore the field measurement is only a
temporary result.
f. Noise
Noise lewel was measured within the project site in Desa Tondangow and Desa
Kasuratan. The result is presented in Table 3.6.

3.1.2. Fisiography dan Geology
3.1.2.1. Geamorphology
Morphology of the project area is strongly related to the previous vulcano activities

Linou Lake, Tampusu Lake, and Pangolombian lake.
Morphology of the project site can be classified intothree morphology units:
mounthaneous, unduloating , and flat.
Mounthaneous morphology unit is part of Gunung Lengkowan that directed to the
Southeast. This unit is dominated by volcano brecci and andesit from Lengkoan
formation. Flat and undulating unit is where the projed situated, between undulating
and flat areas. Flat uni is part of Kasuratan-Tondangow that dominated by alluvium.
3.1.2.2. Topography I
Lahendong earth gas field is geographically situated in North of Sulawesi, in
Kabupaten Minahasa. The area is topographically as hot field situated 700 - 1200
m above sea level, while the project PLTP Lahendong Mention (1 x 20 MW) is
x 20 MW) is presented in in Figure 3-2.
Most of Lahendong earth gas field is hilly area having slope between 20' - 70" . The
rather steep area is located in Easr and South, while the sloping area dominated the
The East area is formed from Gunung Tampusu having height of 1200 meter and
Gunung Kasuratan, 975 meter. The Southeast part exists Gunung Lengkoan (910
meter) separated . .. by Kasuratan-Tondangow plain. This plain area located in 800 - 900 meter above sea level.
3.1.2.3. Geology
Generally speaking, the geology of Minahasa and surrounding is formed by two rock
units, tertier volcano rock and quarter volcano rock. The first rock consists of silt,
tufa and brecci lava. Whithe the second unit consists of lava, bom, lapili and volcano
diust. Quarter volcano unit is resulted from eruption of young Soputan, Mahawu,

Lokon, Klabat and Tangkoko volcanos. Soputan and Lokon produced basaltic lava,
while the Mahawu and Tangkolto produced andesitic lava.
. - Rock formation in Lahendong area consists of tertier and kuarter rocks. Tertier
formation is the basic rock in Lahendong earth gas and consists of basic rock such as
silt rock, sand rock and breccica lava. While the quarter rocks are pyroclastic and
Pyroclastic rock is divided into silt and sand tuva rock units , tufa unit, breccica tufa
and silt rock units, and breccica tufa and scorea unit. Volcano rocks consists of
andesit Tampusu, riolit Lengkowan, andesit basal Linou and brecci andesitic Linou
Recent finding informs that Lahendong rock formation includes Lengkowan,
Pangolornbian, Post Pangolombian, Alluvium formation. Post Pangolombian formation
consists of undifferentiated Pangolombian, Tampusu, Kasuratan, and Linou
formations.
I Lengkoan formation consists of lava andesit, breccica, tuff and andesit
basalicdistributed in Lengkowan and surrounding rnouthaneous area. Pangolombian
formation can be found in Southeast and Southwest from Pangolombian crater.
Tampusu formation consists of lava andesit distributed in Tampusu its surrounding . Kasuratan formation consists of andesit basaltic distributed around Kasuratan and
Tondangow. Linou formation consists of lava, brecci and andesit basal and
distributed surround Linou Lake.
3.1.2.4. Structure, Soil 'Type and Rocks
Elevation position influence the soil formation. Above 650 meter the epipedon nyata
is clear and thick and dark coloured, while under that elevation is thin and bright
coloured. '.% ..
Soil structure, texture and consistency are somilar. Above 650 meter ordo Inceptisol,
sub ordo Tropept has been found . Old classification ofthis soil was Latosol.
Under 650 meter dominated by ordo Inceptisol.
Soil texture between 30 crn and 50 cm is clay, which retents plant nutrition to be
available for plant production.

