We all found the session very helpful.

On pledges I think we do have good coverage and therefore my take home

message was that whilst there will be a need for a few more (eg those in

gestation, SME and one around "shift workers") our focus should shift far

more now towards effective delivery of the existing pledges and reach of

these to a significant part of the working age population.

I entirely agree we need to ensure that we make rapid progress on

publicising the excellent work done on a number of our individual pledges

and the team will follow up on this urgently, as I think we need to send a

very clear and positive message about progress on this at the next network

meeting.

On monitoring I did make our concerns known at a meeting with fellow

Deputy

Directors last week, but Tabitha said that Liz was committed to the format

which has been developed with all submitting on all the pledges they had

signed up to - but Liz has acknowledged that some may back away from

some

of their original number of pledges - and that we can do nothing but allow

this. For our part we have tried to keep the monitoring forms as simple as

possible and perhaps at a future network meeting, as well as listening to

any concerns, we might share some good practice to help all organisations

appreciate what they are aiming at and hopefully demonstrate that its

relatively straightforward. On a related note I met with BUPA on Friday and

they were looking through the monitoring forms on both physical activity

and health and work, and they felt the process straightforward and they had

the information required readily at their fingertips.

Away Day

Dear Geoff, I really appreciated having two hours together. It

certainly clarified things as we move on, and I look forward to a minute

and actions from the meeting. Take home messages for me were:

1. being able to develop our network in our own way;

2. embedding and disseminating what we have already done. This applies

to

existing pledges and the excellent pieces of work done for us by Maria,

Neil, David, Eric and Steve. We must find a way of publicising the

guidance etc;

3. we probably have enough pledges;

4. monitoring - if we do not find a light-touch way of doing it we will

alienate those who most want to support us;

5. membership of the network I will go through the list that Ashley

has helpfully provided, and make some suggestions;

6. should we send a reminder to those companies who have not replied to

us?

7. SMEs, this is the one extra pledge that we definitely need.

Physicians I started a medical women’s dining group. Our aim was to

provide a networking opportunity for women aiming to get to the top of

British medicine – hitherto a male domain – and to develop a mentoring

environment for young women starting out on this path. We began with

some twenty of us, who met, networked, and dined – each time with a

woman speaker who had made her mark in a field outside medicine. The

dinners have become popular, and we now have an extended group of

largely healthcare professionals but also other colleagues, from

management, politics and education,who have asked to join in – almost sixty

attended the last dinner Our last two speakers were Polly Toynbee and

Stella Rimington.

Our next dinner is on Wed November 23 at the RCOG (beside

Regents Park close to the mosque) at 7 for 7.30 pm, and the speaker is Dame

Fiona Reynolds, Director-General of the National Trust . I wondered if you

would like to join me as my guest - you would be most welcome.

We all found the session very helpful.

On pledges I think we do have good coverage and therefore my take home

message was that whilst there will be a need for a few more (eg those in

gestation, SME and one around "shift workers") our focus should shift far

more now towards effective delivery of the existing pledges and reach of

these to a significant part of the working age population.

I entirely agree we need to ensure that we make rapid progress on

publicising the excellent work done on a number of our individual pledges

and the team will follow up on this urgently, as I think we need to send a

very clear and positive message about progress on this at the next network

meeting.

On monitoring I did make our concerns known at a meeting with fellow

Directors last week, but Tabitha said that Liz was committed to the format

which has been developed with all submitting on all the pledges they had

signed up to - but Liz has acknowledged that some may back away from

of their original number of pledges - and that we can do nothing but allow

this. For our part we have tried to keep the monitoring forms as simple as

possible and perhaps at a future network meeting, as well as listening to

any concerns, we might share some good practice to help all organisations

appreciate what they are aiming at and hopefully demonstrate that its

relatively straightforward. On a related note I met with BUPA on Friday and

they were looking through the monitoring forms on both physical activity

and health and work, and they felt the process straightforward and they had

the information required readily at their fingertips.

Dear Geoff, I really appreciated having two hours together. It

certainly clarified things as we move on, and I look forward to a minute

and actions from the meeting. Take home messages for me were:

1. being able to develop our network in our own way;

2. embedding and disseminating what we have already done. This applies

to

existing pledges and the excellent pieces of work done for us by Maria,

Neil, David, Eric and Steve. We must find a way of publicising the

guidance etc;

3. we probably have enough pledges;

4. monitoring - if we do not find a light-touch way of doing it we will

alienate those who most want to support us;

5. membership of the network I will go through the list that Ashley

has helpfully provided, and make some suggestions;

6. should we send a reminder to those companies who have not replied to

us?

