Introduction
Brahmaputra Cracker and Polymer Limited (BCPL), the first ever petrochemical plant of Northeast India, is geared up to promote plastic industry in the region. Promoted by GAIL (India) Limited as a Joint Venture Company, BCPL looks forward to create sustainable development for the people residing in this region.
With the setting-up of this project, it is expected to give rise to the consumption of polymer in this part of the country. The availability of raw material will facilitate the development of numerous downstream polymer industries in the region. One such plastic park has been conceptualized by Govt. of Assam at Tinsukia to facilitate entrepreneurs in setting-up of new polymer processing industries. BCPL envisions a constructive presence in the north eastern region of India with ‘Polymers for life’ approach.
BCPL relentlessly strives to exceed expectations of its stakeholders in delivering quality polymer products. BCPL has achieved new heights in terms of sales of Polymers, Liquid Hydrocarbon and Liquid Nitrogen products and has been able to achieve a total turnover of approx. 1300 crore during the current FY. The company has 60% market share in north east region and working relentlessly for further improvement in the scenario.
The company is on the threshold of creating a niche for itself not only in the industrial scenario of North East but also in entire India.

About BCPL
BCPL Project Configuration
The project configuration includes the separation of C2+ liquid from the available gas at GAIL’s LPG Plant at Lakwa, which will then be transferred via pipeline to Gas Cracker Complex at Lepetkata. The rich gas from Oil India Limited shall be transferred by pipeline to Gas Cracker plant where C2+ liquids shall be recovered and used as a feed for the Gas Cracker. The combined C2+ liquid and naphtha will be fed to the Gas Cracker to produce Ethylene and Propylene for production of LLDPE, HDPE and Polypropylene.
Brahmaputra Cracker and Polymer Limited is a Joint Venture Company of GAIL, OIL, NRL and Govt. of Assam where GAIL has a major stake of 70% and OIL, NRL and Govt. of Assam has a stake of 10% each. The Petrochemical Complex mainly comprises of 2, 80,000 TPA Cracker Unit (based on gas and naphtha feed) along with downstream Polymer units to produce 2, 20,000TPA of Polyethylene (LLDPE & HDPE) and 60,000TPA of Polypropylene.
GAIL (India) Limited will exclusively handle the distribution and marketing of BCPL polymer grades which will be manufactured using gas phase process technology.

About Brahma-Lene
Brahma-Lene is the brand name of HDPE/LLDPE resins produced by BCPL and marketed by GAIL (India) Ltd. The resin grades are manufactured using gas phase process technology (HDPE/LLDPE) and will primarily cater to the Film, Injection Molding, and Rotational Moulding, and Raffia Monofilament sectors etc.
F2050101 is recommended for general purpose co-extruded laminated/non-laminated film for various film applications.
Properties: adequate level of slip and antiblockage agent for good operability and slip characteristics of the film. Film made from this grade has excellent sealing, puncture resistance, great drawdown capability and high tensile strength.
Uses: manufacturing heavy duty sacks, agriculture films, liners, milk packaging film etc.
F20A0101 has excellent process ability with optimum balance of mechanical and optical properties.
Properties: without slip and antiblockage agent additive.
Uses: It is widely used for lamination and stretch film applications.

About Brahma-Pol
Brahma-Pol is the brand name of Polypropylene resin produced by BCPl and marketed by GAil (India) Ltd. The resin grades are manufactured using gas phase process technology and will primarily cater to the TQ film, Injection Moulding. and Raffia sector.
Brahma-Pol PP Resin Grades
FH110N is a Propylene homopolymer for Tubular water quenched film appl ications. Film manufactured from this grade have excellent stiffness and clarity. The applications are primarily transparent films for packaging. textile overwraps, garment bags, snack food packaging.
Raffia & Monofilament Grade
WH034N is a Propylene homopolymer for stretched tape and yarn applications. It combines low water carryover with good processability & excellent mechanical property. It is used for manufacturing woven sacks (raffia bags) for cement, fertilizer, food grain, sugar packaging etc., leno bags, ropes and monofilament. It is a lso recommended for thermoformingapplications.

Brahmaputra Cracker and Polymer Limited will produce 55,750 TPA Pyro-Gasoline and 12,500 TPA Fuel Oil. PYROLYSIS GASOLINE HYDROGENATION UNIT of the Ethylene Cracker Unit (ECU) will process raw Pyrolysis gasoline from ethylene cracker in a single stage hydro treating unit to produce Pyrolysis gasoline suitable for storage / transportation. Pyrolysis fuel oil is also a byproduct from the Ethylene Cracker Unit.