3.1.2.5. Earthquake
Most of earthquake in Minahasa was tectonic and happened along East part of
M i n a h a ~ coast. Lahendong is situated in tectonic area.
Earthquake has been reccrded to occur in 1858, 1932, and 1987. The most
catastrophal earthquake happened in 1858 as MMI VII, and in 1932 at Kakas where
about 600 houses were destroyed.
Volcanoes located around the project site are Tampusu, Kasuratan, Soputan,
Mohawu, Lokon, Klabat, and Tangkoko.
Earthquake was recorded in Geophysical Statiun Manado in 1987 having 4,9 to $4
Richter scale and epicentrum was in Maluku and Sulawesi seas.
Lahendong is included as zone 1 of Indonesia earthquake indicated by 7 Richter
scake.
3.1.3. Hydrology and Water Quality
3.1.3.1. Hydrology
I n 2003, discharge of Pangolombian river is ranged from very small to unid~ntified.
The other available data was recorded in Agustus 2001 (PLTP Lahendong I periode
Juli s/d September 2001)

Outlet discharge is utilised for irrigation in Pangolombian. The amount of water was
very small dusto the landslide at intake channel from Koropit weir. Landslide location
and river system around Pangolombian is presented in figure. 3.6.

Water quality inspection was categorised as Group A for PLTP Lahendong I
production and water from Pangolombian Lake. clean water exploration for well has

mineral mining. However the plan is not clearly defined yet, and the power plant
project is not conflicting the spatial planning. Kota Tomohon has not established its

3.2.2. Fauna
The obsereved terestrial fauna included wildlife and domestic faunas.
1. Wildlife in Project Site
Wildlife found in this area were mammalian such as tar (Rattus-raltus) mice
(Rattus sp) : reptilian such as lizards (Mabouya rnultihsciata) and
(Hemidactylus platurusA amphibians such as Hyla sp and Rana sp, Aves
was not observed in the area due to the reletive high level of noise at PLTP
Lahendong (65 - 70 dBA ) that could not be tolerated b\; birds.

The brutto density of population is classified as low and it is typical for rural area.
While the number of men and women is relatively similar, wliicll is also tipycal for

I n term o f upland farming, Kasuratan is dominated by clove plantation. While for
Desa Tondangow and Pangolombian, mixed upland farming dominated by clove and

Cows are commonly raised by the farmers to help them cultivate agricultural lands,
while pigs are evenly cultured in the area (Table 3.21).
The number of primary and secondary school buildings is adequately available in the
area. While the highschool is only available in Kecamatan Tomohon seiatan. List of
education facilities is shown in Table 3.22.

3.3.4. Perception and Attitude of Community
Result of study reveals that, in general, local community is in supporting the
developmenzt plan of PLTP Lahendong Extention (1x20 MW). According to their
experience in developlent of PLTP Lahendong I, it will benefit them and the area.
Besides, Due to its vital function in developing the area, the local communih/ is proud
in the existence of project.
Complete information regarding community perception in the proposed plan is
presented in Table 3.25.

Single majority of intervieved people (go%), sampled from 30 respondents
supported the proposed plan. Only 10% was not in aware of PLTP Lahendong I or
PLTP Lahendong Extention (1x20 MW).
3.3.5. Public Health
Common diseases observed in the area were: accute infections, influenza, eye
deseases, skin diseases, and ear infection.
Due to the lack of health facilities, local people in the area have to go to the
neighbour village to treate their diseases. Light diseases are normally treated using

IV. PREDICTED ENVIRONMENTAL IMPACT
Within the pre-construction phase, according to the activity plan, the plan will be performed
inside the land area belong to.the proponent. The plan is located next to the existing
operating power plan. Therefore the environmental impact assessment is focused on the
predicted impact on next phases such as construction, decommissioning, and operating.
~ h u s , pre-construction activities, particularly survey, will be directed to support the above-
mentioned environmental impacts.
4.1. Construction Phase
4.1.1. Labor Recruitment
4.1.1.1. Job Opportunity
Impact Source , Labor recruitment activity will create job opportunity and impact the socio economic
condition of people, particularly the local community.

Remarks
Local labor recruitment during the construction phase might temporarily reduce the
unemployment rate, especially to those who work on the daily basis that could only
work 14 days in the farmland. During dry season it is relative difficult to get job in
agricultural sector. The impact indicator is the percentage of recruited workers, while
the nature of impact is only temporary, during the construction phase.

will accept about Rp. 7.500.000,-/ month.

During the meeting, the study team of UKL-UPL PLTP Cahendong Extension presented
the result of field survey. Majority of respondent (+ 90%) agreed to the project plan,
10% respondent had no opinion regarding the case.
I n principle, the local people living in three villages have no objection regarding the
project plan, which is the const ruction of PLTP Lahendong Extension (1x20 MW).
Before performing construction, it is necessary to conduct socialization to the
community is in expectation that the development plan conducted by PLTP
Lahendong Extension could benefit their villages.

