This brochure is full of information about the possibilities for recreational use of our waterways. Besides information about VisuRIS (The 'River Information Service' covering Flemish waterways), it offers the operating times for locks and movable bridges, general maps, some important boating rules and an overview of what is required to operate recreational craft in Flanders. And we give you tips on where to find more information on each point. That data will help you enjoy your voyage on the waterways, safely and without hindrance.

In this brochure, we will pay specific attention to pleasure craft. During recent years, both strengthened natural and landscape values and improved infrastructure have ensured that the Flemish waterways have become ideal for all facets of recreational activities on and around the water. We are experiencing continuing interest in the wide range of recreational opportunities that the waterways have to offer. That is hardly surprising, when one considers how wonderful it is to spend time on the water!

There are so many recreational activities: canoeing, water skiing, cruising and much more. Moreover, you do not have to own a vessel; you can also rent one or enjoy a trip with one of the many inland waterway cruise ships. The winding waterways

Flanders has more than 1,000 km of navigable waterways. In our position as waterways manager, we are fully committed to multifunctional use of this asset. In 2014, a sixth state reform took place in Belgium. In the case of recreational craft use, the change introduced regionalisation of the general shipping regulations. The Belgian regions, including Flanders, are responsible for that nowadays. Nevertheless, the federal government also retained an important authority regarding recreational craft use. It remains, among other things, responsible for the equipment and registration of the craft and also for the boating certificates.

WHAT IS REQUIRED TO BE ALLOWED TO SAIL IN FLANDERS?

GENERAL REGULATIONS

The general regulations applicable to the vast majority of waterways:General Police Regulations for Shipping on Inland Waterways (APSB) General Regulations for Shipping channels in the Kingdom (ARSK)This general regulation is based on CEVNI 4 (The European Code for Inland Navigation Channels). The regulations are therefore in accordance with those of neighbouring countries. Note – exceptions are possible.

For most waterways there are special regulations that include location-related operational provisions: Special regulations applying to some shipping lanes.

In recent years, the waterways management has published various shipping messages (Notices To Skippers – NTS messages) that have a long-term effect. In order to give our users a complete overview at a glance, all long-term NTS messages are

now merged into one document entitled General Temporary Regulations for the waterway user.

The waterway management can communicate temporary messages in the form of a shipping message.

You can find a summarized overview of the boating rules in the centre of this brochure.

THE WATERWAY VIGNETTE

are suitable for transporting persons and operated without pursuit of profitability (no passenger transport for remuneration);

exceed 6 metres and/or sail faster than 20 km per hour;

sail on orare moored on a berth with or without permit or concession on navigable waterways in the Flemish Region.

The vignette is renewed annually and must be stuck onto a clearly visible spot on the port side of the vessel's stern, at the latest on 31 March of the year in question. The price of the waterway vignette depends on the length of the vessel (measured over its full length), the vessel's maximum speed and the period in which you wish to sail. If you do not want to sail during the whole year, the purchase of a short-term vignette is sufficient.

Any vessel that has been converted into one that falls under the scope of the above must also have a waterway vignette. Vessels that do not carry a valid vignette can incur a penalty equal to twice the price of the imposed vignette, and are still obliged to purchase a vignette. There are systematic checks implemented at engineering structures and on the waterways.

No waterway vignette is required on the Lower-Zeescheldt, the 'Grensleie', the Scheldt-Rhine interconnection and the Common Maas.

Organizers of international or interregional events can obtain an exemption from the vignette for participating vessels, not only for the days of the events, but also for a maximum period of three days before and/or three days thereafter.

To benefit from that exemption, organizers must pay €200.00 (including 21% VAT) per event participation day, regardless of the number vessels taking part. Requests for exemptions must be submitted to the department or agency overseeing the waterway in question.

Foreign recreational craft are subject to the same regulation and must purchase a waterway vignette.

In the case of short-term vignettes, you need to determine the period in which you will sail at the time of purchase. That will be shown on the vignette and registered with the waterway manager.

IN THE SPOTLIGHT

ENVIRONMENT: GOOD FOR NATURE AND NEIGHBOURS

SUP

From 1 April 2018 a new regulation for SUP applies to navigable waterways.

SUP stands for stand-up paddle boarding and was created as a branch of wave surfing. Upright surfing allowed surfers to pad-dle further into the sea than lying down, but quickly grew into a stand-alone sport.

Despite the fact that it originated at sea, the popularity of stand-up paddle boarding on the inland waters has grown rapidly. SUP has also gained popularity in Flanders in recent years, both at sea and on the waterways.

