This report forms a part of the stormwater management plan for a proposed development at 359 Tapleys Hill Road, Seaton, South Australia. The proposed development consists of an additional cool room, freezer room and driveway canopy to an existing dual comrnercialiresidential building which is to be roofed. This extension has an approximate area of 162 square metres.

The proposed stormwater management plan is designed to comply with City of Charles Sturt's requirements outlined in the Development Information Guide (DIG) 56 "Stormwater Management Plan and Guide 27 Flood Mitigation".

The existing site includes the main dual commercial/residential building, a garage / storage building, an outside toilet shed, and a landscaped area. The development is located in an area which is identified by council to be flood prone (refer Figure 3).

The main dual commercial/residential building has a pitched roofwith a ridge which divides the building into eastern and western catchment halves (refer Figure 2). The western roof catchment is currently drained via downpipe that discharges onto the Tapleys Hill Road footpath. The eastern roof catchment currently drains towards the back of lot. Part of the eastern roof catchment is connected to a rainwater reuse tank which discharges any overflows onto the ground. The remainder of the eastern catchment that is not connected to the rainwater tank discharges onto the ground.

The roof of the garage and toilet shed currently discharges onto the ground. There are currently no on-site storrnwater detention measures.

2 PROPOSED STORMWATER MANAGEMENT

2.1 General

The proposed stormwater system consists of a sealed underground pipe system that drains the roof of the proposed freezer room extension and driveway canopy as well as part of the existing roofing via a detention tank to the Tapleys Hill Road water table. The proposed system captures runoff from the roof of the proposed extension, a portion of the main building roof, the toilet shed roof, and a roof from a building on the adjacent lot.

2.2 Stormwater Detention

The proposed extension has a footprint of 162 square metres and will require detention facilities (DIG 56).

As a commercial development, the design" storm for detention sizing purposes is 100 year ARI. The detention volume is sized to throttle peak flow rate to no greater than pre-development 5 year ARI storm.

The post-development catchment of 162 sq.m is entirely impervious and consists of the new cool/freezer room roof and driveway canopy. The pre-development catchment is partly impervious and includes 42.2 sq.m of pervious and 11 sq.m of impervious areas.

To restrict the increase in flows into the council's drainage system, a 4000L detention tank with a 30mm orifice outlet is proposed. This detention tank will capture and throttle roofwater runoff prior to discharging to the Tapleys Hill Road gutter. In addition to the roof areas, the roof of the driveway canopy is to be connected to the detention tank via flying downpipes.

Since the detention will be connected to the existing building's roof areas not previously detained, the western downpipe of the canopy can optionally be connected directly to the street gutter without a loss of the intended detention effect

The detention requirement and hydraulics is modelled using DRAINS (see Appendix for calculations). The pre development, critical 5 year ARI, 25 minutes storm peak flow is 2 Us. The post development, critical 100 year ARI, 5 minutes storm peak flow of 5 Us is detained and throttled to 2 Us. The detention tank empties in approximately 1 hour.

2.3 Rainwater Reuse

The proposed development is not a new dwelling and does not include a toilet, laundry or water heater. According to DIG 56, a rainwater tank supplementing mains water is not required.

Whilst the installation of a rainwater tank is not required, the capture, retention and reuse of rainwater are recommended for water conservation and sustainability reasons. A retention storage volume can be built into the detention tank. This storage can then be plumbed to supplement the mains water supply or reused independently for other purposes, such as irrigation to garden.

2.4 Additional Improvements

There are further opportunities to improve the on-site stormwater drainage system beyond the areas that are immediately affected by the proposed extension.

Gutters and downpipes can be installed to capture runoff from other roof areas that are currently discharging onto the ground. The downpipes can then be directed to discharge at least 3 metres away from building foundation, This will reduce the amount of moisture reaching the building foundation.

The downpipes currently discharging across the Tapleys Hill Road footpath can be connected to the adjacent water table via a pit and checker plate drain. This will increase pedestrian safety and prevent general nuisance water currently flowing across the footpath during rain events.

3 ACCESS SAFETY

As part of the requirements in DIG 27, a development located in a flood prone zone requires an access safety assessment. The assessment considers the flood depth along the route from the site to a location outside the floodplain.

A conventional motor vehicle and pedestrians would be able to exit the floodplain safely via the driveway and head southwards to higher ground on Tapleys Hill Road (Figure 5). The identified flood depth along this route is below 0.3m (Figure 4).
