The questions

we asked“Sir

Water supply in certain areas of Burgersfort had been and still is intermittent to saythe least. Areas such as Extension 5 has for example experienced water supply cuts

in certain instances for more than 24 hours at a time, on other days water supply for

three to four hours, and on certain occasions water has been cut for the whole night.

This has been going on for the past three weeks.

Water users, who most of them incidentally pay their water use bills, received no

notice about this situation and the water cuts. Businesses and residences suffer. The

call centre, when they answer the phone, give explanations that differ from day to

day. One reason supplied is that water from the river is dirty and cannot be purified

fast enough. The other is that a pipe is giving a problem and they are working on it,

or residents are using too much water during a hot day and even that the problem is

located in your erf, because there is water supply (even when your neighbours also do

not have water).

Residents in the old part of town think they are discriminated against because all the

mine properties and grand houses have water. Why are they victimised? they ask.

They are fed up with not knowing what is going on and when the situation will be

normalised.

Platinum Gazette  newspaper of which undersigned is the editor, is doing an article

about the situation and will be delighted to be enlightened by Lepelle Northern Water.

We understand that technical difficulties may be more likely the reason for cutting the

water supply rather than blatant discrimination and the newspaper will be more than

glad to convey it to readers. We will also be more than glad to convey to our readers

why you chose not to communicate anything to them, and why your call centre is all

but useless when water users communicate with you.

Should undersigned be under the wrong impression, please supply the correct

information and answers to questions in this email by 08:00 on Thursday 07 November

2013.”

Geared to encourage

local empowerment

Modikwa Platinum Mine has gone the extra mile to ensure

that local businesses and people will reap the benefit of

the mine in their midst.

Ms Mmasaku Mohale (photograph left) explains that

they’ve been working on this for a long time.

“We’ve been working very hard to formulate and finalise

the Local Procurement Policy and we are very excited that

it has been signed and sealed,” she said. This new policy will require all businesses that are putting

in tenders for work at Modikwa Platinum Mine to have at

least a 30% local component.

“This is a great one. It means

that no matter how big or

small the job is, local people

will get a chance to be part of

it and benefit”.

Although this does not mean

that Modikwa Platinum Mine

will be giving tenders

exclusively to local suppliers, all suppliers will have to

prove that they will incorporate a local component into

their business at the mine.

“In this way companies will also be doing skills transfer

and have money going back into our immediatecommunities.”

Although the Local Procurement Policy document was only

recently finalised the impact of it is already showing.

“We’ve seen it - one contract can impact on many lives and

provide jobs where there previously were none. Just look

Who to contact?Local entrepreneurs and companies can approach

Modikwa Platinum Mine’s Business Development Officer,

Mr Phineas Makuwa for assistance and guidance toregister on the mine’s database of vendors.

Contact him on 013 230 2000 during office hours to make

an appointment.

A 30% local element is now a requirementat some of the small local businesses doing work at

Modikwa”.

Modikwa Platinum Mine is leading the way in making sure

that a minimum 30% local involvement is a prerequisite

on their tender documents.

To locals seeking tenders with the mine Ms Mohale says:

“Contact our Business Development Officer. Get your

company onto our vendor database and work through theright channels”.

She adds that contracts are not all of the same size and

length and tenders are advertised as services are needed.

That is why it is important that local

entrepreneurs and businesses keep

an eye on the notice boards in the

traditional affairs offices of the

seven villages surrounding

Modikwa.

Her advice is that those who receive

contracts should remember the

open door policy.

“We prefer that those who experience problems speak to

us so that we can assist where necessary and if needed

implement a plan B. Perhaps we can assist with resources

or advice before it is too late and a supplier fails to deliveron time or as required.”

“The most important part of being a local supplier is that

you still have to be competitive. You have to provide the

mine with quality work at the right price, otherwise there

will be no long term relationship”.

‘You have to provide the

mine with quality work

at the right price’

Success stories

Company Name:  Insanita (Pty) Ltd

Started at Modikwa: The company is a joint venture

between Motlokwa and Leahlaba Construction.

Motlokwa currently has 60% and Leahlaba 40%. The

joint venture started their contract at the beginning

of August 2013.

What does the company do?  “We do material

handling at Modikwa. The company is doing well.

This is the first big project for Insanita (Pty) Ltd.

Mr Strydom Makofane from Insanita (Pty) Ltd says:

“We want other entrepreneurs out there to know

that they can make it. Just look at us, we’ve made

it”.

Challenges: “So far we’ve been lucky to not have

any serious challenges. We were lucky to have the

financial and technical capacity to carry out the

projects entrusted to us”.

Other achievements: “We are amongst the first to

have a company consisting solely out of locals doing

work at Modikwa Platinum Mine and we are very

proud of that ”.

The future: “We hope to after 3 years scale down

on the joint venture and take over from Leahlaba as

a stand alone company. We are planning to be thenew Murray & Roberts or Frazer Alexander or

Stocks & Steffanuti in 10 year’s time.

To Modikwa: “Modikwa is really keeping their

promises. We appreciate the opportunity to work at

Modikwa and for their assistance through their

resources. Thank you to Mr Bob van Rhyn and the

Business Leader Mr Mokgosi Nkoana.

To the community: “Local companies must keep on

Company Name:  Matimatjiatji Mampudima

Community Companies are a Section 21 company

representing the seven villages that surround Modikwa

Platinum Mine.

