Study Goals

2

• Respond to community requests for bike & pedestrian accommodations, corridor and roadside safety concerns, and operational improvements

• Expand upon 2018 study

– Additional operational, and geometric study

• Engage community

• Develop evaluation criteria on corridor deficiency and alternative improvement rating criteria

• Establish preferred conceptual improvements

Study Methodology

3

• Identify community concerns

• Federal Highway Administration (FHWA) systemic safety planning process

• Identify corridor deficiencies

• Explore DPW preferred practices

• Establish alternative improvement evaluation criteria

• Apply ratings to alternatives

• Develop conceptual plan, costs, impacts

Existing Conditions Summary

20

2

1

• Prevalence of substandard sight distance at intersections and curves

• Turning movements at Cherry Rd and Pleasant Plains Rd (Intersection 7)

• ROR (run-off-road) crash patterns

• High speeds along straight-aways

• Lack of traversable roadside space (paved or unpaved)

• Obstructions in clear zone

• Lack of pavement width (particularly in curves) to accommodate bikes/pedestrians

Conceptual Improvement Primer

22

2

1

Quick Start Guide to Using Crash Modification Factors (CMF) -http://www.cmfclearinghouse.org/collateral/fhwasa17007.pdf)

• Step 1: Process community feedback and input

• Step 2: Develop list of countermeasures (samples)• Widening pavement• Adding shoulders• Reducing speed limit• Modifying curve radius• Adding rumble stripes near curves• Installing bike/pedestrian warning signs

• Step 3: Identify all relevant CMF and preferred practice weighted scoring for each potential countermeasure

• Step 4: Confirm scoring applicability

• Step 5: Select a single CMF weighted score for each countermeasure

• Step 6: Apply the CMF scoring

• Step 7: Develop Countermeasures for presentation at Public Meeting #2
