Despite almost all targets regarding local employment been met and surpassed, it is admitted that the targets regarding women employment is still not what it should be at the construction site, but everybody are confident that this target will also be achieved before construction of the dam is completed towards the end of 2012.

Currently the largest project of theDepartment of Water affairs, contruction ofthe De Hoop Dam between Steelpoort andRoossenekal adjacent to the R555, isprogressing well.

Almost nothing of the progress can beseen from the rod, but local politicians andnational, provincial and local media weregiven a tour of the construction site onTuesday when everybody were updated onthe projects progress. The R2 500 millionthat will be eventually be the cost of the newdam, is much higher than the anticipatedinitial spend because of various factors, oneof the most important the fact that contractors

encountered geolocical problems not knownbefore construction started, also delaying theproject because of much more work. Otheraspects having an impact were labourproblems (a serious strike last year)communication and electricity supplyproblems.

However, most of the problems aresorted out now, and the construction of thedam wall and spillway by means of animproved self developed method and mix ofRoller Compacted Concrete (RCC) hasspeeded up the process significantly.

When completed at towards the end of2012, the dam will be geared to supply water

to existing and new mines, as well as potablewater to the surrounding communities fromthe Steelpoort and Olifants rivers.

That is if the reticulation network hasbeen completed. Although the dam will beready to begin impoundment in April thisyear, it is towards the end of the rainy seasonand it is expected that the first major watercoming into the dam will only start at thebeginning of the new rainy season towardsthe end of the year. While the dam fills upfrom the bottom, construction will continue atthe top of the dam wall which will eventuallytower about 88 metres from the lowestfoundation level.

The De Hoop dam will be the 13th largestdam in the country. The catchment area ofthe dam is 2865 square kilometres, and thegross reservoir capacity will be 347 millioncubic metres. Outlet works is designed tohandle maximum 20 cubic metres of waterper second, while that capacity of thespillway will be 3616 cubic metres persecond.

The volume of concrete used inconstruction will be 900 000 cubic metresand the volume of the excavation at the damis 450 000 cubic metres, while the surfacearea of the dam when full will be 1690hectares.

The construction team at De Hoop managedto set a new national record for RollerCompacted Concrete (RCC) towrds the endof last year. According to the Department ofWater Affairs, the concrete was placedbetween November 4 and 27, with a peakhourly production of 329 cubic metres. TheAfrican record for concrete placed in onemonth is 175 000 cubic metres.

The new RCC mix with which the nationalrecord was improved, was developed on theDe Hoop dam site and halved the time spenton concrete placement by eliminating certainprocesses, such as skin concrete. It was alsonot neccessary to enrich the mix with grout.Instead of the known RCC mixes, such as

GERCC (Grout Enriched RCC) andGEVRCC (Grout Enriched Vibrated RCC),De Hoop’s contruction team call their newmix IVRCC (Immersion Vibrated RCC),according to MR Johan van Niekerk, thecontrator’s representative.

“The IVRCC is a high paste mix with easyapplication. The mix’s required density isobtained without difficulty and its propertiesreduce segregation. It also eliminates theneed for skin concrete because of itsimproved impermeability,” he said, sayingthat the unique mix has a high rate ofplacing, easily double the speed of traditionalRCC, with an excellent surface finish, able towithstand water abrrasion..

The DWA used 80,5% local labour during the project, spending morethan R6-million on training. ‘n Kleuterskool in die Steelpoort area het MaandagValentynsdag gevier deur in verskillende ouderdomme Mnr.en Mej. Valentyn aan te wys. Van die wenners hierbo was:Danika van Jaarsveld, Marcu van der Merwe, AnnekeWessels, Lielie Ferreira, Xander van Jaarsveld, AyandaMonkge, David Goya, Angel Sello en Natalie Gouws.

On 8 February 2011 a 15-year old boy drowned in theriver at Maretlwaneng village next to Penge.The boy and two friends were swimming in the riverwhen the incident occurred at about 16:30 in theafternoon. It was reported to the Police in Tubatse forassistance. The police and members of the communitytried to search for the victim, but were unable to findhim. The search was postponed to the next day.On the next day a team of Police diverswere called forassistance but they were unable to find the boy. On the11th of February the divers continued their search butagain but they were unsuccessful in locating the boy.