Mobilization and demobilization of material (metal, gravel, sand, wood, cement) and
equipment (heavy transportation vehicles) would increase the dust concentration level
in the project area. The activity of transport vehicles would convey the air mass that
contained dust. This would increase the dust concentration in the surrounding air.
Tvpe of Impact
Increase of dust concentration would degrade the quality of amhient environment. n7e
finer the dust, the longer i t will stay in the air space.
Impact Maqnitude
The condition of roads is asphalted and the traffic intensity is low. It would lead to
relative low increase of dust concentration. The measured dust concentration ranged !
from 47 pg to 68 pg/ N M ~ . Due to the low intensity of transport vehicle, it is expected
that the dust concentration will not exceed the standard quality.

Increase of dust concentration in the project area will be temporary, within 3 months.
The impact indicator is PP 41 1999 on Air Pollution Control. Dust standard quality for
the ambient is 230 pg/NM3
4.1.2.3. Fauna
Impact Source
Irr~pact source of disturbance to the fauna is the material and equipment Mobil- and
demobilization.

Environmental component that would be annoyed is the fauna living along the
transportation route of project vehicles.
Impact Maqnitude
Transportation activity is predicted only 2 to 4 times, and it is predicted would not
significantly disturb the fauna in the area.

Remarks
Disturbance to the fauna living in the area is derived impact from mobil- and
demobilization activities. Beside, vegetation in the area is not the habitat of fauna, but it
functions as niche.
4.1.3. Land Clearing and Maturation
4.1.3.1. Noise
Impact Source
Land clearing and maturation would increase, but not significantly, increase the.noise
level. Because the area is already plain and mature, there would be only land cleaning
activity that employs grass cut machine. This would not increase the noise level.

By using grass cutter machine, the work will be completed in 1-2 days. The noise
created by machine is predicted to be 85 dB. This sound will not be heard by the local
people in the nearest village (Tondangow), that located + 500 rn away.

The impact of this activity is considered to be temporary, 1 to 2 days. The impact
indicator is the environmental minister decree No. Kep48/MENLH/11/1996 on the
Standard Quality of Noise Level. The Standard Quality of Noise Level residential area is
55 db A.
4.1.3.2. Flora

the vegetation living in .the area.

Soil maturation activities would probably exclude flora and vegetation living in the
project site. Result of field study reveals that type of vegetation living in the area
consists of wild grasses, and weeds. Even though the excluded flora could not revive in

the area; the impact magnitude is small, about 7800m2 (0.78 ha). I n addition the
project site area also is relative small.
Indicators of flora disappearance during the land maturation are the number and type
of flora, as well as the number of excluded flora.
4.1.3.3. Fauna

Impact source of disturbance to the local fauna living in the project site is the mil
maturation phase

The environmental component to be disturbed due to the land maturation activities i s
the fauna living in the area.

Soil maturation activities would probably disturb wildlife living in the project site.
Nevertheless, result of field study reveals that type of wildlife living in the area consists
of wi ld mammalian, reptilian, amphibian. Therefore, the impact magnitude is relative
small. I n addition the project site area also is relative small.
Due to the land maturation processes, wildlife would find new niche around the project
site. The project site is not functioned as habitat but as niche for the wildlife.
4.1.4. Construction of Main Building and Infrastructure
4.1.4.1. Noise

Such an activity would increase noise level due to operation of heavy machinery in PLTP
Laheritlong Extension (1x20 MW). The noise would sourced from operation of
excavator; dump truck; bulldozer; ready mix, molen, vibrator and crane; as well as
sewing machine, vibro roller, stom wallsetc.

Increase of noise would degrade ambient quality, and conformability. The faster the
machine moves, the higher the noise level would be.

Impact Magnitude and community perception may be reflected from the percentage of
respondent who agree (90%) and who had no opinion (10%) on the construction of
PLTP Lahendong Extension (1x20 MW).
Experience during the construction of PLTP Lahendong I reveals that community would
not raise objections provided that there is measures conducted by the project
proponent in reducing the noise effect during cleaning processes of pipes.
Commissioning activity is the last step of construction phase. It means that the phase
will be followed by labbr release and recruitment of skilled worker and expert for
commissioning procedure as well as recruitment of operator in a limited number. These
activities would also bring impact on the local community living in! the vicinity of the
project. Following the labor release, the socio economic live would return to its original
condition. I n general, the people would think that release process is a common step
faced by contracted labor.

4.2. Operation Phase

Operating the generator unit would increase noise level due to the turbine. I f the
generator unit is not in function due to technical problems or maintenance, then the
scrubber area belong to Pertamina will excrete steam that also bring noise sound.

