Project Background

The Government of Zambia has a policy to develop power generation projects, including hydropower, through private

sector investment on a Build, Own, and Operate basis. In July 2007, Lunzua Power Authority Limited (LPA) was selected

by the Government of the Republic of Zambia as the Preferred Developer for the Kalungwishi Hydropower Project. The

proposed project is located at Kabwelume Falls and Kundabwika Falls on the Kalungwishi River in the Luapula and Northern

Provinces of Zambia and includes the development of the associated transmission facilities.

THE PROPOSED PROJECT The proposed Project will be located on the Kalungwishi River and the affected project area spans across five districts,

namely Mpokoroso and Kaputa in the Northern Province and Kawambwa Nchelenge, and Chienge in the Luapula Province.

The location of Project is indicated in Figure 1 on pages 4 – 5.

Power Generation Assets (Power Stations)

The Project’s main power generation assets will be two run-of-river hydropower developments; namely the Kabwelume Falls power station (with a capacity of 99 MW) and the Kundabwika Falls power station (with a capacity of 156 MW) both on the Kalungwishi River.

The Kabwelume Falls power station will be situated at Kabwelume Falls, approximately five kilometres downstream of Lumangwe Falls. The proposed Kundabwika Falls power station will be located at Kundabwika Falls, approximately 42 km downstream of the Kabwelume Falls power station site.

• The power generation assets will entail infrastructure and equipment at each facility including but not limited to:

• Weirs/dam and spillway;

• Intake structure;

• Water conveyance system between the intake structure and powerhouses;

• Powerhouse with turbines and generators;

• Access roads and bridges to the facilities;

• Control centre which includes offices, residences, warehouse, service infrastructure and maintenance facilities; and

• Sub-stations and associated infrastructure for the transmission of power.

Stakeholder Engagement during an ESIA

An important part of the ESIA process is to obtain input from people who may be affected by, or who are interested in the

Project. Stakeholder engagement will therefore be undertaken throughout the ESIA process. The engagement process will

be undertaken in order for I&APs to:

• Learn about the Project;

• Raise issues that they are concerned about;

• Review the findings of the ESIA; and

• Make suggestions for Project environmental management.

The environmental studies are currently in the Scoping Phase and interactions with I&APs are being planned. Meetings at a

National, Provincial, District and Community level are being scheduled. Information will also be released to I&APs and

they will be encouraged to register and participate in the ESIA.

CONCLUSION AND WAY FORWARD

The Environmental Practitioners are planning to begin the Scoping Phase of engagement in May 2017. You are

encouraged to register as an I&AP for this Project so that you can be notified and involved in all future project activities.

The Environmental Social Impact Assessment (ESIA) Process

In order to obtain environmental authorisation for the Project, an ESIA must be approved by ZEMA. The ESIA will be

undertaken in alignment with the relevant Zambian legislation, as well as international good practice guidelines. The

objectives of the ESIA are:

• To understand and assess how the proposed Project could impact the local environment as well as people living and

working nearby;

• To identify any management measures that could be implemented to reduce negative impacts and enhance positive

impacts; and

• To provide a detailed Environmental and Social Management Plan that will allow the project to be constructed and

operated in an environmentally and socially responsible way.

The ESIA will be undertaken in two phases: Scoping and Impact Assessment.

During the Scoping Phase communication will be held with I&APs, possible positive and negative impacts identified,

alternatives considered and the extent of further studies defined. A Terms of Reference Report will be prepared and

submitted to ZEMA.

During the Impact Assessment Phase the extent of impacts will be investigated and understood. A Draft ESIA Report will

be prepared which will include commitments to enhance positive benefits or reduce negative impacts. This will be made

available to I&APs for comment.

Possible Impacts Associated with the Proposed Project

Currently it is anticipated that the following impacts could result from the proposed Project and require further consideration

in the environmental and social studies:

• Destruction/removal/loss of habitat for vegetation (on land and in river);

• Destruction/removal/loss of habitat for animals;

• Changes to river flows and associated impacts to downstream water users in terms of water quality and water availability;

• Emissions of greenhouse gases as a result of the flooding of areas currently vegetated;

• Change to the tourism value and potential of the area (may be positive or negative);

• Destruction/removal of heritage resources;

• Loss of access to heritage resources;

• Change in the sense of place of the Project area;

• Deterioration in air quality during construction;

• Increased noise levels during construction;

• Potential in-migration, during and after construction, and its potential effect on land-use, health and conservation;

• Economic and physical displacement as a result of land taken for the construction of the Project infrastructure;

• Creation of employment opportunities;

• Benefits associated with a cleaner source of power;

• Benefits associated with social investment and community development

• Local economic benefits as a result of investment, procurement, service provision and infrastructure development.

Transmission Lines

The development of the Kalungwishi Hydropower Project will necessitate the construction of transmission lines and

interconnection facilities including substations. Two transmission lines are currently being proposed along the following

alignments:

• Kundabwika - Kabwelume transmission line will be 42 km long constructed to connect the two power station sub-

stations. This will be a 330 kV line starting at Kundabwika Falls power station connecting to an on-site sub-station at

Kabwelume Falls power station.

• Kabwelume - Mporokoso 70 km transmission line connection will be constructed to feed onto the national grid. This

will be a 330 kV line starting at the Kabwelume Falls sub-station connecting to a planned 330 kV ZESCO sub-station at

Mporokoso.