On the 14 February 2011 Police in Tubatsereceived the message from Leboeng Police that abody was found in the river at Ga Mametja villagenext to the Oaks and the body must be identifiedat Hoedspruit.Tubatse Police transported the family of the victimto Hoedspruit and they managed to identify thebody of the victim as their son.The Police would like to send a strong messageto the community where the villages are next tothe river to ensure that their children are notplaying around the rivers.

Boy drowns in river

On 15 February 2011 the Tubatse SAPS arrested twomen. A 15-year old and a 30-year old from Bangladeshin connection with housebreaking and theft. They alsoarrested a 26-year old man from Pakistan for possessionof suspected stolen property.The 15-year old was brought to the Tubatse Police onthe 15th of February by a member of the community inconnection with housebreaking and theft that occurred athis premises during the night of 21st and 22nd September2010 when his laptop was stolen.The Police then took over the investigation and the boytook them to Burgersfort where there was a stolenlaptop. On their arrival the Police found the man fromBangladesh who also informed them that the laptop is no

longer in his possession but it is with a certain manfrom Pakistan.The Police made further follow-ups and proceeded tothe place where the Pakistani was and they found himand also recovered the laptop. They arrested him forpossession of suspected stolen property.Police investigated further and discovered that thePakistani sent the boy to break into the houses andsteal valuable items and then bring it to them. ThePolice are still busy with further investigations and theyalso urge the community to provide any informationrelated to any crime related issues.The suspects are expected to appear in the PraktiseerMagistrate’s court soon.

The free rabies vaccination campaign of theAnimal Health Division of the Department ofAgriculture in Tubatse (Praktiseer) kicked-offthis week. On Tuesday and Wednesday theteams were in Burgersfort. Less animals werevaccinated than during the previouscampaign with approximately 250 animalsvaccinated over the two days compared tothe almost 1000 of the previous time. Theteam went to Steelpoort yesterday andfigures were not yet available by thetime of going to press.The cats and dogs were not onlyvaccinated, but also received de-worming medicine.

The team will be available at Tubatse Villageon 22 February. On 23 February they will bein Ohrigstad between 08:00 and 17:00. Theywill be in front of the police station. On 24February they will be at the gate atWinterveld Village between 08:00 and 17:00.The vaccinations are free and residents areencouraged to take their animals to helpprevent an outbreak of rabies. competitionItirele Primary School in Praktiseer was winners in the MasipundeSonke Literacy Competition for 2010. The competition was onlycompleted this year due to the strike last year.The school competed in the following categories: Intermediatechoral verse and reading aloud. The competition started at circuitlevel and progressed to provincial level in February this year.The choral verse learners obtained a first position in all the levelsin which they competed. The reading aloud learner managed tocome first up to cluster level. On what to spend the taxes andOn 10 February President Jacob Zumaannounced 20 thousand million rand in taxallowances and tax breaks to promote theeconomy through investments, expansionsand upgrades in the manufacturing sector.On 23 February the Minister of Finance, MrPravin Gordhan will give more informationon where more tax will be levied and wheretax breaks will be given.Economists say that tax revenues for thefiscal year to December have lost somemomentum and have slipped below the 5-year average. Cumulative governmentspending has however edged above the 5-year average. This is largely due to thestrong growth in admin-related expenses.Some of the things they will look out for nextweek include more information of the timingof exchange control relaxation measuresand details on the government contingentliabilities to give guidance on the likelyprofile of loan guarantee uptake by Eskom.Currently corporate and personal income taxcollections appear to be R5 to R10 thousandmillion behind schedule.They are expecting government to savethrough trying to cut back on programmesthat are not properly working andimplementing more cost effective strategies.It is also speculated that the governmentspending on capital projects could berestricted due to the stronger rand as well asa lower capacity for infrastructure delivery.Education is expected to be high on thepriority list with additional millions alreadypromised to that department.We asked readers where they would like MrGordhan to spend more of the tax moneythey pay every year? We also askedwhether this spending and allocation offunds will have an influence on how theycast their vote in the upcoming localelections?

Micaela van der Merwe with her horse Super Star competed in showjumping last weekend at the SANEF Schools Mpumalanga in Badplaas.She received two second 2nd places and a 3rd place in the categoriesshowjumping and working hunter.Micaela will be competing in the next SANEF Schools event in April 2011.The pair did very well together and Micaela is proud to say that she didmost of Super Star’s training herself.