7. SMEs, this is the one extra pledge that we definitely need.

are on the wrong side of onerous. This will certainly discourage smaller

businesses from signing up, even if it is only a perception. I would like

A PUBLIC HEALTH RESPONSIBILITY DEAL

HEALTH AT WORK NETWORK

Note of actions from the fifth meeting of the health at work network on

Tuesday 10 October 2011,

The Boardroom, Richmond House

1. The meeting was chaired by Dame Carol Black, National Director for

Health and Work. A list of attendees is attached.

Responsibility Deal update

2. Since launching in March 2011, there were now over 300 organisations

signed up to the Responsibility Deal with around 170 of these signed up

to at least one health at work collective pledge. The health at work and

physical activity networks hosted successful poster events in September

with nearly 50 organisations submitting posters. Earl Howe,

Parliamentary Under Secretary of State for Quality, has written to each of

the organisations that submitted a poster for the health at work session to

thank them personally for their contribution.

Working group updates

3. The chairs of the network’s working groups each gave an update on their

areas of work.

• Occupational health working group: This work represents one of the

initial individual pledges at the launch of the Responsibility Deal.

The group has been working on guidance for employers that focuses

on the support that an occupational health service can provide with

links and signposting to other sources of competent advice. The

guidance also emphasises the importance of managing non-

communicable diseases caused primarily by lifestyle factors and

compliments the Workplace Wellbeing Charter developed by

Liverpool Primary Care Trust. The guide has been designed so that it

is as relevant to large employers as it is to SMEs and defines key

responsibilities for key stakeholders including CEOs, HR Managers,

OH professionals and employees. It was agreed that the document

should be hosted on the NHS Choices website with appropriate

links to the Workplace Wellbeing Charter and NICE guidance.

• Workplace adjustments working group: The group has been working

on a collective pledge that focuses on workplace adjustments with an

emphasis on mental illness. The group recognised the difficulty of

developing a pledge that reflected the complexity of mental illness

while at the same time was easily accessible. They therefore decided

to use a similar model to the Chronic Conditions guides and link the

planned collective pledge to a set of guidelines. Three existing guides

were found but none were deemed comprehensive enough to form the

basis of a pledge. So the group have decided to take the best bits from

each of these to create a document that provides information about

mental illness and treatments, examples of workplace adjustments as

well as the business and legal case for them. The group agreed to

prepare a a draft collective pledge for circulation by the end of

November.

• Young people working group: The group has been developing text for

a collective pledge that focuses on ensuring that young people just

entering the world of work are inducted with a firm grounding in

health at wellbeing at work. The group proposed 5 different pledge

options. Several points were made in discussion, the key ones being

that the pledge should include a reference to mental health and the

language used in the pledge is important so that it was not perceived

as patronising. The group agreed to rework the pledge text and

present at the next network meeting.

Update on new pledges

4. There has been a disappointing response to the new health at work

collective pledges – H5. Smoking cessation/respiratory health and H6.

Staff health checks – with only 5 organisations so far signed up. This is

despite the pledges being publicly launched at the poster event and

publicised in the Responsibility Deal e-bulletin. The point was made that

it could simply be a time-lag between the pledges being launched and

organisations having the necessary Board meetings to approve formal

sign-up. A number of organsiations said they would be signing up. The

Secretariat agreed to investigate if there could be a communication

problem and to look at ways over and above the regular newsletter

and network meetings to ensure all those signed up to the network

were awareof the latest news.

5. The meeting considered the possibility of developing pledges on

obesity/weight management and a SME-specific pledge. The group felt

that a pledge on obesity/weight management would be too difficult to

monitor and was unlikely to have any lasting impact. There was much

more appetite for a SME-specific pledge to draw in the largely untapped

SME sector whose engagement could make a significant difference. The

experience of the Health, Work and Wellbeing Regional Coordinators

was that procedures must be simple and paperwork kept to a minimum if

we are to successfully engage SMEs. But with 3000 SMEs signed up to

the Workplace Wellbeing Charter, it was felt that there could be mileage

in developing a pledge that was somehow linked to this. The

Secretariat agreed to circulate a copy of the Workplace Wellbeing

Charter with a view to developing a collective pledge.

6. Network members also pointed out that SMEs were more likely to sign

up if they felt that there was something in it from them. Initial feedback

from many Responsibility Deal partners, particularly SMEs, was that

they wanted some kind of recognition for signing up. The Secretariat

agreed to pursue this with the Central Responsibility Deal team in

the Department of Health.