De Vlaamse Waterweg nv therefore wants to allow space on our navigable waterways for SUP as a form of soft water sports. SUP is permitted on navigable waterways with CEMT class I and II under the following conditions:

No locks or bridges shall be operated for SUP

Transit of high-speed zones is prohibited

There may not be any SUP between sunset and sunrise

Use of a SUP leash is mandatory. In cases of SUP initiations and for groups of at least 15 participants, wearing a life vest is also mandatory.

The waterway manager may allow an exception to these rules within certain conditions in the context of an organized tour or event.

In order to avoid the routes of city tour boats, a special boating circuit is being developed in the centre of Ghent for soft water sports. SUP is only permitted within the confines of that circuit.

There are many ways to dispose waste water: dump black water (sewage), oil and bilge water in one of the environmental stations. A waste water tank solves many problems, however, shore toilets are the preferred option.

Sailing on clear sparkling water along reed banks from which suddenly a heron flies up... That is wonderful, isn't it? But plastic around the propeller, drinks bottles and other floating waste at the jetty, that's not what you want. Do you also contribute to keeping things clean by taking good care to store your picnic waste, papers and empty cans until your reach a waste bin? That will help ensure, that the water and banks will remain enjoyably clean for all.

The Vlaamse Waterweg nv is also working on preventing litter, supporting clean-up operations on its sites and cleaning up litter in the waterway. We can keep the waterways clean together!

SAFETY ON THE WATER

Small yachts and large cargo ships, together on the waterway and together in one lock... Sometimes, that can be a challenge! Nevertheless, De Vlaamse Waterweg nv is convinced that it is possible. Using good sense, mutual understanding and respect you can sail harmoniously together.

COMMERCIAL SHIPPING AND RECREATIONAL CRAFT – YES, SAILING TOGETHER IS POSSIBLE!

Stay out of the blind spot. The skipper of a cargo ship cannot see you in the blind spot. A simple rule goes as follows: if you can see the wheelhouse of the cargo ship, the skipper can also see you.

Kayaking/canoeing is best done during the day. Wear eye-catching clothing at twilight or during periods of poor visibility, so that you are clearly visible. Small vessels are asked to avoid making wakes in front of canoes and kayaks.

Other tips for using locks:

- Wait in front of the red light - Keep some distance from a large ship - Attach the vessel with several mooring ropes - Disengage the propeller - Put out sufficient fenders on both sides of the vessel - Help your neighbours to make fast side by side - Only let go lines when the signal turns green

Give commercial shipping room. Stay out of the immediate vicinity of commercial shipping, especially during manoeuvres. Do not underestimate the speed of cargo ships. Always take account of the long distance a cargo ship needs to stop.

Pay attention to the cargo ships at the locks. If freighters and recreational craft are using locks together, optimal use of space in the lock chamber ensures that it is done safely and smoothly. Always follow the instructions of the operating personnel.

You must be able to hear sound signals from other vessels.

Make sure you have a good view on all sides and that you are clearly visible yourself.

You should always cross a shipping channel as quickly as possible while leaving sufficient room. Maintain your course and follow the starboard bank wherever possible.

Clearly show your intention when making a change of course or any sailing movement.

HAZARDOUS GOODS

Ships carrying certain hazardous cargoes must show that with a blue light (night) or a blue cone (day). That is why we call them cone ships.

The more hazardous the cargo they are transporting, the more blue cones or lights they carry. There are in fact three categories:

If you approach ships with dangerous goods, keep sufficient distance. If you want to take a berth next to a cone ship, you must at least respect the following distances:

HOW DO YOU RECOGNIZE SHIPS THAT ARE TRANSPORTING HAZARDOUS GOODS?

'STAY AWAY' SIGNAL

Cone ships that are in danger of losing dangerous goods as a result of an accident or incident must give one short and one long sound as a signal. That sound signal is repeated continuously. What if you hear that signal? Stay as far away as possible from the vessel!

DO NOT FORGET YOUR LIFE JACKET!

LIFE JACKET

You are advised to wear a life jacket in the following situations:

In cases of seasickness

When the water temperature is lower than 15 degrees

At night

When there is mist or fog

With winds from wind force 4 Beaufort upwards

The risk of ending up in the water unfortunately exists for everyone who sails – be it for recreation or professional purposes. Falling overboard can lead to certain death if you do not wear a life jacket. Just like when wearing a seat belt in the car, a life jacket can save your life in perilous situations.

FOR GOOD AND SAFE USE OF THE LIFE JACKET

Always wear your life jacket (merely having it on board "for just in case" is not enough).

Make sure your life jacket is not too big or too small. A life jacket is a personal item – it is best to write your name in it.

Wear your life jacket over your clothing, not underneath!

Secure the belt and all fastenings securely. Do not forget the cross belts: they prevent the vest from slipping over your head when you fall into the water (or when you are pulled back on board).