Started at Modikwa: They’ve been working withModikwa since Modikwa started operating in the area

more than 10 years ago.

What does the company do?  It focusses on the

development of the villages surrounding Modikwa

Platinum Mine. These villages are: Matimatjatjie,

Mamphahlane, Mpuru, Diphale, Suwe, Sehlaku and

Maroga Villages. Things like water supply, electricity,

roads, tribal offices, schools, employment from the

villages, learnerships and bursaries are all part of what

the company try to improve.

Mr Strydom Makofane and Ms Nomsa Nkosi says: We

look after development companies. Entrepreneurs who

would like to do business with Modikwa Mine mus t

make sure that they register on the vendor database

and attend site meetings when required. It is also

important that they put in the tenders or quotations as

required because some people think that attending the

meetings is enough. Remember everything is possible.

You can be assisted through our Section 21 company

and the mine’s SED department.

Challenges: Community members don’t understand the

process to get a contract or work at the mine. Perhaps

they need some training in that. Some expect the mine

to just give them work without them even tendering.

Many of the communities also focus on Modikwa andforget that there are many other mines and large

companies around. The little that Modikwa have cannot

be enough for everyone. They must als o remember that

when Modikwa calls entrepreneurs to attend Entrepre-

neur Development Workshops to go and familiarise

themselves with the processes for tendering etc.

Achievements: “The biggest achievement is that we as

a Section 21 company now have development

companies and they’ve employed 246 people from the

start of Modikwa’s operations until now. We were able

to sustain them. Through the SED department we were

also able to build a sewing factory which is now training

15 learners. In January 2014 it will officially open and

start supplying overalls to mines in the area. We also

build a bakery which is operational and is supplying

bread to the seven communities. This created 12

permanent job opportunities. Two community halls

were build at Mamphahlane and at Maroga. At

Mamphahlane the hall is divided and from January next

year it will serve as an ed ucentre where learners in our

communities will find additional resources such as

mini library and computer centre to assist them with

their studies. At Maroga the hall is utilised for

training and tribal related matters.

The future: “We want to live up to the foundingmandate of the Section 21 company. That is to make

profit through development companies and declare

dividends to the seven communities we serve. We

are now on track to in future do that. In the future

we would also like to see our Section 21 company

building a Technical school from our profits. We’ll call

it Mampudima Matimatjatji Technical School”.

To Modikwa: Modikwa’s learnerships and bursaries

helped a lot. Many people in our area are now

educated because of Modikwa. Out of Modikwa’s

approximate 5000 employees about 3600 are from

surrounding villages. We also appreciate the fact that

African Rainbow Minerals section of the joint venture

at Modikwa has supplied the seven kgoshi’s in our

villages with transport. They’ve also recently adopted

the Local Procurement Policy and are already

implementing it. They are really trying to live up to

their promises.

Community Companies being developed

Company Name: Leko Mining

Started at Modikwa: In 2006 but during the World

Economic Melt Down things were scaled back and we

did not have work. We started working at Modikwa a

second time last year August.

What does the company do?  Vamping and sweeping.

This means that when the big rocks have been

removed we collect all the finer material that was left

behind. There is a lot of platinum in that fine material.

disruptive behaviour that will not benefit anyone.

Mr Simon Kgoete says: “A business is not

something you just talk about. You may think

business but as long as you don’t do it, it is not

a business and will never be. You must offer

something that people need. You also need to

be consistent.”

Challenges: Leko Mining is a joint venture

company. When we first started partnered

companies were Imphquko and African

Mining. After three months the partners

started pulling out saying that they are not

making money. In this way we had more than

one joint venture until the group we are today

was formed.Money was always a challenge,

but through the assistance of Mr Gary Strong

we formed a business plan and approached

new possible partners to help with funding.

Achievements: “We are proud of the

perserverance we showed. Perhaps one day

we will also be seen as business people of this area. We

have created jobs for our local people. We employ

approximately 200 people at the moment and that is

the greatest feeling. We’ve assisted to minimise the

number of jobless people in the area. Many families are

living because of Leko”.

The future: “We want to see ourselves doing mining as

well, not only vamping. We are getting mining exposure

and it would be great if in the end we could be a mining

company”.

To Modikwa and about Modikwa: “Modikwa has

played a vital role. From the beginning Modikwa trained

a lot of local people and employed them. The economy

in Limpopo improved because of Modikwa and other

mining houses around here. Because of them

Burgersfort is also growing. Now at month-end you

must park your car and go on foot because it is too

congested. Modikwa has done their part. We wish

Modikwa all the best because then they will be able

continue to assist communities near them”.

Disabled or just disrespectful? This photograph was taken last week Thursday when a motorist hogged

the disabled parking space at a filling station. The driver (who was

seemingly perfectly healthy) sat in the vehicle while having a lengthyconversation with friends through his window.

Traffic nightmare continuesThis photograph wassubmitted by a reader who

was stuck in the chaotic trafficat the Eland Street/DirkWinterbach crossing lastweek Friday.Drivers simply created their

own new lanes to push

foward into the traffic that wasalready at a very slow pacedue to congestion. The onlyoption for drivers scared ofdamage to their vehicles is togive way.

No traffic officers were in thevacinity to try and restoreorder as peak traffic hit town.