Scheme Approved for Setting up of Plastic Parks (Ministry of Chemicals and Fertilizers, GoI)
Under the scheme, Government of India provides grant funding up to 50% of the project cost, subject to a ceiling of Rs.40 crore per project. Proposals for setting up of Plastic Parks in Assam (Tinsukia district), have received final approval.
FDI Policy
100% Foreign Direct Investment (FDI) is allowed under the automatic route in the chemicals sector subject to all the applicable regulations and laws.
Hydrocarbon Vision 2030 for North-East:
The Union Minister for Petroleum and Natural Gas Shri Dharmendra Pradhan on 9th February, 2016 released the Hydrocarbon Vision 2030 for north-east India, outlining steps to leverage the hydrocarbon sector for development of the region in Guwahati. Ministry of Petroleum and Natural gas (MoPNG) has consciously and constantly focused efforts towards making hydrocarbons a tool to enable social and economic development. One such initiative has been the Hydrocarbon Vision 2030 for North East Region.
The objectives of the plan are to leverage the region’s hydrocarbon potential, enhance access to clean fuels, improve availability of petroleum products, and facilitate economic development and to link common people to the economic activities in this sector. The states covered include Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura.
Location advantage:
The Govt. is going to develop the first express highway of the northeast in Assam along the banks of the Brahmaputra. This 1,300 km-long express highway is likely to incur an investment of Rs 40,000 crore. The Brahmaputra National Waterway-II will have direct access to Chittagong port of Bangladesh, Haldia port of West Bengal and consequently will boost trade with Southeast Asian nations.

Chemical/Plastic Engineering Departments in Universities/Institutes like CIPETalso provide ample oppportunities for research,acamedic courses in wide range of subjects including Plastic Engineering,Polymer Technology,Plastics Mould technology etc.
GAIL in association with CIPET has also conducted a training programme for youth on Plastic Product Manufacturing and plastic industry related trades in Guwahati.

1. Assam Petro-Chemicals Ltd. was incorporated in the year 1971 and commercial operations commenced in 1976 with facilities for production of 21 TPD Methanol and 37 TPD Formaldehyde. After establishing itself as a successful organization in the petrochemical sector, the company expanded its business by setting up a new Methanol plant of 100 TPD capacity in the year 1989 and then a Formaldehyde plant of 100 TPD capacity in the year 1996.
2. The company, keeping in view the ever increasing demand of Methanol in the country and envisaging the bright market prospect for Formaldehyde in Western India, coupled with the available expertise with the company in petrochemical sector, the company embarked upon an ambitious scheme for an expansion project by setting up a 500 TPD Methanol plant at the existing premises at Namrup and a 200 TPD Formaldehyde plant at Boitamari (Bongaigaon) in Western Assam. The expansion project is being implemented with equity participation of M/s Oil India Ltd. (OIL) to the extent of 49% while the company will remain a PSU of Govt. of Assam (GoA) with 51% equity capital. The agreement for supply of 0.5 MMSCMD NG for the expansion project has been signed with Oil India Ltd.(OIL). NG will be transported from the NG supply terminal point of M/s OIL at Duliajan to APL factory premises at Namrup by Assam Gas Company Ltd. (AGCL).
3. The schedule commissioning of the Methanol and Formaldehyde plants are September, 2019 & March, 2020 respectively and with this the total production capacities of APL will be 600 TPD Methanol and 325TPD Formaldehyde.
4. The project is proposed to be financed at a Debt: Equity mix of 2:1. The proposed components of financing under both the phases as well as total project combined are given as under:

5. The equity requirement of the project amounting to Rs. 447 Crore would be contributed by the Govt. of Assam and the balance is proposed to be invested by Assam Gas Company Limited (AGCL) and Oil India Ltd. (OIL). Govt. of Assam together with AIDC and AGCL shall hold 51% in the project while OIL will be holding a stake of 49% in the project.

Introduction:
The plastic industry in the region, at present, is witnessing a dramatic transformation from a low profile production base accounted for by the local entrepreneurs, to a scenario in which the major players in the field in the country are focusing on investments opportunities in the region. The major petrochemical players in the region are committed to establish significant presence in the north-east region in petrochemical sector by way of production or sourcing and marketing of quality products, deploying efficient distribution and marketing channels to cater to the needs of target customers. Opportunity of exporting desired PE/PP grades in the adjoining countries is also being explored for expanding market footprints of the Plastic Industry in next few years.
Coupled with local availability of raw material, campaigns like “Startup India” launched by the Government of India are expected to give a further boost to setting up of plastic processing units in the region.
