All matters reserved except for phased construction of Block 1 (two residential towers comprising 239 private sale units and new leisure/community centre of 12,400sqm GIA including a gym, swimming pool and library, commercial uses of 2191sqm GIA), Block 5 (comprising 136 affordable units and commercial units of 393sqm GIA) and Block 6 (64 private sale units and 63 affordable units) together with a new Park (2.49ha) and associated works; and (c) Site clearance and enabling works including works to Winstanley Road, as well as temporary works necessary to enable the approved development. An Environmental Statement has been submitted with the application under the Town and Country Planning (Environmental Impact Assessment) Regulations 2017.

IntroductionThe application sets out proposals for the redevelopment of part of the Winstanley Estate and the majority of the York Road Estate together with York Gardens, which are located to the north of Clapham Junction Station and south of York Road and the River Thames. The site covers an area of 10.52 ha to which Wandsworth Council are the majority owner. Wandsworth Council have entered into an agreement with the major UK housebuilder, Taylor Wimpey, to comprehensively redevelop the site. The two parties have formed a joint company called the Winstanley and York Road Regeneration LLP who have submitted the application.

The application proposals involve the phased demolition of all buildings on site and the reprovision of a new York Gardens Park centrally within the site with new housing, a leisure and community centre and other uses set around the proposed new park. The proposals will ensure the replacement of all existing residential accommodation and provide a significant quantity of additional new residential accommodation with a mix of unit sizes and tenure types. The total number of residential units proposed is up to 2,550.

Proposal DetailsThe first phase (included in full detail within the application) will deliver 502 new mixed tenure homes across 3 blocks (shown as 1, 5 & 6 on the adjacent masterplan), a new York Gardens Park and a new Leisure and Community Centre

Block 1 delivers the Leisure and Community Centre and provides 239 new homes. Within the Leisure and Community Centre, a new library and swimming pools will overlook new York Gardens Park, whilst a cafe and community centre will be accessed at ground floor.

Additional non-residential spaces are provided on Winstanley Road at the base of the landmark tower. A children’s centre with a secure, enclosed play space is provided to the top level of the Leisure and Community Centre.

The Application Provides:• Up to 2,550 new homes with 502 new homes in the first

phase and up to 2,048 in subsequent phases

• 35% Affordable Housing - Reprovision of existing social rent units, 86 Shared equity units for existing resident leasehold and additional affordable rent and additional shared ownership units

• A new 2.49 Hectare York Gardens Park