7. There was also a general view in the meeting that the network had now

developed sufficient pledges to cover the key areas and there should now

be a focus on filling any existing gaps and increasing sign-up.

Update on NHS Choices

8. The NHS Choices team gave members an update on the website. NHS

Choices have been working with the Department of Health’s Health and

Well-being Board to provide staff with a range of information, services

and tools to support their health and wellbeing. This includes the Life-

check tool, which relates to the Staff Health Checks collective pledge,

and sits on the NHS Choices website. The website is a public facing,

self-help service to support anyone interested in improving their health

and wellbeing. There is an extensive health and work section. The team

is currently working with other Responsibility Deal partners to develop

an “employer hub” that will draw together the different tools that help

and support employers to manage employee wellbeing. This hub would

act as signposting portal for many of the tools and guides that have been

developed or are in development by this network, including the recently

completed SME guide. The NHS Choices team agreed to present the

hub at the next meeting of the network.

Monitoring

9. Members were brought up to date on the Responsibility Deal monitoring

requirements. Draft monitoring templates were “road-tested” with

selected Responsibility Deal partners. The templates comprised 3

sections. Part A asks how organisations intend to meet the pledges. Part

B asks for a quantitative progress update. Part C is a free text section and

asks for a qualitative progress update. Following comments from

partners, Part C will now be optional. The Department is trying to keep

the monitoring templates as simple as possible but this has to be balanced

against the need to demonstrate that the Responsibility Deal is having a

positive impact.

Next steps

10. It was agreed that the network would meet again in mid-January 2012.

The Secretariat will find a suitable date and confirm with network

members.

• The Secretariat agreed to pursue the issue of recognition for signing

up to the pledges with the Central Responsibility Deal team in the

Department of Health.

• The NHS Choices team agreed to present the employers’ hub at the

next meeting of the network.

• The Secretariat will find a suitable date in mid-January for the next

meeting and confirm with network members.

Dear All, After Tabitha and I went to the HE sector conference I have had

to phone calls with. Please see e mail below. I have been so busy with the

final stages of my independent review I have not as yet pursued request.

Please could you contact her and follow up. She will soon be off on

maternity leave. We have had a very poor uptake so far from the HE sector

to my letters. Thank you very much Carol

As you may be aware, I have had a couple of phone calls with Dame Carol

to talk about raisiing awareness of the Responsibility Deal across the HE

sector. We talked about a couple of ideas, and left it (a couple of weeks or so

ago) that she would speak to her team about some briefing information and

FAQs (in particular to try and clear up some of the misunderstandings that

people had). I haven’t heard anything for a little while, so just wanted to

check whether she still wants to do something.

As Dame Carol knows, I am due to go on maternity leave shortly (in just

over 3 weeks) so would be very happy to help before then.

Thank you for finding the room for the strategy session at the Nuffield.

Tony, the facilitator, has requested that the room be as clear of furniture

as possible so that we can use a couple of pin boards and move freely

around the room and in and out of smaller groups. I'm not sure whether the

room that we have been offered will fit this bill or not - but it would be

good to know in advance so he can adapt things if necessary.

In terms of the session, Liz and I agreed that we should restrict it to the

chairs, Liz and five deputy directors, (head of public

health comms), (analyst) and , who leads the cross-cutting

work. This gives a potential maximum of 16 (including Tony and perhaps

another facilitator). We want to make sure that the chairs have the

maximum opportunity to present their ideas.

In terms of the dinner, we'd be happy to book somewhere and find out who

is

able to attend but I wondered if you had anywhere particular in mind? We

thought we'd aim for an early supper, starting at about 6pm given the need

to leave the Nuffield by 5.30pm.

Carol,

Compass Group, a member of the RD plenary group, have contacted me to

see if you would be available to speak at two breakfast briefings on 23 and

24 November at the Welcome Trust (by Euston). The timings for each event

are 0800 delegates arrive for breakfast, 0830 introductions (Compass Group

MD), 0835 keynote brief, 0900 Compass reply 0920 Q&A and finish around

0945.

The topic of the briefings are Health & Wellbeing in the workplace. This is

part of a series of breakfast briefings that Compass Group UK and Ireland

have introduced at senior leaders in business and consultants who support

businesses in their outsourcing of support services. At their last event in

July on the topic of supply chain and managing inflation they had 45

business attendees including representatives from; KPMG, BT, Morgan