Get good advice on the right choice of a life jacket. Relevant factors for that choice include the type of water sports that you practice (and the desired freedom of movement) and on what kind of waters you go, whether the life jacket is intended for a child or an adult, the necessary buoyancy and turning force (the capacity). Always think carefully about your choice of a new or second-hand life jacket. And do not forget to regularly maintain and check your life jacket!

A good motto is 'On board, life jacket on'!

MARINE TELEPHONE

EMERGENCIES

The marine telephone is not actually a telephone, but a radio transceiver. Having one on board is mandatory for motor boats from 7 metres upwards. Listen to channel 10 (unless otherwise indicated on the bank or chart) for easy contact with inland shipping and fellow sailors.

In cases where there are injured persons, victims or in case of doubt that there might be wounded persons or casualties, or there is a fire or sinking vessel: call 112.

You do not need a boating certificate to kayak, row or surf.

You are permitted to kayak on navigable inland waters in Flanders/Belgium, with the exception of:

the Ghent-Terneuzen canal;

de Lower-Zeescheldt (the part of the Zeescheldt downstream of Burcht);

the inner reaches of the waterways such as on the Rijen (Reie) in Bruges and the Diversion channel of the Nete in Lier;

certain parts in Ghent;

the seaports;

the high-speed zones;

You must follow the shipping regulations at all times. For safety reasons, access to locks on the Flemish waterways is forbidden for all small manually propelled vessels. The waterway manager may, under certain conditions, consider an exception to the prohibition of the use of a lock for groups of canoes and kayaks and other manually powered vessels wishing to go up or downstream within the framework of an organized tour or event.

Fishing in a navigable watercourse is only allowed if you have a valid fishing permit. The Agency for Nature and Forests offers handy angling maps that indicate all important public fishing waters for each province. The angling charts list the species of fish that are regularly caught in each fishing water sector. They are highly recommended for every angler!

For safety reasons, we recommend always fishing at sufficient distance from locks and weirs.

When sailing at high speed in the above-mentioned high-speed zones, wearing a life jacket is compulsory for all crew members. All persons on board must be seated at a location provided for this purpose by the boat manufacturer.

In zones 1-27, the maximum allowed speed is 60 km/h. Outside of the designated sectors, the maximum allowed speed limit of 20 km/h applies. That speed limit is reduced if a lower maximum speed is established in special regulations for the waterway in question.

When crossing a sailing, discharging or moored ship, the speed is reduced to 10 km/h. Water scooters (seated models) are allowed to run in all high-speed zones, provided there is compliance with the rules laid down

in art. 6.35 (paragraphs 1, 2 and 6) of the General Police Regulations for Shipping on Inland Waterways (APSB). You must be able to guarantee stability at low speed and when stopped, and you must maintain a more or less rectilinear course.

Water scooters (standing models) are only allowed to run at high speed in the high-speed zones designated for operating water scooters in accordance with art. 6.35 and art 6.35bis of the APSB.

Ordinary motor boats are allowed to sail at high speed in both the designated high-speed zones and water ski and analogue activities sectors, but not in the water scooter sectors, in accordance with art. 6.35 and art 6.35bis of the APSB.

The necessary signage is in place to demarcate the zones in question. Regardless of art. 6.35 lid 7 and art. 6.35./1 lid 4 of the APSB in the zones 17, 18, 19, 22, 23 and 24, the 10-metre zones along the banks

may be used by manually powered recreational craft (e.g. canoes, kayaks, etc.). Crossing the waterway must be as perpendicular to the bank as possible and in accordance with the prevailing priority rules in

the General Police Regulations for Shipping on the Inland Waterways. Towing tyres, banana boats and other such attributes that are secured to the towing craft and over which the person(s) on the

towed object(s) has/have no control of manoeuvrability is prohibited on the entire waterway network of De Vlaamse Waterweg nv.

The following applies to all schedules except schedule A (unless otherwise specified): On the 26th of December and the 2nd of January operation starts at 09:00 at the earliest, unless otherwise stated. All engineering structures are operated by De Vlaamse Waterweg nv unless otherwise stated. In this brochure we offer you an overview of the operating times of engineering structures in Flanders. However, changes can always occur.

We therefore recommend that you consult the operating schedules for each individual engineering structure at www.VisuRIS.be, for the most up-to-date operating times.

A vessel requiring service that arrives at an engineering structure before the closing time will still be handled, under the proviso that all the following conditions are met:

Specific restrictions for recreational craft:

The engineering structures on the Bruges through passage, the Katelijnepoort bridge, the Gentpoort bridge, the two Kruispoort bridges, the Dammepoort lock and associated bridges, the Warande bridge, the Krakelebrug, the Scheepsdalebrug, and the Boudewijn bridge are not operated for recreational craft alone from Monday to Friday.

