Long Term Projects Crossroads project
Still working with ESD on incentives.
Developers confirmed to be ready when incentive is finished.
Construction starting in the Fall 2018 depends on ESD incentives. Waterline
Water line moved to assure easements are acceptable to landowners.
Continue to work with Engineer for the 2018 construction.
Friendship continues to work cooperatively on project. GE Lufkin facility
ACIDA Pilot with PM Research for signing. Bioenergy Development and Commercialization Center (BDCC)
BDCC now has state and federal funding for $12.4 million required for the project.
Discussing additional partners for the project. -Talking to SUNY College of Environmental Science and Forestry and Sunstrand Sustainable materials in Louisville, Kentucky.
Finalizing MOU on the last $6.6 million needed for the project. ANGEL fund
Continue to have regular meetings on progress.
Looking for investors to fund up to $1 million.
Plan is to have shares of the fund available in the fall. SIEMENS – Dresser Rand

Attended Select USA, June 20-22, 2018 conference in Washington, DC to attract foreign investments.

Maker City recommended Allegany County Economic Development Committee to develop a program to engage students and alumni at the three colleges regarding employment and economic development in Allegany County.
Young Professionals group to restart as part of the Maker City report and be part of the Allegany County Economic Development Committee.
Maker City Project funded by the Allegany County Economic Steering Committee.
Innovation based economic development to renew and reinvent local economies.
Meeting took place May 16-18, 2018.
Report was reviewed, to include additional work on Branding, Young Professionals, Improving Communities, and Developing Entrepreneurship culture working with the community.

2018 Goals
Monthly positive press and stories for Allegany County and from Allegany County.
Crossroads Development - start construction in 2018.
Crossroads waterline – start construction in 2018.
Tracewell building – fill with a working company.
BDCC - continue engineering, planning and start rehabilitation building.
Develop adequate last mile providers for internet access.
Current business – monthly positive stories and support expansion/retention.
Travel – continue state, national and international connections.
Meetings – Invest Buffalo Niagara to visit Allegany County.
Meetings - regular input from Allegany County Young professionals.
Marketing – continue to improve economic development section on website and social media.
Marketing – fully develop plan to keep current college graduates and attract alumni to return.
Site Selectors – labor shed demographics and implement their proposed plan to attract companies.
Needs
Develop resources for additional incentives.
Develop project ready sites as per site selector’s suggestions.

July 2018 Report Office of Planning Projects: A. General Planning:
• There is no County Planning Board meeting scheduled for tonight July 18, 2018. • The Town and Village of Almond boards are currently reviewing their draft Comprehensive Plan.
Meeting with them this month to discuss any changes and procedures for approval. • Held the training workshop on SEQR with NYMIR for the Planning Board and had about 30 people
attend. B. Shared-Services:
• Reviewed and submitted comments on the Draft Plan to CGR. • Have held conference calls with CGR regarding the progress they are making on the plan and
approvals. • The draft plan was posted to the County website and we notified Towns and Villages of the
availability of the draft. • A Public Hearing was held on June 26 6PM at BOCES with relatively limited attendance. The next
Public Hearings are scheduled for August 13 10AM and 3PM at the legislative chambers. C. GIS [Geographic Information System]:
• We have been working very hard on the LUCA project. We were notified on June 29th that we had a short extension to get our data in to July 17th. By the time of this meeting we should have already submitted this data.
• Have responded to requests for various maps during the month. • Have implemented a trial period program with EagleView to make Pictometry available to County
Departments and the Towns/Villages staff, Fire, Police, etc. If funding in our current budget allows we will extend this service for one year.
D. Administrative • Reviewed audits for Planning, Development and Tourism as well as Payroll. • Completed preparation of the 2019 Budgets for Development and Planning Departments. • Angela McKay started on July 9, 2018 as the Assistant Director of Economic Development and
Planning. • Met with Summer Intern through Employment & Training, started July 9th.
E. Meetings • Presented at the Planning & Economic Development Committee. • Participated in Website Update Conference Calls and the ADA compliance conference calls. • Met with STW for review of the Appalachian Regional Commission applications. We had 13
applications present to the Board. Allegany County was well represented in this year’s applications.
• Prepared for and attended Comprehensive Plan Implementation Group meeting. • Prepared for and attended the Comprehensive Plan Review Committee meeting.
Development Projects: A. County Website:
• Received estimates from Mason Digital and Equatek and approved them to move forward with the Tourism website transition process.
• Participated in conference calls to discuss the County website and the Tourism migration. B. Business Development
• Craig Clark and the Economic Development Steering Committee continued efforts on Maker City. They have identified a handful of priority projects that we are starting to work on.
• Met with the owner of an available facility/building that is interested in assistance in filling the facility.
• EDA Project Priorities: Need Committee approval of the top two projects for EDA priority list. Recommended top 2 projects for this year are [does not require a resolution of the board]:
o Crossroads Development Infrastructure Project and o The Alfred Center for Technology Transfer Project.