Increase of noise level would decrease environment quality. The faster the machine
rotate, the higher the noise level would be. The more steam produced, the higher the
noise level is.

If the unit is in operation, the noise level inside the generator house would be between
90 and 110 dB A, outside the house 65 to 70 dB A, and 50 dB A outside the PLTP.
Therefore, safety of operator and other workers working in powerhouse shall be taken
into attention.
I f the generator unit were not in function, then the scrubber area would crease noise
level of 90 dB A. According to experience, such a noise level will not annoy the local
people living in Desa Tondangow. I n short, increase of noise level will not disturb local
community, but workers operating within the generator unit area. ,
Remarks
Increase of noise level due to the operation of generator unit would be long lasting
process, 30 year or more during the operation phase. Impact indicator is Kepmenneg
Lingkungan Hidup No. Kep-48/MENLH/11/1996 on the Standard quality of noise level.
Standard quality of noise level for residential area is 55 db A.
4.2.2.2. Hydrogen Sulphide Gas

Operation of the PLTP could degrade air quality. The non-condensed H,S gas would
spread in the area through cooling tower. Besides, part of the steam would escape and
increase the H,S concentration in the air.

Impact Maanitude
According to field measurement, by operating one power unit having capacity of 1x20
MW will create HZS as much as 87 p g / N ~ ' to 114 p g / N ~ ' in the ambient air. Operating
2 units will produce 228 pg/NM3 or 0,164 ppm HZS.
Remarks
Impact of HzS gas is cumulative and it takes relative long time to see the symptoms.
Such a gas could also create a secondary impact, namely acid rain, if the HzS is oxidized
and reacts with water molecule in air to create sulphate acid (H2S0,). The impact would
be permanent, during the operation of PLTP. To reduce the amouht of H2S released into
free air is to utilize the gas or to increase the height of tower. The impact indicator is
Kep-50/MENLH/II/1996 on the standard quality of smell level that prescribed H2S
concentration of 0.02 ppm or 28 pg/m3.

The use of domestic water is about 20 m3/day or 600 m31month. Additional water
required during production process is about 200 m3Jmonth. During the overhaul
conducted once in three years, required water for cooling tower is 1.000 m3.
To avoid the instantaneous exploitation of standard water from Pangolombian Lake,
in industrial and domestic tanks.
Exploitation of standard water from the Pangolombian, would impact water availability
for other purposes, if PLTP Lahendong performs the refilling of cooling tower after

Public health could also be harmed if the drinking water source contains high H2S. Air
smell would also impacted if the content of H2S is high.

project, not due to the air pollution from the free air.

sulphide and it will be suavely discharged as not to harm environment.

power plant site.
Impact Maqnitude
Cooling tower drainage will be performed once in three years during the overhaul.
Wastewater will be filled into a settling basin, then will be treated to the standard
quality and re-injected into the earth in LHD 7 well. Therefore, there would be no
pollution in public water body and the impact would be minimized.
Remarks
Following the wastewater treatment in PLTP Lahendong I, wastewater will be directed
through closed pipes into the LHD 7 wells. From this stage on, the Pertamina will be in
charge in managing the water to be injected into earth. !
4.2.3.2. Hydrology

Sludge from the base of cooling tower will be pumped into solid waste pond, dried and
deposited in a special area.

following the post operation phase, the area could be utilized as tourism sites museum or
destructed, depending on the policy of PT. PLN (Persero). I f destruction is the option,

PROGRAM
5.1. Environmental Management Program
General description of environmental management program of PLTP Lahendong
Extension (1x20 MW) is presented in Table 5-1. Such a description covers activity
components that predicted to impact environment, type of impact, impact reference,
management measures, agency in charge, and inspecting agency regarding
environmental management.
Activity components predicted to impact environmental features include construction
phase, operation phase, and post operation phase.
Activities included within those phases are labour recruitment and deployment,
equipment and material mobilisation and demobilisation, land clearing. and
preparation, infrastructure construction, main building construction, power plant
commissioning, power plant operation, power plant maintenante, land reclamation
and rehabilitation, and land utilisation for other purposes.
As mentioned in Chapter 4, types of impacts originated from the PLTP include
geophysical, biochemical, socio-economic and culture, and public health. Types of
impact includes air quality, noise, water quality, soil physisico chemical quality,
disturbance on vegetation, wildlife migration, job opportunity, entrepreneurial
opportunity, income, social resentment, community unrest, as well as community
perception.
Impact references utilised include rules and laws regarding standard quality, such as
noise standard quality, ambient air standard quality, wastewater standard quality,
and comparison of environmental quality relative to its original features.

