Registration with the General Medical Council or General Dental Council imposes on doctors and dentists the duty to provide a good standard of medical care for, and to behave appropriately towards patients. NHS Employers also have a duty to ensure that patients receive a good standard of medical care and ensure as far as possible the safety of patients. In accordance with NHS Circular PCS(DD) 2001/1, we therefore need to establish if you have been found guilty of a criminal offence, been bound over or cautioned or are currently the subject of proceedings which might lead to a conviction, an order binding you over or a caution, in the UK or any other country.

Applicants for posts in the NHS are exempt from the Rehabilitation of Offenders Act 1974. Application packs include a declaration for applicants to compete declaring any previous or pending prosecutions or convictions, including those considered “spent” under this Act. The conditions of service are those laid down and amended from time to time by the Hospital, Medical & Dental Whitley Council.

TYPE OF CONTRACT Permanent

GRADE AND SALARY £74504 - £100446New Entrants to the NHS will normally commence on the minimum point of the salary scale, (dependent on qualifications and experience).

As per National Guidelines, NHS Greater Glasgow and Clyde does not negotiate salary placements. On commencement the salary will be in line with paragraph 5.1 of the terms and conditions of the new consultant contract. Appointees start on the scale minimum except in the circumstances of paragraphs 5.1.2 - 5.1.7 of the terms and conditions of service.

Salary is paid monthly by Bank Credit Transfer.

HOURS OF DUTY 40 per week

SUPERANNUATION You have the option to join the NHS Superannuation Scheme, to participate in the State Earnings Related Pension Scheme or to take out a Personal Pension.

Employee’s contributions to the NHS Scheme amount to 6% of salary (5% for manual staff) and the employers contribution equates to 14% of salary. Employees in the NHS Scheme are “Contracted-out” of the State Earnings Related Pension Scheme and pay a lower rate of National Insurance contributions. Employees who choose to participate in the State Earnings Related Pension Scheme pay the higher rate of National Insurance contribution. A Stakeholder Pension is also available.

A Personal Pension is a private arrangement agreed with the pension provider that will be an organisation such as a Bank, Building Society or Insurance Company.

OCCUPATIONAL HEALTH SCREENING

Shortlisted applicants not currently employed by NHS Greater Glasgow and Clyde will be required to complete a medical questionnaire, following which they may be required to attend the Occupational Health Service for screening.

REMOVAL EXPENSES Assistance with removal and associated expenses may be given and would be discussed and agreed prior to appointment.

1. Glasgow and the Surrounding Area

Glasgow, with a population of around 740,000 is Scotland’s largest city, and one of Europe’s liveliest, with a varied, colourful social and cultural life which can cater for every taste.

There are 146 dental chairs that are allocated to service delivery, undergraduate teaching and postgraduate training. There are over 370wte (NHS and University) staff currently based at GDHS and 400 dental students during term-time. There are over 100,000 outpatient appointments each year at GDHS.

2.2 Community and Salaried Dental Service

This service operates on a citywide basis and provides care for patients who have difficulty accessing mainstream dental services from 32 fixed clinics in Greater Glasgow and Clyde. It compromises 57 dentists (senior salaried general dental practitioners (GDPs), salaried GDPs and Community Dental Officers) and support staff. Clinics have receptionist and dental nurse support.

The service has close links with Glasgow Dental Hospital and School and provides a substantial amount of outreach teaching.

The service is led by an Oral Health Director to whom the consultant will be managerially accountable and professionally accountable to the Associate Medical Director (Dental).

The post holder will provide clinical leadership to the dental team who provide care for people with disability and/or complex medical conditions/additional needs, within the Community and Salaried Dental Service.

3. The Orthodontic Department, Glasgow Dental Hospital & School1.2. 3.1 Introduction

The Orthodontic Department is integrated with the Paediatric Dentistry Department and fulfils the following functions:

To provide orthodontic advice for referring General Dental and Specialist Orthodontic Practitioners.

To provide orthodontic advice for the other specialist departments within the Dental Hospital

To treat patients in need of specialist care, with an emphasis on multi-disciplinary management.

To teach basic orthodontic skills to undergraduate students

To train orthodontic SpRs, Postgraduates and FTTAs.

To provide rotational training and experience for SHO/FY trainees.

To provide training for GDPs through postgraduate courses.

3. 3.2 Accommodation and Facilities

The combined Orthodontic and Paediatric Dentistry department occupies virtually the whole of the fifth floor in the Dental Hospital. The Paediatric Dentistry clinic is in continuity with the main orthodontic clinic giving a total of 28 chairs, 17 of which are regarded as orthodontic chairs. In addition, three side surgeries are predominantly for orthodontic use. The sub-department of Oral Orthopaedics occupies a suite of two chairs adjacent to the main department.

The whole orthodontic and paediatric main clinic has been refurbished during late 2007 and early 2008 and was officially opened on June 3rd 2008.

Office accommodation, production and teaching laboratories, postgraduate accommodation and seminar facilities are also available on the same floor. Computers and digitising facilities are readily available. A computerised patient administration system is installed.

A full range of dental specialties exists in the Dental Hospital and close collaboration occurs with other departments. A number of multi-disciplinary clinics run regularly with members from the Restorative, Paediatric Dentistry and Oral Surgery departments.