The recreational craft should then wait until the facility is operated for commercial shipping, except when:

no ship will reach the Moerbrugge bridge or Nieuwegee bridge within 2 hours; or when the previous operation occurred at least 2 hours earlier;

In addition, priority attention will be given to ensuring that there are no buses of De Lijn in the immediate vicinity of the bridge concerned.

Additional specific operations and guidelines for recreational craft (with the exception of shut-off times for commercial shipping):

A. From Ghent to Bruges:

Maximum waiting time of 1 hour at Moerbrugge bridge

Then convoy (grouped) passage through to Steenbrugge bridge

B. From the Flandria marina (Bruges) towards the coast:

Grouped operation at 09:00 at the Katelijnepoort bridge and then sailing in convoy towards the coast (Ostend).

For those who have to wait there is a waiting dock at the Katelijnepoort bridge.

C. From the coast towards Bruges:

No limitation of passage to Nieuwege bridge.

Grouped operation 14:00 at the Scheepsdale bridge and then sailing in convoy towards Bruges.

D. From Bruges to Ghent:

Grouped operation at 09:30 at the Gentpoort bridge and then sailing in convoy towards Ghent.

Large groups of recreational craft (more than 6 boats) always have free passage without waiting times (subject to the aforementioned shut-of times).

Recreational boaters are requested to leave as close together as they can, and to reach the bridges as tightly grouped as possible.

The Klein-Willebroek lock (only for recreational cruising, highly recommended as an alternative to the Wintam sea lock):

all the year: every day from 06:00 to 10:00 pm, but only from 3.5 hours before to 3.5 hours after high water. No operation: 01 Jan, 01 Nov, 25 Dec

Operation ends at 18:00, at the latest: 24 Dec and 31 Dec

Operation starts at 09.00, at the earliest: 26 Dec and 02 Jan

OPERATING CONDITIONS OF THE OTHER ENGINEERING STRUCTURES, FOR PLEASURE CRAFT:

During the day:

A. Passage through locks is done jointly with commercial shipping.

B. Combination with commercial shipping is not required if the lock has to operate in either direction empty of commercial vessels.

C. The surcharges for night or Sunday passages do not apply if the recreational craft's passage occurs outside the following hours because of waiting for a commercial vessel, but vessels entering after 22:00 do have to pay.

D. If the lock operator foresees that recreational craft will have to wait more than two hours, because there is no commercial shipping arriving during that period, passage will be possible. In any case, recreational craft will never wait more than two hours.

E. If the group of recreational craft is such that it fills the lock reasonably (in comparison to a commercial vessel), then that group of pleasure craft will be handled as if it was an inland cargo vessel.

If a recreational vessel wishes passage with exception to the conditions mentioned above, passage will be provided if and when possible, but the following additional costs must be paid:

A. special passage at a lock (except the Small Willebroek lock): 149.97 euros (excluding VAT).

B. special opening of a movable bridge (with the exception of Victor Dumon bridge): 24.79 euros (excluding VAT). If different vessels wish to use the same passage together, the costs mentioned above will be distributed evenly between them.

During the night or on Sundays and public holidays:

Recreational boating is also subject to the same rules as professional shipping with regard to both night and special passages:

A. The right of passage at night is charged during the week from 22:00-06:00. The tariff is based on the tonnage of the vessel.

B. The right of special passage is charged during the weekends and on public holidays from 22:00 on the day before the Sunday or public holiday until 08:00 on the Sunday or public holiday, and from 16:00 on a Sunday or public holiday until 6 am the day after that Sunday or public holiday.

Exceptions:

Every Sunday or public holiday during the summer months (last Sunday of April-30 September) from 08:00-18:00, pleasure and passenger vessels are exempt from paying that right for special passage.

All submissions become the property of De Vlaamse Waterweg nv, so that the company can use the images freely and free of charge in its publications in all media, without mentioning the photographer. Persons offering submissions must have the exclusive rights on each sub-mitted photo and are responsible for obtaining the necessary authorizations associated with the subject of the photographs. We would like to point out that consent from the people photographed is required in the context of the law on privacy. Permission of the owner of logos, buildings, and so on is also mandatory. De Vlaamse Waterweg nv can-not be held responsible in the event of complaints from third parties in connection with violation of rights or in cases of damage. The submitter therefore indemnifies De Vlaamse Waterweg nv against all claims filed by third parties regarding the content and form of the work. If the need arises, De Vlaamse Waterweg nv may request the person submitting the material to deliver the consents and autho-rizations in question, in writing, and within five calendar days. By submitting their entry, the entrants agree with the rules and accept that they are bound by them, as well as to the decisions that the organizers might take on any matters not provided for in the regulations.