3. Experienced workers during construction of PLTP Lahendong I
4. Number of worker according to their experience and skill
5. Worker status (inspector, craftsman, assistant), workload, working time have
to be clearly defined according to the regulations.
6. It is strongly recommended that the local workers provide endorsment letter
from the corresponding head of village (hukum tua) and head of kecarnatan
(camat).
7. Foreign workers must report themselves to the local officials and provide
endorsment letters from their corresponding ofticials (camat and hukumtua).

5.1.3 Post Operation Phase
Following the operation phase, the area could be utilised as museum, tourism area,
or destructed according to the policy of PT. PLN (Persero).
5.2. Environmental Monitoring Program
General description of environmental monitoring program of PLTP Lahendong
Extension (1x20 MW) is presented in Table 5-2. The description includes type of
impact, environmental component to be impacted, agency in charge, inspecting
agency on environmental monitoring regarding site, frequency, and monitoring
method.
Mention has been made in chapter 4, type of impact originated prom the PLTP
activities includes geophysical and chemistry, biology, social economy and culture,
and public health. Types 'of impact includes air quality, noise, water quality, soil
physisico chemical quality, disturbance on vegetation, wildlife migration, job
opportunity, entrepreneurial opportunity, income, social resentment, community
unrest, as well as community perception.
Monitoring site is located within the project site of PLTP Lahendong Extenuation
(1x20 MW), Pangolombian Lake water body, and Pangolombian river, residential area
in Desa Pangolombian, Desa Tondangow, and Desa Kasuratan, as well as
transportation roads for equipment and material mobilisation-demobilisaticn.
Monitoring frequency is once in three months for noise, air quality, hydrology, water
quality, quality of soil physical and chemical properties, spatial plan, land and soil.
Socio economic, culture and public health will be monitored once in six months.
Monitoring method will be performed by means of one or more techniques of survey
method, .laboratory analysis, mathematical formulation, and interview.

Harapan Masyarakat Dan ketiga desa di sekitar proyek PLTP Lahendong Extention:
1. Desa Tondangow
a. Tenaga kerja yang akan direkrut sepenuhnya berasal dari desa setempat sesuai ketrampilan dan keahlian yanG tersedia untuk menghindari konflik sosial terbuka antar desa.
b. Pemasangan lampu penerangan pada jalan utama secara gratis sesuai proposal yang diajukan.
2. Desa Pangolornbian
a. Inlet Danau Pangolornbian (penduduk seternpat menyebut sebagai waduk buatan) direhabilitasi, tanah longsoran sekitar 6 rn pada saluran masuk supaya diangkut ke luar dan betonisasi saluran sekaligus upaya mencegah longsor dan tinggikan penarnpung agar air S. Koropit diarahkan dikumpulkan dan masuk D. Pangolombian. Upaya ini dapat meningkatkan volume/debit air D. Pangolombian.
b. Oulet danau, yaitu pintu air dan saluran utama ke persawahan di 'rehabilitasi agar air terpakai lebih efisien.
c. Rehabilitasi inlet dan outlet dapat mengimbangi pernakaian air PLTP Lahendong dan turut mengembalikan fungsi danau Llntuk mengairi 60 ha lahan sawah yang sekarang ini hanya marnpu mengairi 113 bagian sawah dan budidaya ikan oleh penduduk seternpat pada telaga.
d. Memperhatikanl perbarui ijin pernakaian air .D. Pangolombian yang telah . berakhir sejak tahun 1999. e. Sebagai imbalan pemakaian air D. Pangolornbian aiharapkan PLN dapat
rnembebaskan tagihan listrik untuk penerangan jalan, kantor dan balai desa.
F. Pembayaran rekening listrik penduduk dapat dilaksanakan oleh desa bekejasama dengan PIN untuk rneningkatkan ~enda~a tan desa dalam - rnenunjang pembangunan desa.
g. Pernanfaatan jalan untuk angkutan alat-alat besar diharapka'n memperhatikan kelas jalan yang akan dilalui.
3. Desa Kasuratan
a. Diharapkan pelaksanaan rencana kegiatan terrnasuk tahap operasi dapat meyemp tenaga kerja sesuai ketmmpilam dan keahlian yang dimiliki.