Joint orthognathic planning clinics are held at the Dental Hospital and the Southern General Hospital and joint cleft lip and palate clinics are held at the Royal Hospital for Sick Children, Yorkhill and the Southern General Hospital.

3.4 Management Structure

The Dental Hospital is part of the Oral Health Directorate which is one of 9 clinical directorates within the Acute Division of NHS Greater Glasgow and Clyde Health Board. The Dental Staff Association meets regularly.

4. The Orthodontic Department, Inverclyde Royal Hospital

The Orthodontic Department is situated within the out-patient clinic and is composed of 2 surgeries, one office and one laboratory/workroom.

Orthognathic planning clinic, Southern General HospitalMr D Koppel, Mr M Devlin, Mr J Downie, consultant oral and maxillofacial surgeon, also holds an orthognathic planning clinic in the Orthodontic Department approximately once every two

Joint restorative/orthodontic planning clinic, Glasgow Dental HospitalThese are held approximately weekly in the Orthodontic Department and involve a number of different restorative consultants.

Cleft palate bone graft clinic, Glasgow Dental HospitalThis takes place on Thursday mornings in the Department of Oral Orthopaedics with Mr T Gillgrass and Mr M Devlin, Consultant Maxillofacial and Cleft Surgeon. It deals with the planning and review of secondary alveolar bone grafting in patients with orofacial clefting.

Multidisciplinary Cleft clinic, Yorkhill Childrens HospitalThis occurs weekly on Thursday and is attended by all members of the cleft multidisciplinary team for Greater Glasgow and Clyde.

Craniofacial Clinic, Southern General HospitalThis clinic attended by both Maxillofacial and Neurosurgeons for the patients with craniofacial anomalies

Joint paedodontic/orthodontic planning clinic, Glasgow Dental HospitalThis clinic exists for the benefit of patients with complex orthodontic and paedodontic problems, such as trauma, mild hypodontia, unerupted incisors (often associated with supernumerary teeth), special needs, disorders of dental development, and caries

Hypodontia clinic, Glasgow Dental HospitalThis clinic is held every month in the Department of Paediatric Dentistry and has input from consultants in paediatric dentistry, restorative dentistry, orthodontics and oral and maxillofacial surgery. Patients usually first attend in the mixed dentition and are planned for interceptive treatment as well as long-term multi-disciplinary management.

5.3Teaching

Teaching undergraduate students is part of the responsibility of the Dental School of the University of Glasgow. The holder of the post will be eligible for an honorary appointment with the University of Glasgow.

The Orthodontic Department is the main centre for specialist orthodontic training in the West of Scotland and the holder will be expected to contribute to this programme.

Continuing education courses are also run in conjunction with the West of Scotland Centre for Postgraduate Dental Education and these provide further teaching opportunities.

5.4Research

Academic support for research is available within the department but liaison with other specialties is also possible. A statistician is available within the Dental School.

In the Dental School Research activities are divided into three sections:

o Assessment of facial growth in non-cleft cases

o Superimposition of 3D soft tissue on 3D CT scans

o Prediction of changes following orthognathic surgery in 3D

Other research interests / current projects in orthodontics include:

o Multi-centre trial of different orthodontic retention regimens

o Multi-centre studies on the incorporation of anti-microbials into orthodontic cements

o Decontamination of orthodontic bands (together with infection and immunity)

o Psychological characteristics associated with facial type and orthognathic surgery

o Clinical and laboratory testing of new orthodontic materials.

5.5Administration

The appointee will be expected to take part in the administration of the Orthodontic Departments of Glasgow Dental Hospital and Inverclyde Royal Hospital.

5.6Clinical Governance Meetings

The post holder will be expected to participate in regular Clinical Governance Meetings within the Orthodontic Department. These occur on a rolling timetable and incorporate departmental briefings, audit meetings, risk management presentations and journal club.

Both the audit and journal club meetings are team led.

A split of 9:1 between direct clinical care PAs and supporting professional activities is now the advertised standard for all new consultant job plans in Scotland.   The one SPA minimum will reflect activity such as appraisal, personal audit and professional development occurring outside study leave time.   Once the candidate has been appointed more SPA time may be agreed for activities such as undergraduate and postgraduate medical training which takes place outside direct clinical care, as well as research and/or management.  These activities must be specifically and clearly identified and be agreed with the candidate and desired by the department.

Internal: The consultant will work to support the Clinical Lead and Clinical Directors of the CSDS and GDHS in managing special care aspects of the CSDS to achieve its objectives.The consultant will be managerially responsible to the Clinical Services Manager at Glasgow Dental Hospital. The consultant is professionally accountable to the Clinical Director for his/her clinical work.The consultant will liaise and collaborate with staff from the OHD to facilitate service development.As a clinician, the consultant will supervise and direct the work of any DN(s) providing assistance to the consultant, liaising as necessary with appropriate Dental Nurse Manager who has overall first line management responsibility for DN(s).As a clinician, the consultant will supervise and monitor dental hygienists and the orthodontic therapists in accordance with GDC regulations and any relevant local procedures.

External: The consultant will liaise and collaborate with other members of the dental profession and other health service and local authority staff.To maintain high quality services to our patients (clients), every member of staff should establish good working relationships and clear communications with colleagues, other departments, external organisations and the public. This will include in particular local General Dental Practitioners, Consultants in Glasgow Dental Hospital & School and local medical consultants in secondary and tertiary care.