Long Term Projects
1. The Watchful wild life program continues to move forward, now working with ARCHER for the Watchful
wildlife program as they develop the first phase.
Moving forward we will create the rough draft of the core content. As we create the content we will
work to outline areas where there is potential for integration of social platforms, testimonials, and the
adventure packages. (ongoing)
2. Tourism packages; Tourism committee package planning meeting 5/10/18. Deb Root leading the work
meeting. We came up with several packages Steve and I will be working on (Ongoing)
Marketing/ Projects
1. Regional welcome Grand Island center project. Our five counties (Erie, Niagara, Allegany, Cattaraugus, and
Chautauqua) have been discussing plans to create a WNY Region marketing piece for use at the WNY
Welcome Center which will open in August of this year.

2. Working with EquaTEK and Mason Digital to transfer Tourism website to County Website a. Developing a plan with EquaTEK for content/digital and website transfer.
b. Meeting held April 19 and a summer content and digital plan was developed.

4. Visitor engagement Academy. We are now looking into this program to see if this is a good fit. This
is a needed program that has been talked about for many years. Visitor’s Engagement Academy will
be giving a presentation to CPIG June 14th at 2:00pm at the Crossroads conference center.
Update: The committee asked us to develop some marketing material and gather support for the training program
to ensure interest.
The Wellsville Chamber, Cuba Chamber, Alfred Area Business Ass., and ACCORD will join in sponsoring and
promoting this training to their businesses. We have received many support letters (Jones Memorial Hospital,
Wellsville village, Houghton Collage, Genesee Valley Media, Pekarek Law Group, Literacy West NY, Taxes
ETC., Alco, Michael Cook State farm, Walker Services and Directions in Independent learning. We have not had
a chance to reach out to the realtors, hotels and more as we feel a one on one conversations would be best. See

5. Erie Cannel Boat Company, Excursion Pods (ExPods) Ongoing
Peter J Abele, owner of the Erie Canal Boat Company. He is very interested in investing his company’s ExPods in
Allegany County. He is hoping to roll out three ExPods in Allegany County in 2019. Next steps will be working
with Genesee River Wilds and the Planning department.

Employment: 3 new full time and 4 new part-time jobs with 7 employers
Unemployment: May rates: Allegany County 5.3%; NYS 3.7%; US 3.6%. Locally 18 new
unemployment claims opened~ 4 fired, 7 layoffs from several employers

Business Services: 64 services provided to 41 businesses (1 new business) for outreach, job
listing, follow-up, job matching, referrals, youth work experience & Summer Youth
Employment Program and skills testing. Administered 19 TABE(Test of Adult Basic Education)

Summer Youth Employment Program (SYEP): 57 youth placed at 37 worksites to start in July.

RE: Allegany County Telecommunications Development Corporation ________________________________________________________________________
The Chairman of the Board plans to reappoint Philip Curran of Alfred Station, Dwight Fanton of Wellsville, and Brent Reynolds of Alfred Station as members of the Allegany County Telecommunications Development Corporation for another two-year term effective October 1, 2018, and expiring September 30, 2020, subject to confirmation by the Board of Legislators. If the Committee approves of these appointments, please have a motion to that effect included in your minutes, along with a request to the County Attorney to prepare a resolution. In addition, the Chairman should sign the attached pink appointment forms, where indicated, and return them to me. Thank you.
